4.  UPDATE ON CROÍ CÓNAITHE TOWNS FUND (VACANT PROPERTY REFURBISHMENT GRANT):

Mr. Declan Noone, Senior Executive Engineer, Enforcement Section reported the update as circulated on the scheme to the Members present. Mr. Noone added that a review of the Scheme has taken place by the Vacant Homes Unit in the Department, its findings are currently with the Minister. Mr. Noone also added that the Vacant Homes Unit have engaged three solicitor firms and as a result applications are being finalised more efficiently.

 

5.  TRAFFIC CALMING COOLANEY VILLAGE:

“I call on SCC to install a speed ramp between the Health Centre and Mill pharmacy Coolaney to slow down speeding traffic entering the village, Also can the large trees along this stretch of road be examined to improve vision for motorists and pedestrians using the Health Centre and pharmacy.” 

Mr. Noel Haran, Senior Executive Engineer reported that this location will be investigated and considered for an application to the Department of Transport for funding under Safety Improvement Works on Regional and Local Roads 2025 if deemed appropriate. It should be noted that several projects in the application for 2024 were not funded.

Coolaney Tidy Towns have recently cut back the trees at this location.

Ms Emer Concannon A/Director of Services noted that the new default 60km/hr speed limit for rural roads will come into effect in November of this year. The Co Council Roads Section are currently organising to have signage in place by November.

The 30k/hr default speed limit for urban areas will come into effect mid-2025. Following a review and public consultation, rural villages can be included in this.

 

6.  FOOTPATHS IN BALLYMOTE:

“I ask that the public footpath to the front of Scoil Mhuire gan Smál, leading towards Sparoia Childcare in Ballymote be included in a replacement works scheme. This footpath was resurfaced some time ago, but is now disintegrated in many sections, possibly due to extreme weather. As a result, the footpath is now hazardous in places.” 

 

8.  PROPOSED SAFETY WORKS N17 JUNCTION WITH L4902 AT BUNNACRANNAGH AND CURRY VILLAGE:

“To call on Sligo County Council Roads / Infrastructure Team to contact the TII in relation to a new layout / safety works to be carried out at the junction in Curry where the main N17 road and the L4902 road from Bunnacrannagh and Curry Village meet at the junction onto the N17.” 

Mr. Noel Haran SEE reported that Sligo County Council met with the TII Road Safety Engineers for the region in early July. This meeting included discussions on the N17-L4902-L-8919 junction in Curry (the junction referred to in the NOM). A Road Safety Improvement Scheme at this location will be advanced through feasibility and options phase in early 2025. Subject to establishing if an intervention is feasible, obtaining necessary approvals and securing funding, it may be possible to deliver a Road Safety Improvement Scheme at this location by the end of 2025. More accurate programme projections will be possible once feasibility and options have been assessed. 

 

9.PROPOSED WORKS AT BEND ON R294 NEAR LOUGH TALT WTP:

“To call on Sligo County Council Roads / Infrastructure Team to contact the TII in relation to immediate safety measures to be carried out on an extremely dangerous bend on the heavily utilised R294 near the Lough Talt water treatment plant and minor road junction L88015.”  

Mr. Noel Haran SEE reported that as this is a Non-National Road, it does not fall under the remit of TII. The location will be investigated and considered for an application to the Department of Transport for funding under Safety Improvement Works on Regional and Local Roads 2025 if deemed appropriate. It should be noted that several projects in the application for 2024 were not funded. 

Following further discussion, Mr. Noel Haran SEE noted that signage can be replaced, and the Roads Staff will examine current road markings, and a scheme may be considered in 2025.  He outlined that if sightlines are to be improved, land acquisition may be necessary.

 

10.  PROPOSED SAFETY MEASURES L4703 NEAR CUIL BUI, CLOONACOOL:

“To call on Sligo County Council Roads / Infrastructure Team to contact the TII in relation to immediate safety measures to be carried out in Cloonacool on road number L4703 at Cuil Bui in the village where there is residential housing along the roadside and also to look at putting double yellow lines on the bridge outside St. Michaels Church in Cloonacool.” 

Mr. Noel Haran SEE confirmed that as this is a Non-National Road, it does not fall under the remit of TII. SCC will carry out a survey of this junction and determine what safety measures may be carried out and required at this location.

 

11, 12, 13, 14 and 15:  In the absence of Councillors Taylor and Mullaney it was agreed to defer these notice of motions to the next meeting of the MD.

 

16.  WASTEWATER TREATMENT PLANT DROMROE ESTATE CASTLEBALDWIN:

“I ask that Sligo County Council take charge of the service and maintenance of the wastewater treatment plant in the Dromroe Estate, Castlebaldwin in a temporary measure while Irish Water/Uisce Eireann look at addressing issues relating to the remediation of DPI infrastructure.” 

Mr. Noel Haran, SEE reported that this is a private development. Uisce Eireann are defined under current legislation as the Water Services Authority. Sligo County Council have no longer a remit in this area.

Ms. Emer Concannon A/DOS advised that possibly the residents could form a Residents Association who could follow up with the estate owner. Following further discussion, Ms. Concannon agreed that the Co Council will liaise with the Enforcement Section and inform them of the current situation.

 

17.  SPEED MEASURES IN DROMROE ESTATE CASTLEBALDWIN:

“I request Sligo County Council to look at speed measures / traffic calming within the Dromroe Estate, Castlebaldwin. In addition, I ask that Stop Signs currently in place are secured properly as they are falling over and twisting in the wind.”

Mr. Noel Haran, SEE reported that this is a private estate and therefore not under the remit of Sligo County Council.  Following a request regarding works being carried out by the residents, Ms. Emer Concannon A/DOS informed the meeting that SCC cannot maintain any such works.

 

18.  PRIVATE WELL AT TAUNAGH RIVERSTOWN:

“Can Sligo County Council provide an update on when the residents using a private well in Taunagh, Riverstown can expect to join the mains water supply? When are works expected to commence?” 

Mr. Noel Haran, SEE reported that it is expected that an application for a public water connection will be lodged by the consultants with Uisce Éireann by the end of July 24. Following the grant of UÉ permission, the Scheme will be procured, and it is hoped works will commence in Q2 2025. Sligo County Council will continue to liaise with Tawnagh GWS and work with both the Department and UÉ to ensure the earliest possible completion of the project.

 

19.  PROPOSED WORKS AT BALLINCARROW:

“To call on Sligo County Council to include a pedestrian crossing in Ballinacarrow at the church and to move the proposed pedestrian crossing on the junction at road l6108 in the village 30 feet back from the main N17 in the village.”  

Mr. Noel Haran, SEE confirmed that Sligo County Council (through Sligo Regional Design Office) are currently advancing a number of Road Safety Improvement Schemes (identified through TII Network Safety Analysis) that provide pedestrian crossings on the National Road Network. There is no scheme identified at the church in Ballinacarrow, therefore Sligo County Council are not in a position to advance a scheme at this time. 

The proposed pedestrian crossing on the junction of the N17-L6108 is located on the pedestrian desire line. Moving the crossing would be contrary to established design principals outlined in the Design Manual for Urban Roads and Streets. 

In response to Mr. Haran’s reply, Councillor Clarke informed the meeting that a number of Councillors had attended an open meeting with residents of Ballinacarrow to discuss the proposed design of the works, speed limits, etc. and added that he had a petition of 75 names objecting to the works on the L-6108.

“That the motion be amended to include “no change to the junction of the N17/L-6108 and the works include a pedestrian crossing the Church.”

Following further discussion, Ms. Emer Concannon A/DOS confirmed she will relay contents of the discussion to the Design Team in the Sligo Regional Design Office.  She informed the meeting that this is an Active Travel Scheme, which prioritises pedestrians crossing the junction. If this Scheme does not go ahead, the money will revert to the TII and cannot be diverted to a pedestrian crossing at the church.

 

20.  FOOTPATH AT GALLAGHER ROAD TUBBERCURRY:

Mr. Noel Haran, SEE informed the meeting that the allocation of footpath funding has been used for 2024, but this section of footpath will be considered in the 2025 Programme, if road widths allow. 

 

21.  TRAFFIC CALMING AT RATHLEEN NS, KILLEENDUFF NS AND SKREEN DROMARD COMMUNITY CENTRE:

“To call on Sligo County Council to review and upgrade traffic calming measures at Rathlee NS and Killeenduff NS and at Skreen & Dromard Community centre.“ 

Mr. Noel Haran reported that a review of traffic Calming at Rathlee and Killeenduff National School’s will be carried out, with a view to upgrading subject to funding. 

Sligo County Council will liaise with TII to review traffic calming at Skreen/Dromard Community Centre on the N59.
