4.DRAFT LOCAL ECONOMIC & COMMUNITY PLAN FOR SLIGO (SLIGO 2030 – ONE VOICE ONE VISION)
Dorothy Clarke presented the Draft Local Economic & Community Plan for Sligo (Sligo 2030 – One Voice One Vision) to the meeting. Following the presentation, all Members thanked Ms. Clarke for the detailed information.

At the request of Councillor J. Queenan this item was deferred to the agenda of the next Municipal District meeting.
6.ACCESS TO CORKAMORE GRAVEYARD:
Withdrawn by Councillor Clarke prior to the meeting.
7.TRAFFIC CALMING AT KILGLASS:

8.PARAPET WALL AT BALLANASCARROW BRIDGE:

“To ask Sligo County Council if the length of the parapet wall can be replaced along the open river at Ballanascarrow Bridge, Castlebaldwin Road, Ballymote.”
Mr. P. Hughes SEE reported that Sligo County Council Bridges Section will inspect the bridge and prepare a cost estimate. The scheme will be considered for possible inclusion in the 2023 Bridge Maintenance Programme grant application to the Department of Transport.”
9. ACCESSIBILITY IN KNOCKBRACK GRAVEYARD

“I call on Sligo County Council to increase safety for accessibility in Knockbrack Graveyard Keash. The newer area of the graveyard is on a very steep incline with a concrete path; the gradient of which is so steep it is challenging and indeed potentially dangerous for older people and those with limited mobility. Can a handrail or steps by the path be installed?.”
Councillor P. Taylor requested that the motion be extended to include the timber rail on the walkway.
Mr. P. Hughes SEE reported the existing path is only 0.9 m wide. Providing a handrail would restrict access along this narrow path. The path would need to be widened to 2m to facilitate a handrail. There is no current funding available for this. Mr. P. Hughes SEE agreed that the issue be investigated again by the Area Engineer.
10.SEWERAGE ISSUES CASTLE VIEW BALLINAFAD:

“To call on Sligo County Council to investigate why sewerage is coming up at the back of house numbers 9 to 12 Castle View, Ballinafad.”
Mr. P. Hughes SEE read the report as received by Irish Water as follows:
“The Local Wastewater Department has advised that the crew attended the site and investigated the matter. Report shows issue stems from the wastewater plant as inlet chamber blocked. The blockage was cleared, therefore resolving the issue.” Councillor Mullaney further queried what the actual issue was and noted no guarantee has been given that this issue will not reoccur.It was agreed that Irish Water be contacted again in relation to this issue.
11. MAIN STREET ENNISCRONE ROAD SURFACE

“Ask the Director of Services for Infrastructure to ensure that Road Surface on Main Street, Enniscrone R298 and Road 98 and 99 Kilglass are brought back to proper standard when Irish Water have completed the upgrade of water pipes.”
Mr. P. Hughes SEE reported that Farrans Contractors on behalf Irish Water have been granted road opening licenses to lay watermains on these roads. Irish Water are responsible for carrying out reinstatement of the roads.
All permanent reinstatements will be inspected by Sligo County Council before sign off.
12.PROPOSED EXTENSION TO CLOONA GRAVEYARD ENNISCRONE:

“Ask the Director of Services to allocate funding in 2023 budget to commence the process of extending the graveyard at Cloona Enniscrone.”
Mr. P. Hughes SEE reported that SCC will investigate options for funding the commencement of the process of extending the graveyard at Cloona Enniscrone. Ms. E. Concannon A/DOS agreed to look at this as SCC has already purchased the adjacent land.

(a) “Ask the Director of Services to indicate when will the Tender be granted to carry out the works at The Square, Enniscrone with Bord Fáilte funding.”
(b) “Ask the Director of Services to indicate will the Council be applying for funding under RRDF re Bathouse Cliff project in 2023.”
Mr. P. Hughes SEE read the following report from Mr. Michael Carty, Senior Executive Engineer, Community and Enterprise:
A) Sligo County Council is currently assessing tenders received for the construction contract for works on the Square Enniscrone. Following conclusion of this assessment process, and in accordance with the public spending code procurement procedures, an announcement can be made.
B) Sligo County Council is currently working on design proposals for the Cliff Bathhouse, Pavilion & Promenade Project with funding secured under RRDF Category 2 (Development Phase funding). Following conclusion of the design stage, the project will be advanced for planning.
Following achievement of the necessary approval the project will be eligible to apply for a future round of RRDF Category 1 Funding (Capital Delivery funding). It is premature until the design and statutory permission phases are complete to confirm whether or not the project will be ready to submit an application for RRDF Category 1 funding in 2023.”
14.SURVEY ON N17 CASTLEOYE AND TEMPLE HOUSE:

“To ask that the section of road on the N17 between Castleoye and Temple House Crossroads be surveyed by the RSA, TII and Sligo County Council and following on from the survey results, that this stretch of road, inclusive of all junctions be made safer for local residents and all road users.”
Mr. P. Hughes SEE confirmed that Sligo County Council will liaise with TII regarding the investigation and funding of appropriate improvement works on the N17.
15.KILLARAGHT JUNCTION:

“To ask Sligo County Council when the works are to commence on Killaraght Junction where L5711 and R361 intersect. This junction was successful in getting funded under a Low Cost Accident Scheme but no works have commenced yet. This junction is of major concern to the local community in Killaraght.”
Mr. P. Hughes SEE replied that requests for improvements at the junction with R361 in Killaraght were requested by Councillors and locals. €40,000 was allocated by the Department of Transport in 2022 under a Safety Improvement Scheme grant.
A survey and preliminary design to comply with road standards was carried out. The scheme will involve cutting and filling sections of road, road drainage, relocating services, land acquisition and Part 8 Planning Approval. The cost and works involved renders the Scheme outside of the scope of a Low Cost Accident Scheme.
Detailed design and planning will be carried out, and an application for funding under an appropriate grant will be made to the DOT.
Mr. Hughes SEE confirmed that some drainage work was carried out in 2022.
Councillor Taylor requested that the allocation of €40,000 be used and that a further application be made for additional funding. Mr. Hughes SEE agreed to contact the Road Design Office and revert to the members in due course.
16.FOOTHPATH ON GALLAGHER ROAD, TUBBERCURRY:

“To ask Sligo County Council to replace the footpath on Gallagher Road Tubbercurry as it is in a very poor condition and would have all paths in the area in good condition.”
Mr. P. Hughes SEE reported that the road and footpath serving An Chroi, Tubbercurry (Gallagher Rd) from its intersection with the R294 Ballina Rd, Tubbercurry is a private road thus Sligo County Council is not in a position to undertake any upgrade works at this location.
Following discussion on this matter, it was agreed that the Municipal District contact the Owner of the property. Ms. E. Concannon A/DOS agreed to revert to the Members with any other avenue of funding available in this case.
17.ACTIVATED SPEED SIGNS N17 AT TUBBERCURRY:

“Ask Sligo County Council to engage with TII to provide activated speed signs to the N17 approach roads to Tubbercurry especially at Kilcoyne Park to improve road safety & reduce speed.”
Ms. E Concannon A/DOS confirmed that Sligo County Council will liaise with TII regarding the investigation and funding of appropriate improvement works at this location.
18. FOOTPATHS IN MD AREA:
“To ask Sligo County Council to ring-fence funding in the annual budget to permit upgrades of some sections of existing footpaths in our housing estates, towns and villages in our Municipal District.”
Mr. P. Hughes SEE reported that as in 2022, €200,000 will be allocated to the Footpath Enhancement Scheme for the County in 2023. He agreed to maximise the budget allocation in the MD and prioritise works.

LOUGH NA SUIL:
Councillor G. Mullaney requested the up-to-date position with regard to the flooding at Lough na Suil. Mr. P. Hughes SEE informed the members that Mr. Val Baynes, SEE has engaged a Consultant to carry out a study of the lake and a report should be available for next MD Meeting.
