3. UPDATE CROI CONAITHE TOWNS FUND (VACANT PROPERTY REFURBISHMENT GRANT):
Mr. Declan Noone, Senior Executive Engineer, presented an update on Croí Cónaithe Towns Fund (Vacant Property Refurbishment Grant). Mr. Noone answered queries presented. The Members thanked Mr. Noone for his report and acknowledged the availability of Mr. Adrian Grandison Executive Engineer to the elected Members and to members of the public.

“To get an update on the completion of all outstanding works at Templemanor Estate Ballinacarrow and a date for the TIC of the estate. Following recent storms, the timber fence in the estate has blown down in sections and is unsafe for children living in the estate.”
Mr. Declan Noone SEE read the following report as submitted by Ms. Dorothy Clarke, Director of Services.
“Temple Manor Estate is substantially completed, and the development is generally in good condition. An inspection of the fence will be carried out and repairs will be included in our programme of works.
From discussions with Uisce Eireann a wayleave or easement is required on the access road to the pumping station. When this issue is resolved we hope to recommend the development for Taking in Charge. “
4. SCHEDULE OF MUNICIPAL DISTRICT WORKS 2024 INCLUDING DRAFT ROADS, TRANSPORTATION AND INFRASTRUCTURE PROGRAMME:
Mr. Noel Haran, Senior Executive Engineer, presented the draft Schedule of Municipal District Works 2024 including Draft Roads, Transportation and Infrastructural Programme to the meeting. He informed Members that a total of €18.2m has been allocated from Transport Infrastructure Ireland (TII), €16.7m from the Dept. of Transport, €3.5m from the NTA and Sligo County Council €1.5m for the improvement and maintenance of the public road network in Co. Sligo for 2024. He informed the Members that 2024 is the third year of the three year programme of works.
Mr. Haran proceeded to guide Members through the proposed programme of works which had been circulated in advance of the meeting. The programme specified the allocation of funding received, together with a detailed breakdown of all planned expenditure for the year in relation to specific projects and categorised headings and outlined each individual category that related to the Municipal District. Mr. Haran added that the Active Travel Scheme has an allocation of €3.5m for 2024.
Ms. Emer Concannon A/DOS and Mr. Haran SEE responded to queries raised by Members.
Ms. Concannon A/DOS agreed to circulate the Low Cost Accident Scheme preliminary designs for the N17 to the MD Members. She also confirmed that IFI should be contacted prior to any works being carried out in watercourses throughout the County.
Mr. J. Queenan, Cathaoirleach together with all the Members present thanked Ms. Concannon, Mr. Haran and all the staff in the Infrastructural Services Section for their work and dedication to the MD Area.

5. TFI BUS SERVICE BETWEEN BALLYMOTE AND TUBBERCURRY:

“To seek a regular bus service for people wishing to travel between Ballymote and Tubbercurry. Also that the need for an early morning local link bus service on route 977 be put in place for workers and students who need to be in Sligo for 8am start”.
Following discussion on this notice of motion, it was agreed that Ms. S. McNamara, Meetings Administration write to TFI.
7. OVERLAY OF SECTION OF N59 IN WEST SLIGO:

“Ask Director to confirm that the Council intend to upgrade section of N59 in West Sligo in 2024 ie overlay”.
Mr. Noel Haran, Senior Executive Engineer confirmed the Sligo Regional Design Office is advancing a Pavement Asset Repair & Renewal Scheme on the N59 between Tullylin and Fiddaun townlands.
Design work is currently ongoing. It is anticipated this scheme will go to construction in Q3/Q4 2024 subject to a successful tender process, TII funding and approvals.”
Councillor Joe Queenan, Cathaoirleach thanked Mr. Haran for the reply and asked that the works be carried out outside of peak summer tourist season.
8. RAMPS ON PIER ROAD ENNISCRONE AND R297 RATHLEE VILLAGE:

“Ask Director to consider constructing ramps on Pier Rd Enniscrone and R297 Rathlee Village in the interest of safety”.
Mr. Noel Haran, See informed the meeting that Sligo County Council roads section propose carrying out a safety audit at both locations.
9. RRDF FUNDING CLIFF AND BATH HOUSE PROJECT ENNISCRONE:

“Ask the Director of Services to confirm that Sligo County Council has applied to Dept under the rrdf fund re cliff and bath house project Cliff Rd Enniscrone”.
Mr. Noel Haran, SEE read the following reply as submitted by Ms. Dorothy Clarke DOS,
“The closing date for applications to the Department of Rural and Community Development (DRCD) under the Category 1, Rural Regeneration and Development Fund, Call 5 was the 8th of February 2024. We can confirm that Sligo County Council submitted a total of three applications to DRCD in advance of this deadline, one of which relates to the Enniscrone Cliff Bath House, Community Pavilion and Promenade Project in Enniscrone.”
Mr. Haran to follow up in regard to the amount of grant application.
10. RECOGNITION OF THE LATE JIMMY NEARY RIP.:

“I am calling on my colleagues to support the recognition of the late Jimmy Neary Rip In his home town of Tubbercurry.
Jimmy Neary was born on September 14, 1930 and passed away on October 1, 2021.
He was a famous New York restaurateur whose Irish Bar became a Power Brokers Hub located on 57th Street near First Avenue, New York. This venue has attracted the rich & famous for years, from Cardinals, to former Presidents of America, even Mary Higgins Clark, a famous author who was regular in his restaurant, wrote Neary into many of her suspense novels.
To coincide with his birthday in 2023 E57 Street, in New York, was Named in His Memory
I am proposing a similar honour be bestowed on 14th Sept 2024 in his memory in the town of his birth, Tubbercurry, South Sligo.”
All of the members agreed to support the proposal as outlined.
11. PROVISION OF TOILETS ON THE WILD ATLANTIC WAY:

“To call on Sligo County council to ensure that toilets will be provided on the wild Atlantic way At Dunmoran, Aughris and Tra bhui as soon as possible. “
Mr. Noel Haran SEE reported that Portaloos will be provided at Dunmoran and Aughris Head Pier from 01 June 2024 until 16 September 2024. Funding is not available to cover Tra Bhui for the 2024 season. Public toilets will also be open at Enniscrone, Mullaghmore, Rosses Point and Strandhill.
12. REPAIRS TO AUGHRIS WALK:

“To call on Sligo Country Council to carry out repairs to damage caused by recent storms to Aughris walk, due to its fantastic success and the high number of users and its exposure to the sea, it is in need of immediate attention.”
Mr. Noel Haran, SEE reported that Sligo County Council will carry out an inspection of the storm damage on the Aughris Walk and will seek to undertake any necessary emergency works and/or repairs subject to the availability of the necessary funding.
13. REPAIRS IN COUNCIL HOUSING ESTATES IN WEST SLIGO:

“To ask Sligo County council for an update on when will repairs be carried out On fencing in council estates in west Sligo. Archers cottages, woodland crescent and st farnan drive, and when will repairs to houses in Millview dromore west and woodlands Enniscone.”
Mr. Noel Haran SEE read the following report as submitted by Mr. Joe Murphy, Senior Executive Officer, Housing Section.
“The Housing Section are in the process of getting costs for fencing repairs to Council owned houses in Archers Cottages, Easkey. The commencement of these works will be funding dependent.
The fences that are damaged in St Farnan’s Estate in Dromore West and Woodland Crescent (Corran na Coille) in Easkey are along the estate road and are not a house boundary fence. The Housing Section are not responsible for maintaining these fences.
Repairs to council houses at Millview, Dromore West are being reviewed and costed with a view to works being scheduled when funding is available.
Works including soffit, facia, gutters and also PIV and ventilation works to 9 houses in Woodlawns, Enniscrone are commencing this year under Planned Maintenance. Three of the nine houses in this estate have also agreed to have works carried out under the Energy Retrofit Programme in 2024.”
Following further discussions, it was agreed that an Official from the Housing Section be invited to attend Municipal District Meetings going forward.

“To call on Sligo County Council to erect signs to prevent large trucks travelling on L1502.”
Mr. Noel Haran, SEE reported that following previous NOM’s on the road, Sligo County Council are investigating the potential of upgrading this road to Regional Road status. It is not appropriate to erect signage to prevent large trucks travelling on this road.
15. E CHARING POINTS IN BALLYMOTE CAR PARK:

“To call on Sligo County Council to investigate the possibility of providing E-charging points in Ballymote car park.”
Mr. Noel Haran, SEE reported that Sligo County Council, as part of a Regional group, are committed to developing a comprehensive EV charging infrastructure strategy for County Sligo, to determine the optimum locations for EV chargers. We will await the outcome of this strategy to determine investment requirements and mechanisms, for EV charging infrastructure.
Ms. Emer Concannon A/DOS informed the meeting that each County Council is undertaking a Regional Strategy to investigate the need for e chargers. The Consultants will investigate tourism destinations, towns and villages, residential areas and infrastructure. Mr. Dessie Sloyan, Executive Engineer informed the meeting that the infrastructure in the Car Park is not adequate to support e chargers presently.
16. PEDESTRIAN CROSSING AT CLOGHOGUE SCHOOL:

“To call on Sligo County Council to give an update on the provision of a pedestrian crossing at Cloghogue school.”
Mr. Noel Haran, SEE informed the meeting that Sligo County sought funding in 2023 for Safety Improvement Works to enhance pedestrian safety for those attending Cloghogue National School. In 2024 funding of €20,000 was allocated by the Department of Transport for safety improvement measures at this location. Assessments and designs are currently being carried out for the implementation of safety measures in 2024 at this location.
17. R294 AT LOUGH TALT TREATMENT PLANT:

Mr. Noel Haran SEE, informed the meeting that Road Design Section will carry out an assessment at this location and an application for funding will be made to the Department of Transport in 2025 if safety measures are considered necessary.

24. ANY OTHER BUSINESS:
DAMAGE AS A RESULT OF RECENT STORM:
Following a discussion in regard to damage to Eir poles and wires as a result of a recent storm, it was agreed that the Meeting Administrator write to Eir requesting remedial work be carried out.
TRAFFIC CALMING BALLINACARROW VILLAGE:
A discussion took place in regard to the road passing through Ballinacarrow Village. Noted speed of vehicles is an issue for An Garda Siochanna to enforce. Councillor Dara Mulvey, Councillor Martin Connolly and following support from all Members, it was agreed that Ms. Emer Concannon A/DOS submit a report to the May MD Meeting in regard to the Road Design Office’s plans for Ballinacarrow Village.
