The Cathaoirleach, Councillor Paul Taylor, presided and welcomed those present to the final meeting of 2019. With the agreement of Members, it was decided that Item No. 4 would be taken at a later point in the meeting when Councillor Queenan was in attendance.

 

1.  MINUTES OF MEETING OF MUNICIPAL DISTRICT OF BALLYMOTE-TUBBERCURRY HELD ON 21st OCTOBER 2019:

2.  MINUTES OF MEETING OF MUNICIPAL DISTRICT OF BALLYMOTE-TUBBERCURRY HELD ON 21st OCTOBER 2019 TO CONSIDER THE DRAFT 2020 BUDGETARY PLAN:

“To confirm the Minutes of the Meeting of the Municipal District of Ballymote-Tubbercurry held on 21st October 2019 to consider the Draft 2020 Budgetary Plan”.

 

3.  MATTERS ARISING:

There were no matters arising.

 

5.  UPDATE ON CONNOLLY PARK, TUBBERCURRY:

Ms. Marian O’Callaghan, A/Senior Architect, updated Members on the Council’s plans to address the dereliction of Connolly Park by demolishing 2 no. existing blocks and replacing them with 6 no. 3-bedroom houses in 3 no. semi-detached blocks and 1 no. block of 4 no. apartments which will contain 3 no. 2-bedroom units and 1 no. 3-bedroom unit. All of the units are classed as ‘Nearly Zero Energy Buildings’ (NZEB) meaning they have a very high energy performance.

Ms. O’Callaghan advised that tenders for the project were received in December and are currently being assessed. It is envisaged that works will begin in March 2020 with completion in early 2021. Works to roads in the vicinity of the site will also be carried out in conjunction with the Roads Dept.

Members thanked Ms. O’Callaghan for her presentation and welcomed the proposed works.

 

Councillor Queenan joined the meeting at this point.

 

4.  UPDATE ON ENNISCRONE BEING DESIGNATED AS FÁILTE IRELAND ‘TOURISM DESTINATION TOWN’ FOR 2020:

Mr. Ray O’Grady, Executive Planner, Community & Economic Development Section, informed the meeting that Fáilte Ireland’s Tourism Destination Town Project represents a significant capital investment of in excess of €666,000 (€500,000 from Fáilte Ireland and matched funding of €166,483 from Sligo County Council) into the core of Enniscrone and will deliver a pedestrian/visitor-friendly town centre “Gateway to Enniscrone” at the key junction of Main Street and Cliff Road.

Mr. O’Grady went on to explain that the project will deliver an attractive pedestrian-friendly public realm and will act as a catalyst for the sustainable renewal of the town centre and is part of Sligo County Council’s renewed vision to develop Enniscrone as a world class tourism destination while reinforcing the town’s position as a key destination along the Wild Atlantic Way. 

Members welcomed the funding with Councillor Queenan describing it as a “vote of confidence” in the town. Following queries from Members, Mr. O’Grady clarified that Part 8 planning approval will be required to be sought for the project, during which time, members of the public can make submissions/observations on the proposals. Mr. O’Grady also confirmed that meetings with the local community can be arranged throughout the process.

 

6.  ERECTION OF SIGNAGE FOR RESIDENTS EXITING THEIR HOMES AT ARDREGH, BALLYMOTE:

“I call on Sligo County Council to erect signage ‘SLOW DOWN CONCEALED ENTRANCE’ for residents exiting their homes at Ardregh, Ballymote”.

Mr. Paddy Hughes, A/Senior Executive Engineer, stated that the Council will carry out a survey at the location and consider what signage is required.

 

7.  ADDITIONAL SIGNAGE AT KILLORAN CROSSROADS, COOLANEY:

AND AGREED

“To call on Sligo County Council to fit extra signage at Killoran Crossroads, Coolaney for Mullinabreena and the new tourist scenic walkway that has been put in place up Knock Na Shee Hill”.

Mr. Paddy Hughes, Senior Executive Engineer, informed the meeting that the siting of signage at the location is somewhat difficult due to existing road alignment abutting residential property. However, the location will be examined by the Area Engineer in conjunction with Councillor Mulvey, to ascertain the most appropriate locations for the signage.

 

8.  INCLUSION OF ROAD L56012 (FIVE CROSSROADS INTO CLOONCUSE) INTO A ROADS SCHEME:

“I ask that the road L56012 Five Crossroads into Clooncuse can be included in a scheme as there are many bad dips and hollows on this road into the lake which attracts a lot of fishermen and there are residents living at the end of this road”.

Mr. Paddy Hughes, Senior Executive Engineer, advised that the road (CR 659 or L 56012-0) is included in the 2021 Restoration Improvement Plan subject to funding and approval but highlighted that the road to the side of the lake is a private road and not in the charge of Sligo County Council and therefore no repairs are scheduled to this road. Mr. Hughes advised that if users of the section of roadway wish it to be upgraded, then the submission of a Local Improvement Scheme for 2020 should be explored by users and the fishing club. 

 

9.  UPGRADE AND EXTENSION OF EASKEY SEWERAGE SCHEME:

“To call on Irish Water to upgrade the Easkey sewerage system and to extend the system to facilitate 20 houses in Fortland”.

Mr. Tom Kilfeather, Director of Services, reported that Irish Water currently have no plans to upgrade or extend the treatment plant or collection network and have advised that where an extension to an existing system is required to facilitate new or existing development, this would be managed under a ‘New Connections Policy’. The principle that applies here is that costs are recovered from the new customers who are required to complete connection agreements and pay the required contribution before the infrastructure can be provided.

Irish Water further advised that a connection application would have to be made by the applicant/group to assess sewer capacity and technical feasibility via the Irish Water website and the associated cost would be determined at that time.

 

10.  REPAIRS TO BACK WALL OF CARROWNANTY OLD CEMETERY, BALLYMOTE:

Seconded by Councillor D. Mulvey

AND AGREED

“To call on Sligo County Council to repair the back wall in Carrownanty Old Cemetery, Ballymote”.

Mr. Paddy Hughes, Senior Executive Engineer, stated that the Council will assess the repairs required and undertake same subject to the availability of funding.

 

11.  ADDITIONAL FUNDING FOR VERGE STRENGTHENING ON R284:

Seconded by Councillor D. Mulvey

AND AGREED

“To call on the Director of Services for Infrastructure to seek additional funding to continue the verge strengthening on the R284 where it’s required”.

Mr. Paddy Hughes, Senior Executive Engineer, informed the meeting that an application for funding to carry out additional verge strengthening and road improvement works on the R284 has been made to the Dept. of Transport.

13.  ANY OTHER BUSINESS:

  • The Cathaoirleach, Councillor Paul Taylor proposed a vote of congratulations to Mr. Richard Kennedy, Aclare on winning the EY Entrepreneur of the Year Award. The vote was seconded by Councillor Dara Mulvey.
  • A vote of congratulations was also proposed to the McSharry Family, Grange on winning ‘Ireland’s Fittest Family 2019’.
  • Members expressed their appreciation towards staff for the work carried out during 2019.
  • The Chief Executive, Mr. Ciarán Hayes, thanked Members for their appreciation of staff and wished all a Happy Christmas.
