3. MINUTES OF ORDINARY MEETING OF SLIGO COUNTY COUNCIL HELD ON 2ND SEPTEMBER, 2019:
Councillor O’Boyle referred to Item 15 in the Minutes of the September Ordinary Meeting - To adopt the Traveller Accommodation Programme for the period 1st July, 2019 to 30th June, 2024. He enquired whether this was the Programme forwarded to Sligo County Council Members by Sligo Traveller Support Group.
Mr. Gavin referred to discussions he had held with Councillor O’Boyle and advised that the Executive had no difficulty in terms of talking to the Support Group. The Cathaoirleach informed the Meeting that Councillor Baker had also wished to speak on this matter but had been delayed. It was agreed to defer consideration of Item 3 until he joined the meeting.

13. VARIATIONS TO THE COUNTY DEVELOPMENT PLAN:
In response to an outline of the process by Ms. Clarke, Councillor Clarke thanked the Director of Services for confirming that the Members would have a variation of the County Development Plan available to them.

“To propose the setting up of a sub-committee, Chaired by Councillor Paul Taylor, comprising of any Members wishing to participate in discussions on variations to the County Development Plan”.
The Chief Executive sought confirmation that this was a Committee of Members and that, when established, would have the appropriate advice and guidance. Councillor Clarke agreed that the proposal was for a group of Members to meet first and then meet with the Executive afterwards.
Councillor Taylor concurred that following the Councillors’ meeting, they would be seeking relevant information from the Executive.
14. PRESENTATION ON NEW BRANDING AND SLIGO.IE
Ms. Clarke outlined the background to the new Brand for Sligo which had taken 12-18 months to finalise. This would be hosted on the website www.sligo.ie which would have all information relating to Sligo following the launch on 24th October.
Ms. Catherine Heaney of D.H.R. Communications gave a detailed presentation on the new brand, the partnership of public and private stakeholders that had delivered the project, and summarised proposals for its roll-out and promotion.
The visual of the logo was presented to the meeting: “Sligo – Live, Invest, Visit”. The project was predicated on those three pillars.

Mr. O’Brien gave a brief view of the website which was due to be launched on 24th October. Based on the three main pillars with the homepage set out as Live, Invest and Visit, the site will host vibrant photos, videos and stories.
Following comments from several Members, the Chief Executive acknowledged the points raised and positive reaction. In concluding the discussion, Ms. Clarke added that the logo was colour coded with green for Live, Blue for Invest and Red for Visit.
Ms. Heaney had referred to Brand Ambassadors and Councillor O’Grady outlined the situation in Sligo’s Twin Town of Tallahassee where this was formalised and worked well.

The Cathaoirleach thanked the Director of Services and Ms. Heaney. He also added his thanks to Margaret McConnell, Daithi Gallagher and Anita Flynn for their excellent work on the project.
15. PROGRESS REPORT ON THE N4 COLLOONEY TO CASTLEBALDWIN PLAN:
Mr. Kilfeather referred to updates provided recently at Municipal District Meetings for the ongoing works on the N4, N15, Rosses Point Road junction and O’Connell Street Enhancement Scheme. The N4 Collooney-Castlebaldwin Scheme was the biggest construction scheme that had taken place in the county. The Members, Public Representatives, Executive and the Community had worked together to have this Scheme delivered.
The Collooney-Castlebaldwin Scheme was about eight months into construction. It was being delivered by the T.I.I. Regional Office through Emer Concannon and Bernard Scott of Sligo County Council. It was felt that it would be useful to give Members an overview of the Scheme.
Mr. Scott, Project Manager and Liaison Officer, provided a Presentation to the Members under the following headings:

The Meeting was also informed that there was a dedicated website for details about this route – www.n4realignment.ie and also a ‘Freephone’ telephone line for Queries/complaints (071-9167299). Following the on screen Presentation, drone footage of the complete route, as it currently stands, was shown to the Meeting.
Several Members complimented all those involved on the Scheme and Mr. Scott for his Presentation.
Councillor O’Grady also asked that the late Councillor Margaret Gormley would be remembered on this occasion. Regrettably, the last time most of the Members had gathered in her company had been at the sod turning for this route. It was recalled that Councillor Gormley had raised this matter, as well as the N17 route, at every opportunity.
16. ARTS GRANTS SCHEME 2019 – APPEALS AND UNSPENT FUNDING:
Members had been furnished with a report setting out the proposed redistribution of unspent funding previously allocated to various groups.

17. MONTHLY MANAGEMENT REPORT FOR AUGUST 2019:
Councillor MacManus sought clarification on two items in the Report –
- Update for Members on the ‘Atlantic Corridor’ and
- Purpose of Meetings with Coillte as listed in the C. E.’s Diary.
The Chief Executive confirmed that, in relation to the Atlantic Corridor, this could be accommodated on the agenda of a future meeting.
In regard to meetings with Coillte, The Chief Executive advised the meeting that there was potential for positive developments in these discussions.
18. BRING BANK FACILITY FOR CARRAROE AREA:

“To ask Sligo County Council to engage with local community in Carraroe and expedite the installation of a Bring Bank Facility for the area.”
In response to the motion, Mr. Kilfeather provided the Members with a report and it was noted from same that discussions would be held with CADRA (Carraroe and District Residents Association) in 2020.
19. PROVISION OF WATER ECO FILLING STATIONS:

“To ask Sligo County Council to provide water eco filling stations at locations in Sligo town area and engage with other stakeholders about the provision of same in our recreational areas in a bid to cut down on single plastic use.”
Mr. Kilfeather responded with a report to the meeting which included details of four water refilling stations where work was ongoing at the time. These were in Sligo town, Enniscrone, Strandhill and Rosses Point. Should further funding become available in 2020, a further application would be submitted for the provision of additional stations at locations in the Sligo town area.
20. PROPOSED WORKS AT CARRICKNAGAT BRIDGE BETWEEN COLLOONEY AND BALLISODARE:

“To ask Sligo County Council for an update in relation to proposed works at Carricknagat Bridge between Collooney and Ballisodare and outline timeline for same.”
Mr. Kilfeather informed the Meeting that the Council’s Road Design Office had received tenders for the Scheme. However, the tendered price was substantially greater than the allocated budget. Additional funding would have to be sourced in order for the works to proceed.
ITEMS 35 AND 48:
As Councillor Gilroy had a previous engagement, the Cathaoirleach informed the Meeting that he would take items 35 and 48 at this time.
35. EUROSTAT:

“To call on Sligo County Council to write to Paschal Donohoe, T.D., Minister for Finance, Public Expenditure and Reform stating that ‘Eurostat has confirmed that the Northern and Western Region, which includes our local authority, has moved back from a “Developed Region” to “Region in Transition” and considering that this points to a two speed national economy, how is the Minister proposing to address it; is there opportunity for positive discrimination? Can the Minister also confirm that European Regional Development Funding will continue to be delivered in the regions post 2020?”
The Chief Executive said that Sligo County Council would need to carefully consider the communication issued in this regard. At present, Sligo County Council did not have to provide the same amount of match funding. In the higher range, 55% had to be provided whereas Sligo currently had to provide 40%
48. BATHING AREA AT ROSSES POINT YACHT CLUB:

“To call on Sligo County Council to carry out a safety assessment on the steps at the bathing area beside Rosses Point Yacht Club with a view to installing a safety handrail.
These steps have been upgraded in recent years but unfortunately the upgraded steps become extremely slippery at low tide when the steps are exposed. A number of slips have happened by swimmers this year and a handrail may be a simple solution that could avoid a serious injury in the future.”
It was confirmed by the Director of Services that staff would investigate and arrange any necessary works.

21. E. U. LAW BANNING USE OF LEAD IN FISHING AND SHOOTING:

“That this Council expresses concern with the proposed EU law that would ban the use of lead in shooting and fishing, making over 100,000 shotguns in Ireland obsolete.
We believe that such legislation would be costly, unworkable and counterproductive without the full engagement of those impacted.
That we call on the government to initiate a robust consultation process with all affected parties including game clubs, farming bodies and conservation organisations before proceeding to support any EU proposals in this regard or enacting any legislation at domestic level.”
22. TOURISM V.A.T. RATE:
With the agreement of the Cathaoirleach item 22, as submitted by Councillor Queenan, was deferred to the November Ordinary Meeting Agenda.
23. ROAD SAFETY IMPROVEMENTS IN CLIFFONEY VILLAGE:

“To request a report on road safety improvement works that are to be carried out in Cliffoney village, including addressing the safety issues at the high collision location at Creevykeel, and the necessary footpath improvement works that are needed in Cliffoney village.”
In reply, Mr. Kilfeather confirmed that some locations that may benefit from road safety improvements had been identified by Sligo County Council and the T.I.I. in Cliffoney. These would be further investigated with a view to obtaining funding in 2020.
24. SIGNAGE AT WOODLAND AREAS RE. LYME DISEASE:

“To request, in consultation with Coillte, for signage to be placed at local woodland areas and forest recreation walks in order to increase awareness of Lyme Disease, to advise the public of the dangers of contracting Lyme disease from ticks, and how to protect yourself when visiting the outdoors. And also to request for this motion to be forwarded to all local authorities for consideration.”
Councillor Bree sought confirmation that it was Coillte that should erect the signage outlined in the motion and this was agreed.
25. INSURANCE COVER FOR COMMUNITY PLAYGROUNDS:

“To call on the Director of Community, Planning and Economy Development to provide insurance cover for Community playgrounds in the country under the local authority’s insurance policy.”
Several Members outlined their concerns regarding the effect the cost of insurance cover was having on many community facilities, not just playgrounds. Directors of Services D. Clarke and T. Kilfeather, together with the Chief Executive, outlined the Council’s position and difficulties in this area.
The proposer of the motion, Councillor Mullaney, said that Mr. Kilfeather’s report had outlined the difficulties for Community Groups – compliance and costs. His concern was that, without this being addressed, facilities would be closed across the country. This was an area that the Members might need to come back to again he concluded.
50. PLANNING APPLICATIONS IN EASKEY:
Due to the attendance for this item of residents from the Easkey area, the Acting Cathaoirleach said he would take Item 50 at this time.

“To ask Sligo County Council to confirm that all planning conditions were adhered to relating to the granted planning permissions of:

If it is considered that any planning condition(s) attached to the above planning applications may not have been adhered to, to list:
- The planning application reference number and the numbered condition subject to query;
- What action(s) the Enforcement section of Sligo County Council are taking to address each queried planning condition.”
Ms. Clarke, Director of Services, provided the Members with a detailed report as requested. The report informed the Members that a recent application for planning permission – Pl. 19/171 – was the subject of an appeal to An Bord Pleanála. Once the appeal had been determined, Sligo County Council’s Enforcement Section would determine if action was required. Councillor MacManus said he did not have any difficulty in deferring this matter until a decision had been made by An Bord Pleanála.

As Councillor Maguire was unable to attend the Meeting, the Cathaoirleach deferred the following items to the November Agenda:
“That Sligo County Council will provide an update on the status of the establishment of the Sligo Older People’s Council.”
“That Sligo County Council will engage with the Seabin Project to examine the possibility of installing one off the Sligo Coastline”.
“That Sligo County Council will renew my call for a Columbarium for Rosses Point cemetery.”
29. RECYCLING DAY FOR REMOVAL OF OLD MATTRESSES:

“Following on from the successful old electrical recycling day in Ballymote on September 14th, can Sligo County Council arrange a similar amnesty day to help with the ongoing issue of illegal dumping of old mattresses? Civic amenity sites are charging €25 for single and €35 for double to dispose of same. Other councils have held such events recently and at one of these over 700 old mattresses were collected in one day.”
Mr. Kilfeather confirmed that a ‘Bulky Waste Amnesty Event’ had been held in June 2019 where 13.24 tonnes of bulky waste had been collected. At the conclusion of a detailed report, it was noted that the Environment Section would discuss with the Connacht-Ulster WERLA Office the possibility of another Mattress Amnesty Event in 2020, subject to available funds.
30. MANDATORY REGISTRATION FOR BICYCLES:

“I call on Sligo County Council to work with the Garda and community groups for the introduction of mandatory registration for all bikes sold in Sligo in light of the statistics that over 100 bicycles are stolen in Ireland every week. The registration of bikes means that in the unfortunate, but sadly not unusual, event of a bike being stolen, Gardaí will have the ability to identify the proper owner when recovering stolen bikes. The current rate of theft is dissuading some people from using their bikes in certain areas for fear of theft. A comprehensive register will also prove a deterrent to would be-thieves.”
Councillor Mulvey outlined his reasons for listing this item and further asked that a letter would be sent to the Department of Transport, Tourism and Sport to enquire if there was any initiative available for this.
31. UPDATING OF ELECTORAL REGISTER:

"That Sligo County Council takes whatever action is necessary to update the electoral register in Sligo County."
The meeting was informed by Mr. Colreavy that a Draft Register was being prepared for publication on 1st November, assisted by ten Field Officers employed by Sligo County Council. Details of the public information campaign were also set out.
Legislation and Guidelines in relation to the Register of Electors were published by the Department of Housing, Planning and Local Government. Documentation and forms had to be prepared in accordance with the national Guidelines.
In recent days, information re. proposals for modernisation of Registration of Electors had been received.
The proposals included a simplification of forms and process, a rolling register or continuous registration and optional online registration and secure self-service
A total of 187 submissions were received from individuals, public representatives, local authorities, political parties and community and voluntary and social organisations. The responses to the consultation were informing ongoing work in the Department on various elements of the project, and the development of a draft General Scheme of an Electoral (Amendment) Bill.
32. G.D.P.R. PROTOCOLS WITH C.C.T.V. SYSTEMS:

- Will this affect the CCTV systems in place at this time and under the control of Sligo County Council;

In the meantime, an application was being submitted to the Office of Public Works for interim works to be carried out in the area. If successful, it was hoped to carry out the works before the end of the year.
39. UPDATE ON LOUGH TALT WATER UPGRADE WORKS:

Mr. Kilfeather read a report which had been received from Irish Water. This report would be circulated to the Members following the Meeting.
Councillor Clarke thanked the Director of Services but expressed his concern at the timeframe of another year before a clean water supply would be in place in that area. He also added that a scheme for compensation should be put in place as the delay was due to a Ministerial error.

40. HEDGE CUTTING SCHEME:

“To call on the Director of Services for Infrastructure to introduce a hedge cutting scheme to encourage communities, groups of local residents and land owners to cut hedges/trees that need attention along the Public Road Network.”
Members referred to a similar proposal which had been put forward by former Councillor Keith Henry. The Executive had difficulties with implementing such a proposal. It was a Statutory requirement for landowners to cut their hedges.
Following a discussion where many Members put forward their views, Mr. Kilfeather stated that 2019 had been an exceptional year in terms of growth. Dangerous places were dealt with by Sligo County Council staff. A notice had been placed in the local media and a further notice would be published.
41. UPGRADING OF BRIDGE ON R294:

Mr. Kilfeather confirmed that this location would be investigated. It was further noted that there was a need for an overall review of the R294 in Sligo. While the Design Section were endeavouring to carry out such a review, staff resources had limited the amount of work that could be done.

44. PROPERTIES OWNED BY SLIGO COUNTY COUNCIL IN THE DOCKS AREA, SLIGO:

“Noting that the Council is receiving minimum rents in respect of certain properties in the ownership of the Council in the docks area, this meeting requests the Executive to have the rental agreements/leases reviewed as a matter of urgency so as there can be a realistic and fair increase in the rents.”
Mr. Gavin responded to this motion and said that there were approximately 20 separate parties with lease agreements in the harbour area. In some cases there were more than one property involved and, in some instances, the property was subject to a number of leases granted at different times. The earliest lease was going back to approximately 1910. Further details regarding the leases granted by Sligo Harbour Commissioners and inherited by the Council were set out.
In conclusion, the Director of Services confirmed that Sligo County Council would review each lease agreement as had been requested and prepare a follow-on report.
45. REHABILITATIVE TRAINING ALLOWANCE:

“Recognising that the Rehabilitative Training Allowance of €31.80 per week, was designed and introduced to support people with disabilities to develop social and basic work skills so that further education and training, and employment options are more accessible to them; this Council condemns the Government’s decision to abolish the training allowance, and further we call for the full reinstatement of the training allowance.”

Members were informed by Mr. Gavin that the number of staff employed by the Council at the end of August 2019 was 476 (404 permanent employees and 72 temporary contract employees). Two members of staff were due to return from Career Breaks before the end of 2019 and a further ten in 2020.
The increase in staff numbers from the lowest level in March 2016 primarily arose from recruitment of temporary contract staff for Capital Projects.

Mr. Gavin further clarified that where approval was being sought, this also referred to existing posts. Sanction had to be sought in those cases. Eight or nine applications did not relate to additional posts.
47. PUBLIC LIGHTING AT TONAPHUBBLE/HOLY WELL ROAD:

Mr. Kilfeather outlined the difficulties the Council were operating under due to financial constraints in relation to the provision and maintenance of public lighting. Housing estates having been taken in charge by the Council had added to the number of lights in the Council’s Inventory, leading to increased maintenance and power costs in the same period. There would be a significant costs overrun in that area for 2019 and any proposals, even those requiring prioritisation on health and safety grounds could not be considered in the short term.
A significantly increased budget would be sought for 2020 and, having regard to the details discussed, this location would be reviewed early in 2020.

51. REVIEW AND MAPPING EXERCISE OF PUBLIC LIGHTING IN COUNTY SLIGO:

“To ask Sligo County Council to conduct a review and mapping exercise of public lighting in all towns and villages throughout the county and to provide a report on same and in light of additional revenue for 2020 to ask Sligo County Council to consider introducing an installation programme with areas prioritised where there is a health and safety risk.”
Mr. Kilfeather informed the Meeting that the Council’s public lighting data management system combined a mapping interface and a data capture tool. Every light had been mapped and data uploaded to the system. The National Public Lighting Retrofit Project, due to commence in 2020, would require detailed designs for each village and street. The lighting provided under those designs must comply with relevant standards and current legislation.
52. NAMING OF NEW DEVELOPMENT ON STRANDHILL ROAD AFTER FORMER MAYOR, KATHLEEN MCGOLDRICK:

Ms. Clarke reported that a name had been put forward by the Council’s Architects’ Section and had been considered in 2018. Members requested that this resolution would be brought back to the Placenames Committee for their consideration and Ms. Clarke undertook to do so.
53. TRAFFIC FLOW ON FINISKLIN ROAD:

54. UPGRADING OF ROADS AND FOOTPATHS AT ST. ANNE’S TERRACE, SLIGO:

58. PRIMARY CARE CENTRE IN TUBBERCURRY:

Mr. Gavin reported that Sligo County Council had agreed to dispose of a site at Tubbercurry to the H.S.E. for the development of the Primary Care Centre. The sale had not concluded but, in the previous week, the H.S.E. had made contact with the Council in respect to making payment for the site.

The Members were advised that there had been correspondence with the National Transport Authority (N.T.A.) in relation to identifying the Council’s priorities for bus shelters throughout the county. There was limited funding available through the N.T.A. and the demand for bus shelters exceeded the available funding.

63. PREPARATION OF SLIGO CITY AND ENVIRONS LOCAL AREA PLAN:

Ms. Clarke provided the Meeting with a detailed report regarding the preparation of a successor document to the Sligo and Environs Development Plan. In conclusion, the Members were informed that having regard to the designation of Sligo Town as a Regional Growth Centre, it will be a priority to prepare a Local Area Plan for the Sligo and Environs area with consultation on this new Local Area Plan expected to commence in 2020.
64. REPORT ON FUNDING OF THE EUROPEAN GARAVOGE BRIDGE:

Mr. Kilfeather provided the Members with the update, as requested. It was noted in the report that the ‘Eastern Garavogue Bridge and Approach Roads Scheme’ was intended to improve access to the East Ward of Sligo City. It was emphasised that the Scheme was not intended as a bypass of the city.
It was further confirmed that any traffic travelling from the Pearse Road area or town centre to the bridge would use the existing road network. It was added that it would be several years before the bridge was constructed.
65. DISABILITY INCLUSION AND ACCESS STRATEGY 2019-2022:

Mr. Gavin reported in reply to the motion and informed the Members that the Strategy had been launched in May 2019 setting out a series of actions to be implemented over the lifetime of the Plan. Further details of the Committee and its work were also provided to the Meeting.
