ARRANGEMENTS FOR MEETING:
The Cathaoirleach welcomed all present and asked Mr. Kilfeather, Acting Chief Executive and Compliance Officer for the meeting (as required under Health and Safety protocols) to set out the procedures that were in place.
Details had also been circulated to all those attending in advance of the meeting.
Members participating remotely were Councillors Connolly, MacSharry and Maguire.
Due to Covid-19 restrictions having reduced the capacity of the Council Chamber, Councillors Clarke, Mullaney, Queenan and Taylor participated via a video link in the Members’ Room and Chief Executive’s Meeting Room in County Hall.
THE LATE BRENDAN CAROLAN, FORMER SENIOR PLANNER WITH SLIGO COUNTY COUNCIL:
On behalf of the Elected Members and Staff, the Cathaoirleach conveyed the sympathies of the Council to the family of former staff member, Brendan Carolan, who had recently passed away.
Brendan worked with Sligo County Council from 1995 to 2007 and the Cathaoirleach said he was ‘An excellent public servant who had extensive experience in his profession. His great friend, former Councillor Joe Leonard recalled him as ‘a warm hearted kind person whose exceptional command of language was the expression of an outstanding intellect, deep learning, perfect recall, humility and an infectious sense of humour. It is a memory of Brendan cherished by all who knew and admired him as on behalf of the Members and staff of Sligo County Council we convey our condolences to his Fiancée, our colleague Niamh Owens and their daughter Emily.’ The Members also acknowledged the fittting tribute paid to Brendan at his funeral by Mr. T. Kilfeather, Acting Chief Executive.
THE LATE MAURICE PRIGENT, FOUNDER MEMBER CROZON TOWN TWINNING ASSOCIATION:
Councillor D. Bree advised the Members of the recent passing of Maurice Prigent, a founder member of the Crozon/Brittany Town Twinning Association. He proposed that the sympathies of the Council be conveyed to his wife, daughters, extended family and his Town Twinning colleagues. This proposal was seconded by Councillor R. O’Grady and agreed by the Members.

- When will the Sligo environs plan be concluded?
- Will review of the County Development Plan start in July? When will the First Manager’s Report be presented?

Councillor T. Walsh asked if consideration could be given to doubling the funding for Residents’ Associations next year. Councillor D. Gilroy said he supported the proposal as there will be more Residents Associations going forward and so will be more demand for this funding.

15. RIGHT OF WAY ON LOCAL ROAD L 1403-0 IN CASTLEBALDWIN:
With the consent of the Cathaoirleach this item, as listed by Councillor Mullaney, was removed from the Agenda:
“To call on Sligo County Council to outline what plans are to extinguish the right of way on local road L 1403-0 in Castlebaldwin now that it’s no longer in use and the lay-by on the north western side”.
As items 16, 24 and 46 related to similar matters, the Cathaoirleach advised the meeting that he would take all three items at this time.
16. & 24. & 46. CLOSURE OF BANK OF IRELAND BRANCHES IN BALLYMOTE AND TUBBERCURRY AND RETENTION OF ATMS AND NIGHT SAFE FACILITIES:

“I call on Sligo County Council to write to Bank of Ireland CEO Francesca McDonagh to voice its anger and disappointment at the announcements of its plans to close branches at Ballymote and Tubbercurry as announced on March 1st. I am calling on Bank of Ireland as a gesture of goodwill to hand back the buildings to the communities through Sligo County Council allowing them to utilise these structures and in particular the Ballymote building could become a community facility such as a museum under the auspices of Sligo County Council and could be the home for the wealth of artefacts from South Sligo that are in storage facilities in Dublin and post Covid, a tourist attraction in the town.
The Ballymote and surrounding community are not contemplating a repeat of what happened when Ulster Bank closed its branch in 2017 and removed also their ATM machine. Bank of Ireland must now put in place the mechanism to ensure its ATM machine will stay operational on the Main Street regardless of the branch closing. As people are aware, these cash machines are loaded internally, and I am calling on Bank of Ireland to NOT leave the town without any out of hours ATM machine. After all the profits this bank has made over its history in these towns on farmers, small businesses etc over the decades, this is the least they could do.”

“To call on Sligo County Council to write to the management of Bank for Ireland asking them to engage with the local business community and the general public on the future of the 24-hour ATMs and night safe box in both Ballymote and Tubbercurry. In addition, that a delegation of Councillors would meet with the CEO of the Bank of Ireland to highlight our concern on the closure of these banks and the affect it will have on our community”.

“To call on the Bank of Ireland to ensure that they maintain an ATM in Ballymote to service all their customers.”
Councillor Walsh referred to the closures of these branches as a retrograde step for both towns and communities, noting that there are issues with broadband in these areas and Post Offices are also under pressure in these towns. He stated that it is crucial that the Bank of Ireland ATMs remain in these towns on a 24/7 basis as shops which provide ATMs will only be available during opening hours.
Councillor Gibbons stated that the Government should take steps to avert the closures or make arrangements for another financial institution to take over the running of these banks, especially in light of the recently launched Government initiative to re-generate rural areas, and the bailout that Bank of Ireland has received in the past.
Councillor Mullaney described Bank of Ireland’s actions in closing these banks as deplorable and re-iterated the call for the ATMs to remain in on a 24/7 basis.
Councillor Healy also echoed these sentiments and also called for the night safe facility to be retained in Ballymote and Tubbercurry.
17. FUNDING FOR DISABLED FRIENDLY BENCHES AROUND THE COUNTY:

“To ask Sligo County Council to source funding for disabled friendly benches to be fitted in public parks and appropriate spaces around the county.”
A report told Members that if funding becomes available for providing new benches, the chosen design should be disabled friendly.
Councillors Walsh and Gibbons requested in a ‘spirit of inclusion’ that all benches be made disabled friendly.
18. RESURFACING / POTHOLE REPAIR WORKS AT RATHCARRICK WOOD WALKWAY, STRANDHILL:

“That Sligo County Council would undertake resurfacing/pothole repair works at Rathcarrick Wood Walkway, Strandhill as requested by residents in the area”.
The report informed Members that a site investigation carried out of the highlighted location surrounding the entrance to Rathcarrick Woods confirmed that the area is not taken in charge by Sligo County Council. Trail maintenance repair work to Queen Maeve Trail surface in the area will be included in future maintenance programmes, subject to COVID restrictions.
While the car park area in question is Coillte property, who own and manage the lands in question, Sligo County Council continue to have a strong and positive ongoing collboration with the Coillte recreational team and the trail which extends out from the car park at Rathcarrick forms part of the Queen Maeve Trail, the most popular recreational trail in Sligo, on TripAdvisor.
Any significant improvement and upgrade works at the Rathcarrick Wood car park will be considered as part of future funding application to the Outdoor Recreational Infrastructure Scheme (ORIS).
19. UPDATE ON DEVELOPMENT AT REAR OF RIVER ROAD, CARTRON:

“That Sligo County Council would provide members with an update on what action Sligo County Council is taking on the development at the rear of River Road, Cartron."
20. UPDATE ON THE FOOTPATH PROGRAMME IN THE TONAPHUBBLE AREA:

“That Sligo County Council would provide members with an update on the footpath programme in the Tonaphubble area”.
21. PROPOSED RISE IN TAXES POST COVID:

“For this Council to write to the Minister for Finance Paschal Donohue following his recent remarks stating that taxes will rise after Covid and ask him not to increase taxes but instead borrow money to stimulate the economy over the next decade.
History shows that we cannot tax our way out of recession. The ECB are prepared to lend billions to allow the country to get back on track. An infrastructure plan including a massive house building programme should be included. In a decade, taxes will increase incrementally due to job creation therefore strengthening the economy and increasing our ability to repay the ECB”.
It was agreed that notice of the resolution would be shared with all Local Authorities.
Councillors O’Boyle, Bree and Gibbons asked to be recorded as dissenting from the motion.
22. CRISIS FACING THE COMMUNITY SECTOR IN RELATION TO INSURANCE:

“I propose that Sligo County Council write to An Tánaiste and ask him to intervene on the crisis facing our community sector in relation to insurance.
The community sector is facing so many challenges in re-opening vital programmes and services, and may not be in a position to recover from the impact of Covid-19 unless the cost of insurance is sorted. A review of the Judicial Guidelines has taken place recently. These guidelines control the amount of damages awarded for personal injury claims and hence the cost of insurance. These guidelines only brought damages for minor, fully-recovered injuries down by 52% in Ireland which means that we are still an outlier in Europe. An 80% reduction is required to bring us in line with England and Wales and get insurance costs down to affordable levels, especially for the community sector. I also ask for this motion to be shared with all other local authorities”.
As items 23 and 42 related to similar matters, the Cathaoirleach advised the meeting that he would take both items at this time.
23. & 42. UPDATE ON THE SLIGO ENVIRONS PLAN AND THE COUNTY DEVELOPMENT PLAN / DEVELOPMENT OF SURFING ACCOMMODATION ON FORMER IDA LANDS AT EASKEY:

“To call on Sligo County Council to activate Section 34 6 of the Planning Act so that the development of surfing accomodation on former IDA lands at Easkey, Co. Sligo can be considered for planning.”
A report circulated in advance of the meeting informed the Members that in August 2017, the provisions of the SEDP were extended through incorporation into the Sligo County Development Plan 2017-2023 (CDP).
In 2018, Sligo County Council carried out pre-draft consultation for a new Sligo and Environs LAP. This process was interrupted when amended legislation required the variation of the County Development Plan before any new local area plan could be adopted.
This legislation required that the County Development Plan be varied to incorporate changes in national & regional policy. The Variation no. 1 of the Sligo CDP 2017-2023 was adopted by the Council in October 2020.
Sligo’s new designation as a Regional Growth Centre, the corresponding Strategic Plan and the updated population targets set out in the Variation were meant to serve as a basis for the preparation of the Sligo and Environs Local Area Plan.
Following the publication by the DHLGH of a Housing Supply Target Methodology (Section 28 Guidelines) just before Christmas 2020, it became evident that future zoning decisions must be based on housing demand instead of population targets.
A total County housing demand figure needs to be calculated for the period of the next County Development Plan. This total figure will then be apportioned to the County’s towns and villages starting at the top (Sligo Regional Growth Centre) and then down through the settlement hierarchy.
The Planning Section has engaged in discussions with the Department in relation to their recent publication of housing demand figures, and with the Office of the Planning Regulator in order to establish what would be the optimal sequencing of forthcoming plans.
While the housing demand calculations require further clarifications, the OPR advised that the best option would be to incorporate the zoning objectives for all settlements (Sligo Town and Environs included) in the next County Development Plan. In other words, the main strategic policies for Sligo’s urban area (e.g. zoning and housing targets) would be included as key elements of the next CDP.
Following these discussions with the OPR, it was therefore decided to commence the review of the County Development Plan as soon as feasible. The Sligo County Development Plan 2023 – 2029 will set the vision for County Sligo for 2023 and beyond.
The formal review of the County Development Plan was not due to be commenced until Q4 2021 but it is now proposed to commence the process by the publication of a pre-draft consultation paper in May/June. The review process will take 2 years to complete. The pre-draft consultation will be carried out in summer 2021. This will be done via an online consultation portal which will allow submissions to be published and viewed by all users.
The First Chief Executive’s Report on pre-draft submissions will be submitted to the members for consideration 16 weeks (approximately four months) after the date of formal commencement of the CDP review.
Future Sligo and Environs Local Area Plan
While the zoning and strategic provisions for County Sligo’s main urban centre will be included in the CDP 2023-2029, the detailed policies, objectives and specific development standards regarding urban regeneration, mobility, design, community facilities, open space, recreation etc. will form part of the future Sligo and Environs Local Area Plan.
The formal preparation of the Sligo and Environs LAP will commence after the Sligo County Development Plan 2023-2029 is adopted.
Councillor Queenan asked that the planning application for development of surfing accommodation on former IDA lands at Easkey be considered favourably by Sligo County Council. Councillor Clarke also appealed for flexibility around this planning application. It was agreed to defer this motion to the May Ordinary meeting for further discussion.
Concern was expressed that the current CDP does not take into account the culture of our rural communities and is out of date with the needs of the area. It was suggested that a meeting take place with Councillors and Planners in order that the Members views can be taken on board. It was also suggested that a meeting take place with the Planning Regulator to outline the Members powers and duties as part of their role in the development of the next CDP.
Ms. D Clarke, DOS, stated that she is willing to facilitate a meeting with the Members. Councillor Taylor undertook to liaise with Ms. Clarke to set up a date for the proposed meeting and will revert to the Members in this regard.
25. CLOSURE OF JUNCTION AT BALLYWEELIN, ROSSES POINT TO TRAFFIC:
With the consent of the Cathaoirleach this item, as listed by Councillors Healy and Gilroy, was deferred to the May Ordinary meeting:
“To call on Sligo County Council to address the concerns raised by residents who live on the old road that runs alongside the R291 in Rosses Point. Residents wish to see the junction at Ballyweelin closed to traffic and asked that the Roads Department would look at this proposal in the interest of health and safety”.
26. PROVISION OF LOCALLY ACCESSIBLE ABORTION SERVICES IN CO. SLIGO

“Sligo County Council are calling on the HSE to announce a date for the provision of locally accessible abortion services through the public health system in Co. Sligo”.
Councillor Bree supported this motion and said that, three years on, there is still no indication of when this service will commence in Sligo.
27. PSYCHOLOGICAL SUPPORT FOR VICTIMS OF DOMESTIC, SEXUAL AND GENDER-BASED VIOLENCE (DSGBV):
The Cathaoirleach confirmed that he would take an amended Motion from Councillor O’Boyle as he now wished to insert the words ‘after court cases’ at the end of the motion.

“Sligo County Council calls on the government to provide free psychological support for all victims of domestic, sexual and gender-based violence (DSGBV) after court cases”
The members agreed that funding and appropriate psychological and counselling services needs to be put in place in order to support vulnerable victims and encourage them to come forward.
28. DEVELOPMENT OF CENTRES OF EXCELLENCE BY BASKETBALL IRELAND:

“In light of the recent announcement from Basketball Ireland that it is to develop 8 to 10 Centres of Excellence nationwide, Sligo County Council requests that County Sligo be considered as a location for a proposed centre.
That Sligo County Council issue correspondence asking the relevant bodies to consider this request: CEO of Basketball Ireland, the Chairperson of the Federation of Irish Sport, The Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, Ms. Catherine Martin and by Minister of State with responsibility for Gaeltacht and Sport, Mr. Jack Chambers”.
Councillor T. Walsh advised that only two locations have to date been selected as Centres of Excellence and Sligo County Council should request that Sligo be selected as a Centre of Excellence due to its longstanding history in basketball, namely the Sligo All Stars, who have participated in this sport on an international basis in the past.
Councillor Casserly also wished to acknowledge the hard work of the volunteers and sponsors involved in this sport over the years.
29. RE-OPENING OF PUBLIC TOILETS AT INNISFREE, BALLINTOGHER:

“That Sligo County Council explores the possibility of the opening of the public toilets located at Innisfree, Ballintogher which are an essential facility for the thousands of visitors who come here every year to the Lake Isle of Innisfree.
Noting that the facility was closed in 2010 after being open for 32 years without incident”.
A report furnished to the Members advised that the re-opening of the public toilets at Innisfree would require the installation of a new waste water treatment system and significant investment would be required for this process to take place. The process may also involve land acquisition and a Part 8 planning application.
It was also agreed that should the facility be re-opened, works would need to be carried out on the adjoining roads and a caretaker appointed also to oversee activity at the site.
30. CLOSURE OF L-7216-0 WEST FROM THE N15 TO L72123-0 TO TRAFFIC ON 31ST MARCH 2021:

“To ask Sligo County Council to reopen L7216-0 West from the N15 to L72123-0 that was closed to Vehicular Traffic on March 31st 2021 and to realign this road opposite the L7216-0 East as was the original layout when the current N15 was built with properly constructed turning lanes both East and West and to engage with the local residents in meaningful consultation to allay their fears and concerns”.

He stated that there were a number of anomalies in this month’s response to the Motion and noted that no Councillor played any part in the closure of this road. Councillor Bree agreed with Councillor Gilroy’s comments and added that the residents in this area were treated as second class citizens due to a lack of consultation on this issue.
Ms. E. Concannon, Acting Director of Services, advised the Members that the decision to close the road was made on the recommendation of the RSA in order to eliminate a road safety hazard and added that this decision will not be reversed.
Mr. T. Kilfeather, Acting Chief Executive, while noting the points raised, advised the Members that approval of the Roads Programme is a reserved function and this had already been approved by the Members. Mr. Kilfeather stated that communication is a critical element of delivering any project and stated that there had been inadequate communications with the residents of the area regarding the decision to close this road. Mr. Kilfeather, on behalf of Sligo County Council, apologised for the lack of communication around this issue and advised that a meeting will be arranged with the residents to explain the reason behind the decision to close this road.
It was agreed that this matter will be further discussed at the May Ordinary Meeting of Sligo County Council.
31. EMERGENCY INVESTMENT IN MENTAL HEALTH SERVICES:

“To call on Sligo County Council to write to the Minister for Health and An Taoiseach to review the reopening plan for all businesses including the hospitality sector ensuring a detailed plan is outlined for the hospitality sector and allowing the hair and beauty sector to reopen. By doing so, more businesses are getting back to work within safe Covid Guidelines. The evidence is there from all of 2020 which highlights the extremely low transmission rates among these sectors”.
A report issued in advance of the meeting outlined details of schemes recently announced by Fáilte Ireland around outdoor dining to support the hospitality and tourism sectors that have been hard hit by Covid-19 restrictions. The schemes include the Outdoor Dining Enhancement Investment Scheme aimed at facilitating greater capacity in outdoor dining by supporting hospitality businesses and Local Authorities with upgrading and enhancing streets and public spaces and implementing weather-proofing solutions which will facilitate year round outdoor dining.
The Council is currently considering the criteria outlined for these schemes and potential locations that will maximise the benefits to the local economy. The deadline for receipt of applications is end of May 2021.
33. CIVIC RECEPTION FOR ZOE LALLY:

“I call on Sligo County Council to arrange a civic reception for Zoe Lally for her bravery in rescuing three people out of the sea at Easkey Pier, saving their lives. Zoe has been nominated by LEAP for this honour, when Covid restrictions allow, and that life buoys would be put in place at this pier.”
A report previously circulated to members had advised that there are two lifebuoys at Easkey Pier and two more along Easkey River (close by).
The Cathaoirleach also advised the Members that a Civic Reception to mark Ms. Lally’s bravery could be arranged at a later date when permitted under guidelines post Covid.
34. PEDESTRIAN FOOTBRIDGE ADJACENT TO MARKIEVICZ BRIDGE:

“That the Council be provided with an up to date report on the proposed pedestrian footbridge to be erected adjacent to Markievicz Bridge with a
timescale as to when construction work is expected to commence on the project.”
A report furnished to Members advised that Sligo County Council received €100,000 for the proposed Markievicz Footbridge Project as part of the recently announced Active Travel Funding for 2021. Members were also advised that the proposal shall be developed in light of the overall proposed Local Transport Plan for Sligo City and Environs and in the context of the Public Realm Strategy for Sligo City. It is expected a clearer picture will emerge regarding any proposed timescales following the completion of the Local Transport Plan.
Councillor D. Bree stated that an initial grant had been provided to commence this project back in 2007 and noted with disappointment that the project has not progressed to date. He stated that a timescale is needed on when construction can commence.
Mr. T. Kilfeather, Acting Chief Executive, advised that Markievicz Bridge is a protected structure and confirmed that he will revert to Councillor Bree around the timeline for works to proceed.
35. REPORT ON CLEANSING OF ILLEGAL DUMPING FOR 2018, 2019 AND 2020:

“To ask the Chief Executive to provide a report on the costs of cleansing of illegal dumping for the years 2018, 2019 and 2020, the report to also include the Council’s proposed strategy to deal with this issue in future.”
A report forwarded to Members outlined costs of clean-ups for illegal dumping for 2018, 2019 and 2020. The report also advised that work is progressing on a new Litter Management Plan. This Plan will set out the objectives of Sligo County Council for the prevention and control of litter over the next number of year and will specify the strategies to be undertaken to attain the objectives. The report laid out some of the ways it is proposed to continue to deal with illegal dumping.
Councillor Bree commended the various groups for their efforts in dealing with this problem. The Motion was supported by the Members. Councillor T. Healy requested that Tidy Towns committees would have an input into the new Litter Management Plan.
36. RE-OPENING OF THE FAIRGROUND RECREATIONAL PARK AND ASSOCIATED WORKS:

“That the Council be provided with a report outlining the plans to re-open the Fairgreen Recreational Park including proposals to seek grant aid for the next phase of the development of the Park particularly with regard to the provision of pedestrian and cycle ways.”
Members had been informed as follows:
The Fairgreen Recreational Park closed circa 3 years ago following incidences of anti-social behaviour, which resulted in significant and costly damage to the surface of the Multi Sports Games Area. There are no immediate plans to re-open the Fairgreen.
In advance of any re-opening of the Fairgreen it is considered that Community consultation will be required in order to ascertain the recreational needs of the local community and to inform the Council in terms of future design of this space. The area, although quite confined, could incorporate pedestrian / cycleways and possibly kids play areas. However, installation of public lighting and CCTV would be vital in terms of seeking to eliminate anti-social behaviour issues.
However the Roads Section has managed to set aside a modest budget specifically for this Project at the end of 2020.
These funds can, following a community consultation, be considered for works at the location or held to provide matched funding for a possible future Sports Capital Programme application.
37. PRESENTATION BY CEO OF SLIGO LEADER ON ROLE OF LEADER IN THE COUNTY:

The report circulated stated that the Council, as previously advised to the Members, has been actively exploring a number of options over the last number of years to have the property put back into use by an Approved Housing Body. There are ongoing discussions with both the Department of Housing and an Approved Housing Body with regard to the future use of this building for social housing purposes. This building has been vacant since November 2008 and is in need of major refurbishment. The building remains in the ownership of Finisklin Housing Association Ltd.
The Members requested further information on the building and the plans for its use going forward. Mr. J. Murphy, SEO, Housing, confirmed that he will provide an updated report to the members in due course.
41. INCOME THRESHOLD FOR ELIGIBILITY FOR MEDICAL CARDS APPLICANTS:

This fee would have been paid at commencement of development work but the connection was never completed due to delays in finishing the dwelling.
And to ensure that no householder is asked to pay a second contribution to Irish Water when they have already paid for the provision of water facilities to Sligo County Council.”

“To ask Sligo County Council is there a plan in place to promote Sligo as a quality marine tourism destination on the Wild Atlantic Way and has an application been made for funding under CAPITEN (Atlantic Cluster for Technological and Economic Innovation in the Nautical Sector) for this?”
A report to the members advised that a five year Tourism Strategy was developed by Sligo Tourism and Sligo Co Council for the promotion and development of Sligo’s tourism product offering from 2018-2023. The Tourism Strategy sets out the key strengths that Sligo has, upon which to build a sustainable tourism sector. Sligo’s maritime and marine assets were highlighted as having huge potential for development particularly in the areas of adventure, leisure and outdoor recreation.
Fáilte Ireland and Tourism Ireland also promote Sligo as a quality tourism destination along the Wild Atlantic Way within Ireland and overseas. Currently, Failte Ireland’s Wild Atlantic Way team are also working on a Destination and Visitor Experience Development Plan for Sligo which will build on Sligo’s position as a tourism destination along the Wild Atlantic Way.
CAPITEN is an EU INTERREG Atlantic Area Regional Development Programme involving a collaboration of 16 partners from Scotland, Ireland, France, Portugal and Spain. It aims to promote marine tourism, the fishing and nautical industry sectors by promoting sustainable and innovative practices and approaches in the various sectors and sub supply chains of the marine industry. The programme is set to conclude in April 2021. Sligo was not included as a partner in this EU Programme.
