1. MINUTES OF MEETING OF MUNICIPAL DISTRICT OF BALLYMOTE-TUBBERCURRY HELD ON 16TH DECEMBER 2019:

2. MATTERS ARISING:
There were no matters arising.
3. SCHEDULE OF MUNICIPAL DISTRICT WORKS 2020 – INCLUDING DRAFT ROADS, TRANSPORTATION & INFRASTRUCTURE PROGRAMME:
At the outset, Ms. Marie Whelan, Head of Finance and Mr. Tom Kilfeather, Director of Services, introduced the Item explaining that the Draft Schedule of Municipal District Works is being presented at this time following the adoption of the budget and receipt of allocations from Transport Infrastructure Ireland (T.I.I.) and the Dept. of Transport, Tourism and Sport.
Before handing proceedings over to Mr. Tom Brennan, Senior Engineer, Mr. Kilfeather advised Members of the major differences in this year’s programme which include the addition of a third Municipal District, the provision of a €300,000 Footpath Improvement Scheme for the County and the availability of additional funding through Community Involvement Schemes, Local Improvement Schemes and CLÁR schemes, all of which have a particular relevance to the Ballymote-Tubbercurry Municipal District.
Mr. Brennan then proceeded to guide Members through the proposed programme of works which had been circulated in advance of the meeting. The programme specified the allocation of funding received, together with a detailed breakdown of all planned expenditure for the year in relation to specific projects and categorised headings and outlined each individual category that related to the Municipal District. Notable allocations for the Municipal District were €40m for the Collooney to Castlebaldwin Scheme and €1.5m for the N17 Knock to Collooney Upgrade.
Mr. Brennan reported that approximately €73.7m has been allocated for the improvement/maintenance of the public road network in Co. Sligo. The key funding agencies consist of Transport Infrastructure Ireland (€54.5m), Dept. of Transport, Tourism and Sport (€17.9m) and Sligo County Council (€1.3m).
Members thanked Mr. Brennan for his detailed report and complimented the Roads staff for their continued good work in the District area.
In reply to specific queries, Mr. Brennan and Mr. Kilfeather replied as follows:
Local Improvement Schemes / CLÁR Schemes:
Funding announcements are awaited in this regard.
Kilglass Cemetery:
Costings for extension works to the cemetery will be obtained.
Owenmore Drainage Works:
Works are scheduled to re-commence in May with the possibility of further works taking place later in the year. €50,000 has been allocated from the OPW to assist with the drainage works.
N17 Route Selection:
Route selection is ongoing.
Junctions along the N17:
Minor safety improvement works will be continuing throughout the year.
Funding for Regional Roads:
Previous applications for funding for the R293 and parts of the R294 proved unsuccessful. However, future applications can be made.
Provision of Speed Indicator Signs:
Funding for same could possibly be applied for through the Low Cost Accident Scheme.
Easkey Pier:
An application for funding has been submitted to the Department and an outcome is awaited.

4. ARRANGEMENTS FOR NEXT BI-MONTHLY MEETING:
It was agreed that the next bi-monthly meeting would be held in Enniscrone at 3 p.m. on Monday, 20th April 2020.
5. PROVISION OF DIRECTIONAL SIGNAGE FOR CORRIG BURIAL GROUND ON R284:

“I call on Sligo County Council to fit directional signage along the R284 for Corrig burial ground, south-east of Drumnacoo”.
Mr. Tom Brennan, Senior Engineer, advised that a sign will be erected as requested.
6. PROVISION OF ADDITIONAL SIGNAGE ON R293:

“I call on Sligo County Council to fit additional ‘Dangerous Bend Ahead’ signage 3km out of Ballymote on the R293 towards Gurteen before the ‘S’ railway bridge”.
Mr. Tom Brennan, Senior Engineer, informed the meeting that suitable signs will be erected as requested.
7. PROVISION OF DOUBLE YELLOW LINES AT THE TOP OF HUMBERT STREET, TUBBERCURRY:

“To ask Sligo County Council to put double yellow lines at the top of Humbert Street, Tubbercurry, in the interest of safety”.
Mr. Tom Brennan, Senior Engineer, advised that the request will be reviewed by the Area Engineer in the coming weeks with a view to installing double yellow lines in conjunction with the renewal of other road markings in the Humbert Street / Square area of the town. Mr. Brennan noted that the parking of a vehicle within 5 metres of a junction or the parking of a vehicle in a manner which interferes with the normal flow of traffic is an offence and such incidences / vehicles should be referred to the Gardaí.
8. REQUEST FOR REMOVAL OF A PORTION OF WALL AT GLENAVOO, LOUGH TALT:

“To ask Sligo County Council to remove a portion of a wall at Gelnavoo, Lough Talt as residents of the village approaching from Ballina and turning right cannot see oncoming traffic”.
Mr. Tom Brennan, Senior Engineer, reported that funding does not currently exist for bend removal / improvement of forward vision at the location. However, the matter will be referred to the Road Design Section for their consideration under a possible Low Cost Accident Scheme for 2021. Mr. Brennan noted that the location is adjacent to the River Moy SAC and the Lough Talt potable water treatment plant which may also affect the extent of any improvement works at the location.
9. PROGRESS REPORT ON NEW WATER TREATMENT PLANT AT LOUGH TALT:

“To ask for an update on progress on the new water treatment plant at Lough Talt and to confirm if there is a backup generator being installed on site in the case of a power outage”.
Mr. Tom Kilfeather, Director of Services, informed the meeting of the response received from Irish Water which stated that customers of the Lough Talt public water supply are reminded that the scheme remains on a boil water notice. Works are progressing at the plant to ensure a safe and secure supply of water will be delivered by the end of 2020. Provision of a facility for a mobile backup generator is being provided for in the current capital works.
