Sligo CDP 2017-2023 extended to 2024

Sligo County Development Plan 2017-2023 – EXTENDED to July 2024

Pursuant to the Planning and Development (Amendment) Act 2021, Sligo County Council has extended the duration of the Sligo County Development Plan 2017-2023 by one year under the provisions of Section 11D of the Planning and Development Act 2000, as amended (modification to operation of sections 11 and 11B of Act of 2000 having regard to Covid-19 disruption).

The current CDP is due to expire in July 2023. In order to allow for the preparation of the new CDP to be completed in 2024, the duration of the current CDP has been extended by 12 months, until July 2024.

Such extension will ensure that the zoning and development objectives of the CDP remain in force until the new Plan is adopted.

Proposed Variation No. 2 of Sligo County Development Plan 2017-2023

From 17 February to 17 March 2023

Proposal to extend the duration of Sligo County Development Plan 2017-2023 by up to one year, to the end of July 2024

The current CDP is due to expire in July 2023. In order to allow for the preparation of the new CDP to be completed in 2024, it will be necessary to extend the life of the current CDP by 12 months, until July 2024.

Such extension will ensure that the zoning and development objectives of the CDP remain in force until the new Plan is adopted.

Pursuant to the Planning and Development (Amendment) Act 2021, The Planning Authority proposes to extend the duration of the Sligo County Development Plan 2017-2023 by one year under the provisions of Section 11D of the Planning and Development Act 2000, as amended (modification to operation of sections 11 and 11B of Act of 2000 having regard to Covid-19 disruption). This may be achieved by means of a Development Plan Variation (Variation No. 2).

How to make a submission

Written submissions or observations regarding the Proposed Variation No. 2 may be made via Sligo County Council’s Consultation Portal at consult.sligococo.ie  between Friday 17 February and Friday 17 March 2023.

 

Forthcoming County Development Plan review

Planning legislation required that the County Development Plan be varied to incorporate changes in national and regional policy (National Planning Framework and the Regional Spatial and Economic Strategy).  The Variation no. 1 of the Sligo CDP 2017-2023 was adopted by the Council in October 2020.

Sligo’s new designation as a Regional Growth Centre, the corresponding Strategic Plan (incorporated within the RSES) and the updated population targets set out in the Variation were meant to serve as a basis for the preparation of the Sligo and Environs Local Area Plan which was due to be undertaken in 2021.

Following the publication by the DHLGH of a Housing Supply Target Methodology (Section 28 Guidelines) in December 2020, it became evident that future zoning decisions must be based on housing demand instead of population targets.

A total County housing demand figure needs to be calculated for the period of the next County Development Plan. This total figure will then be apportioned to the County’s towns and villages starting at the top (Sligo Regional Growth Centre) and then down through the settlement hierarchy.

In January 2021, the Planning Section engaged in discussions with the Department of Housing, Local Government and Heritage (DHLGH) in relation to housing demand figures, and with the Office of the Planning Regulator (OPR) in order to establish what would be the optimal sequencing of forthcoming plans.

While the housing demand calculations require further clarifications, the OPR advised that the best option would be to incorporate the zoning objectives for all settlements (Sligo Town and Environs included) in the next County Development Plan.  In other words, the main strategic policies for Sligo’s urban area (e.g. zoning and housing targets) would be included as key elements of the next CDP.

The formal review of the County Development Plan was not due to be commenced until Q4 2021, but it is now proposed to commence the process by the publication of a pre-draft consultation paper in July.  The review process will take 2 years to complete.  The pre-draft consultation will be carried out in summer 2021.

On 30 July 2021, Sligo County Council commenced the review of its County Development Plan (CDP) 2017-2023 in accordance with the requirements of Section 11 of the Planning and Development Act 2000 (as amended).

The current CDP 2017-2023 remains in operation until the new CDP 2024-2030 will replace it in 2024.

 

Variation no. 1 of the Sligo County Development Plan 2017-2023

On 12 October 2020, the elected members of Sligo County Council made the Variation No. 1 to the Sligo County Development Plan 2017–2023 (CDP) under Section 13 of the Planning and Development Act 2000 (as amended).

The Development Plan for the County of Sligo 2017–2023 was made by the members of Sligo County Council at their meeting on 31st July 2017.

The Sligo County Development Plan 2017–2023 has been effective since 28 August 2017.

Background to the CDP 2017-2023

The review of the Sligo County Development Plan commenced on15 May 2015, with a pre-draft consultation period that lasted until 10 July 2015.  In this interval, 36 submissions were received.  Their contents and associated Chief Executive’s recommendations were circulated to the elected members in the form of the First Chief Executive’s Report.

Subsequently, a Draft Plan was prepared, consisting of two volumes:

Second Chief Executive’s Report

Following public consultation in September-November 2016, Sligo County Council received 176 submissions in relation to the Draft CDP 2017-2023 and a further 49 submissions in relation to the Record of Protected Structures.

The Second Chief Executive’s Report summarised the issues raised in submissions and gave the Chief Executive’ response to each one, including recommendations as to whether or not the Draft Plan, Environmental Report or RPS should be modified.

On 27 March 2017, having considered the Draft Sligo County Development Plan 2017-2023 (CDP) and the Second Chief Executive’s Report on the submissions received, the members of the Sligo County Council resolved to propose amendments to the Draft CDP.

Third Chief Executive’s Report

During the third (and last) public consultation period, Sligo County Council received 25 submissions, of which 18 related to the Proposed Amendments of the Draft Plan.
The Third Chief Executive’s Report addressed each Proposed Amendment, gave the Chief Executive’ opinion in relation to any related submissions and made recommendations regarding the adoption or modification of each Proposed Amendment.

The Report was considered by the Elected Members at the special Council Meeting on 31 July 2017.

The Proposed Amendments to the Draft Sligo CDP 2017-2023 were on public display from 11 May to 21 June 2017. They were accompanied by and SEA Addendum and a Natura Impact Report (Appropriate Assessment).

Consultation Closing Date
