ADJOURNMENT AS A MARK OF RESPECT TO THE LATE MICHEÁL HEALY, FATHER OF COUNCILLOR THOMAS HEALY:

Councillor Gibbons proposed a vote of sympathy to his friend and colleague, Councillor Thomas Healy, on the recent passing of his father, Mr. Micheál Healy.  Councillor Gibbons expressed his condolences to Micheál’s wife, Margaret, his children, grandchildren, great-grandchildren and to his extended family at this difficult time.

The Members joined in the vote of sympathy to Councillor Healy and his family and remembered Micheál Healy as a hardworking family man, a community activist and a decent human being who will be dearly missed by his family, neighbours, friends and by all who knew him.  He was a highly skilled tradesman who was hugely respected in his role as a FAS supervisor.  It was noted that Mr. Healy was immensely proud of Thomas’ work as an Elected Member, and in particular, when Thomas was elected of Mayor of Sligo.

Chief Executive, Mr. Lydon, on behalf of the staff and the Executive of the Council, expressed his wish to be associated the votes of sympathy extended to Councillor Healy and his family.

The Cathaoirleach, Councillor Clarke also wished to be associated with the vote of sympathy to Councillor Healy and all the tributes paid to Mr. Healy, adding that he had known Micheál for over fifty years and noted that he will always be remembered for the work he did in the community throughout the years and the impact his work had on those communities.

5.  PRESENTATION BY EMPLOYABILITY NORTH-WEST:

At the suggestion of the Cathaoirleach, Councillor M. Clarke, it was agreed that item No. 5 would be taken at this point in the meeting. 

“Presentation by EmployAbility North-West as agreed at Meeting of Sligo County Council Corporate Policy Group on 10th October 2022.”

Ms. Sarah McGeever, a Job Coach with EmployAbility North-West, presented the members with an outline of the operations and services of EmployAbility North-West, which is a supported employment service based at Custom House Quay, Sligo F91 CD54.

A short video followed the presentation, giving testimonies of clients and employers who have availed of the service.

The Cathaoirleach, Councillor Clarke, and the Members, thanked Ms. McGeever for a very informative, brief and concise presentation.  It was agreed that the service offered by EmployAbility is an invaluable support system, to clients and employers alike.

In response to queries from the Members, Ms. McGeever advised as follows:

  • The main grant available to the employer is the Wage Subsidy Scheme which pays €6.30 per hour back to the employer and support is available to the employer with the completion of applications for grants.
  • Each client is typically supported for a period of eighteen months but this can be extended for 3 – 6 months if required. In 2021 EmployAbility North-West had 270 active clients on its caseload, in receipt of supports, with another 130 exited clients who had left the service having availed of, and no longer requiring supports.
  • The length of time from the client making initial contact with the service to being in gainful employment varies on a case by case basis but the process would usually take an average of two months.

It was agreed to circulate a copy of the presentation to the members following the meeting. The Members advised that they were willing to assist in promoting this vital service in order that people can avail of the supports in place.

In response to a query from Councillor Bree, Ms. Whelan advised that all the Council’s land and buildings are recorded in a Fixed Assets Register and managed by the newly formed Land Assets Management Team, and that the issue raised by Councillor Bree relates to historic data and is being addressed as part of the Work Programme of this team.

14.  REVERSAL OF PROPOSAL TO BAN THE SALE OF TURF:

“To call on Sligo County Council to write to the Taoiseach, Micheál Martin, the Tánaiste Leo Varadkar and the Minister for the Environment, Climate and Communications Eamon Ryan that this Government must reverse its proposal to ban the sale of turf.”

 

15.  OUTDOOR RECREATION INFRASTRUCTURE SCHEME FUNDING AT BEACHES IN CO SLIGO FOR BEACH CHANGING SHELTERS:

“That funding for beach changing shelters be applied for under the Outdoor Recreation Infrastructure Scheme at suitable locations at beaches in county Sligo.”

In a report previously circulated, Members were advised that Sligo County Council applied successfully under Failte Ireland’s Platforms for Growth Scheme for beach facilities at two locations in Co. Sligo: Enniscrone and Rosses Point.

Ms. D. Clarke, advised that future Outdoor Recreation Infrastructure Schemes can also be included for consideration, subject to satisfying eligibility criteria, and schemes such as beach changing facilities will be kept under consideration should such funding become available.

Councillor Walsh stated that it was important that Fáilte Ireland consult with the public on the Rosses Point project and asked that consideration be given to the provision of a coffee kiosk at this location.

 

16.  REVIEW ON VACANT HOMES AND HOLIDAY HOMES / USE OF CPOS FOR VACANT PROPERTIES IN CO SLIGO:

As items 16 and 42 related to similar matters, the Cathaoirleach advised the meeting that he would take both items at this time.

“That this Council does a review on vacant homes buildings and holiday homes in the county of Sligo and start using CPOs as a matter of urgency due to the housing crisis and the shortage of homes available to this council.”

“Sligo County Council starts to buy vacant houses to help ease the housing crisis.” 

The Members noted a report that had been circulated previously from Director of Services, Mr. Molloy, advising the Members, that the Housing Delivery Action Plan 2022-2026 provides an indicative figure of 4 dwellings per year commencing in 2023 under the Buy and Renew Scheme introduced.  The scheme funds local authorities and AHBs (the latter using the ‘Capital Assistance Scheme for priority housing categories) to purchase and renew housing units in need of remediation and make them available for social housing use.

Councillor O’Boyle noted that the purchase and renovation of four houses in 2023 is insufficient to tackle the problem of lack of emergency accommodation in Sligo and the housing crisis in the County.  Councillor Bree, noting the large number of vacant dwellings in the County, stated that the use of CPO powers for owners of long-term vacant dwellings may encourage the owners to either put them up for sale or bring them back into use. 

Mr. Molloy stated that the Housing Department is currently looking at a range of options for housing, one of which is to establish vacant properties suitable to be purchased by CPO in order to meet the social housing need, and he said that the Housing Department will continue to work closely with the Planning Department.  He also advised that the Council has met with the Department recently regarding the affordability of CPOs.

Councillor O’Boyle requested an update on the emergency accommodation situation in Sligo and the plan to provide more emergency accommodation going forward, as requested by him at last month’s meeting.  Mr. Molloy advised that this report will be prepared and circulated to the Members.

 

17.  EXTENSION OF 9% VAT RATE FOR HOSPITALITY SECTOR TO END OF 2023:

“Sligo County Council calls on the Government to extend the 9% VAT rate for the Hospitality sector to the end of 2023.”

 

18.  REVIEW BY TFI LOCAL LINK OF ROUTES SERVING SLIGO TOWN AND COUNTY:

“That Sligo County Council call on the TFI Local Link to review the routes serving Sligo town and county and to address the difficulties faced by a number of urban passengers in particular until funding is in place for the S3 Bus route.”

A discussion took place on the lack of bus services to the Maugheraboy area and a section of the Strandhill Road, and it was suggested that Maugheraboy be included on the new S3 route.

It was agreed to invite TFI Local Link to meet with the members of Sligo County Council to discuss this and other matters relative to rural and urban routes in Co Sligo.

 

19.  REPORT ON ROAD TRAFFIC COLLISIONS AT NORTH POINT OF JUNCTION BEFORE CIRCLE K SINCE COMPLETION OF N4/N15 URBAN IMPROVEMENT SCHEME – IDENTIFY PRIORITY LANE:

“That Sligo County Council report to members on how many road traffic collisions have occurred since the completion of the N4/N15 Sligo Urban Improvement Scheme on the N15 at the point north of the junction where two lanes are reduced to one before Circle K and to clearly identify which lane has priority at this merger as many road users appear to have different understandings of who should give way.”

Acting Director of Services, Ms. Concannon, informed the members that, since completion of the N4/N15 Sligo Urban Improvement Scheme, the Council has not received official notification of any collisions at this location, adding that the Council are not notified of material damage collisions as a matter of course.  Councillor Gilroy undertook to bring this matter to the next meeting of the Joint Policing Committee to ascertain this data.

Ms. Concannon further advised that, as is standard practice at the termination of dual carriageway sections, traffic in the offside lane (lane closest to centreline) is to merge with traffic in the nearside lane (lane adjacent to the kerb). Road-markings have been provided along this section of the road in the offside lane to inform motorists accordingly.

 

20.  PROJECTS SELECTED UNDER SHARED ISLAND CROSS BORDER INVESTMENT FUND – FUTURE SLIGO PROJECTS FOR CROSS BORDER INVESTMENT:

“To ask this Council what projects to date have been selected under the Shared Island cross border investment fund and are there any future Sligo projects identified as possible projects for cross border investment.”

A report, previously circulated, by Director of Services, Ms. Clarke, was noted by the Members, which advised that an application submitted in relation to business and job creation opportunities arising from the future Sligo Leitrim Northern Counties Railway (SLNCR) Greenway Project was successful in securing an allocation of €150,000.

Councillor Casserly welcomed the funding and asked that the Council re-apply for funding in respect of the Sligo-Visit Mourne Food Experience Initiative when the Shared Island Fund re-opens again for applications. As this application was unsuccessful on this occasion, clarity on the criteria for such projects going forward should be obtained from the Department.  

 

21.  FREE TRAVEL ELIGIBILITY FOR PEOPLE WITH EPILEPSY:

“That Sligo County Council write to the Minister for Social Protection Heather Humphreys TD calling on her Department to extend free travel eligibility to people with epilepsy who are unable to drive as a result of their condition.”

 

22.  REPORT ON SCC LANDS AT GRANGE, CO SLIGO:

“To call on Sligo County Council to give a full report as to what they intend to do with the 5.36 hectares of land bought in Grange by Sligo County Council in 2002;  And can this land also facilitate the need for burial ground for North Sligo.” 

Acting Director of Services, Ms. Concannon informed Members that proposals currently under consideration for this land include housing as set out in the Housing Delivery Action Plan 2022-2026 and/or burial ground. However, she noted that the topography of this land will render any development very costly and that any proposed development will be subject to the Planning Process and consultation with Sligo-Drumcliffe MD Members and the local community.

 

23.  FUNDING / ASSISTANCE FOR COMMUNITY & VOLUNTARY GROUPS WHO PREVIOUSLY AVAILED OF LEADER FUNDING FOR 2023 COMMUNITY EVENTS:

“To ask what funding assistance and opportunities are available to community and voluntary groups who had previously availed of Leader funding for community events that are planned for 2023.”

Members of the Council noted a report, that was previously circulated, outlining that funding available for community events through the Council’s own Community & Voluntary Grant scheme, the Fáilte Ireland Regional Festival and Participative Events Grant Scheme and the new LEADER Programme 2023-2027.  It was also noted that the Local Live Performance Programming Scheme Phase IV has just concluded, with no announcement yet of a further phase. 

Councillor Casserly requested that the Members and community groups be made aware when funding for community projects becomes available.

 

24.  FEASIBILITY STUDY BY COILLTE TO DEVELOP A VISITOR’S CENTRE AT GORTAROWEY FOREST WALK:

“To ask that Sligo County Council write to Coillte management to request they carry out a feasibility study to develop a Visitor's Centre at Gortarowey Forest Walk that showcases all collaborative projects between Coillte and Sligo County Council.”

The Members noted a report, circulated in advance of the meeting.  It was agreed that, in addition to the request for a feasibility study to develop a Visitor's Centre at Gortarowey Forest Walk, the Councillors in this MD area should engage with Coillte and the Council to develop a strategy for the wider area.

 

25.  AMENDMENT OF CRITERIA TO QUALIFY FOR A SOCIAL EMPLOYMENT SCHEME:

“To call on Sligo County Council to write to the Minister for Social Protection to amend the criteria for individuals to qualify for a social employment scheme, to eliminate the time required to be on jobseekers and to increase the payment on those schemes from €20 to €100 over the Jobseekers allowance.”

Following a discussion, with the consent of the Cathaoirleach, the following amendment to this item was placed before the Members and it was:

“That Sligo County Council write to the Minister for Social Protection to ask for a complete review of the criteria for individuals to qualify for a Social Employment Scheme;

  • To reduce the time required to be on Jobseekers Allowance.
  • To increase the payment on Schemes from €20 to €100 over the Jobseekers Allowance.
  • In cases where individuals want to continue their employment when time has elapsed, that their contract should be significantly extended if their position can’t be filled by others.”

It was also agreed to circulate this motion to all Local Authorities in support of the motion.

 

26.  MEASURES TO ENSURE ELECTORAL REGISTER UP TO DATE / REVIEW COUNCIL SEAT ALLOCATION IN THE BALLYMOTE – TUBBERCURRY ELECTORAL AREA:

Proposed by Councillor G. Mullaney and Councillor M. Clarke

“A. To ask the Director of Services for Corporate Services what measures are being put in place to ensure the Electoral Register will be up to date for upcoming elections.

B.  Given the increase in population in Sligo we call on the electoral commission to review the council seat allocation in the Ballymote-Tubbercurry electoral area.”

Acting Director of Services, Mr Moran, updated the Members on the recent introduction of a new ‘rolling register’, which allows the Register of Electors to be updated on an ongoing basis, and also the introduction of online applications, allowing people to register to vote or update their details online. Mr Moran emphasised that the onus is on individuals to ensure they are properly registered, including the use of PPSNs in the application process which will contribute to greater accuracy, and outlined that national and local media campaigns are being conducted to encourage people to check the Register in order to ensure that they are properly registered.  It was also noted that all households, in late 2021, were invited to submit details of their date of birth and Eircode, to promote greater accuracy in the Register, to which there has been a very positive response. 

Councillor Mullaney and Clarke noted that the number of Council seats in the Municipal District area of Ballymote-Tubbercurry was reduced from eight to seven for the last Local Elections and, due to the increase in population in the County, Sligo should look to have this seat restored for the 2024 Local Elections.

Councillor Bree welcomed the positive aspects of the Electoral Reform Bill 2022 which allows for online registration and pre-registration from the age of sixteen.

 

27.  USE OF FUNDING PROVIDED FOR ATU SLIGO:

“Sligo County Council write to the president of Sligo ATU and ask why, after receiving millions of taxpayer's money, have they made the gym at the Knocknarea Arena for students/staff only. Also write to the relevant department asking that if any of the millions in funding Sligo ATU received, was any of it for community development?”

In addition to writing to President of Sligo ATU, Dr. Orla Flynn, it was also agreed to write to Ms. Una Parsons, Head of Sligo ATU, asking that the decision to make the gym at the ATU available to students/staff only, be reversed.

Councillor Casserly wished to acknowledge the support of the ATU to our athletes in Co Sligo, including the Sligo Rovers team, allowing them to use the pitches and running track at the ATU and added that it is important that this partnership is continued.

 

28.  HIGHLIGHT ISSUES AT SLIGO UNIVERSITY HOSPITAL IN REGARDS TO PARKING:

This Council will engage with Sligo University Hospital to highlight the issues patients are currently encountering with regard to parking to try and find a solution to this ongoing problem.”

Councillor Gilroy confirmed that he and his colleagues on the Health Forum have, and will continue to raise this issue with hospital management.  He stated that, while a new car park will be one of the first facilities to be in place during upgrade works to the hospital, parking will continue to be an issue whilst works are ongoing.

 

29.  MEASURES TO TACKLE THE HOUSING CRISES IN EACH MUNICIPAL DISTRICT:

“Ask the Director of Services for Housing to indicate what measures he is taking to tackle the housing crises in each of the Municipal Districts.”

A report was circulated to the Members prior to the meeting outlining the actions being taken by the Council to address housing needs across the Municipal Districts in Sligo.  The Director of Services noted that the Housing Delivery Action Plan is a live document which will be updated as opportunities arise, and to reflect progress on various housing developments.

 

30.  CHANGING PLACE FACILITIES IN NEW BUILDINGS FOR PEOPLE WITH DISABILITIES:

“That Sligo County Council ensure that all new buildings have a changing place facility for people with Disability.”

The Members noted a report from Acting Director of Services, Ms. Concannon, advising that, currently, there is no statutory requirement under Building Regulations for changing facilities must be provided in a building, but that a draft Technical Guidance Document regarding this issue has been prepared by the Department for review but has yet to be finalised.

The Members noted that the current facility in High Street is not accessible out of hours and does not meet current requirements for such a facility.

It was agreed to circulate this motion to all Local Authorities for their support.

 

31.  PROVISION OF ACCESSIBLE PICNIC BENCHES IN PARKS FOR WHEELCHAIR USERS:

That Sligo County Council consider putting in place accessible picnic benches in our parks for wheelchair users.”

Members were informed in a report that a significant number of new picnic tables have been installed in our Parks in recent years, the majority of which are accessible picnic tables, and that further accessible picnic tables will be provided if a funding source becomes available.

Councillor Casserly asked if the path to the wheelchair accessible benches at the green area in Mullaghmore could be finished off in order that they can be accessed by those wishing to use them.

 

32.  REVIEW OF ALL FOOTPATHS – ACCESS FOR WHEELCHAIR USERS:

That a review be done on all footpaths that proper access is in place for wheelchair users.”

Members were advised by A/Director of Services, M. Concannon, that all footpaths constructed by the Roads Department in County Sligo, since current access standards were introduced, are wheelchair accessible, and that any specific issues on existing footpaths should be brought to the attention of the Roads Department for investigation and every effort will be made to ensure that these issues are rectified within available budgets.  It was noted that the ongoing Active Travel Programme is endeavouring to improve the built environment for vulnerable road users, including wheelchair users. 

Councillor O’Grady thanked the Acting Director for the report and asked that this issue be assessed on an ongoing basis.

Councillor O’Boyle requested a report on a motion he submitted approximately eighteen months ago requesting that the footpath at the bottom of Holborn Hill, at the Healthwise pharmacy, be lowered.

Councillor Maguire asked that, as previously requested by her, when footpaths are being re-instated, consideration be given by the Council to not installing drains on footpaths that are historically used to take water from downpipes into drains on the road, as these can cause a person in a wheelchair to topple over.

36.  REFERENDUM TO AMEND ARTICLE 28 OF THE CONSTITUTION TO ENSURE PUBLIC WATER SYSTEMS REMAINS IN PUBLIC OWNERSHIP:

That Sligo County Council confirms its support for the proposal to hold a Referendum to amend Article 28 of the Constitution so as to ensure that government shall be collectively responsible for the protection, management and maintenance of the public water system and to ensure in the public interest that this resource remains in public ownership and management; and further this Council welcomes and supports the ‘Keep Water Public’ Campaign recently launched by the Irish Congress of Trade Unions, SIPTU, Forsa, Connect and Unite the Union, which calls on the government to confirm a date for a referendum enshrining public ownership of water in the Constitution.”

Councillor Bree requested that a letter issue to the Government on this matter in order to put an end to the lingering uncertainty surrounding this issue.

 

37.  PROVISION OF ROOF COVER IN PART OF THE CHANGING AREA AT SWIMMING POOL AT DEADMAN’S POINT, ROSSES POINT:

Acting Director of Services, Ms. Concannon, advised that there is no funding available currently to provide a roof cover in part of the changing area at the swimming pool at Deadman’s Point, Rosses Point.

In response to a query from Councillor Bree, Ms. Concannon stated that she will revert with an estimated cost of the works listed in this motion.

Councillor Walsh suggested that, with the agreement of Councillor Bree, this project could be considered as part of the Town & Village renewal project in 2023, funding for which is to be increased next year, with an application to be made through the Rosses Point Development Association.

 

38.  UPDATE ON DIGITISATION OF BURIAL GROUNDS IN CO SLIGO:

“Following a notice of notion listed and agreed on the 6th September 2021: 

‘To call on Sligo County Council to make application for funding under the digitisation scheme to convert burial records in County Sligo to a digital format, facilitating improved cemetery management and facilitating public access to cemetery records’

- Can Sligo County Council provide an update on the digitisation of burial records in the County of Sligo.”

Head of Finance, Ms. Whelan informed the Members in a report, circulated before the meeting, that earlier this year, pre project analysis was carried out regarding the digitisation of burial records in Sligo, revealing the cost of undertaking such a project to be substantial and that funding possibilities will need to be explored as informal queries regarding the possibility of Innovation Funding were made, but due to the fact that a number of companies are providing this digitisation service, an application for such a project would potentially be unsuccessful.

Councillor Walsh noted the report and stated that the report is at odds with funding made available to other local authorities in the Country that have completed the digitisation of their burial records.  Councillor Walsh urged the Executive to seriously consider alternative ways of funding this project.

 

39.  REVIEW OF NUMBERS OF DOCTORS & NURSES IN THE HEALTH SYSTEM – IMPLEMENTATION OF WORKFORCE FOR RETENTION OF NURSES & DOCTORS IN THE HEALTH SERVICE:

In light of the huge staffing issues our health service is now facing that Sligo County Council calls on the Minister for Health to undertake a review of the numbers of doctors and nurses being trained annually with a view of doubling capacity within the system as is required.

Furthermore, that the Minister for Health instructs the Department of Health and the Health Service Executive to implement a workforce strategy for the retention of nurses and doctors to stay working within our health service instead of paying millions for recruitment campaigns overseas.

That this Motion be relayed to the Minister for Health, the Taoiseach, the Tánaiste and every Local Authority.”

It was also agreed to write to the Minister for Further and Higher Education in support of the motion.

 

40.  ADDITIONAL FUNDING TO LOCAL AUTHORITIES IN 2023 TO MAINTAIN ESSENTIAL SERVICES AND FUNDING FOR DEVELOPMENTS THROUGHOUT THE COUNTY:

That we, the Members of Sligo County Council, call on the Minister for Public Expenditure & Reform to provide significant additional funding to local authorities in 2023 having regard to the unprecedented levels of inflation, in particular, increased energy costs, rising construction costs, enhanced payroll commitments, the impact of the cost of living crisis on other revenue streams such and rents and rates.  Such additional funding is vital to: maintaining our essential services, allowing us continue to make applications for funding for further capital developments within our communities and throughout the county of Sligo.”

Councillor Walsh, in welcoming the national budget announcement that public monies will be available for community groups and capital projects in 2023, urged that the Department provide this Council with its fair share of funding to ensure that projects can continue in 2023.

Councillor Walsh requested that this motion also be relayed to the Office of the Taoiseach and the Tánaiste.

Chief Executive, Mr. Lydon advised the Members that, as will be detailed in the budget book to be presented at the budget meeting on 21st November, of the €60m funding announced to meet energy costs, Sligo received €935,000, which represents a 75% increase on our energy costs for 2021.  He also advised that funding has been provided in respect of the pay increases.

In response to a query from Councillor Healy, Mr. Lydon stated that the Department took the 2021 outturn figures for each Local Authority and added 75% to those figures, to calculate additional funding to be distributed to each Local Authority.  Mr. Lydon further clarified that the extra funding is related to expenditure and added that this Council will only bid for funding that it can afford and because of the financial prudence which has been put in place, Sligo finds itself in a good position in relation to funding received for various projects throughout the County.

In view of the additional funding already provided to the Council as outlined out by Mr Lydon, it was noted that there would not be any merit in writing to DPER at this stage.

 

41.  PROVISION OF FULL TIME PERMANENT CATH LAB SERVICE AT SLIGO UNIVERSITY HOSPITAL – ATTENDANCE OF HSE AT SCC MEETING TO DISCUSS:

Noting that the provision of a full time catherterisation lab for Sligo was recommended by the HSE’s North West Cardiology Review Group in 2013; and noting that the Saolta University Health Care Group in 2017 called for the provision of a full time permanent Cath Lab service  at Sligo University Hospital; and further noting that the part time mobile Cath Lab service at the Hospital ceased operation on the 30th of June this year and has not been replaced to date; this Council requests the HSE to send a representative/s to a Council meeting so as to advise the Council when a full time permanent Cath Lab service will be provided in Sligo University Hospital.”

Councillor Baker expressed his disappointment and annoyance at the adverse attention given to the Ireland Women’s Soccer Team arising from an incident following their recent qualification for the 2023 FIFA Women's World Cup.

The Cathaoirleach advised the Members that there would be a Chilean Delegation, comprising of a business group and the Ambassador, visiting Sligo on Wednesday, 9 November 2022, and that they would be in the Council Chamber at 12.30 pm if Members wished to meet with them.
