Minutes of the Meeting of the Municipal District of Ballymote-Tubbercurry Held on Monday 28th March, 2022 at 2.00 P.M. in Teach Laighne, Tubbercurry, Co. Sligo.

2.MINUTES OF SPECIAL MEETING OF MUNICIPAL DISTRICT OF BALLYMOTE-TUBBERCURRY HELD ON  14TH MARCH, 2022:

“To confirm the Minutes of the Special Meeting of the Municipal District of Ballymote-Tubbercurry held on 14th March, 2022”.

Councillor Clarke raised the issue of the lack of public lighting in some estates in Enniscrone Village.  He outlined that the estates were built as holiday homes and most houses were now owner occupied.  Emer Concannon, A/Director of Services noted the bond had been returned to the developer and as these are private estates, the services are not in charge of Sligo County Council and the Council has no responsibility and no funding available to maintain them.  Councillors Mullaney and Baker supported Councillor Clarke and queried if a management company could be set up by the County Council/Residents.  Following a discussion, it was,

“That Sligo County Council meet a delegation from the residents of the Enniscrone Village Estates to discuss outstanding issues with them”.

 

4. UPGRADE OF PUMPING STATION IN CASTLEGROVE, BALLYMOTE:

“To call on Irish Water to upgrade the pumping station in Castlegrove, Ballymote to ensure it is working properly in the interest of health and safety”.

Mr. P. Hughes read the reply from Irish Water stating that pumps were replaced at Castlegrove wastewater pumping (PS) and the PS is working as it should, although occasional blockages occur due to wipes being inappropriately disposed of into the sewer from nearby houses.  No significant further upgrade is required although pump guiderails may be upgraded in due course.

Concerns regarding the pump were highlighted by members.  Mr. Hughes agreed to contact Irish Water again in regard to the pump and will revert to the members at the next meeting.

 

5.TRAFFIC CALMING ON L16064:

“To call on Sligo County Council to provide traffic calming on L16064 200 meters from the junction with the R293”.

Mr. P. Hughes reported that this is a narrow road with a lot of pedestrian/school traffic.  This Scheme will be considered for a further Safety Improvement Scheme Grant.

All members supported the motion.  It was noted that landowner consent had been agreed for a walk along with river.

 

6. RISING LEVEL OF LOUGH NA SUIL LAKE:

“To call on Sligo Country Council to examine the reasons for the rising level of Lough na Suil Lake with a view to addressing the flooding of houses, local road L59040 and adjoining farmland”.

Mr. P. Hughes reported that the outlet under the lake appears to be blocked and this is preventing flow of water to an underground water system.  It is a deep lake.  The adjacent road is flooded at present, and cars cannot use a section of the roads.  Sligo County Council will monitor lake levels and discuss possible solutions to the problem with local land- owners.  It was acknowledged that there is not a simple solution to this problem.

All members supported this motion as it is a major problem in the local area.  It was noted that the land in question is in private ownership and the Ballymote Area Engineer has contacted landowners.  Following a discussion, it was agreed that Sligo County Council would contact the OPW.

 

7.FOOTPATH AT GRATTAN STREET, BALLYMOTE:

9. REGENERATION AND ENERGY EFFICIENT RETROFIT OF MOUNTAIN VIEW ESTATE, TUBBERCURRY:

“To ask Sligo County Council to apply for funding to central government for a  regeneration and energy efficient retrofit for Mountain View Estate, Tubbercurry”

P. Hughes reported that there are 46 Council houses within this estate of 54 houses. The other 8 houses would appear to be privately owned. The management and maintenance of the social housing stock is the responsibility of this Council.  There are however a number of funding options that could be available to the Council to assist in the upgrading of their social housing stock, to include:

  • Energy Efficiency Scheme
  • Remedial Works Scheme and
  • Regeneration Scheme

The Council will engage with the Department to ascertain if there is a funding source for this proposal. A significant contribution from the Councils own resources will however be required, if the estate is eligible for funding under any of the above Schemes.

Notwithstanding the above, the Department of Housing, Local Government and Heritage has committed significant funding to retrofitting social housing, under an Energy Efficiency Scheme. The original Programme was launched in 2013 and was aimed at retrofitting social homes requiring insulation and energy upgrades. The Programme was revised in 2021and required Local Authorities to move to a ‘deeper retrofit’ Programme, with properties to be retrofitted to a B2 Cost Optimal standard.

This allowed the Council to retrofit 25 homes in 2021 at a cost of circa €700,000 - average cost €28,000 per house, with over €170,000 of the cost being funded by the Council. Details of the 2022 Programme are currently awaited from the Department, together with our funding allocation. It is anticipated that between 30 and 35 houses could be remediated in 2022. The Council at this stage has already identified prospective properties to be retrofitted this year and has carried out/is carrying out pre survey work in order to enable it to be in a position to commence the procurement process on receipt of details of the 2022 Programme and funding. No houses in the Mountain View Estate are included in the 2022 Programme.

The next meeting was scheduled for Monday 16th May, 2022 at 2pm in Teach Laighne, Tubbercurry.

The date for the Ballymote Tubbercurry Municipal District AGM was scheduled for Monday, 20th June, 2022 at 2pm in Teach Laighne.

 

14. ANY OTHER BUSINESS:

Councillor Clarke queried if a Clár funding application could be made for a Community project in Stokane.  Councillor Clarke was advised to contact Kathleen Kane in the Roads Section.
