Sligo County Council, which owns and manages over 2,400 social housing properties across every town and village in the county, is stepping up efforts to promote responsible dog ownership in Council tenancies.
Focus on Responsible Dog Ownership in Social Housing

This initiative is being spearheaded by the Estate Management Team in response to a noticeable rise in dog-related complaints and issues in recent years.
Earlier this year, the Council launched a survey targeting its tenants to gather information on the number and breeds of pet dogs kept in its properties. While rules governing dog ownership are outlined in all tenancy agreements, there has been a significant increase in dog ownership—likely accelerated by lifestyle changes during the Covid-19 pandemic.
The importance of this campaign is underscored by several key factors:

Animal welfare concerns, as some dogs are not properly cared for and can cause disruption in the community.

Tenancy compliance, with dog ownership policies clearly outlined in all rental agreements.

Community safety, especially in light of risks posed by aggressive or restricted breeds to neighbours, visitors, Council staff, and contractors. Restricted breeds are not allowed in Council housing.

Estate management, as irresponsible pet ownership may correlate with other tenancy breaches or signs of anti-social behaviour.
Initial results from the email survey revealed that approximately one-third of Council tenancies include dogs, with Border Collies and Jack Russells being the most popular breeds.
The next stage of the survey will soon roll out via a mass mailing, asking all remaining tenants to report details about their dogs, including breed, licence, and a recent photo.
The Council is working in close partnership with its Environment Section and Dog Warden Service to carry out home visits. These visits will help verify dog breeds, assess animal welfare, ensure licensing compliance, and provide advice on responsible dog-keeping. In certain cases, tenants may be assisted in reducing the number of dogs on the premises, with support offered for rehoming or surrender if necessary.
