Minutes of The Meeting of Sligo-Drumcliff Municipal District Held on Friday 22nd September 2023 At 10.00am in The Chamber, County Hall, Riverside, Sligo & Via Ms Teams

The Cathaoirleach, Councillor Thomas Walsh presided and welcomed all present and online to the meeting.
1. TO ASK SLIGO COUNTY COUNCIL FOR AN UPDATE ON THE NEW OUTDOOR WATER FACILITY AT ROSSES POINT:

“To ask Sligo County Council for an update on the new outdoor water facility at Rosses Point”
Ms. S. Sheehy gave a report and confirmed that copies of the design were available on the An Bord Pleanála website, copies could be forwarded if needs be. The inclusion of a coffee dock/hatch was not included in the design, but this could be considered. The building is sustainable and energy efficient.
Ms. S. Sheehy left the meeting at 10.10am
2. TO ASK SLIGO COUNTY COUNCIL FOR AN UPDATE ON THE SPEED REVIEW FOR COUNTY SLIGO AND IF A NUMBER OF ROADS CAN BE NOMINATED FOR REVIEW IN ADVANCE OF A COUNTY WIDE REVIEW:

“To ask Sligo County Council for an update on the speed review for County Sligo and if a number of roads can be nominated for review in advance of a county wide review”
Mr. P. Hampson gave a report stating that a review of Sligo’s Speed Limit Bye-Laws is due to be carried out in 2024. An update on the Department of Transport’s “ Guidelines for Setting and Managing Speed Limits in Ireland” is to be published later in 2023. Any commencement of Sligo’s review prior to the publication of the revised guidelines would be premature, therefore a definite timeframe could not be given at this time. Concerns were raised regarding speeding/safety on the N15.
3. TO ASK SLIGO COUNTY COUNCIL TO MAKE APPLICATION TO THE TOWN AND VILLAGE RENEWAL FUND TO DO DESIGN FOR RESTRUCTURE OF THE PARKING FACILITIES AT ROSSES POINT BEACH:

“To ask Sligo County Council to make application to the town and village renewal fund to do design for restructure of the parking facilities at Rosses Point Beach.”
Mr. P. Hampson gave a report. The provision of bollards in Rosses Point was welcomed. Councillor M. Casserly to discuss a presentation by the Strandhill/Rosses Point Sustainable Energies Community with the Cathaoirleach. Mr. P. Hampson confirmed that any design would have to go through the appropriate screening process, which may include An Bord Pleanála. It was requested that this project be included as one of the five projects to be submitted for consideration for funding.
4. THAT A REPORT/SURVEY BE CARRIED OUT AND FUNDING ALLOCATED FOR THE REPAIR AND REMEDIATION WORKS AT KEELOGUES GRAVEYARD IN BALLINTRILLICK AS SOON AS POSSIBLE:

“That a report/survey be carried out and funding allocated for the repair and remediation works at Keelogues Graveyard in Ballintrillick as soon as possible”
Mr. P. Hampson gave a report. Members agreed that a letter be sent to Minister Noonan and the OPW regarding this matter. Members requested priority be given to having a plan in place by year end 2023. Ms. O. Campbell to bring concerns regarding which Directorate has responsibility for this issue back for review.
Councillor T. Healy asked if Members had any objection to the next motion. There was no objection.
5. THAT THIS COUNCIL ASK THIS LOCAL AUTHORITY TO PRIORITISE A ONE-WAY SYSTEM FOR THE TOWN OF COLLOONEY IN THE INTERESTS OF HEALTH AND SAFETY AND TO ENSURE BUSINESSES VIABILITY AND THAT A FORMAL CONSULTATION WITH STAKEHOLDERS BE UNDERTAKEN AS SOON AS POSSIBLE

"That this Council ask this Local Authority to prioritise a one-way system for the town of Collooney in the interests of health and safety and to ensure businesses viability and that a formal consultation with stakeholders be undertaken as soon as possible”
Mr. B. Hampson gave a report and will revert to Members with regard to a date for the public consultation.
6. TO ASK SLIGO COUNTY COUNCIL TO SEEK AN UPDATE FROM THE HSE AND WESTERN FORESTRY ON THE UPGRADE OF THE OLD FARMYARD AND ORCHARD RELATIVE TO THE PROVISION OF A SENSORY GARDEN AND HORTICULTURE AREA AT CLOONAMAHON NATIVE WOODLAND PARK:
This motion was deferred.
7. TO ASK SLIGO COUNTY COUNCIL TO CONTACT THE NATIONAL TRANSPORT AUTHORITY AND LOCAL LINK SLIGO LEITRIM RELATIVE TO THE PROVISION OF A NEW BUS ROUTE IN SLIGO TOWN THAT SERVICES CARRAROE AND A LOCAL LINK ROUTE WHICH SERVICES BALLINTOGHER VILLAGE TO AND FROM SLIGO TOWN AND SEEK AN UPDATE ON SAME:

“To ask Sligo County Council to contact the National Transport Authority and Local Link Sligo Leitrim relative to the provision of a new bus route in Sligo town that services Carraroe and a local link route which services Ballintogher Village to and from Sligo town and seek an update on same”
It was agreed to write to the NTA and Local Link Sligo/Leitrim regarding this matter. It was agreed to include Ballygawley in this request. Members requested an update from a recent meeting held with Local Link.
8. THAT THIS COUNCIL CARRY OUT RESTORATION IMPROVEMENT WORKS ON THE R292 BETWEEN RANSBORO CHURCH (SLIGO DRUMCLIFFE MD) AND STRANDHILL VILLAGE (SLIGO STRANDHILL MD) AS SOON AS POSSIBLE, THE INCREASED TRAFFIC NUMBERS DUE TO THE SUCCESS OF THE WILD ATLANTIC WAY TOGETHER WITH BEING THE FIRST ROUTE SIGNPOSTED FOR STRANDHILL FROM THE N4 HAVE LED TO THE VERGES AND THE SURFACE DRESSING BEING WORN DOWN LEADING TO A DANGEROUS SITUATION FOR MOTORISTS, CYCLISTS AND PEDESTRIANS:

“That this council carry out Restoration Improvement Works on the R292 between Ransboro Church (Sligo Drumcliffe MD) and Strandhill Village (Sligo Strandhill MD) as soon as possible, The increased traffic numbers due to the success of the Wild Atlantic Way together with being the first route signposted for Strandhill from the N4 have led to the verges and the surface dressing being worn down leading to a dangerous situation for Motorists, Cyclists and pedestrians”
Mr. P. Hampson gave a report. Area engineer to revert to Councillor D. Gilroy with a report when the assessment has been completed. Mr. P. Hampson to revert regarding potential for a footpath from Ransboro Church linking local houses through the Active Travel Programme.
9. TO CALL ON SLIGO COUNTY COUNCIL TO ARRANGE FOR A STOP/YIELD RIGHT OF WAY SIGN AT THE CORNER OF CARRIGANS ROAD L7221-0 AND L72211-0 AND ALSO AT THE CORNER WITH THE FORK IN THE ROAD (BESIDE THE HORSESHOE COTTAGE WHICH HAS AN ASBESTOS ROOF). L-72212-0:

To call on Sligo County Council to arrange for a Stop/Yield right of way sign at the corner of Carrigans road L7221-0 and L72211-0 and also at the corner with the Fork in the road (beside the Horseshoe Cottage which has an Asbestos roof). L-72212-0
Mr. P. Hampson gave a report. Area Engineer to revert to Councillor D. Gilroy once investigations are complete.
10. TO CALL ON SLIGO COUNTY COUNCIL TO REPORT ON WHAT UPDATES OR RESPONSES HAVE BEEN RECEIVED FROM TII REGARDING THE RESOLUTION OF THIS MUNICIPAL DISTRICT IN APRIL 2022. AND TO CALL ON TII TO MEET WITH THE MEMBERS OF THIS MUNICIPAL DISTRICT TO DISCUSS THESE ISSUES WITHIN THREE MONTHS AS LITTLE OR NO RESPONSE HAS BEEN SEEN BY MEMBERS”
ITEM 11APRIL 2022 MOTION –
“TO CALL ON SLIGO COUNTY COUNCIL IN LIGHT OF THE RECENT ACCIDENTS AT THE JUNCTION OF THE N15 AND L-7123-0 TO AGAIN EXAMINE AS A MATTER OF URGENCY THE NEED FOR A RIGHT TURNING LANE FROM THE NORTHBOUND N15 TURNING ONTO THE L-7123-0 THE L-7205-0 AND THE L71214-0. AND TO EXAMINE THE TURN AT CARNS SCHOOL FROM N15 TO L7121-0 TO EXAMINE WHAT TYPE OF TRAFFIC CALMING CAN BE PUT IN PLACE.
REPLY – MR F. O’DRISCOLL STATED THAT THE ISSUES HIGHLIGHTED WILL BE RAISED WITH THE TII FOR CONSIDERATION:

“To call on Sligo County Council to report on what updates or responses have been received from TII regarding the resolution of this Municipal District in April 2022. And to call on TII to meet with the members of this Municipal District to discuss these issues within three months as little or no response has been seen by members”
Item 11April 2022 Motion –
“To call on Sligo County Council in light of the recent accidents at the Junction of the N15 and L-7123-0 to again examine as a matter of Urgency the need for a Right Turning Lane from the Northbound N15 turning onto the L-7123-0 the L-7205-0 and the L71214-0. And to examine the turn at Carns School from N15 TO l7121-0 to examine what type of Traffic Calming can be put in place.
Reply – Mr F. O’Driscoll stated that the issues highlighted will be raised with the TII for consideration”
Mr. P. Hampson gave a report and will revert with clarification on where the ten schemes are located and whether the N15 is included in this.
11. TO SEEK AN UPDATE IN RELATION TO THE FOOTPATH ON THE HAZELWOOD ROAD:

“To seek an update in relation to the footpath on the Hazelwood Road”
Mr. P. Hampson gave a report which was welcomed by the Members.
Councillor M. Casserly left the meeting at 11.05am.
12. TO MAKE THE NECESSARY ARRANGEMENTS TO PROVIDE TRAFFIC CALMING AT FAUGHTS LANE, CALRY:

“To make the necessary arrangements to provide traffic calming at Faughts Lane, Calry”
Mr. P. Hampson gave a report which was welcomed by the Members.

16. DATE & VENUE OF THE NEXT MEETING:
The next meeting was agreed for Monday 13th November 2023 at 9.30am in the Council Chamber
17. ANY OTHER BUSINESS:
It was noted that it was agreed at a recent Procedures Meeting that Sligo – Drumcliff MD Meetings will be held on the 2nd Monday of every 2nd month at 9.30am subject to endorsement at the main Plenary Council Meeting.
It was also noted that a change to Standing Orders will be brought to the next Plenary Council Meeting regarding local motions being put on the agendas of Plenary Council Meetings.
Councillor T. Healy requested that a response be requested from the Procedures Committee regarding an issue he raised in October 2022.
The Cathaoirleach, Councillor T. Walsh concluded the meeting and thanked those in attendance.
