Minutes of The Meeting of Sligo-Drumcliff Municipal District Held on Monday 18th September 2023 At 10.00am in The Chamber, County Hall, Riverside, Sligo & Via Ms Teams

A minute’s silence was observed as a mark of respect, following the sudden passing of Councillor Damien O’ Reilly, Meath County Council.  May he rest in peace.

 

“THAT SLIGO COUNTY COUNCIL CALLS ON  MINISTER FOR HOUSING, DARAGH O’ BRIEN AND THE LOCAL GOVERNMENT MANAGEMENT AGENCY (LGMA) TO RETURN TO THE NEGOTIATION TABLE WITH FORSA, REPRESENTING WORKERS IN LOCAL AUTHORITIES, AND TO AGREE A MECHANISM FOR PROGRESSING THE JOB EVALUATION PROCESS AS A KEY ELEMENT OF ADDRESSING THE RETENTION AND RECRUITMENT CRISIS IN LOCAL GOVERNMENT.  COUNCIL NOTES THAT FORSA TRADE UNION MEMBERS HAVE INITIATED INDUSTRIAL ACTION INVOLVING AN INDEFINITE BAN ON ENGAGEMENT WITH ALL POLITICAL REPRESENTATIVES:

AND AGREED

That Sligo County Council calls on Minister for Housing, Daragh O’ Brien and the Local Government Management Agency (LGMA) to return to the negotiation table with FORSA, representing workers in Local Authorities, and to agree a mechanism for progressing the job evaluation process as a key element of addressing retention and recruitment crisis in Local Government.  Council notes that FORSA Trade Union members have initiated industrial action involving an indefinite ban on engagement with all political representatives”

All members supported this motion.

 

1. MINUTES OF MEETING OF MUNICIPAL DISTRICT OF SLIGO/DRUMCLIFF HELD ON 17TH JULY 2023:

“To confirm the Minutes of the Meeting of the Municipal District of Sligo-Drumcliff held on 17th July 2023”

 

2. MATTERS ARISING:

None.

 

3. UPDATE ON THE CROÍ CÓNAITHE TOWNS FUND (VACANT PROPERTY REFURBISHMENT GRANT)

A report on the Croí Cónaithe Towns Fund (Vacant Property Refurbishment Grant) was circulated to Members prior to the meeting.  Mr. A. Grandison gave an update and confirmed that the timeline for approval of grants was 4 – 6 weeks.

Mr. A. Grandison and Mr. B. Flynn left the meeting at 10.20am

 

4. TO ASK SLIGO COUNTY COUNCIL FOR AN UPDATE ON THE NEW OUTDOOR WATER FACILITY AT ROSSES POINT:

This motion was deferred.

 

5. TO ASK SLIGO COUNTY COUNCIL FOR AN UPDATE ON THE SPEED REVIEW FOR COUNTY SLIGO AND IF A NUMBER OF ROADS CAN BE NOMINATED FOR REVIEW IN ADVANCE OF A COUNTY WIDE REVIEW

This motion was deferred.

 

6. TO ASK SLIGO COUNTY COUNCIL TO MAKE APPLICATION TO THE TOWN AND VILLAGE RENEWAL FUND TO DO DESIGN FOR RESTRUCTURE OF THE PARKING FACILITIES AT ROSSES POINT BEACH

This motion was deferred.

 

7. THAT SLIGO COUNTY COUNCIL ROADS DEPT SEEK FUNDING TO CARRY OUT A ROAD SAFETY AUDIT AT THE GLENIFF HORSESHOE

Seconded by Councillor T. Healy

AND AGREED

“That Sligo County Council Roads Dept seek funding to carry out a road safety audit at the Gleniff Horseshoe”

Mr. P. Hampson gave a report.  Signage will be put up in this area and markings on the road will be considered.  It was highlighted that a 80km/hour speed limit was not appropriate for this area.

 

8. TO REQUEST THAT THE ROUNDABOUTS AT COLLOONEY AND SUMMERHILL BE RELINED AS THE LINES HAVE FADED AND ARE DIFFICULT TO SEE

Seconded by Councillor D. Gilroy

AND AGREED

“To request that the roundabouts at Collooney and Summerhill be relined as the lines have faded and are difficult to see” 

Mr. P. Hampson gave a report.  The roundabouts will be inspected and necessary works will be included in future maintenance programmes.

 

9. TO CALL ON SLIGO COUNTY COUNCIL TO SEEK FUNDING TO PROVIDE A ONE WAY SYSTEM IN COLLOONEY IN THE INTEREST OF HEALTH AND SAFETY

Seconded by Councillor D. Gilroy

AND AGREED

“To call on Sligo County Council to seek funding to provide a one way system in Collooney in the interest of health and safety” 

Councillor T. Healy enquired as to when the public consultation would occur and if a report from the Emergency Services had been received.  Mr. P. Hampson to revert with an update.

 

10. TO CALL ON SLIGO COUNTY COUNCIL FOR AN UPDATE REPORT ON THE BRIDGE IN MUNNINANE IN GRANGE.  THE VERGE IS FALLING APART.  THIS IS A MAJOR HEALTH AND SAFETY CONCERN

There was no seconder for this motion.

 

11. TO CALL ON SLIGO COUNTY COUNCIL TO CARRY OUT A SURVEY AND FUNDING TO ADDRESS FOOTPATHS IN  KIERAN AVE IN COLLOONEY AND TO PINE GROVE IN GRANGE, BOTH ESTATE FOOTPATHS ARE IN BAD STATE OF REPAIR

There was no seconder for this motion.

 

Councillor T. Healy left the meeting at 10.40am.

 

The meeting was adjourned at 10.40am as there was no longer a quorum present in the Council Chamber.

 

The Leas Cathaoirleach, Councillor M. Casserly concluded the meeting and thanked those in attendance.
