4.  TO CONSIDER THE DRAFT LOCAL ECONOMIC & COMMUNITY PLAN FOR SLIGO (SLIGO 2030–ONE VOICE ONE VISION) INCORPORATING DETAILED OBJECTIVES AND OUTCOMES, AND DRAFT IMPLEMENTATION PLAN:

To adopt the draft Local Economic & Community Plan for Sligo (Sligo 2030–One Voice One Vision) incorporating detailed objectives and outcomes, and draft implementation pla.n

In considering the Local Economic & Community Plan (LECP) for Sligo, as circulated to the Members, Ms. McConnell gave an overview of the purpose, aims and key elements of the plan, which presents a vision for Sligo in 2030, a transformational plan which involved consultation with a number of stakeholders and agencies.  The plan will guide development of the County to 2030, by which time Sligo and its people will be prosperous, have a better quality of life, protect human rights and be known as a place where others want to live, work, invest and visit.

Ms. McConnell outlined the key elements of the plan with sixty-one actions being built around the goals, objectives and outcomes of the plan with ongoing implementation and monitoring of the process being crucial going forward in line with the structure of the Sligo 2030 LECP.

The plan, a two-year plan, prepared by KPMG, is now at finalisation stage, and has gone through the LCDC, the SPC and is now being brought to the Municipal Districts for approval.  If approved today a final assessment of the actions of the plant will take place and it is hoped to bring the final draft before the Members at the January 2023 Plenary meeting for full Council approval.  Then launch, publication and implementation of the plan by Q1 2023, keeping the Regional Assembly and the Minister informed at all stages of the process.

The Members thanked Ms. McConnell for the detailed overview of the plan presented to them, which, they agreed is worthwhile to have this in place, particularly in light of future potential investments in Sligo.

The Members were advised as follows, in response to queries:

In relation to funding, the LECP is an overarching plan for all that happens in Sligo and all agencies who carry out functions within the plan provide funding from their own streams.

It is agreed that the public need to be kept informed on the plan and its goals, objectives and desired outcomes as the plan progresses. Consideration is being given to the various methods of communication with the public, such as regular press releases, at launches and events, and digitally through Sligo.ie.

In relation to public sector linkage, and in line with recent legislation, the LECP will have regard to equality, diversion and inclusion across all communities and in all areas of society and this will be reflected in the work around the LECP.

The Climate Action Team has been set up and part of its remit will be to explore the various models of power generation and what the Council’s options are in this area, having regard to the security of our own energy supply going forward.

Ms. McConnell will revert to Councillor Gilroy on the cost involved in the preparation of the LECP by KPMG.

 

5.  TO CALL ON SLIGO COUNTY COUNCIL TO MAKE THE FUNDING THAT IS AVAILABLE FOR THE ACTIVE TRAVEL FOOTPATH LINKAGE PROJECT L-7209 IN GRANGE, NOW TO BE PUT FORWARD FOR THE PROVISION OF A FOOTBRIDGE IN THE ADJACENT LAND BESIDE THE EXISTING BRIDGE FOR A SAFER ENVIRONMENT FOR SCHOOL PUPIL’S WALKING TO SCHOOL, AND FOR STUDENTS AND THE WIDER COMMUNITY ACCESSING THE COMMUNITY FACILITIES:

To call on Sligo County Council to make the funding that is available for the active travel footpath linkage project l-7209 in grange, now to be put forward for the provision of a footbridge in the adjacent land beside the existing bridge for a safer environment for school pupil’s walking to school, and for students and the wider community accessing the community facilities.

As this item was not seconded, the motion was not heard at the meeting.

 

6.  TO CALL ON SLIGO COUNTY COUNCIL AND THE NATIONAL GRAVES ASSOCIATION TO WORK TOGETHER TO ADDRESS THE TEELING MONUMENT IN COLLOONEY AS THIS IS A MAJOR CONCERN TO LOCAL PEOPLE:

“To call on Sligo County Council and the National Graves Association to work together to address the Teeling Monument in Collooney as this is a major concern to local people.”

As this item was not seconded, the motion was not heard at the meeting.

 

7.  TO ASK FOR ALL FOOTPATHS, DRAINS AND GULLEYS TO BE CLEARED IN THE MUNICIPAL DISTRICT AS RESOURCES ALLOW:

“To ask for all footpaths, drains and gulleys to be cleared in the Municipal District as resources allow”

Senior Executive Engineer, Mr. Noone, advised that gully maintenance and road sweeping works have commenced in the Collooney/Ballisodare area.  Mr. Noone added that it is hoped to commence similar works in the Grange/Drumcliff area as soon as possible, but definitely in the coming months.  Mr. Noone also advised that he will highlight the issues raised by Councillor Walsh and Councillor Healy in the areas which they have advised require attention.

 

8.  TO CALL ON SLIGO COUNTY COUNCIL FOR AN UPDATE ON THE N59 CORHAWNAGH TO CROCKACULLION ROAD IMPROVEMENT PROJECT THAT WAS ANNOUNCED A NUMBER OF YEARS AGO, WHEN WILL WE SEE THIS ROAD WORK START:

“To call on Sligo County Council for an update on the N59 Corhawnagh to Crockacullion Road Improvement Project”

Mr. Noone advised that this project is nearing completion of Phase 2 (Options Selection) of the TII Project Management Guideline (PMG) with required deliverables to be submitted to TII in the coming weeks together with a request for approval to move the scheme from Phase 2 into Phase 3 (Design and Environmental Evaluation).  The scheme was initially to be delivered under the Minor Projects Category, however, considering the recent inflationary pressures, the latest estimate of costs for the N59 scheme are now well in excess of the €20m ceiling for a Minor Project scheme.  As the project no longer falls under the Minor Projects Category, grant approval is unlikely to be received to be progressed from Phase 2 to Phase 3 (Design and Environmental Evaluation) in the short to medium term.

In response to the Members concerns around the report on this motion, Mr. Molloy advised that additional works may be required on this project if it falls into the higher category, but it will be a matter for TII to advise the Council on the next steps to be taken and where the project progresses at that stage.  The Members will be updated when TII revert on the matter.    

Councillor Healy asked that a letter issue to TII on foot of this motion requesting a report clarifying the situation and the next steps to be taken. This was agreed.

 

9.  TO ASK SLIGO COUNTY COUNCIL WHEN WILL COUNCILLORS GET AN OPPORTUNITY TO PUT FORWARD SUBMISSIONS TO THE NEW SPEED SURVEY AND WHEN WILL THIS TAKE PLACE?:

“To ask Sligo County Council when will Councillors get an opportunity to put forward submissions to the new speed survey and when will this take place?”

Mr. Noone informed the Members that as set out in the national document ‘Guidelines for Setting and Managing Speed Limits in Ireland’ governing speed limits in Ireland, speed limits are reviewed every 5 years. The next 5-year review in Co Sligo is due in 2024.

Councillor Healy expressed concern that submissions made by the Councillors as part of the 2019 national speed limit review were not taken on board by TII and therefore, not included in the latest guidelines.

Councillor Gilroy stated that any member of the public can now make submissions to have speed limits reviewed.

Mr. Noone advised that no date has yet been set for the next national review in 2024, or for the Council to start the process inhouse. Councillor Walsh asked that the matter be referred to the next Infrastructure SPC meeting to discuss a plan with staff around the process of starting the next review. This was agreed.

Mr. Noone clarified that the adoption of Bye-Laws is a reserved function. However, speed limits are reviewed under National Guidelines.

 

10.  TO CALL ON SLIGO COUNTY COUNCIL TO ADDRESS THE ROAD CONDITION THAT LINKS BALLINTOGHER TO BALLYGAWLEY KNOWN LOCALLY AS THE MOUNTAIN FOOT ROAD, THIS ROAD IS USED AS A LINK ROAD WHEN THE LONG STRETCH FLOODS:

“To call on Sligo County Council to address the road condition that links Ballintogher to Ballygawley known locally as the Mountain Foot Road, this road is used as a link road when the long stretch floods”

Mr. Noone advised that the road surface on the L-3650 is in very good condition with significant improvement works carried out over the past number of years. A survey will be carried out on the condition of hedgerows on this section of road and will be included in the Council’s maintenance programme where required.

In response to queries from the Members, Mr. Noone advised as follows:

The area engineer will examine the Carnaugh road with a view to identifying locations on this road for putting in some pull-in areas to facilitate traffic, particularly when larger vehicles are using the road. However, the only funding available for such works would be from Councillors Proposals.    

The area engineer will also examine the Carnaugh road in relation to excess water lodging on the road. 

Mr. Noone wished to clarify that in terms of maintenance works, this will include works to hedgerows where required.

 

11.  TO SEEK AN UPDATE ON MY PREVIOUS MOTION TO IMPROVE PEDESTRIAN ACCESS AT RATHCORMAC FROM SOUTH TO NORTH OF THE VILLAGE:

“To seek an update on my previous motion to improve pedestrian access at Rathcormac from South to North of the Village”

Mr. Noone informed the Members that there are existing footpaths linking South to North in the village. Maintenance works are required to a section of footpath on the South side, to be carried out in Q1 2023.

Mr. Noone advised Councillor Walsh that, regarding the commitment to clear the verge from the shop to opposite the market, to the North of the village, as far as he is aware the engineer is following up on this and these works are in the pipeline. Councillor Gilroy added that the Local Tidy Towns committee are happy to work with the Council on this also.

At Councillor Gilroy’s request, an update will issue on the matter of the taking in charge a piece of land at this location.

 

12.  TO REQUEST TO DEVELOP AN ACTIVE TRAVEL CORRIDOR IN THE DRUMCLIFFE AND RATHCORMAC AREA TO IMPROVE PEDESTRIAN AND CYCLING INFRASTRUCTURE AND IMPROVE GENERAL ROAD SAFETY FOR ALL ROAD USERS:

“To request to develop an Active Travel Corridor in the Drumcliffe and Rathcormac area to improve pedestrian and cycling infrastructure and improve general road safety for all road users” 

Mr. Noone advised the Members that there are no projects currently in the Active Travel portfolio for the Drumcliff / Rathcormac areas however the N15 forms part of the TII National Cycle Network.  The delivery of scheme on the TII NCN have yet to be prioritised for delivery.

Following a discussion, it was agreed to write to the TII to request an meeting as soon as possible, to discuss the importance of this project and other projects in the pipeline.

It was also agreed to have a speed survey carried out in this area in the New Year.

 

13.  TO REQUEST THAT THE ROADS SECTION OF SLIGO COUNTY COUNCIL WOULD MAKE THE NECESSARY ARRANGEMENTS TO ADDRESS FLOODING ON PUBLIC ROADS:

“To request that the roads section of Sligo County Council would make the necessary arrangements to address flooding on public roads

Mr. Noone informed the meeting that the Council are addressing flooding on the public road network specifically through the Drainage and Climate Change Adaption and Resilience programmes. General maintenance drainage works, i.e. the opening of inlets, are ongoing as resources allow. If the Members have any specific locations in mind, these can be considered in the drainage programme submission for 2023.

Councillor Gilroy was advised, in response to a query, that while there is a generic plan in place in relation to any works being carried out on national routes, in the interests of Health and Safety, this plan must be tailored specifically to suit the situation on the day.

 

14.  TO REQUEST AN OVERALL REVIEW OF REGIONAL ROAD R278 FROM SLIGO BOROUGH BOUNDARY TO THE LEITRIM COUNTY BOUNDARY.  TWO JUNCTIONS OF PARTICULAR CONCERN WITH SIDE ROADS CONNECTING TO THE R278 AS FOLLOWS - THE INTERSECTION OF THE ROAD TO KEELOGYBOY L7418 WITH THE R278 AND AN INTERSECTION OF THE ROAD TO CARRICKFAD WITH THE R278:

“To request an overall review of regional road R278 from Sligo borough boundary to the Leitrim County boundary.  Two junctions of particular concern with side roads connecting to the R278 as follows – the intersection of the road to Keelogyboy L7418 with the R278 and an intersection of the road to Carrickfad with the R278”

Mr. Noone advised that an overall review of this regional road will be carried out. Regarding the junction of the L-7418 and R278, there are advanced ‘Series of Bends Ahead’ signs on both approaches to this junction. The siting of advanced junction ahead signage is dependent on adequate sight distances being available. The area engineer will inspect this location and include in the 2023 maintenance programme if deemed appropriate.

The junction of the Carrickfad road with the R278 is in Leitrim so any proposals to improve this junction is a matter for Leitrim County Council. If Leitrim do initiate any proposals for this junction that extend into Sligo, Sligo County Council can liaise and work with Leitrim on any proposed works, subject to appropriate funding being in place.

At the Members’ request, Mr. Molloy advised that he will ask the Infrastructural Director of Services to liaise with their counterpart in Leitrim County Council on the possibility of a meeting between the two Councils, to include staff and Members of the relevant MDs, to address the issues highlighted in this motion and as discussed at this meeting today.

Mr. Noone advised that, meanwhile a survey of this junction can be arranged together with a review of signage needed in the area. Mr Noone stressed that because of limited resources for regional road maintenance, the only two possible avenues of funding to carry out further works would be Councillors proposals monies or the Council’s Low Cost Accident Remedial Scheme.

 

15.  TAKING IN CHARGE – RÍOCHT AN SÍ ESTATE, BALLYGAWLEY:

“As per previous response can Sligo County Council advise when Riocht an Si Estate in Ballygawley Village will be taken in charge”

Senior Executive Engineer, Mr. Cummins, advised the Members that Sligo County Council intend to commence the process of taking in charge Ríocht Na Sí, Ballygawley under Section 180 of the Planning and Development Act 2000 at the January 2023 Council Meeting.

The Members welcomed the positive development on this motion.

 

16.  TO INCLUDE THE FOLLOWING IN THE 2024 ROAD MAINTENANCE PROGRAMME – A. SPRINGHILL CLOSE; B. ROAD IMMEDIATELY NORTH OF SPRINGHILL CLOSE; C. ESTATE ON DRUM ROAD RATHCORMAC:

Mr. Noone informed the Members that none of the roads named in this motion are included on the 2022-2024 Multi Annual Restoration Improvement Programme. However, if additional funds become available, they can be included for consideration.

 

17.  TO INCLUDE THE L 3302-0 IN THE 2024 ROADS PROGRAMME FROM MUNNINANE CROSSROADS TO LISSADELL:

Mr. Noone advised that this road is not included on the 2022-2024 Multi Annual Restoration Improvement Programme. However, if additional funds become available, they can be included for consideration.

 

18.  REPORT ON A. NO OF CLAIMS RECEIVED FOR VEHICLES DAMAGED BY LACK OF MAINTENANCE TO SURFACE OF N15; B. HOW MANY CLAIMS PAID; C. HOW MUCH FUNGIND RECEIVED THIS YER FOR GENERAL MAINTENANCE OF THE N15 AND IF THIS IS SUFFICIENT; D. WHEN WILL SURFACE REPAIRS BE CARRIED OUT TO POTHOLES ALONG N15 FOR OVER A YEAR:

“To call on Sligo County Council with regard to the N15 to report on

  1. How many claims have been received for vehicles damaged by the lack of maintenance to the surface on the N15?
  2. How many of the claims have been paid?
  3. How much funding has been received this year for general maintenance of the N15 surface and is it enough?
  4. When will the surface repairs be carried out to the potholes that have been in existence along the N15 for over a year?

Mr. Noone advised that in relation to (a) and (b) in this motion, the Council do not have this information to hand but will send a request to IPB who handle the Council’s small claims.

In relation to item (c) a grant of €44,290 was allocated this year for maintenance of the N15.

In relation to item (d) some small pothole repairs have been carried out. However, the Council will prioritise these works over the coming weeks, weather dependent.

In reply to a query from Councillor Gilroy, Mr. Noone stated that the allocation for maintenance of the N15 received from the TII and which is based on kilometres, is in line with allocations on other similar roads in the county. Mr. Noone added that it would be hoped to get pothole repair works carried out on this road in the coming weeks.

 

19.  UPGRADING OF EXISTING FOOTPATH ON THE HAZELWOOD ROAD (R286) FROM THE BOROUGH BOUNDARY TO THE JUNCTION OF SHAW’S AVENUE TO BRING UP TO A SAFE STANDARD IN THE INTEREST OF PUBLIC SAFETY:

“To ask what plans, if any, this Council has to upgrade the existing footpath on the Hazelwood Road (R286) from the borough boundary to the Junction of Shaws Avenue to bring it up to a safe standard in the interest of public safety”

Mr. Noone informed the Members that there is currently no funding available for these works. However, this will be included for consideration in the 2023 Roadworks programme.

During a discussion on this matter, it was noted that these footpaths are extremely narrow and need to be widened in the interests of public safety. There is also overgrowth from the hedges on to the footpath, which needs to be addressed before the end of the hedge cutting season on 1st March.

Mr. Noone, while advising that the area engineer can examine the location, stated that there is a stone wall adjacent to the footpath, possibly being held in place by ivy, which is not owned by the Council and so this needs to be a consideration in any potential works here.

 

20.  UPDATE IN RELATION TO PEDESTRIAN ACCESS AND THE PROVISION OF PUBLIC LIGHTING ALONG KNOCKBEG, COLLOONEY:

"To ask Sligo County Council to provide an update in relation to pedestrian access and the provision of public lighting along Knockbeg, Collooney.”

Mr. Noone advised that the project has been examined in terms of preliminary assessment, appropriate alignments and lands required, with a number of items raised under the umbrella of ecological / environmental assessment.  Sligo County Council are considering the most suitable avenue to address these in an attempt to progress the project.

The Members requested that this matter be placed on the agenda for the next Sligo-Drumcliff MD meeting in order for an updated report to issue, including an update on the ecological issue preventing these works from progressing, and advising what the next steps are.  This was agreed.

 

21.  UPDATE ON THE OLD MILL APARTMENT BLOCK IN BALLISODARE, CO SLIGO:

"To ask Sligo County Council to seek an update on the Old Mill Apartment block in Ballisodare, Co Sligo."

Mr. Cummins informed the Members that a Notice of Intention to enter the property on the Derelict Site Register was served on the owners on 30th September 2020.  Following this, the owners engaged with the Council and carried out the works required to prevent it being entered on the Derelict Site Register.

In recent weeks, the Chief Executive of Sligo Count Council and Director of Services, Mr Molloy met with the owners to discuss potential solutions to its vacancy.

Following a discussion, Mr. Molloy informed the Members following for any proposals to be put forward by the developer for this area, i.e. if there was a proposal for an element of social housing in that proposal, then this would require the agreement of the Department of Housing before any such development could progress.  A number of meetings have taken place to date with the developers, who have been proactive in engaging with the Council, to try and progress this matter as quickly as possible.

In response to a query from Councillor Healy, Mr. Cummins advised that he is not aware if there is still a bond on this property, but he will clarify this with Councillor Healy.  Mr. Molloy advised that in relation to planning requirements for the property going forward, if changes are needed to the existing structures at any point, there may be planning implications from such changes.

The Members wished to write to the Sligo Rovers Football Club in support of their application for a Masterplan, which will hugely benefit the Club, the community and Sligo as a whole.

No date was set for the next MD Meeting.  In relation to possible venues for accommodating the 2023 MD meetings, the Cathaoirleach advised that the first meeting of 2023 is scheduled to be held in Calry and that possibly meetings could be convened in the Chamber every second month.  Other suggested locations to convene MD meetings in 2023 were Rosses Point, Collooney, Ballisodare and Cliffoney.  Mr. Molloy advised that the suggested locations will be considered and a schedule drawn up, depending on availability of venues within the various locations.

 

24.  ANY OTHER BUSINESS:   

The Cathaoirleach read out the following motion, submitted by Councillor Healy, which he wished to be included in the agenda for the next MD meeting agenda:

“The full report we received at the main meeting in November regarding the land in Grange owned by Sligo County Council.

As the report stated:

The topography of this land will render any development very costly, this will need to be considered in any decision making process including compliance with public spending code, any proposed development will be subject to the planning process and consultation with Sligo-Drumcliff MD members and the local community.

I would like this process to happen.”

It was agreed that this item could be placed on the agenda for the next meeting of the Sligo-Drumcliff Municipal District.

Also, under AOB, Councillor Healy wished to highlight the fact that he was not permitted to speak on two of his motions earlier at this meeting.  The two motions in question were listed at the last MD meeting, which were deferred to today’s meeting, as Councillor Healy was unable to attend that meeting.  Councillor Healy stated that he considers this to be a change of practice from the normal procedures of a meeting, and therefore, formally requested that this matter be brought to the Procedures Committee to be highlighted and discussed.

This was noted by the Cathaoirleach, Councillor Fox.
