The Cathaoirleach Councillor M. Baker presided.
At the outset Councillor Eamonn Scanlon on behalf of the St. Vincent de Paul Committee welcomed members of the Council and Executive to Ballymote. Councillor Scanlon proceeded to give a brief overview of the Cuain Iosa unit and invited those present to a tour of the facility after the meeting. Sympathies were also extended to the family of a former Cuain Iosa resident who was recently bereaved.

2. MINUTES OF MEETING OF MUNICIPAL DISTRICT OF BALLYMOTE-TOBERCURRY HELD ON 13TH APRIL, 2015:

3. MATTERS ARISING:
Councillor M. Gormley asked if there was any update with regards to the retention of services in Teach Laighne, Tubbercurry. The meeting was advised that this matter is tied in to ongoing discussions between the Council and the Department in relation to workforce planning and the financial plan. The meeting was advised that members would be informed as soon as an update was available.
4. PRESENTATION ON BEHALF OF SLIGO GREENWAY CO-OP LIMITED:
With the agreement of the meeting this item was deferred to a future meeting of the Municipal District. It was also agreed to ensure balance that a representative from the West on Track Committee would also be asked to give a presentation at the meeting.
5. DISPOSAL OF SITE AT EARLSFIELD TD, BALLYMOTE, CO. SLIGO TO HSE FOR A PRIMARY CARE CENTRE:

“To consider the proposed disposal of a site at Earlsfield TD, Ballymote, Co. Sligo to the HSE for a Primary Care Centre under Section 13 of the Local Government Act, 2001”.
The meeting was advised that a Section 183 proposal for the disposal of these lands and full report from the Land Asset Management Unit is scheduled to come before the members at the June Ordinary County Council Meeting.
6. UPDATE REGARDING ROYAL VISIT:
The Chief Executive Mr. C. Hayes outlined details of the itinerary to the members including details of the Civic reception which will be held in the Model Arts Centre, Sligo. The Royal couple will then attend a service of Peace and Reconciliation at St Columba's Church, in Drumcliffe before visiting the grave of WB Yeats to mark the 150th anniversary of his birth. Visits to Mullaghmore and the Sligo Races are also part of the itinerary. The Chief Executive stressed that this was a wonderful opportunity for Sligo and posed the question of how Sligo could position itself to take best advantage of the visit going forward. The Chief Executive also paid tribute to the work carried out by staff in preparing for the visit.
The members reiterated the excellent opportunity which now presented itself to market Sligo on a world stage.
7. DRAINAGE AT MAIN STREET BALLINACARROW BELOW SILVERDALE HOUSING ESTATE:

“To call on Sligo County Council to improve the drainage at Main Street, Ballinacarrow below Silverdale Housing Estate”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that the drainage issue is being examined by the Area Engineer to identify the cause of the problem and to see what solutions may be forthcoming.
8. SIGNAGE AND ROAD MARKINGS AT R293 DERROON, BALLYMOTE:

“To call on Sligo County Council to put in signage and improve road markings along R293 at Derroon, Ballymote to improve safety for residents living along this road”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that this location on the R293 has been examined and the Area Engineer will decide what can be done as soon as possible. Mr. O’Toole added that the Council may install a double white line instead of a sign on that stretch of road.
9. BRUACH-NA-HABHAINN ESTATE, COOLANEY:

“I am calling on Sligo County Council to carry out drainage works at Bruach-na-hAbhainn Estate, Coolaney whereby tenants are unable to use their gardens”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that the Area Engineer and the Clerk of Works will meet shortly to see if a solution can be identified and a costing provided for consideration.
10. ROAD REPAIRS:

“I am calling for
- emergency repairs to be carried out on section of county road 482 from Drumrolla Crossroads to Cloonanure School due to the unsafe condition of this section of road,
- Drainage works and road repair on road 475 at Killorans and
- repairs to the following roads Ardconnell Road (660), road leading to Kilturra cemetery (472C), section of road from the five crossroads to Templehouse (656)”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that the five roads identified will be examined to see if anything further can be done. Mr. Tom Kilfeather, Director of Services stated that the Department is advising the Council to look at different ways of delivering its services. Councillors raised concerns over the fact that this may lead to privatisation and outsourcing of emergency road work repairs. They also expressed concerns with regard to emergency repairs over a weekend. The meeting was advised that there was a response time built into contracts to cover such situations.
11. POLLNADIVVA PIER:

“To call on Sligo County Council to carry out a inspection of Pulladivva Pier, Dromore West (major crack at head of pier and some damage on the surface)”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that the crack in Pollnadivva Pier is being examined with a view to carrying out some repairs at low tide later in the year.
12. ROAD SIGNS ON THE N59

“To call on Sligo County Council to remove signs on the N59. Signs at the former AJS public house Beltra, signs for Aughris Pier and Dunmoran Strand to replaced with Coast Road. Signs at Bunnafeddia. signs Carrnabol / Dromard to be replaced by Bunnafeddia / Dromard”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that the matter is being considered as part of an exercise to highlight various coastal attractions along the coastline.
13. BELLAGHY, CHARLESTOWN AND DISTRICTS COMMUNITY ACTION PLAN 2015-2020:

“To congratulate Bellaghy, Charlestown and districts on their recently launched Plan for the future of their area, including most of the parish of Curry, Co. Sligo, (Community Action Plan 2015-2020), and to ask Sligo County Council to help in every way possible”
Ms. Dorothy Clarke, Director of Services advised the meeting that the plan would help stimulate local economic activity and the Council would assist in any way it could.
14. GATEWAY WORKER IN COUNCIL OWNED ESTATES IN TUBBERCURRY:

“To ask if the worker in the Council owned estates like Mountain View, Tubbercurry is working in partnership with the Residents Committees on this Estate”
Mr. Michael Ryan, Senior Executive Engineer advised the meeting that the Housing Section is liaising with established Resident Associations, including Mountain View, with a view to arranging appropriate tasks for the Gateway Staff member in relation to maintenance of Local Authority Housing Estates in Tubbercurry.
Councillor Gormley then asked if there was any update with regards to works at Connolly Park. Mr. Ryan in response stated that a submission was with the Department and the Council were awaiting an update.
15. JUNCTIONS ON THE N17/R294:

“To ask for an update on the progress of the two proposed junctions on the N17/R294 at Charlestown Road/Ballina Road, Tubbercurry”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that the consultants are to complete a project appraisal for this scheme prior to a CPO being advertised. Progress will then be determined by the CPO process. The best case scenario, with staffing resources in place and a CPO in place by August, is that the works could be completed in 2015. Funding of €815,000 which is ring-fenced has been allocated by the NRA for the scheme.
16. ROAD L6208 TO HIGH PARK NATIONAL SCHOOL, DROMARD, CO. SLIGO:

“To call on Sligo County Council to improve the sight line and vision for Motorists and Cyclists at the Junction along the approach road L6208 to High Park National School Dromard, Co. Sligo”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that the sightlines will be examined by the Area Engineer to see if anything can be done at minimal cost viz hedgecutting etc.
17. SAFETY MEASURES ON COOPERSHILL, RIVERSTOWN ROAD:

“To call on Sligo County Council to put safety measures in place on the road at Coopershill, Riverstown”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that this matter has been examined by the Area Engineer who will erect delineation posts to keep the location safe.
18. ROAD AT CARNAGUILTY, GEEVAGH:

“To call on Sligo County Council to repair the road at Carnaguilty, Geevagh”
Mr. S. O’Toole, Senior Executive Engineer advised the meeting that the road at Carnaguilty, Geevagh will be repaired in due course as soon as resources allow.

21. ANY OTHER BUSINESS:
Councillor M. Clarke raised the matter of the Council’s method of notifying prospective tenants about a new allocation of houses in Culleens. In response Mr. Michael Ryan, SEE advised the meeting that Department funding had been secured and prospective tenants had been notified in the usual manner of the allocations.
The members wished to take the opportunity to wish Mr. Seamus O’Toole, Senior Executive Engineer a happy retirement. Mr. Tom Kilfeather, Director of Services on his own behalf and on behalf of the staff also wished Mr. O’Toole well. The Chief Executive added his best wishes to Mr. O’Toole on his retirement.
