19.  DEVELOPMENT OF SURFING ACCOMMODATION ON FORMER IDA LANDS AT EASKEY, CO. SLIGO:

“To call on Sligo County Council to activate Section 34 6 of the Planning Act so that the development of surfing accommodation on former IDA lands at Easkey, Co. Sligo can be considered for planning.”

 

20.  REFUND TO IRISH WATER OF CONTRIBUTIONS PAID BY MEMBERS OF THE PUBLIC:

With the consent of the Cathaoirleach this item, as listed by Councillor Gilroy, was deferred to the July Ordinary Meeting Agenda:

“To ask Sligo County Council to report on what procedures are in place to either refund or pay to Irish Water the contribution made by members of the public as a condition of planning permission who paid to Sligo County Council a contribution towards expenditure that was or that is proposed to be incurred by Sligo County Council towards the provision of water facilities. This fee would have been paid at commencement of development work but the connection was never completed due to delays in finishing the dwelling.

And to ensure that no householder is asked to pay a second contribution to Irish Water when they have already paid for the provision of water facilities to Sligo County Council.”

 

21.   UPDATE ON SLNCR AND SLIGO TO BELLAGHY GREENWAY PROJECTS:

With the consent of the Cathaoirleach this item, as listed by Councillor Walsh, was deferred to the July Ordinary Meeting agenda:

“To ask Sligo County Council to provide an update on both Greenway Projects, the SLNCR and the Sligo to Bellaghy Greenway.”

 

22.  SUPPORTS FOR THOSE EXPERIENCING DOMESTIC VIOLENCE:

With the consent of the Cathaoirleach this item, as listed by Councillor Maguire, was deferred to the July Ordinary meeting:

“Acknowledging the positive step forward by the government in introducing the coercive control legislation, this Council seeks that further supports are provided for those who experience domestic violence and that formal recognition is given to those encountering parental alienation”.

 

23.  MOORING FACILITIES AT INISHMURRAY ISLAND:

“Noting the reply to Motion 34 November 2020 Ordinary Meeting of Sligo County Council (Submitted by Councillor Bree), can Sligo County Council Issue an updated report on:

  1. Design for proposed works by Langan Consulting Engineers
  2. Details of what works are proposed this design will be.
  3. Progress on procurement of funds to carry out the expected work.
  4. Progress on procurement of a contractor to carry out works.
  5. Expected date on which the Department could be asked to consider issuing licences to boats to carry fare paying passengers to Innishmurray

Report on what inspections have been carried out to ensure the preservation and care of the delicate natural and heritage sites on the island.”

The Members were advised that a location on the Western side of Clashymore Harbour has been identified as a suitable landing stage, in line with the Department’s safety requirements and a proposed design of such a landing space is being progressed, and will be forwarded to the Marine Survey Office for their consideration. If the Marine Survey Office are satisfied with the proposed design, further meetings and engagements with relevant stakeholders can then be scheduled.  It would, therefore, be premature at this stage to seek funding for potential works as the Department can only accept applications for licences once a new landing place (meeting their safety concerns) is actually constructed.

The report concluded that in the meantime, there is no prohibition on privately owned vessels visiting the island. The only exclusion involves licensed passenger boats bringing fare paying members of the public to the island. “

Councillor Gilroy outlined the difficulties this situation continues to cause for both visitors and those who had lived on the island and wished to visit graves of family members.  He added that private boats can still access the island and some damage has been done to the monument. No injuries have, however, been reported with regards to gaining access to the island.

Councillors Fox, Bree, O’Grady and Healy supported this motion and expressed disappointment that access to the island been stopped.  It was agreed that Sligo County Council have a responsibility to protect the island as a structure and it was also agreed to keep this issue on the agenda going forward.

Acting Chief Executive, Mr. T. Kilfeather, advised the members that a proposed design for the landing space is currently with the Marine Survey Office for consideration and it hoped that this project can be completed by summer 2022. Mr. Kilfeather noted that responsibility for the built heritage on the island does not lie with Sligo County Council, but rather with the National Monuments Service and the Parks and Wildlife Service and the OPW are responsible for any works to be carried out on the island.

 

24.  REFURBISHMENT OF SLIGO GARDA STATION:

With the consent of the Cathaoirleach this item, as listed by Councillor Casserly, was deferred to the July Ordinary Meeting agenda:

“To seek an update from the OPW and CAO Joe Nugent on how the refurbishment of Sligo Garda Station complies with Part M of the Building Regulations Access and Use and whether a Disabled Access Certificate (DAC) has or will be issued at the completion of the works.”

 

25.  REFURBISHMENT WORKS TO THE TEELING MONUMENT IN COLLOONEY:

“That Sligo County Council write to the National Graves Association to request a refurbishment report and works be carried out on the Teeling Monument in Collooney.”

Director of Services D Clarke advised the Members that the Teeling Monument at Carricknagat, Collooney, Co.Sligo is a freestanding limestone memorial statue of Bartholomew Teeling erected 1898.  It is of regional importance and is of artistic and historical interest.  The monument is in the care of the National Graves Association and is a protected structure Following the submission of the Notice of Motion, contact was made by the Heritage Office with the National Graves Association (NGA).  The NGA advised that a site meeting had taken place with local representatives on February 2021 to discuss the care and conservation of the monument.  Subsequently, the NGA commissioned the preparation of a Conservation Report for the monument.  The NGA also advised that the ongoing care of the monument is challenging as there are limited resources available to the NGA to carry out conservation work to the monument and to undertake regular maintenance at the site.

In light of the above the NGA would welcome an opportunity to discuss options for the future management of the monument in partnership with the local community and Sligo County Council.  To this end the NGA has sought a meeting with Sligo County Council to discuss the matter.

Councillor Casserly thanked the Acting Chief Executive, Mr. T. Kilfeather, Ms. Siobhán Ryan in the Heritage Office and all staff involved, for the works carried out to date. Councillor Fox and Councillor Healy also supported the motion.

 

26. DECLARATION OF A NATIONAL HOUSING EMERGENCY:

“That Sligo County Council declares a housing emergency and calls on Minister Darragh O’Brien to declare a National Emergency, and a report to be provided on the current position of Sligo County Council’s housing waiting list numbers and number of emergency housing availability for domestic violence.”

The report of Mr J Moran A/Senior Executive Officer outlined the current situation regarding the numbers on Sligo County Council’s housing waiting list and the current position regarding provision of accommodation for victims of domestic violence. 

Councillor Clarke stated that it is unacceptable that more money is being spent on the provision of HAP accommodation than on building of Council houses and he called on the Government to double the funding provided for building of Local Authority dwellings. 
Councillor O’Boyle supported the motion and asked if funding could be made available for acquisition of domestic violence units.  Councillor Healy stated that there is a duty on the Members to ensure that victims of domestic violence have accommodation available to them and that provision of HAP accommodation does not provide security of tenancy.  Councillor Bree noted that the current housing crisis is a shocking indictment of present and previous Governments.  Councillor O’Grady and Councillor Casserly called for the Government to double the funding available for LA house builds. Councillor Gibbons stated that funding for construction of LA houses should be provided directly to Local Authorities, who could then oversee the projects directly.

 

27.  REMOVAL OF BOLLARDS AT SEA FRONT IN STRANDHILL:

"That Sligo County Council remove the bollards at the sea front in Strandhill."

Acting Director of Services, Ms. Concannon advised the meeting that in line with Government public health advice, the bollards were put in place in 2020 to increase the space for people to walk along the seafront in a safe manner whilst ensuring social distancing, in response to significant concerns expressed at the time and in consultation with An Garda Síochana and HSE.   In addressing the loss of car parking adjacent to the Promenade, additional car parking spaces were provided at the main public car park in Strandhill and the public are encouraged to use this car park and leave the spaces at the seafront available for disabled and less able.

Ms. Concannon further advised that there are many challenging elements to managing the re-opening of all our public areas as Covid restrictions ease and with the summer holiday period now underway. A huge focus is being put by SCC on a safe and clean environment.

Following representations from residents in Strandhill, measures have been put in place to reduce impacts of traffic on the road down through village to the Promenade. All these measures, along with the bollards at the promenade should be considered in their entirety as the appropriate response at this time.  There are no permanent arrangements in place, simply our best current assessment of what is reasonable for these exceptional times.

Councillor MacSharry, supported by Councillor D. Gilroy, stated that due to the success of the vaccination programme, now is the right time to remove some or all of the bollards, to accommodate elderly people and those not able to walk distances to access the seafront. 

Councillor Gibbons stated that the bollards had been put in place based on professional advice given at national level and it is imperative that everyone continue to adhere to the advice given in order to overcome the Covid crisis. 

Councillor Bree asked for clarification on whether the removal of the bollards is a Reserved or an Executive function of the Council, and suggested an amendment to Councillor MacSharry’s motion, to request that the bollards would be removed as soon as it is safe to do so.

Acting Chief Executive, Mr. T. Kilfeather, advised that the removal of the bollards is an executive function of the Council.  Mr. Kilfeather also stated that the actions taken by the Council on this matter were done in conjunction with the Gardaí and is the Council’s best assessment of the current situation around the Covid crisis.  The current measures will change as the situation allows.

28.  DEVELOPMENT OF TOURISM INFRASTRUCTURAL MASTERPLAN:

With the consent of the Cathaoirleach this item, as listed by Councillor Clarke, was deferred to the July Ordinary Meeting agenda:

“That Sligo County Council develop a Tourism Infrastructural Masterplan, for facilities ie: Toilets, Campervans and Car parking, Road access and Signage. The Masterplan should be on statutory footing going on public display and to include public consultation.  Areas like Dunmoran Strand, Aughris Head, Trawee Beach, Easkey Pier, Rathlee Enniscrone, Stranhill, Rosses Point, Mullaghmore Head, and other sites to be included by public consultation and elected Members. This Masterplan would be the framework for funding applications.”

 

29.  APPLICATIONS FOR THE WARMER HOME SCHEME:

“I ask Sligo County Council to write to Eamonn Ryan TD. Minister for Environment, Climate and Communications to deal with the backlog of applications in SEAI with the Warmer Home Scheme.”

 

30.  UPDATE ON FOOTPATH IMPROVEMENT WORKS IN CLIFFONEY AND GRANGE:

“To ask for an update on footpath improvement works in the villages of Cliffoney and Grange.”

The meeting was advised that survey works were carried out in Grange and Cliffoney. Design has commenced and any footpaths improvement works in these villages will be considered in association with potential safety improvement schemes.

Councillor Casserly welcomed the report, Acting Director of Services, Ms. Concannon to revert in relation to funding.

 

31.  PROPOSAL FOR PLACENAMES COMMITTEE FOR CONSIDERATION:

“Sligo County Council ask the Place Names Committee to consider calling ‘Cleveragh Park’ after the late George Maguire.” 
Director of Services, Ms. D. Clarke advised the meeting that The proposed motion will be considered at the next meeting of the Placenames Committee in October 2021.  A recommendation of the Placenames Committee in relation to the naming of a location in honour of the late George Maguire can then be considered by Sligo County Council at the next available monthly meeting.

Councillor G. O’Boyle paid tribute to Mr. Maguire for his dedication as a community leader and youth worker in the East Sligo, and noted in particular his involvement with the Avalon Centre in St. Anne’s over the years.  Councillor O’Boyle’s motion was supported by the Members who also paid tribute to Mr. Maguire and it was deemed fitting that the Council, on receipt of a recommendation of the Placenames Committee, recognise his outstanding contribution to the local community.

 

32.  SUPPORT FOR GLOBAL BAN ON FRACKING:

“Sligo County Council support the Irish Government in calling for a global ban on fracking being proposed by Ireland at the United Nations General Assembly on climate-mitigation, public-health, environmental-protection and human-rights grounds.”

 

33.  REPORT ON ROAD SAFETY IMPROVEMENT WORKS ON R286 FROM TOWN BOUNDARY TO JUNCTION OF HAZELWOOD & SHAW’S AVENUES:

“To request a report on the road safety improvement works necessary on the R286 from the town boundary to the junction of Hazelwood and Shaw’s Avenues.”

Acting Director of Services, Ms. Concannon, reported that there are no plans to carry out any road improvement works along this section of road in the current year. However Sligo County Council will keep this under consideration when developing and applying for future funding streams.

 

34.  ERECTION OF VEHICLE ACTIVATED SPEED SIGNS ON APPROACH ROADS TO ROSSES POINT & DRUMCLIFF:

“To propose that vehicle activated speed signs be erected in the following vicinities:

  1. R291 approach road to Rosses Point.
  2. N15 approach road to Drumcliff.”

A report issued in advance of the meeting informed the members that the erection of Vehicle activated speed signs on the approach to Rosses Point would be somewhat premature pending the outcome of the RRDF public realm enhancement design works which have commenced and will consider traffic calming on the approach to Rosses Point.  The erection of vehicle activated speed signs on the approaches to Drumcliffe on the N15 will be referred to the TII for consideration.

Councillor Fox welcomed the report and stated that these signs need to be provided as soon as possible in the interests of public safety.  Councillor Casserly requested that similar signs be erected on the approach to Grange and Cliffoney villages, when funding becomes available, as already approved by the Roads Department.

Councillor Gilroy referred to a previous motion he had submitted requesting that a new type of signage be introduced, similar to ones in use throughout the Continent, whereby a red light is activated when the speed limited has been exceeded and asked that consideration be given to this proposal, as a means of alleviating problems with speeding on the approach to these villages.

Councillor Healy asked if a vehicle activated speed sign could also be erected on the road between Sligo and Rosses Point, where a speed survey is currently being carried out.

Acting Director of Services, Ms. Concannon confirmed that she had noted all of comments of the Members in relation to this motion.

 

35.  CONCERNS OVER LACK OF PARKING AT HEALTH CENTRE IN COLLOONEY:

“To call on Sligo County Council to write to the HSE to address the ongoing concerns with lack of parking at the Health Centre in Collooney and ask that the HSE would address this issue in the interest of health and safety.”

Acting Director of Services, Ms. E. Concannon, advised the member that Sligo County Council will write to the HSE as requested.

Councillor T. Healy, supported by the members, stated that this issue needs to be addressed as soon as possible and requested that Councillor Mulvey, Councillor Bree and Councillor Gilroy would raised this issue at the next Regional Health Forum meeting and this was confirmed, and this was agreed.

 

36.  REPORT ON PLANS TO PROTECT QUEEN MAEVE’S GRAVE ON KNOCKNAREA AHEAD OF BUSY TOURIST SEASON:

“Given the unprecedented success of Queen Meave’s Trail and the prospect of a very busy tourist season ahead can this council outline their plans to protect Queen Maeve’s Grave on Knocknarea.”

The Members were advised that ‘The protection and ongoing management of Queen Maeve’s Cairn, a National Monument in State care is wholly within the remit of the National Monuments Service with the Department of Housing, Local Government and Heritage in partnership with the Office of Public Works.  The Department has previously given a commitment in respect of the preparation of a Conservation Plan for the monument. 

Sligo County Council has a supportive role re any emerging actions to protect and manage the monument, particularly in respect of the management of increased visitor access arising from popularity of the Queen Maeve Walking Trail. Covid-19 restrictions has hampered rollout of an awareness programme, but the easing of restrictions will facilitate further action in this area over the coming months. The Council will continue to be supportive of the Dept, the NMS and the OPW in their efforts to protect this national monument and will continue to promote awareness around responsible recreational use.  

Councillor Maguire welcomed the report and stated that it is vital that this monument is protected.  Councillor Gibbons and Councillor Healy supported this motion and added that it is important that Sligo County Council work with the OPW in ensuring the protection of the structure.

 

37.  ASSISTANCE TO COASTAL COMMUNITIES OVER SUMMER SEASON / INSTALLATION OF TRAFFIC COUNTERS AT SEASIDE RESORTS:

“Given the expected numbers due in our coastal resorts this summer I call upon the government to provide additional assistance to coastal communities to assist them in making all our visitors welcome while also protecting our vulnerable environments. Can Sligo County Council also install traffic counters at our seaside resorts to ascertain the numbers of visitors and assist with future planning.”

Acting Director of Services, Ms. Concannon, advised the Members that Government funding has recently been received to assist in presenting public areas, including coastal areas, as positively as possible this summer. Funding includes the provision of seats and picnic tables, as appropriate, and the additional servicing of litter bins and public toilets.

If appropriate locations are identified, Sligo County Council can install traffic counters subject to resources being available.

Councillor Maguire welcomed the report and asked which locations the traffic counters would be intsalled, and added that it is important that there is dedicated funding for coastal communities to cater for festivals etc as most of these locations are Special Areas of Conservation.

Councillor Mulvey supported the motion and stated that the car parks at some beaches such as Dunmoran can be full at 9.00 a.m. during the summer period.

Councillor Clarke stated that a Masterplan is needed to ensure provision of adequate services at all coastal areas in Co. Sligo.

 

38.  DISTRIBUTION OF POSTAL VOTES IN THE BALLYMOTE-TUBBERCURRY ELECTORAL AREA:

40.  BYE-LAWS ON CONSUMPTION OF ALCOHOL IN PUBLIC SPACES:

41.  FEASIBILITY AND TECHNICAL STUDY OF ENNISCRONE PIER & HARBOUR:

44.  LANDS PURCHASED FOR NEW GARDA STATION AT CALTRAGH, SLIGO:

“In light of the lands purchased for the purposes of a new build Garda Station at Caltragh in 2018 that Sligo County Council now call on the Minister for Public Expenditure and Reform and the Minister of State at the Department of Public Expenditure and Reform with special responsibility for the Office of Public Works to outline what plans are in place for these lands.”

Councillor Walsh noted that of €1.35m allocated in 2018 for the construction of three new Garda Stations, in Macroom, Clonmel and Sligo, Sligo is the only project that has not been progressed since the lands in Caltragh were purchased by the OPW in 2018.  A meeting was previously requested with Minister on this issue but no response was received to this request.  Councillor Walsh added that the people of Sligo deserve an explanation regarding the plans for the use of the site at Caltragh and he also called on the members to voice their views on the matter to Oireachtas members. 

Members expressed their support for the motion, noting that Gardaí deserve adequate facilities place, particularly in light of their work during the Covid crisis and stated that it is important that the issue of the Garda Station is kept on the table. 

 

45.  PROVISION OF WASTEWATER TREATMENT SYSTEM FOR BALLYGAWLEY VILLAGE:

“To call on Sligo County Council to engage with Irish Water on the provision of a wastewater treatment system for Ballygawley Village and provide update on same.”

A report from Irish Water on this motion was circulated to the Members advising that there is currently no funding available for the provision of a wastewater treatment plant for Ballygawley Village. 

Councillor Walsh expressed his disappointment with the response from Irish Water and proposed, as a follow on to this motion, that letters would issue to the Minister, to Irish Water and also that a letter be circulated to each Local Authority to propose that funding be made available for small treatment systems in local villages throughout the country. This proposal was supported by the members.

Councillor Healy supported the motion and agreed that there is a need for a scheme to cater for small villages.

Councillor Gilroy also supported the motion. He also asked that, where a new waste water facility is being provided, the water services department would consider the provision of a small facility beside the plant, where camper vans could empty their waste cubicles.

 

46.  SAFETY ASSESSMENT OF THE AUGHAMORE JUNCTION ON THE R287:

“That Sligo County Council carry out a safety assessment of the Aughamore Junction on the R287 at Carraroe with a view to making this crossroads safer.”

A report informed the Members that the junction will be examined to establish if safety improvements can be carried out. Subject to funding required it can be considered in the context of the LCAS application for funding for 2022.

Councillor Walsh welcomed the report and asked if works to this junction could be considered under the Low Cost Accident Scheme in the current year. 

 

47.  APPLICATION CRITERIA FOR OUTDOOR DINING ENHANCEMENT SCHEME:

With the consent of the Cathaoirleach this item, as listed by Councillor Mullaney, was deferred to the July Ordinary Meeting Agenda:

“To call on the Minister for Tourism Catherine Martin to simplify the application criteria for the Outdoor Dining Enhancement Scheme to avoid putting the hospitality sector to a lot of expense.”

 

48.  PROVISION OF TWO SPEED RAMPS ON THE UPPER ROAD OF WILLOW PARK, MAUGHERABOY, SLIGO:

“That’s the roads department of this local authority would provide 2 speed ramps on the upper Road of Willow Park Maugheraboy to slow down traffic in the interest of health and safety of the residents of the area.”

Acting Director of Services, Ms. Concannon advised that over the coming months the Council will undertake a review of traffic volumes & speeds along the upper road leading to Willow Park, the results of which will inform the need or otherwise for traffic calming measures along this section of roadway.

Councillor Gibbons acknowledged the report and advised that he will make contact with the Roads Department in the coming week.

 

49.  REPORT ON HOUSING ASSISTANCE PAYMENT (HAP) SCHEME FOR 2019 & 2020:

“That a report be provided indicating (A) the sum of money paid to private landlords under the Housing Assistance Payment (HAP) Scheme in 2019 and 2020 (B) the sum of money paid to private landlords under the Rental Accommodation Scheme (RAS) Scheme in 2019 and 2020 (C) the sum of money paid to private landlords under the Long-Term Social Housing Leasing Scheme in 2019 and 2020.”

Councillor D. Bree thanked the Acting Director of Services, Mr. J. Moran, for the report on this motion.

 

50.  100% REDRESS SCHEME FOR PYRITE DAMAGES:

“That Sligo County Council look for 100% Redress Scheme for Pyrite in respect of all properties affected.”

Councillor P. Taylor stated that the scale of this problem has escalated over the last number of weeks and it is crucial that 100% redress is forthcoming to all those affected, as soon as possible.

The motion was supported by the Members, who commended the Acting Chief Executive, Mr. T. Kilfeather for taking the initiative and issuing correspondence to the Minister on this issue on behalf those affected in Co. Sligo. The Members also noted the efforts of Marian Harkin T.D. and Ms. Nora Cawley, Chartered Engineer in raising this matter and seeking 100% redress for all who have been affected.

Mr. Kilfeather added that further correspondence had issued to the Minister on this issue and the members will be kept updated on this matter.

 

51.  ERECTION OF BUS SHELTERS / SEATING AT THE FIRST SEA ROAD:

“That Sligo County Council write to NTA requesting that they look at the possibility of erecting Bus shelters-Seating at the first Sea Road.”

A report circulated to the Members advised that the Council’s Roads Department are working closely with the National Transport Authority on the development of a bus shelter installation programme for County Sligo.  During 2021, it is proposed to provide a total of 7 No. bus shelters at locations including Grange, Cliffoney, Classiebawn Drive - Cartron, Cairns Road and The Mall.  The NTA has indicated their commitment to working with the Council to implement further bus shelter installation programmes for 2022 and beyond.  The provision of shelters at the First Sea Road can be considered in the context of such future bus shelter programmes.

 

52.  REVIEW OF ALLEY WAY AT TREACY AVENUE:

“That Sligo County Council review the Alley Way at Treacy Avenue.”

A report circulated to the members advised that the Area Engineer will undertake an inspection of the Alley Way at Treacy Avenue over the coming weeks and any works deemed necessary will be added to the schedule of ongoing maintenance works.

Councillor O’Grady stated that these works need to be carried out as a matter of urgency due to the condition of the alleyway at Treacy Avenue.  Councillor Gibbons supported the motion.

 

53.  PROVISION OF SEATING AREAS WITHIN THE BOROUGH AREA:

“That Sligo County Council put in place areas where people can sit and eat within the Borough area.” 

In a report to the Members, Acting Director of Services, Ms Concannon, advised that, as it stands, there are numerous benches located at Rockwood parade, JFK Parade, Riverside, Quay Street, Custom House Quay etc.  Notwithstanding this, the proposed public realm projects for Stephen Street Plaza and Stephen Street will make provision for additional benches at these locations.  In addition, the Council’s Parks Department are advancing plans for the installation of picnic benches at locations including Riverside, Doorly Park and Cleveragh Park.  It is hoped that these installations will be completed during the coming months. The Area Engineer is also examining the urban area for appropriate locations to site additional seating/benches.

Councillor O’Grady welcomed a recent allocation of funding and asked that adequate seating areas be provided around the town as soon as possible to facilitate tourists visiting Sligo.  Councillor Gibbons supported the motion.

Councillor Gilroy requested that the county area also be included in plans for installation of seating areas.

Councillor Maguire also supported the motion and asked that the issue of the provision of public toilets in the town be addressed.

 

54.  CARRY OUT REVIEW OF –

1 - INCOME THRESHOLDS FOR SOCIAL HOUSING APPLICATIONS;

2 - TERMS OF THE TENANT PURCHASE SCHEME:

55.  PROVISION OF DISABIITY PARKING BAY IN CAR PARK ADJACENT TO SLIGO REGATTA ROWING CLUB AT CLEVERAGH:

“That the roads department of this local authority provide 2 regulation disability parking bays in the car park adjacent to the Sligo regatta rowing club at Cleveragh.”

The Members were advised that the Roads Department will undertake a review of parking provision at this location over the coming weeks.

Councillor Gibbons thanked the Director of Services for the report and stated that two disabled parking bays are needed at this location, one at the bottom end and one at the entrance to the rowing club.

Councillor Maguire stated that vehicles that carry more than one wheelchair require deeper and wider access and asked that this be taken on board when we are updating our Disability Access Point. 

Councillor Casserly acknowledged the work being done by Thomas Kerins, Executive Engineer and all involved, on the re-painting of the disabled spaces in Sligo town.

Councillor Gibbons also wished to acknowledge the work of the Traffic Wardens in managing disabled spaces and ensuring they are kept clear for use by people requiring access to these bays.

 

56.  INVESTIGATION INTO MOTHER & BABY HOMES / HISTORICAL DOMESTIC ADOPTION:

“Sligo County Council calls for a full investigation into all matters concerning Mother and Baby Homes, County Homes, and Agencies dealing with historical domestic adoption, including TUSLA and the Adoption Authority of Ireland.”

Councillor O’Boyle sought support from the Members to issue a letter to the Government on this motion.  The Members supported the motion and agreed that the review into this matter needs to be re-opened, in order to ensure that survivors and their families receive proper and full support, and gain proper access to their records.

Councillor D. Gilroy enquired in relation to a letter to Sligo County Council from the Sligo Sports & Recreation Partnership (SSRP) proposing that Sligo be put forward as a location for another 50m pool. seeing as the county has such an excellent ambassador at the moment.

The Acting Chief Executive, Mr. T. Kilfeather, in response, stated that a response had issued to the letter from the SSRP.  It was pointed out that, while supporting the proposal, the Regional Sports Centre contains a 25m pool which has served Sligo well for the last thirty five years and the Council would not like to see any development in relation to a 50m pool that may compromise the Regional Sports Centre.
