Minutes of The Annual General Meeting of The Municipal District of Sligo-Drumcliff held on Friday 28th June 2024 At 09.30am. in The Council Chamber, County Hall, Riverside, Sligo & Via Ms Teams

CATHAOIRLEACH:

Cathaoirleach, Councillor Thomas Walsh, presided. The Cathaoirleach welcomed all present to the meeting and thanks members for their support over the past year. 

Members thanked and congratulated Councillor T. Walsh for his hard work over the past year as Cathaoirleach of the Municipal District.  Mr. J. Molloy, on behalf of the Executive and staff, thanked Councillor T. Walsh for the well ran meetings and work that was achieved throughout the year in the Municipal District area.

Councillor E. McSharry was welcomed to the Municipal District.  Members remembered Councillor T. Fox and wished him well.  The Executive and staff of Sligo County Council were thanked for their support and work over the past year.

 

1. TO ELECT A CATHAOIRLEACH:

Proposed by Councillor E. McSharry
Seconded by Councillor M. Casserly

AND AGREED

“To elect Councillor Dónal Gilroy as Cathaoirleach of the Sligo – Drumcliff Municipal District”

As there were no other nominations, Councillor Dónal Gilroy was elected Cathaoirleach of the Sligo – Drumcliff Municipal District.

Councillor D. Gilroy then assumed the Chair and expressed his honour at being elected to the position of Cathaoirleach for the forthcoming year.

Councillor D. Gilroy thanked his proposer and seconder and the outgoing Cathaoirleach and members for their support.  Councillor D. Gilroy acknowledged the support of his family.

Councillor D. Gilroy stated that the Sligo – Drumcliff MD area was the only Municipal District that held their meetings outside of their own MD area.  The lack of facilities in the MD area was also highlighted e.g. no library, no swimming pool.  It was stated that it was important in the term ahead to establish a new identity for the Municipal area.  It would be important to leave politics aside while dealing with the issues and working together as a team.

Councillor D. Gilroy suggested the introduction of the D. Hondt system for the term ahead and stated that it was important that all members worked together for the good of the Municipal area.  It was also suggested that members would meet to discuss the work of the MD going forward either before or after the next MD Meeting.

 

2.  TO ELECT A LEAS CHATHAOIRLEACH:

Proposed by Councillor D. Gilroy
Seconded by Councillor T. Walsh

AND AGREED:

“That Councillor Marie Casserly be elected as Leas-Cathaoirleach of the Sligo-Drumcliff Municipal District.”

Members congratulated Councillor Casserly on being elected Leas- Cathaoirleach of the Sligo – Drumcliff MD area.

 

3. TO APPOINT TWO MEMBERS TO THE COUNTY SLIGO PLACENAMES COMMITTEE:

Proposed by Councillor T. Walsh
Seconded by Councillor T. Healy

“That Councillor D. Gilroy be nominated onto the County Sligo Placenames Committee”

Proposed by Councillor D. Gilroy
Seconded by Councillor E. McSharry

“That Councillor T. Healy be nominated onto the County Sligo Placenames Committee”

AND AGREED:

“That Councillor D. Gilroy and Councillor T. Healy be nominated onto the County Sligo Placenames Committee”

 

4. TO APPOINT TWO MEMBERS TO THE COMMUNITY AND VOLUNTARY/FESTIVALS AND EVENTS GRANTS ASSESSMENT COMMITTEE:

Proposed by Councillor D. Gilroy
Seconded by Councillor T. Healy

“That Councillor M. Casserly be nominated onto the Community and Voluntary/Festivals and Events Grants Assessment Committee”

Proposed by Councillor T. Walsh
Seconded by Councillor D. Gilroy

“That Councillor E. McSharry be nominated onto the Community and Voluntary/Festivals and Events Grants Assessment Committee”

AND AGREED:

“That Councillor M. Casserly and Councillor E. McSharry be nominated onto the Community and Voluntary/Festivals and Events Grants Assessment Committee”

 

5. TO APPOINT TWO MEMBERS TO THE ARTS ASSESSMENT PANEL:

Proposed by Councillor T. Walsh
Seconded by Councillor E. McSharry

“That Councillor D. Gilroy be nominated onto the Arts Assessment Panel”

Proposed by Councillor T. Walsh
Seconded by Councillor E. McSharry

“That Councillor M. Casserly be nominated onto the Arts Assessment Panel”

AND AGREED

“That Councillor D. Gilroy and Councillor M. Casserly be nominated onto the Arts Assessment Panel”

 

6. TO APPOINT TWO MEMBERS TO THE SLIGO TOWN TWINNING COMMITTEE:

Proposed by Councillor D. Gilroy
Seconded by Councillor T. Walsh

AND AGREED

“That Councillor E. McSharry and Councillor T. Healy be nominated onto the Sligo Town Twinning Committee”

These appointments were decided by lot as agreed by all the members.

 

7. TO APPOINT ONE MEMBER TO THE SLIGO COUNTY COUNCIL PEACEPLUS PARTNERSHIP COMMITTEE:

Proposed by Councillor T. Walsh
Seconded by Councillor T. Healy

AND AGREED

“That Councillor D. Gilroy be nominated onto the Sligo County Council PEACE Plus Partnership Committee”

Members requested that the membership of the Defective Concrete Block Committee be confirmed at the next full Council Meeting.

 

8. TO SET A DATE FOR THE NEXT SLIGO-DRUMCLIFF MD MEETING:

The next MD meeting was scheduled for Monday 15th July at 9.30am in the Council Chamber.

Members to discuss Standing Orders prior to the next MD Meeting. Mr. J. Molloy to circulate a draft report to members as a point of reference.

Members requested that the attendance of area engineers at MD Meetings be brought to the next Corporate Policy Group meeting.  Members also agreed to explore how best reports on Notices of Motion could be followed through.

Members agreed to meet on the 15thJuly to discuss these issues and other matters relevant to the Municipal area.

All members wished to be associated with a vote of sympathy to the family of the late Tommie Gorman RIP, a true Sligo man. 

The business of the meeting concluded at 10.10am.
