Minutes of the Meeting of the Municipal District of Ballymote-Tubbercurry Held on Monday 17th January 2022 at 13.20 P.M. in the Council Chamber, County Hall, Riverside, Sligo

1.      MINUTES OF MEETING OF MUNICIPAL DISTRICT OF BALLYMOTE-TUBBERCURRY HELD ON 15th NOVEMBER 2021:

 “To confirm the Minutes of the Meeting of the Municipal District of Ballymote-Tubbercurry held on 15th November 2021”.

 

2.MATTERS ARISING:

There were no matters arising.

 

3.THE ADOPTION OF THE DRAFT MULTI ANNUAL RESTORATION IMPROVEMENT PROGRAMME 2022-2024

“The adoption of the Draft Annual Multi Annual Restoration Improvement Programme 2022- 2024”.

Ms. E. Concannon summarised by stating that the following kilometres of road/locations would be covered over the next three years by the Programme:

  • 2022 – 40.12kms at 42 locations
  • 2023 – 36.18kms at 39 locations
  • 2024 – 35.35kms at 37 locations

Members thanked staff for their work, particularly during Storm Barra.

It was confirmed that roads could be considered for works outside of their allocated years once members were all in agreement of any swaps within local areas.

The need to continue to lobby relevant departments for additional funds was highlighted by all members, particularly the CIS and LIS Schemes which were considered very successful.

It was agreed to circulate hard copies of the report and maps to all members.

 

4. COSTING TO EXTEND FOOTPATH FROM GRATTAN STREET, BALLYMOTE TO BRIDGE AT BALLINASCARROW WEST:

“To ask Sligo County Council to get a costing to extend the footpath from Grattan Street, Ballymote out to the bridge at Ballinascarrow West and to make safe the exposed river at the bridge at this location”.

Safety concerns regarding the bridge were highlighted by members.

Ms. E. Concannon gave a report stating that these footpath works were currently underway and will be completed by the end of January as far as Ballinascarrow Bridge.

Ms. E. Concannon agreed to seek clarification about exactly where these footpath works are going to be completed and will revert to the members.

 

5. PROVIDE ASSISTANCE TO GEEVAGH LOCAL AREA DEVELOPMENT TO PUT IN PLACE A LOOP WALK FROM GEEVAGH CHURCH CAR PARK VIA RESOURCE CENTRE:

“To call on Sligo Country Council to provide assistance to Geevagh Local Area Development to put in place a loop walk from Geevagh Church Carpark on L1102 via The Resource Centre to meet the Historical Way national walking route at Knockroe”.

All members supported the motion.  It was noted that landowner consent had been agreed for a walk along with river.

Ms. E. Concannon gave a report stating that the proposed walking route has been the subject of an inspection by Sligo County Council staff along with members of the local community.  The development of the trail would require landowner consent and agreement on the viable routing of the trail, in addition to the attainment of all necessary statutory consents.  There may be opportunities for the local community to apply for funding to the Transitional LEADER Programme to develop the trail.  Sligo County Council will keep the development of this trail under consideration for any future round of funding that becomes available.

 

6. UPDATE ON PROPOSED NEW GARDA STATION IN TUBBERCURRY:

“To ask for an update on the proposed New Garda Station for Tubbercurry”. 

It was agreed to write to the OPW for an update on progress on the Garda Station in Tubbercurry.

 

7. UPDATE ON PROPOSED HEALTH CENTRE IN TUBBERCURRY:

“To ask for an update on the proposed Health Centre for Tubbercurry”. 

It was agreed to write to the HSE for an update on the Health Centre in Tubbercurry.  It was highlighted that the importance of the Health Centre could not be underestimated.

 

8. INCLUDE L1601 FROM KILNARVET/N17 JUNCTION IN RESURFACING WORKS PROGRAMME 2022:

“To ask Sligo County Council to ensure that the first section of Road L1601 from Kilvarnet/N17 junction heading towards Temple House is on the Resurfacing Works Programme 2022”. 

Ms. E. Concannon gave a report stating that this section of road is included for resurfacing in 2022 under the 2022 – 2024 Multi Annual Restoration Improvement Programme.

All members welcomed this update.

 

9. ASK FOR UPDATE ON FITTING SIGNAGE FOR NATIONAL BIKING CENTRE, COOLANEY:

“To ask Sligo County Council for an update on fitting directional signage from the national primary roads for the National Mountain Biking Centre at Coolaney”.

Ms. E. Concannon gave a report stating that the TII will be requested to provide signage.  Details will have to be provided as to the nature of signs and proposed locations.

The importance of promoting this facility was highlighted, given that it is the only facility of its kind in Connacht.

 

10. ASK FOR REPORT ON THE DUNES AND THE STRAND ESTATES, ENNISCRONE IN LIGHT OF RECENT BREAK INS:

“That Sligo County Council prepares a report on the following estates, The Dunes and The Strand, Enniscrone, Sligo in the light of recent break ins.  The residents are concerned for their safety as the lights and other issues are not satisfactory”

Ms. E. Concannon gave a report stating that The Dunes and The Strand were built as part of the Castlecove Holiday Home Development.  The Council has not received an application from the developer or a request from the homeowners to take this development in charge. 

Members highlighted that these houses were build 40 years ago and were now being occupied by full time residents/tenants. 

Ms. E. Concannon stated that it is not the policy of the Council to take in charge holiday home developments.  It was confirmed that taking in charge of estates was the responsibility of the Enforcement/Planning Section of the Council, with the Roads Section holding responsibility for estate lighting.

Ms. E. Concannon suggested that a management company should be put in place to maintain the public lights and other services.  The importance of being proactive in resolving this issue was discussed by members. 

The safety issues concerning the lack of lighting was emphasised and all members supported the motion.

 

11. ASK FOR A REPORT TO INDICATE HOW MANY MILES OF CLASS 2 AND CLASS 3 ROADS NEED UPGRADING IN MUNICIPAL DISTRICT:

" To ask the Director of Services for a Report to indicate how many miles of Class 2 and Class 3 roads need to be upgraded in the Municipal District."

Ms. E. Concannon gave a report stating that the length of local secondary roads in the area requiring structural intervention was 169kms.  The length of tertiary roads in the areas requiring structural intervention was 297 kms.

The importance of using this information to lobby for additional funds for the upkeep of roads in the Municipal District was emphasised by all members.  It was highlighted that this Municipal District has the most Class 2 and Class 3 roads in the County.

Members agreed that it was important to ensure that the allocation of funding available for road works in the Ballymote – Tubbercurry MD area should at least be retained at previous funding amounts, with a view to members lobbying for an increase given the level of deterioration of rural roads in all areas within the Municipal District.

It was requested that this data be revisited next year.

Members requested a copy of the report be sent to them.

 

12. CORRESPONDENCE:

Correspondence was noted.

Correspondence regarding the reopening of Day Care Services in Easkey and Enniscrone was welcomed by all members. Members complimented the frontline workers in these centres for the vital service and care they deliver within these communities.

13. SCHEDULE OF MEETINGS FOR 2022:

The next meeting was scheduled for Monday 21st March 2022 at 10.00am.

Members suggested holding the next meeting in Teach Laigne, Tubbercurry, dependent on Covid restrictions at the time.  Jimmy O’Brien to look at the possibility of remote access in Teach Laigne should members wish to log in virtually to the meeting.

 

14. ANY OTHER BUSINESS:

Members extended a Vote of Congratulations to Johnny Kenny, Riverstown on his recent signing to Celtic F.C.

A safety issue at Dromore West pedestrian crossing was brought to the attention of the meeting.  A request was made for the Senior Area Engineer to visit the area.

Ms. E. Concannon agreed to follow up on this.
