The Cathaoirleach welcomed all present to the meeting.

8.  PRESENTATION BY COMHAIRLE NA NÓG:

At the outset, the Cathaoirleach welcomed members of Comhairle na nÓg, Róisín Eglington, Saoirse Jaago, Mae Weir and Anna Quinn who were in attendance online and with the consent of the Members, it was agreed to take Item 8 at this time.

Róisín gave an overview of the Comhairle na nÓg organisation and their main aims in ensuring that young people’s views and opinions are heard and acted upon, particularly in the areas of mental health, climate action and community.

Saoirse spoke on the importance of the availability of adequate mental health supports for young people in a safe and comfortable setting, with many of these supports available in schools.

Mae spoke on the extremely pertinent topic of climate action and how the youth feel powerless to effect any meaningful change in this area. It was suggested that through collaboration between Comhairle na nÓg and Sligo County Council, young people can see the initiatives being created by the Council in this area in order that they can reassure young people of the great strides being taken under Climate Action in Sligo.  While the influence may reside with the decision makers, responsibility to act is felt by every young person.

Anna spoke on the issue of community, noting the many assets within Co Sligo such as beautiful countryside, landscapes, beaches, arts and culture, galleries, cinema and theatre, and added that young people should be encouraged to become more involved in all aspects of their community.

The development of safe public spaces for young people is a priority for the group, including outdoor covered public areas, recreational clubs and drop in cafes.

Róisín concluded by thanking the meeting for allowing them to make the presentation to the Council and stressed the importance of all topics covered to the entire community of young people in Sligo.

The Cathaoirleach and Members thanked the members of Comhairle na nÓg for an excellent, informative presentation and commended the speakers on the very pertinent issues raised by them in the presentation.  They stated that the wellbeing of young people remains a priority for this Council and they look forward to future collaborations with the group for the betterment of all young people in the county through initiatives such as provision of safe public spaces for young people, Youth Film Clubs etc.

Councillor Maguire stated that, as Chair of the SPC 4 Climate Change group with Sligo County Council, she will enquire into the possibility of inviting members of Comhairle na nÓg to attend one of its meetings.

Councillor Walsh advised that a new Mental Health service is to be launched shortly through the HSE in Sligo at community level, which will be open for referrals from the public and from GP’s.

Councillor Gilroy congratulated the speakers and the Comhairle na nÓg group on the launch of its booklet “What’s it all about?” at their recent AGM which he had attended and he commended the group on its logo “Young Voices, Local Issues” which, he said, sums up the purpose of the group very well.

Councillor Healy issued an invitation to the group to accompany him in carrying out some of his daily duties as a member of Sligo County Council, to get a feel of some of the issues faced by people and the views of the local communities on the ground in County Sligo.

The Chief Executive, Mr. Lydon, congratulated the speakers on an excellent presentation and thanked them, as ambassadors for the county, for raising very important matters that are relevant to the Members and the Executive alike.

Anna thanked the Members and the Chief Executive for their feedback on the presentation and the encouragement shown for the projects they are undertaking.

The Cathaoirleach, Councillor Taylor, in conclusion, advised that the Members are always available to assist the group in any way they can.

9.  REPORT ON THE SLIGO BRAND PROJECT:

“To note report on the Sligo Brand Project.”

The Cathaoirleach welcomed Senior Executive Officer, Ms. McConnell and A/Economic Development Officer, Mr. Gordon Burke to the Chamber. Ms. McConnell updated the Members on the Sligo Brand project, consisting of the Main Brand – Sligo. and the brand with taglines – Live / Invest / Visit.

The main aim of the project is to promote Sligo as a world class place in which to live, invest and visit. The Sligo Economic Forum is instrumental in terms of progressing the concept of the Sligo brand, which was designed to create one visual identity that all stakeholders in the county could represent and identify with.

Rolling out the new brand will support Sligo’s status  as a regional growth centre, as a champion of innovation and smart development and  to promote the county as a sustainable tourist destination.

Sligo County Council is leading on this project, and the Brand team is  working closely with other agencies to ensure widespread promotion of the brand.

The Members are all ambassadors of the brand and are encouraged to continue to use and refer to the brand, its vision and key messages in public communications.

The brand office has launched a new video for Sligo ‘Live’, “Sligo – more than just a beautiful place.” This will be followed up with two more videos on ‘Invest’ and ‘Visit’.  Six commissioned advertising articles are also currently being developed  to promote the brand, in local papers and at various locations throughout the county.

A short video on the first of the ‘refresh’ campaigns was presented.

The Cathaoirleach and the Members thanked Ms. McConnell for the report and also the Brand team for all the work done on this project to date. It was agreed that the brand will continue to be promoted by all as the country re-opens following the Covid pandemic to convey the important message that Sligo is a prime location in which to live, invest and visit.

11.  DEVELOPMENT OF SURFING ACCOMMODATION ON FORMER IDA LANDS AT EASKEY:

With the consent of the Cathaoirleach this item, as listed by Councillor Queenan and Councillor Clarke, was deferred until the March Ordinary Meeting.

 

12.  UPDATE FROM IRISH WATER ON GROUNDWATER INVESTIGATION PROGRAMME REGARDING WATER SOURCES IN NORTH SLIGO:

“To call on Sligo County Council to write to Irish Water for an update report on the Groundwater Investigation Programme to identify alternative sources of water in North Sligo area that will meet with demands of customers during periods of prolonged dry weather and a permanent supply into the future.”

Councillor Healy welcomed the report from Irish Water, noting that a number of sites in the North West region, including North Sligo, have been identified for inclusion in the Groundwater Investigation Programme.  Councillor Healy confirmed that he will bring a motion to the next MD meeting requesting an update report from Irish Water.

 

13.  TIMEFRAME FOR NEW REGIONAL VET LABORATORY IN SLIGO:

“To call on Sligo County Council to write to the Minister for Agriculture for a commitment to undertake the building of the new regional vet laboratory in Sligo and a time frame when this will happen.” 

Councillor Healy noted that while it is good news that the current facility in Sligo is to remain open, it is crucial that upgrading works are carried out as soon as possible as farmers in Sligo and the North West region along with the OPW use this laboratory on a regular basis, and updated facilities are required to enable staff to carry out their work efficiently.

 

14.  DEVELOP INFRASTRUCTURE AT SLIGO HARBOUR IN ADVANCE OF DEVELOPMENT OF WIND FARMS OFF THE WEST COAST OF IRELAND:

“Recognising the future of offshore wind energy in Ireland what steps have been taken by this council to develop infrastructure at Sligo Harbour to prepare for growth in advance of the development of wind farms off the west coast of Ireland.”

The Members were advised that at present the harbour facilities in Killybegs appear to be fulfilling any servicing requirements for supply of equipment for onshore wind farms in the North West, but there could be other related opportunities going forward for Sligo in this area in relation to the provision of ancillary energy infrastructure, hydrogen production etc.

The report noted that in terms of the capacity of Sligo Harbour to facilitate future such opportunities, SCC has a “Dumping at Sea Permit” (valid until July 2025) to facilitate dredging of the Harbour and the estimated cost of a major dredging operation of the shipping channel covering (250,000 m3) and an area around Deepwater Jetty (5,500 m3) would be in the region of €5.5M excl. VAT. This would facilitate the accommodation of vessels up to 3,500 tonnes.

 

15.  CLOSURE OF BBRAUN IN COLLOONEY, CO SLIGO:

“To ask that a delegation from Sligo County Council seek a meeting with the Minister for Enterprise, Trade and Employment to:

  1. discuss the recent announcement about the closure of BBraun in Collooney, 
  2. to discuss and engage with the IDA and Enterprise Ireland with a view to working towards finding alternative sources of employment in the Collooney area 
  3. to investigate the possibility of expanding the research capability at BBraun, Sligo.”

Councillor Casserly stated that while the closure of BBraun has come as a major shock, it is likely that there will be no redundancies in 2022, which will afford time for negotiations around the use of the premises for an alternative source of business and to allow time to provide support to the employees losing their jobs.

 

16.  UPDATE ON SLIGO DOCKLANDS MASTER PLAN:

17.  REVIEW OF THE DEIS SCHEME:

“That this Council ask the Minister for Education the outcome of the Review of the DEIS Scheme. She has stated that hundreds of schools in disadvantaged areas will be included and yet the criteria for inclusion has not been released.”

 

18.  RETENTION OF FULL-TIME AIR SEA RESCUE SERVICE AT SLIGO AIRPORT

20.  SUPPORT FOR SLIGO AIRPORT IN LINE WITH OTHER AIRPORTS PROVIDING THIS SERVICE:

As items 18 and 20 related to similar matters, the Cathaoirleach advised the meeting that he would take both items at this time.

That the Members of Sligo County Council:

On foot of the new live tender for the Irish Coast Guard aviation service being amended to specify the number of bases "to reflect the existing configuration," namely four bases at Dublin, Shannon, Sligo and Waterford:

And noting that the Sligo Search and Rescue Base is the busiest base in the country again in 2021

  • Unequivocally supports the retention of a full-time air sea rescue service at Sligo Airport as currently provided by the crew of Rescue 118
  • Calls on the Minister for Transport Eamon Ryan TD to ensure that Sligo Airport is put on an equal financial footing with other airports providing this service and supported with the capital investment needed in line with funding given to the other airports in the existing configuration.
  • Believe that any restricting or reducing of the service would negatively affect safety at sea, in the mountains and the overall safety of coastal communities on the northern and western seaboard

That this motion be relayed to Leitrim County Council, Mayo County Council, Roscommon County Council, Galway County Council, Derry County Council, Donegal County Council, the Minister for Transport, Eamon Ryan T.D, the Minister of State at the Department of Transport with special responsibility for International and Road Transport and Logistics, Hildegard Naughton.”

Councillor Gilroy welcomed the recent announcement that the air sea rescue service is to be maintained in Sligo and noted that Sligo is statistically the busiest centre in the country.  It is of vital importance that funding is provided by central government to maintain Sligo Airport. He thanked the Members on the Board of Sligo Airport for all their work in maintaining this service in Sligo.

Councillor Walsh advised the meeting that he had recently attended a Board meeting of Sligo Airport where it was confirmed that the airport will remain one of the four search and rescue bases in the country and that a reimbursement of €200,000 is to issue following works to the runway and lighting systems.

Tribute was paid to Mr. Joe Corcoran, Manager of Sligo Airport for his continuous commitment to Sligo Airport over the years, to former Councillor Albert Higgins, former Chairman of Sligo Airport and also to Marian Harkin TD for keeping this item on the agenda in Dáil Éireann.

 

19.  INTRODUCTION OF LEGISLATION TO MAKE ‘STALKING’ A STANDALONE CRIMINAL OFFENCE IN IRISH LAW:

”Following on from the Motion agreed unanimously by this Council (May 2021) requesting that Minister McEntee reconsider her departments decision not to have a specific offence of Stalking.

This Motion now calls for Sligo County Council to write to Minister for Justice Helen McEntee TD. Together with the four TDs for Sligo Leitrim in support of the introduction of legislation to make 'Stalking' a standalone criminal offence in Irish law and supports the passage of the Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021 introduced by Fianna Fáil Senator Lisa Chambers in Seanad Éireann.”

Councillor Gilroy noted that no response had been received to a letter issued to the Department of Justice last year, and commended Senator Lisa Chambers who has fought for this legislation to be introduced, along with Eve McDowell and Una Long, both victims of stalking. Councillor Gilroy welcomed the news that in recent weeks the Department has conceded that there is a strong case to make stalking a criminal offence. 

Councillor Gilroy and the Cathaoirleach will meet to discuss extending an invitation to Lisa Chambers and Eve McDowell to speak on this very important issue in the Chamber in the near future.

 

21.  ACTIVE TRAVEL ROUTE ALONG ‘OLD DUBLIN ROAD’ LINKING CARRAROE, BALLISODARE AND COLLOONEY:

“That Sligo County Council consider an Active Travel Route along the ‘Old Dublin Road’ linking Carraroe, Ballisodare and Collooney and that an application be made under the Active Travel Programme for a feasibility study to assess the same.”

The Members were informed that Sligo County Council applied for funding in 2021 to NTA to carry out an initial route selection study for a Cycleway/Cycle Commuter Corridor Linking Sligo City to Ballisodare and Collooney. 

However, this proposal did not receive funding from the NTA because the current NTA Active Travel Programme is to concentrate on proposals within towns and villages (within the speed limits).

There are currently proposals under Active Travel Programme to improve the footpath link between Ballisodare and Collooney, and it is hoped to progress this scheme in 2022.  There is already a large volume of projects in the pipeline to be developed.  Projects will be prioritised over the coming months.  Any scheme proposed will be subject to planning, detailed design, any required land acquisition, and procurement process, before any construction works can commence.

Councillor Walsh and Councillor Healy expressed disappointment that there are currently no funds available for the study into the commuter corridor and cycleway linking Ballisodare and Collooney and stated it is important that villages are linked under the Active Travel programme. Funding for replacement of the footpath and improvement of pedestrian access from Collooney to Ballisodare is welcomed.

Councillor Walsh asked that a letter issue to the Minister and the Minister of State requesting that, as part of year three of the Active Travel Programme, consideration be given to creating links between villages as part of the scheme criteria. 

Councillor Queenan, while welcoming the funding for Active Travel, stated that the overall budget for the Ballymote/Tubbercurry/West Sligo is very small and asked that this be addressed going forward.

Acting Director of Services, Mr. Brennan, advised that the Active Travel team is up and running.  With the multitude of schemes included in the programme, it will be a challenge to develop and move them forward at an early date.

 

22.  ESTATE ENHANCEMENT SCHEME FOR MARREN PARK, BALLYMOTE:

“I call on Sligo County Council to put in place an estate Enhancement scheme for Marren Park Ballymote to include the upgrade of footpaths and green area. The majority of residents living in this estate of 60+ houses are retirees and some of the properties are in the ownership of Sligo County Council.”

The Members were advised that there is no budget allocated in 2022 for an Estate Enhancement scheme. The upgrade of footpaths can, however, be delivered under the footpath enhancement programme as budgets allow and schemes are prioritised.

Councillor Mulvey asked that the Council look at the enhancement of the green area, including the provision of seats, as there are many elderly residents living there, and he expressed the hope that the upgrade of the footpaths and provision of traffic calming measures in the estate can be addressed at some stage.

 

23.  PROVISION OF OUTDOOR SKATE PARK IN SLIGO:

“Following on from my notice of motion in November 2020 seeking Sligo County Council to explore the provision of an outdoor skate park in Sligo, that the Council now be provided with an update with a view to the Local Authority making an application for funding to the Regional Sports Capital Programme in 2022.”

The Members were advised that when resources permit, the Council will carry out preliminary research into the provision of a skate park. This research will help to inform space and design requirements, likely construction and maintenance costs, insurance implications, demand for such a facility etc. Following this preliminary research, should the Council wish to continue to explore the provision of a skate park, further work may be undertaken around identification of an appropriate site, funding options etc.

Councillor Walsh expressed disappointment with the report, adding that it would not cost much to carry out a preliminary assessment on the provision of a skate park and asked that this be looked at as soon as possible.  Councillor Walsh stated that CLAR and Sports Capital funding could also be accessed for provision of a skate park in Sligo.

The Chief Executive, Mr. Lydon, advised the meeting that a recent report to the Corporate Policy Group regarding level of investment in outdoor recreational facilities will be shared with the Members. The report outlines the level of matched funding required for such projects.  Mr. Lydon added that he is happy to get a costing prepared for provision of a skate park and stated that if LPT charges continue to be increased, the extra funds could be considered for such projects.

 

24.  REPORT ON REPAIR AND LEASING SCHEME:

“That the housing section of this Council provide a report of the Repair and Leasing Scheme (RLS) targeted at owners of vacant properties who cannot afford or access the funding needed to bring their properties up to the required standard for rental property.”

Director of Services, Mr. Molloy, updated the Members on the main provisions of the Repair and Leasing Scheme and provided a breakdown of the 51 Expressions of Interest received under the Scheme since 2017.

Mr. Molloy advised that there has been a low uptake on this scheme to date but the Council will be liaising with owners of vacant properties to encourage more participation in the scheme.

 

25.  PROGRESS REPORT ON THE EASTERN GARAVOGUE BRIDGE AND APPROACH ROADS SCHEME:

“That the meeting be provided with a progress report relating to the development of the Eastern Garavogue Bridge and approach roads scheme.”

The Members were advised that all site investigations have been completed and Sligo County Council anticipate appointing consultants in Q3 of 2022 to complete the detailed design and Tender Documents for construction.  Subject to the approval process, it is anticipated that the scheme will be tendered for construction in Q3 of 2023.

Councillor Fox thanked the A/DOS for the report and added that this is an opportunity to open up lands for social and affordable housing in Sligo.

 

26.  &  30.  INCREASE IN GRANTS FOR HOUSING AID FOR OLDER PEOPLE AND HOUSING ADAPTATION GRANT FOR PEOPLE WITH A DISABILITY:

As items 26 and 30 related to similar matters, the Cathaoirleach advised the meeting that he would take both items at this time.

With the consent of the Cathaoirleach, the following amendment to this item was placed before the Members and it was:

Given that building materials and labour has gone up by than 60% we call on the Department of Housing, Local Government & Heritage to increase accordingly the maximum grant from €8,000 to €15,000 and from €30,000 to €45,000 for housing adaption grant for people with a disability.

With the consent of the Cathaoirleach, the following amendment to this item was placed before the Members and it was:

“To call on the Minister for Housing, Local Government and Heritage to increase the maximum grant under the older persons grant scheme by 50% to reflect building inflation and also to increase the overall allocation to the county a pro rata amount.”

It was agreed to circulate both motions to all other local authorities for their support.

Regarding a query from Councillor Clarke in relation to the number of grants paid out in the last year, Director of Services, Mr. Molloy advised that he will revert to the Members on this in the coming days.

Councillor Clarke stated that Engineers should have discretion to award 90% Disability grants for works such as installation of wet rooms where extra funds are required.

28.  UPDATE REPORT ON SAFE ACCESS ACROSS THE N4 IN COLLOONEY UNDER ACTIVE TRAVEL:

The Members were advised that funding of €350,00 has been provided by TII for 2022 to advance this project.  Engineering Consultants, Barry Transportation Ltd., were engaged to advance Phases 0 (Scope and Pre-Appraisal) as well as Phase 1 (Concept and Feasibility) in October 2021. The purpose of these phases is to investigate the feasibility for the provision of the Project. Phase 0 works are almost complete. It is expected that Phase 1 works will commence in the coming weeks.

 

29.  UPDATE AND TIMELINE FOR DEVELOPMENT OF COUNTY WIDE TEXT ALERT SYSTEM:

Director of Services, Mr. Molloy, advised that following discussion with the County Sligo Joint Policing Committee, the Council is liaising with a number of Local Authorities including Monaghan, Leitrim and Longford to establish the merits of various systems and to consider issues around cost, management, scope and integration with existing systems. A report and recommendation will be presented to the next meeting of the Joint Policing Committee meeting on 25th March.

The Members agreed this is a vital service to assist Gardaí in their role in preventing and solving such crimes.

 

31.  REDRESS FOR IRISH CHILDREN BORN IN ENGLAND AND ADOPTED IN IRELAND:

“Sligo County Council calls on the Government to give Irish children born in England and brought back for adoption or put into orphanages to be given redress and also help in finding their birth certificates.”

The Members paid tribute to Councillor O’Boyle, to his late father, former Councillor Seamie O’Boyle and to the O’Boyle family for their courage and perseverance in their fight to get justice for all those who have been affected by this issue and they commended Councillor O’Boyle for keeping this item on the agenda.

33.  FUNDING FOR DOMESTIC VIOLENCE AGENCIES / EDUCATION IN SCHOOLS ON VIOLENCE AGAINST WOMEN:

35.  REPORT ON HOMELESS SERVICES AND EMERGENCY ACCOMMODATION IN THE COUNTY:

“That the meeting be provided with a report on homeless services and emergency accommodation in the county, the report to include: (A) details of emergency accommodation (including details of refuges for women and children) in the county; (B) the number of persons who sought and were provided with emergency accommodation in 2021; (C) if there are plans to expand the homeless services in the current year.”

Director of Services, Mr. Molloy updated the Members on details of the emergency accommodation units available in Sligo and also the number of people who availed of emergency accommodation in 2021. The report also provided details of plans for expansion of homeless services in Sligo in 2022.

Councillor Bree welcomed the report, particularly the fact that there are plans to provide sanitary, welfare and day service supports for rough sleepers and long term homeless in Sligo Town.

 

36.  ALLOCATION OF FUNDING TO THE NTA TO ALLOW INTRODUCTION OF THE NEW S3 BUS SERVICE IN SLIGO TOWN:

37.  BACKLOG OF PASSPORT APPLICATIONS / ESTABLISHMENT OF A REGIONAL PASSPORT OFFICE IN THE NORTH WEST REGION:

“This Council contacts the Dept of Foreign Affairs regarding the delays experienced by those who are looking to renew their passports.  A number of those with more complex passport applications are waiting up on 40 days for their passport to be processed. While online applications are quicker, those that cannot be processed online are delayed.  I have a number of constituents who are waiting on their passport to travel to take up employment.  I want this Council to ask the Minister to employ more staff to deal with the backlog and the new applications.

Further, that this Council calls for the establishment of a Regional Passport Office for the North West region, to be based in Sligo, which is central to the Northern and Western regions.

Councillor Healy proposed that a meeting be arranged with the four T.D.s in the region and a deputation from Sligo County Council to progress the matter of the establishment of a Regional Passport office in the North West region, which was agreed by the Members.

 

38.  FUNDING FOR PIERS AND HARBOURS:

“Ask the Director of Services is it the Council’s intention to apply for funding re piers and harbours under €35 million which was announced by Government recently.”  

The Members were informed that the Council intends to make an application for funding under the Brexit Adjustment Local Authority Marine Infrastructure Scheme 2022 – 2023. Proposals are currently being considered in accordance with the guidelines, with Matching Funding a key requirement for all proposals being considered.

Following a query from Councillor Queenan regarding the criteria to access funding, Acting Director of Services, Mr. Brennan, informed the Members that the funding must be used for publicly owned infrastructure and that all applications must provide evidence of an economic return to the local community in particular the fishing community. Mr. Brennan also advised that all applications received from the Members will be considered by the Council.

Regarding a query from Councillor Queenan on provision of matched funding for such applications, Chief Executive, Mr. Lydon informed the Members that a report on this will issue next month.

 

39.  DELIVERY OF PART 5 SOCIAL HOUSING UNITS IN 2022:

“Ask the Director of Services for Housing to indicate how many social housing units will be constructed or acquired under Part 5 in the next 24 months.”

40.  ACKNOWLEDGE IMPLEMENTATION OF THE OUT OF HOSPITAL CARDIAC ARREST STRATEGY FOR IRELAND:

41.  INCLUSION OF HOME SUPPORT WORKERS IN ONCE-OFF PAYMENT OF €1,000 TO FRONTLINE HEALTH CARE WORKERS:

“Frontline health care workers will receive a special, once-off tax free payment of €1,000 in recognition of their work in dangerous and challenging conditions during the pandemic.  The government has set up a panel to look at others who may qualify for it.  There are so many home support workers in our county who deserve that payment and who worked tirelessly during the pandemic. They kept these people safe in an uncertain time and continue to do so. There was no PPE for them in many cases. These home support workers are saving money for the Government, they are saving hospital beds for others and are selfless. I call on my Council colleagues to support me in writing to the Minister for Health, Stephen Donnelly to include home support workers in the €1,000 recognition payment.”

43.  REPORT ON RESERVED FUNCTIONS OF MUNICIPAL DISTRICTS:

“That the Members of Sligo County Council:

Be provided with a report on how many of the 45 Reserved Functions to be performed by Municipal District Members under the Local Government Act 2001 – As amended by the Local Government Act 2014 SCHEDULE 14A - PART 1 Subject to Section 131A(4), have been assigned to Municipal Districts.

And also to report on how many of the 24 Reserved Functions that can be performed by either Municipal District or at Plenary level as listed in Schedule 14A – Part 2 of the Local Government Act 2001 – As amended by the Local Government Act 2014.

And to offer an explanation as to why these are not dealt with at Municipal District Level.”

Director of Services, Mr. Molloy, provided an overview of the Reserved Functions to be exercised by Municipal Districts as set out in Schedule 3 of the Local Government Reform Act 2014.  Mr. Molloy advised that the issue of Municipal District functions can be listed on the agenda for the Procedures Committee meeting on 2nd March 2022.

Councillor Gilroy thanked the Director of Services for the report and asked that the Members be furnished with a further report detailing how many of the 45 Reserved Functions have been devolved to Municipal District level in this Local Authority.

 

44.  VOTES OF SYMPATHY:

Votes of Sympathy were recorded.

Councillor Bree proposed a vote of sympathy to the wife, children, extended family and friends of the late Mr. Donal O’Shea, former CEO of the North Western Health Board, who passed away recently.  He also served on many other Boards, and during his 23 years of dedicated service as CEO of the North Western Health Board he successfully developed the Health Services throughout the region. His passion for his work and his sense of service to the public was recognised by all who had the privilege of working with him. The vote of sympathy was seconded by Councillor Gilroy. 

 

The Cathaoirleach, Councillor Taylor, extended sympathies on behalf of the Council to the family of former member of staff, Mr. Martin Ryan, who recently passed away.  He will be missed by his many colleagues and friends in Sligo County Council where he undertook many roles.  He was a part of everyday life in the Cranmore Regeneration Office where he worked as a Caretaker for over five years and was always obliging and helpful.  He was an integral part of the Regeneration process, having been a Board Member of the Cranmore Community Co-Op from the inception of the idea of Regeneration to its implementation.  On a voluntary basis, Martin maintained the green areas in the estate in an immaculate condition and he assisted many households in the difficult process of moving house to make way for the refurbishment works currently underway in Cranmore. He also had a role as a School Warden at the Sligo Schools Project, Abbeyquarter, Sligo where he will be sadly missed by pupils and staff.

As part of the COVID-19 response, Martin worked as a Foyer Attendant in County Hall and always had a warm and friendly greeting for staff and public as they entered and left the building.  He fulfilled a very important role as the first point of contact for visitors and he will be very fondly remembered for his kind, approachable manner and invariable good humour.

The Chief Executive, Mr. Lydon, on behalf of the staff of Sligo County Council, also wished to be associated with the vote of sympathy and added that Martin’s passing is a great loss to his family, colleagues and all in his local community.
