Minutes of The Meeting of Sligo-Drumcliff Municipal District Held on Monday 17th July 2023 At 10.00am in The Chamber, County Hall, Riverside, Sligo & Via Ms Teams

1. MINUTES OF MEETING OF MUNICIPAL DISTRICT OF SLIGO/DRUMCLIFF HELD ON 22nd MAY 2023:

2. MINUTES OF AGM MEETING OF MUNICIPAL DISTRICT OF SLIGO/DRUMCLIFF HELD ON 19th JUNE 2023:

“To confirm the Minutes of the AGM Meeting of the Municipal District of Sligo-Drumcliff held on 19th June 2023”

 

3. MATTERS ARISING:

There were no matters arising.

 

4. PEDESTRIAN ACCESS/PUBLIC LIGHTING AT KNOCKBEG, COLLOONEY

Mr. Jim Molloy updated the members and gave a report in relation to pedestrian access and the provision of public lighting at Knockbeg, Collooney.  He informed the members that the Council will follow up on commitments provided at the last meeting.

 

5. CROÍ CÓNAITHE TOWNS FUND (VACANT PROPERTY REFURBISHMENT GRANT)

Mr. Jim Molloy referred to the report circulated to members in advance of the meeting and asked if the members had any queries that they be directed to him for follow up as appropriate.  In response, Councillor Gilroy asked if clarification could be sought for the September meeting with regards to vacant properties with roof issues.

SUSPENSION OF STANDING ORDERS:

At this point and with the agreement of the members, the Leas-Cathaoirleach Cllr Casserly welcomed Ms. Emer Concannon and Mr. Derek Horan to the meeting. Ms Concannon introduced Mr. Horan to the members and advised that Mr. Horan had been appointed as the new Area Engineer for the North Sligo area.  The members welcomed Mr. Horan and stated that they looked forward to working with him in due course.

 

6. PROVISION OF FOOTPATH AT FARRANCANDY, CALRY ROAD

Proposed by Councillor T. Healy
Seconded by Councillor D. Gilroy

AND AGREED

“To call on Sligo County Council for an update report on the provision of a footpath to the housing development at Farrancandy on the Calry Road”

Mr. Keith Monaghan informed the members of the current position with regards to these works.

 

7. BRIDGE AT RIVERSIDE WALK, DRUMCLIFF

Proposed by Councillor T. Healy
Seconded by Councillor D. Gilroy

AND AGREED

“To call on Sligo County Council to address the unacceptably narrow bridge to residents and health and safety concerns its causing in Riverside Walk, Drumclliff”

Mr. Keith Monaghan informed the meeting that the Area Engineer will follow up in due course.

 

8. APARTMENTS AT SUPERVALU, GRANGE

Proposed by Councillor M. Casserly

AND AGREED

“To ask that the planning department write to the owners of the apartments at Super Valu Grange requesting that they finish off these apartments to provide much needed accommodation in the village”

It was agreed to return to this item in approx. six months’ time to check on progress.

9. DEADMAN’S POINT, ROSSES POINT

Proposed by Councillor M. Casserly

AND AGREED

“For repair works to be carried out to the fencing at Deadman's Point in Rosses Point in the interest of safety for all who are accessing that area”.

The members requested that this item be kept on agenda for a future meeting for an update as appropriate.

 

10.CYCLE LANES – SLIGO TOWN TO ROSSES POINT

Proposed by Councillor M. Casserly
Seconded by Councillor D. Gilroy

AND AGREED

“To ask for funding to be sought for the upgrade of the cycle lanes from Sligo Town to Rosses Point and not just pothole repairs”

A discussion ensued regarding the cycle lanes and also reinstatement works following repairs by Uisce Eireann (Irish Water).  The members

requested that this item be kept on agenda for a future meeting for an update as appropriate.

 

11. MAINTENANCE OF TRAFFIC ISLANDS/SMALL PARK AREA AT CARRAROE ROUNDABOUT

Proposed by Councillor T. Healy
Seconded by Councillor S. Gilroy

AND AGREED

“To call on Sligo County Council to provide the necessary assistance to the Carraroe and District Regeneration Association (CADRA) in maintaining the Traffic Islands and the small park with trees at Carraroe Roundabout”

 

12. UPDATE RE PROVISION OF CATTLE GRID/SHEEP GRID AT LUKE’S BRIDGE

“To ask for Sligo County Council for an update on the provision of a Cattle Grid / Sheep Grid near Lukes Bridge as funded by Councillors Proposals 2020 and details of a timeline for commencement of work and a date for completion of this much needed safety facility”

Keith Monaghan updated the members and gave a report on the matter. He agreed to revert to the members with details of costs in due course.

 

13. CARRIGEENS CEMETERY

“To ask for Sligo County Council for a report on Carrigeens Cemetery

  1. How many burial plots are still available?
  2. When is it expected that there will be no more plots available?
  3. Has a new site been identified?”

Keith Monaghan updated the members and gave a report on the matter. Mr. Jim Molloy gave an undertaking to the members to contact Ms. Emer Concannon regarding the long term plans for burial spaces in each of the three Municipal District areas.

 

14. BUS SHELTER PROVISION AT CLIFFONEY AND GRANGE

Seconded by Councillor M. Casserly

AND AGREED

“To ask for Sligo County Council for an update on the provision of Bus Shelters at Cliffoney and Grange and details of a timeline for commencement of work and a date for completion of these much needed facilities”

Keith Monaghan updated the members and gave a report on the matter. A discussion followed regarding the delays and the frustration that this was causing. The members asked that their concerns regarding the delays be passed on to the NTA.  Mr. Jim Molloy noted the members comments and agreed to pass on same to the NTA.  Following further discussion, the members proposed that a meeting be sought with the NTA regarding the future of bus shelters in the entire county and that this matter be brought to the next full meeting of the Council for consideration.

 

15. OUTDOOR WATER FACILITY AT ROSSES POINT

This matter was deferred to the next meeting of the Municipal District.

 

16. COUNTY SLIGO SPEED REVIEW

This matter was deferred to the next meeting of the Municipal District.

 

17. PARKING FACILITIES AT ROSSES POINT/TOWN & VILLAGE RENEWAL FUND

This matter was deferred to the next meeting of the Municipal District.

21. DATE & VENUE OF THE NEXT MEETING:

Mr. Jim Molloy raised the issue of the timing of the next meeting and the time clash with the meeting of the Borough District of Sligo.  He advised the members that the Standing Orders currently state that the Sligo Drumcliff meetings take place at 2pm, however recent meetings have been scheduled for 10am.  He informed the meeting that a resolution would need to be passed at today’s meeting in order to change the time of the next meeting to 10am.

22. ANY OTHER BUSINESS:   

The members also asked that standing orders be reviewed and that the matter be brought to the Corporate Policy Group for discussion.

Councillor T. Healy welcomed Ms. S. Branley back to Sligo County Council following her recent absence.

Councillor T. Healy asked that Mr. K Monaghan follow up with the landowner at Luke’s Bridge and queried the position with regards to toilet facilities at Drumcliff graveyard.  He also queried the situation with regards to a fallen tree in the Owenmore River.  Mr. K. Monaghan advised Councillor Healy that the matter had been referred for follow up.  Councillor Healy also acknowledged the efforts of TUS workers in Grange and the efforts of the Grange playground committee.

Councillor Gilroy stated that gullies needed to be cleaned along the main road in Grange and acknowledged that a safety plan may be required for works along a national primary route.

The Leas Cathaoirleach, Councillor M. Casserly concluded the meeting and thanked those in attendance.
