Minutes of Meeting of Sligo-Drumcliff Municipal District held on Monday 11th October 2021 at 12.30pm in The Council Chamber, County Hall, Riverside, Sligo

1. MINUTES OF MEETING OF MUNICIPAL DISTRICT OF SLIGO/DRUMCLIFF HELD ON

“To confirm the Minutes of the Meeting of the Municipal District of Sligo-Drumcliff held on 26th July 2021”.
2. MATTERS ARISING:
There were no matters arising.
3. LANDING FACILITY AT INNISHMURRAY ISLAND:
Proposed by Councillor M. Casserly

“To seek a report on recent investigations by Sligo County Council into possible landing facility at Inishmurray Island. Such a facility would need to be capable of accommodating licensed vessels with fare-paying passengers.”
Tom Kilfeather, Director of Services gave a report stating that Sligo County Council met with officials of the Marine Survey Office re: a proposed landing facility at Innishmurray recently. A design for the proposed landing facility was accepted by the Marine Survey Office in principle. Sligo County Council design consultants are finalising a detailed design and Bill of Quantities. Once costings are assessed, further progression of this facility can be made.
4. YELLOW BOX AT ENTRANCE TO SLIGO JUNCTION IN COLLOONEY:

“To ask Sligo Council to provide a yellow box outside the entrance to Sligo Junction in Collooney in an effort to prevent traffic building up back on to roundabout at peak commute times”
Tom Kilfeather, Director of Services gave a report stating that Sligo County Council will inspect the location in question to determine what measures may be required.
5. FOOTPATH IN BALLYGAWLEY VILLAGE:

“To ask Sligo County Council to provide a footpath in Ballygawley Village across from Riocht an Si Estate to link with the existing footpath in Ballygawley Village across from the shop. This will provide safer pedestrian access but also reduce speed through the village”
Tom Kilfeather, Director of Services stated that Sligo County Council are carrying out a design to provide new footpaths on the R290 from Ballygawley to the entrance of Castle Dargan. A source of funding will have to be agreed.
This progress was welcomed by the members.
6. SAFETY ASSESSMENT AT BALLINGAR CROSSROADS IN BALLINTOGHER:

“To ask Sligo County Council to carry out a safety assessment on the sight lines and reoccurring flooding issues at the Ballingar crossroads in Ballintogher”
Tom Kilfeather, Director of Services gave a report stating that Sligo County Council will investigate the cause of the flooding at the junction in question. Sightlines at the junction are poor and the realignment of the junction may be considered under the 2022 Low Cost Safety Scheme.
7. ROAD TARRING ACROSS MANHOLES, GULLIES AND FIRE HYDRANTS:

“To ask for Sligo County Council why the Road Tarring contractors Tar across Manholes, Gullies and Fire Hydrants but does not tar into the edges of the road instead choosing to leave a dangerous channel or drain that is a safety hazard.
Good examples of this can be seen at Oxfield Road L3402 or the L7210-0 and L7211-0 at Ardnaglass Lower and Grogagh where the non-completion of the roadworks on these roads have left residents concerned and frustrated. They are concerned at the ongoing safety issues on the roads because of the recent roadworks being left incomplete, and at the extra flooding which is now occurring in places where it never did before.
The gullies on the side of the newly tarred roads are a danger to motorists, because of the slope between the road surface and the sides of the roads. There have even been anecdotal reports of incidents of vehicles losing control for this reason. As a result of the way the roads were left there is now serious flooding along some parts of the road which never experienced flooding before and residents require assurances that this will not now be an ongoing problem”
Tom Kilfeather, Director of Services reported that the surfacing of the main carriageway had been completed using a large paving machine and further works will include matching up the new pavement with driveways/housefronts and road edges. It is proposed to have these works completed as soon as possible.
8. GRITTING OF ROADS FROM DRUMNCLIFF THROUGH CARNEY TO MAUGHEROW AND BACK TO GRANGE:

“To ask for Sligo County Council to include the roads from Drumcliffe (L3305) through Carney to Maugherow and back to Grange along the L3203 in the Winter Service Plan. As these are the roads used by a huge number of residents of the Maugherow Peninsula to get to school and work every day during the winter and for safety reasons need to be Salted or Gritted during extreme cold weather”
Tom Kilfeather, Director of Services reported that there are no proposals to add these roads to the list of salting routes at present as resources are not available.
9. TAKING IN CHARGE GRANARY DRIVE, CEOL NA MARA AND SEAVIEW PARK:

“To ask for Sligo County Council for an update on the taking in charge of the Granary Drive Development in Grange and the Ceol Na Mara and Seaview Park Developments in Cliffoney and what issues if any are holding up this process”
Mr. Frank Moylan, Senior Planner gave a report stating that Granary Drive in Grange Village is an unfinished estate and to date Sligo County Council have not received an application from the Developer in question or a request from the residents to take this estate in charge. Once the estate is completed to a satisfactory standard, and a TIC application is received, the process to take in charge will commence.
Sligo County Council Planning Enforcement Section have agreed a snag list with the Bondholder of Ceol na Mara in Cliffoney which will bring the estate up to a satisfactory standard for taking in charge. This work will commence in the coming weeks. The taking in charge of this estate is linked with the taking in charge of Seaview Park.
Sligo County Council Planning Enforcement Section have agreed a site resolution plan for Seaview Park in Cliffoney and a bond has been drawn down to carry out works to bring the estate up to a satisfactory standard to take in charge. Further works will be carried out in the coming weeks. It is intended to take both Ceol na Mara and Seaview Park in charge when works have been completed.
10. ESSENTIAL REPAIRS TO ROAD AT LUGNAGALL AND GORTGRELLY, GLENCAR:

“To call on Sligo County Council to carry out essential repairs to the road at Lugnagall and Gortgrelly, Glencar, Co. Sligo as previously requested”
Mr. Tom Kilfeather, Director of Services stated that the L-7411-0 can be considered under the 2022 -2023 Restoration Improvement Multi Annual Programme. Prior consultation will be required with the landowners regarding issues such as road drainage and roadside hedges before any road resurfacing works can be carried out.
11. RESURFACE ROAD AT GREENLANDS, ROSSES POINT:

“To call on Sligo County Council to resurface the road at Greenlands Rosses Point and to include the road between Scoil Naisiunta Realt Na Mara and Saint Columba’s Church and Cemetery at Rosses Upper”
Mr. Tom Kilfeather, Director of Services stated that the issue of surface water disposal in the Greenlands Estate will need to be addressed before surfacing of the road can be considered. Any potholes that may arise will be repaired under normal road maintenance.
12. CORRESPONDENCE:
Councillor Thomas Walsh thanked Ms. Dorothy Clarke for sending the letter to the Department regarding an increase to the Community Enhancement Programme.
13. ANY OTHER BUSINESS:
Councillor Tom Fox queried if the storm water gullies would be cleared given the recent inclement weather.
Mr. Tom Kilfeather assured members that Sligo County Council were aware of the need for gullies to be cleared and reported that some work in this regard had commenced.
