3. PRESENTATION ON SLIGO’S OUTDOOR RECREATION PLAN:
Ms. Trish Kane, Outdoor Recreation Officer (ORO) with Sligo Sports & Recreation Partnership gave a presentation on ‘Planning the Future of Outdoor Recreation in Sligo’. Sligo is one of six Counties that have employed an ORO through this Pilot Project. Sligo’s ORO was appointed in June 2024. This project came out of the National Strategy on Outdoor Recreation. An interim oversight Governance Group/Project Team has been set up which includes Sligo Sport & Recreation Partnership, Sligo County Council, Sligo Leader Partnership, Fáilte Ireland, Coillte and Canoeing Ireland. This group will be expanded in time.
The three key tasks of the project include the development of a County Outdoor Recreation Plan, to be completed by Q2 2025, the establishment of the County Outdoor Recreation Committee in Q1 2025 and to establish a County Stakeholder Forum which will meet on a regular basis. Actions are on target to meet these timeframes. The completed plan will be presented to each Municipal District area.
Outscape Consultants have been appointed to facilitate the development of the Outdoor Recreation Plan for Sligo. Public consultations have been completed which were well received, engagement with stakeholders is ongoing. A total of 183 people engaged in the consultations which were held in Tubbercurry, Enniscrone and Sligo Town.
A County Outdoor Recreation Stakeholder Forum will be established in Q3 2025.
Councillor Liam Brennan queried funding for the plan, Councillor Dara Mulvey mentioned the success and importance of the Coolaney bicycle trail. All the Councillors thanked Ms. Keane for her detailed presentation and also thanked Mr. Michael Carty, SEE together with his team for the projects already carried around the County which enhance and develop amenities and in turn increase tourism visitors to the County.
Ms. Kane concluded her presentation by highlighting the importance of consolidating and improving the quality of amenities and resources that we already have.
4. UPDATE ON CROÍ CÓNAITHE TOWNS FUND (VACANT PROPERTY REFURBISHMENT GRANT):
Mr. Adrian Grandison, Executive Engineer, Enforcement Section reported the update as circulated on the scheme to the Members. Mr. Grandison confirmed that a new application form has been introduced and a new FAQ document released. It is noted that fossil fuel stoves are not approved under the scheme.
5. COOLANEY TO ROCKFIELD ACTIVE TRAVEL SCHEME:
Mr. Michael Guckian EE outlined the background of this scheme to the meeting. This item will be on the agenda of the next Plenary Meeting of Sligo County Council.

“To call on Sligo County Council to ask the TII to review the route selection of the N17 from Tubercurry to Charlestown and to meet with representatives of the residents in that area.”
Mr. Matthew Robb, A/Senior Executive Engineer reported as follows: Transport Infrastructure Ireland perform the function of Approving Authority for the N17 Knock to Collooney [Atlantic Economic Corridor] Project. This is an oversight role whose functions primarily relate to the monitoring of project progress, review of project alignment with governmental policy, and reviewing the business case of the project. Its functions do not include the selection of the preferred option (route) for the project. Therefore, writing to Transport Infrastructure Ireland in this regard would not be appropriate.
For clarity, the Option Selection process and selection of the Preferred Option (route) for the project is a function carried out by the Sponsoring Agency. On the N17 Knock to Collooney [Atlantic Economic Corridor] Project, the role of Sponsoring Agency is fulfilled by the Regional Design Office of Sligo County Council. Option Selection requires the Sponsoring Agency to consider a suite of Engineering, Environmental, Safety and Economic Appraisal criteria to determine the Preferred Option for a project. The consideration of these criteria is informed by a multi-disciplinary team of subject matter experts. Sligo County Council, in its position as Sponsoring Agency are satisfied that the Option Selection process completed on the N17 Knock to Collooney [Atlantic Economic Corridor] Project in Q1 2024 is robust and offers the best opportunity to deliver this project through statutory consent.
The Project moved into Phase 3 Design and Environmental Evaluation phase following TII approval received on the 07th March 2024 and is advancing taking account of the terms and conditions set by the Minister for Transport under Section 24 of the Roads Act as part of the 2024 Grant Allocations, (i.e.) that the allocation for the N17 Knock to Collooney is to “progress Tobercurry and Charlestown Bypass elements of the scheme”.
Regarding consultation with representatives in the area, members of the public are invited to contact the project team on the project specific phone number, or through the project specific email address, details of which are provided on the project website https://n17knockcollooney.ie/. The Regional Design Office of Sligo County Council continue to consult with the public through these means.
In addition to the above, the Regional Design Office of Sligo County Council have held in-person public consultations at each key stages of the Option Selection process. In person public consultations will continue to be held on the project, and it is expected that the next in-person consultation will be held when the project advances to preliminary design stage, with a further consultation when the land take for the project has been established.
In response, Councillor Michael Clarke informed the meeting that 54 homesteads were affected by the proposed new route for the N17. Councillor Barry Gallagher outlined there are 33 staff in the Yeats Hotel in Curry and an Agricultural Contractor with 10 employees who will also be affected. Further discussion took place in regard to the possible splitting of farms.
Mr. Matthew Robb, A/Senior Executive Engineer, informed the members that the SRDO are presently waiting on the Grant funding allocation for 2025. Mr. Robb added that public consultation had taken place in accordance with guidelines at 4 events, Collooney, Tubbercurry, Claremorris and the Clayton Hotel in Sligo. He outlined the 500m route corridor, and confirmed flexibility within the corridor to minimise disruption to landowners. Mr. Robb added that the public can submit a “contact us” query form on the N17 Knock to Collooney website and staff from the Project Team in the SRDO continue to call back any queries on Tuesdays and Thursdays Following query from Councillor Barry Gallagher in regard to letters issued to landowners in November, and a the presented the Members with a detailed update on the above scheme and answered queries in regard to grant allocation, proposed planning applications along the preferred , Mr. Matthew Robb agreed to follow up available data on Land Direct and revert to Councillor Gallagher.

Mr. Noel Haran, Senior Executive Engineer agreed that Sligo County Council will contact OPW staff and arrange a joint visit to the site. A joint inspection of the site will help investigation and understanding of issues involved.

Mr. Noel Haran, Senior Executive Engineer reported that Temple Manor is included in the 2025 TIC programme.
Radharc na Abhainn is not included on the TIC programme for 2025 as there are outstanding works to be carried out by the developer before the TIC process can progress.
Rathosey Estate is provisionally included in the TIC programme for 2025. However, there are one or two items that need to be resolved before this can progress.
12. INCLUSION OF L55048 ON 2025 RESURFACING WORKS PROGRAMME:

Mr. Noel Haran, Senior Executive engineer confirmed the road L-55048 is a Cul-de-sac road. Therefore, the road surfacing works could be considered for CIS. This will require the submission of appropriate CIS application forms in 2025. Mr. Haran noted that a priority list exists for the CIS and agreed that Mr. D. Sloyan Area Engineer reinvestigate this road and deal with potholes if appropriate.
13. UPDATE ON RRDF FUNDING – CLIFF BATHOUSE PROJECT ENNISCRONE:

Mr. Michael Carty, Senior Executive Engineer reported that the Council’s Capital Delivery Team are currently finalising the Project Brief for the appointment of a multi-disciplinary design team to this significant project. The competition will be advertised via eTenders platform week ending 28th February 2025. The timescale for appointment of the design team is the end of April 2025. Detailed design phase is anticipated to take five months to complete and on this basis the construction tender phase will commence during Q4 2025.
Concurrently, the Capital Delivery Team have invited tenders for the demolition of the existing pavilion building. Tender closing date is 3rd February 2025.
14. PEDESTRIAN CROSSING R297 AT COLAISTE EASKEY:

Mr. Noel Haran, Senior Executive Engineer confirmed funding has been sought under the 2025 Safety Improvement Works Programme which includes the provision of a Pedestrian Crossing on the R 297 at Colaiste Easkey. it is anticipated that the announcement of funding shall be in February 2025.
15. PUBLIC CHARGER POINTS FOR EV AT ENNISCRONE:

Mr. Noel Haran, Senior Executive Engineer informed the meeting that a strategic regional approach to the provision of EV charging points has been initiated. Donegal County Council are leading on the implementation of EV charging infrastructure for the northwest region. A tender has been prepared for the appointment of consultants for the preparation of feasibility studies, site identification, and implementation of the infrastructure. The public grounds in Enniscrone can be examined considering this process.
16. SHORTAGE OF HOME HELP STAFF:

17. BALLYRUSH BURIAL GROUND:

“Can Sligo County Council include Ballyrush Cemetery in this year’s plan of works for completion, considering the extra funding that has been made available, if not already
included? This is minor work consisting of the addition of topsoil, a tarmac driveway, kerbing, and a plot plan. As the current cemetery is very close to being full there is a pressing need to have this work completed before any burials are included in the new part of the cemetery which is currently not fit for purpose.”
Mr. Noel Haran, Senior Executive Engineer reported that the review process for all the burial grounds within the County has begun. The analysis will identify issues associated with all the burial grounds within Sligo. A priority list shall be prepared for focused interventions. The interventions required and number of burial grounds that can be progressed will be subject to appropriate funding in 2025. Mr. Haran agreed to report back to the next MD Meeting.
18. PURCHASE OF ADDITIONAL 7.5TONNE GRITTER:

“Can I have an update on the purchase of the additional 7.5 tonne gritters and where they will be in operation? I would ask that these units could be made available to treat the local roads such as the Riverstown to Coola road to meet the R284 and the Riverstown to Drumfin road, meeting the old N4. This will facilitate the Local Link bus to Riverstown to remain in operation and help Coola PPS to remain open during difficult weather conditions.
I appreciate the work the outdoor staff do and want to acknowledge their efforts during the recent cold spell. “
Mr. Noel Haran, Senior Executive Engineer confirmed that there is one 7.5 tonne gritter purchased for the Ballymote Area. The gritter will be operational within the next two weeks. The size of the gritters will allow for gritting priority areas such as towns and busy junctions etc in difficult weather conditions. Mr. Haran confirmed the village of Riverstown will be listed on the gritting programme.
19. GREEN AREA CASTLEBALDWIN VILLAGE:

“I request an update for a plan of improvements and drainage works from Sligo County Council / TII for the green area in Castlebaldwin village which is a legacy of work not fully completed by Roadbridge. At the minute the local Tidy Towns group are unable to maintain this area due the poor drainage and how wet this green area is.”
Mr. Matthew Robb, A/Senior Executive Engineer confirmed Sligo County Council through the Sligo Regional Design Office are currently progressing tender competitions for the appointment of Contractors to complete the outstanding works following the liquidation of the original contractor. These works will include the legacy work not fully completed by Roadbridge in the green area in Castlebaldwin village.

22. RAISING OF PEDESTRIAN CROSSINGS DROMORE WEST, BALLINACARROW AND TUBBERSURRY:

Mr. Matthew Robb, A/Senior Executive Engineer reported the pedestrian crossings referred to in the notice of motion are located on the N59 National Secondary Route (Dromore West) and the N17 National Primary Route (Ballinacarrow and Tobercurry) respectively. The requested works (raising the crossings) would be delivered through a Road Safety Improvement Scheme.
Road Safety Improvement Schemes on the National Road Network in Sligo are funded by Transport Infrastructure Ireland and delivered by Sligo County Council. Delivery is through a Road Safety Engineer working in the Sligo Regional Design Office (SRDO). Road Safety Improvement Schemes are developed in accordance with the TII Road Safety Improvement Scheme Approval Procedure - GE-STY-01037 (https://www.tiipublications.ie/advanced-search/results/document/?id=3094)
The prioritisation of locations for Road Safety Improvement Schemes is determined using TII Publication (Standard) GE-STY-01022 Network Safety Analysis process (https://www.tiipublications.ie/document/?id=2934) to identify sites that are High Collison Locations, and the TII Publication (Standard) AMSTY-06044 Road Safety Inspection (RSI) process (https://www.tiipublications.ie/document/?id=3240) to identify safety issues or defects that may require engineering intervention. Identification of High Collision Locations is a statistical analysis carried out by TII, and the Road Safety Inspection process is completed by road safety experts on behalf of TII.
Of the three locations referred to in the notice of motion, the location in Tobercurry is within a High Collision Location, the other two locations are not within High Collision Locations.
A Road Safety Improvement Scheme is currently being progressed in Tobercurry that will upgrade the existing crossing to a raised pedestrian crossing. The scheme has received approval from Transport Infrastructure Ireland to enter the design phase, and it is expected that these works will be completed later in 2025.
There are currently no plans to progress a Road Safety Improvement Scheme at the existing crossings in Dromore West or Ballinacarrow. This is due to the fact that neither crossing is within a High Collision Location, and therefore they are not prioritised. The SRDO currently have a full programme of Road Safety Improvement Schemes for 2025, so they cannot be considered this year.
The locations can be considered in the review of Road Safety Improvement Schemes for 2026 (through discussion with TII Regional Road Safety Inspection Engineer) although it is likely that other road safety improvement schemes, at identified High Collision Locations in the county, will take precedence over these two locations in Dromore West and Ballinacarrow.”
Mr. Robb added that the SRDO will liaise with the TII in 2026 in this matter and confirmed Tubbercurry Pedestrian Crossing will be dealt with in 2025.
23. LOCAL LINK SERVICES SOUTH SLIGO:

In relation to a local link service for Bellaghy, Curry, Tourlestrane, Tubbercurry, Cloonacool, Achonry and Ballinacarrow. South Sligo is the only part of Sligo having the second largest town in Sligo which is not serviced with a local link service. It is of paramount importance for South Sligo that this service is put in place. It would enhance transportation options for everyone living in South Sligo, facilitate easier access to essential services, employment opportunities, and education and improve the overall quality of life in the area.”

24. MEASURES TO AID FARMERS AFFECTED BY ASH DIE BACK:

25. PROPOSED ADDITIONAL ROUTES TO WINTER GRITTING PROGRAMME:

“To call on Sligo County Council to carry out immediate repairs to footpaths in Tubbercurry. We cannot wait for a town development plan. We need active travel / council monies secured immediately for these works to be completed. With the allocation of 2.5 million allocated to Sligo as part of the active travel investment grant, not like other works in the county that will see the monies all spent on wages and consultation fees, we are shovel ready for the repair works to the existing footpaths to be completed, dropped kerbs to be installed throughout the town for wheelchair users, older people, persons with a disability or who have to be aided as they walk and parents with buggies and balance bikes. A cross over is also required at Mickey Macs pub. All the above works will allow everybody to be able to get around the town safely without any issue. This will increase footfall to the business`s throughout the town and will be much safer for all the end users.”
Councillor Liam Brennan queried if an audible pedestrian crossing could be installed in Tubbercurry.
Mr. Noel Haran, Senior Executive Engineer reported the NTA has allocated €2.5 million for current Active Travel projects, which shall be progressed in 2025. We have no current projects in Tubbercurry. The Active Travel Team can review suitable locations for junction tightening and permeability routes, however no funding has been allocated for these projects.
Footpath repair works can be carried out locally by the Area office subject to appropriate funding being available. Mr. Haran agreed to contact Mr. Brendan Lynch Active Travel team and will have further information for the next meeting of the Municipal District in March.

The Cathaoirleach together with all Members present wished to record their thanks and appreciation to the outdoor staff of Sligo County Council and all utility companies who are involved in the clean up following Storm Ēowyn.
