Minutes of Meeting of The Municipal District of Ballymote-Tubbercurry held on Monday 21st June 2021 at 12.30 p.m. in The Council Chamber, County Hall, Riverside, Sligo

The Cathaoirleach, Councillor Michael Clarke, presided and welcomed those present to the meeting.

 

1.  MINUTES OF MEETING OF MUNICIPAL DISTRICT OF BALLYMOTE-TUBBERCURRY HELD ON 19th APRIL 2021:

“To confirm the Minutes of the Meeting of the Municipal District of Ballymote-Tubbercurry held on 19th April 2021”.

 

2.  MATTERS ARISING:

It was agreed to send a technical team out to look at Taylor’s Bridge in Skreen given the concerns many members had at how narrow the bridge was, along with safety concerns raised by members of the community.

 

3.  INSTALLATION OF TRAFFIC CALMING AT STONEPARK, BALLYMOTE:

“To ask Sligo County Council to install traffic calming measures along the back road at Stonepark, Ballymote as there are safety concerns with traffic volumes heading for and leaving Corran College - The National School - Marren Park housing estate and the new Primary Health Care Facility to reduce the danger to elderly residents and students who walk along the road as it is not wide enough for a footpath along sections of this route”

Ms. Emer Concannon, A/Director of Service, gave a report stating that Sligo County Council did not have funding at present to carry out traffic calming measures along this road.  It was agreed to include this road in the next application for funding to the Safety Improvements Works Scheme.

 

4.  IMPROVE TRAFFIC SIGHT LINES FROM L4303 ON TO R296 AT BUNINADDEN:

“To ask Sligo County Council to improve traffic sight lines at junction where traffic exits from L4303 on to R296 at Buninadden”

Ms. Emer Concannon, A/Director of Service informed the members that verge trimming is being arranged for along the R294 and R296 which should improve access and egress from the L4303.

 

5.  SURVEY OF TREES IN CARROWENTEMPLE CEMETERY:

“To ask Sligo Co Council to survey the trees in Carrowentemple Cemetery with a view to removing any trees or branches that are a risk to the general public and head stones”

Ms. Emer Concannon, A/Director of Service stated that the area engineer will meet with the Graveyard Committee to identify the trees and determine costs.  The area engineer will then update Councillor Taylor.

 

6.  REPAIRS TO BOUNDARY WALL AT KILLARAGHT OLD CEMETERY:

“To ask Sligo County Council to carry out repairs to the Boundary Wall at Killaraght Old Cemetery”

Councillor Taylor stated that works were already being carried out and thanked everybody involved.  Any future works required with regard to the upkeep of the wall would be dealt with as the need arises.

 

Councillor M. Baker joined the meeting at 12.40pm.

 

7.  REMOVAL OF ESB POLE IN BALLYMOTE TOWN:

“To call on Sligo County Council to provide funding to remove a ESB pole from the newly constructed footpath on the left of the R296 to allow wheelchair access in Ballymote town without crossing the regional road”

Councillor Mullaney presented a photograph of the pole in question to the members, this was favourably received.

Ms. Emer Concannon, A/Director of Service informed the members that Sligo County Council have been in contact with the ESB and are awaiting an update as to where the pole will be relocated to.  It was confirmed that funding is available to complete this work.

 

8.  PROVSION OF STREET LIGHT IN KEASH VILLAGE:

“To call on Sligo County Council to provide a streetlight in Keash Village on road number L4202 at the Eastern Harps Grounds in the interest of public safety”

Ms. Emer Concannon, A/Director of Service gave a report stating that funding was not available to carry out this work given the unprecedented demand there currently is on the maintenance of existing lighting.  However, it was agreed to cost the provision of lighting in the area, taking into consideration the possibility of some contributions from the Eastern Harps Club and the ESB.

 

9.  RESURFACING OF ROAD IN HILL VIEW DRIVE, BALLYMOTE:

“To call on Sligo County Council to resurface the road in Hill View Drive, Ballymote”

Ms. Emer Concannon, A/Director of Service confirmed that this road would be included in the next three year roads programme.

It was highlighted that there are a lot of roads within estates taken in charge by the council since the 1990’s which will require attention in the not too distant future and that a scheme would be required to meet this need.

 

10.  CONTRIBUTION TO RESIDENTS IN MOUNTAIN VIEW ESTATE FOR ESTATE MANAGEMENT:

“To ask Sligo County Council to increase their contribution of money to the residents committee of Mountain View Estate as they have to buy new lawnmowers and strimmers to keep the estate in its present condition”

Mr. John Moran, A/Director of Service reported that the Estate Enhancement Scheme 2021 had been widely advertised by Sligo County Council with a closing date of 31st March. Mountain View Estate did not apply to the fund as a result of difficulties regarding the acquiring of insurance which is a prerequisite for obtaining this grant.  It was hoped that the community could be assisted to maintain their estate using other means if available.

 

11.  INSTALLATION OF FLASHING SPEED SIGN ON BALLINA ROAD, TUBBERCURRY:

“To ask Sligo County Council to install another flashing speed sign on Ballina Road, Tubbercurry to slow down traffic at entrance to the estates” 

Ms. Emer Concannon, A/Director of Service reported that Sligo County Council had secured funding through the Low Cost Accident Scheme 2021 and the Active Travel Scheme 2021 to provide traffic calming and a footpath along this section of the R294.  Vehicle activated signs will be considered as part of these works.  This update was welcomed.

 

12.  REQUEST TII TO PROVIDE 60KM SIGNS AT SKREEN AND DROMARD COMMUNITY CENRE:

“To call on Sligo County Council to request the TII to provide enhanced 60km signs at Skreen and Dromard Community Centre”

Ms. Emer Concannon, A/Director of Service informed the members that the signage provided on the N59 is to current standards.  Additional or enhanced signage will be discussed with the safety section of the TII to establish if there is a need to provide additional signage.

 

13.  SAFETY WORKS AT BEACH BAR, AUGHRIS HEAD TO FACILITATE PARKING:

“To call on Sligo County Council to carry out safety works at the Beach Bar junction at Aughris Head and to clean the water table and fill it with hardcore to facilitate along road parking from that junction to Aughris Pier”

Ms. Emer Concannon, A/Director of Service stated that the area engineer will examine this area with a view to providing additional car parking, subject to funding being available when the potential works are costed. 

 

14.  SAFETY IMPROVEMENT WORKS AT MOYLOUGH N.S.:

“To ask Sligo County Council to carry out safety improvements works at Moylough NS to reduce the danger of a serious accident”

The members expressed their serious concern regarding the safety of children at Moylough NS given current parking restrictions.

Ms. Emer Concannon, A/Director of Service informed the members that the situation regarding safety would be improved if the school was in a position to construct an additional car parking facility which would adjoin the school.  The installation of additional curbing would also enhance safety.  Funding to carry out these works could be applied for through a CLAR funding application.

It was agreed to set up a meeting between the council, school board and the local community to explore this funding opportunity.

 

15.  CORRESPONDENCE:

Mr. T. Kilfeather, A/Chief Executive informed the members that there had not been any further update regarding correspondence to Department of Housing, Local Government and Heritage re: Pyrite Remediation Scheme, apart from the acknowledgement of the letter sent from Sligo County Council.

 

16.  ANY OTHER BUSINESS:

It was confirmed that there will be a special meeting of the council in July to discuss Local Property Tax for 2022.

Staffing – it was recognised that a dedicated Sligo 2040 Regional Growth Team will be required to deliver on the numerous new capital and other projects ready for roll out across all Directorates.  This has been flagged to the Department, and will also be reflected in the new financial plan when submitted.

It was confirmed that Mr. D. Tinney is progressing work on a commemoration plaque in the Peace Garden in Banada.

As it was Councillor Clarke’s last meeting, he thanked the executive and council staff for their support during his time as Cathaoirleach.  He also thanked his colleagues for their support during the year and stated that it had been an honour to serve as Cathaoirleach for the Municipal District.

All members joined in wishing Councillor Clarke well and thanked him for his wise, calm and fair leadership throughout the year.

The members thanked Mr T. Kilfeather for this commitment to the County and the progression of works and projects.

Mr. T. Kilfeather, A/Chief Executive joined the members in congratulating Councillor Clarke on his positive successful year as Cathaoirleach and reiterated how well the Municipal District works in general.
