3.  TAKING IN CHARGE OF ESTATE KNOWN AS “KEVINSFORT HEATH”, BALLYDOOGAN:

“That Sligo County Council commence the process of taking in charge the development known as ‘Kevinsfort Heath’, Ballydoogan, Strandhill, Co. Sligo by instigating the necessary procedures under Section 11 of the Roads Act, 1993 to declare public the road serving the development.”

Councillor O’Grady welcomed the commencement of the process and asked that the Members’ appreciation be recorded for the work carried out by the staff in the Council’s Planning Enforcement Section. 

 

4.  SECTION 183 OF THE LOCAL GOVERNMENT ACT, 2001 – DISPOSAL OF DEMOUNTABLE DWELLING AT CAMCUILL, DROMORE WEST:

8.  REPORT RE. ENNISCRONE PLEBISCITE:

The Cathaoirleach also took item 38, which related to the same matter, at this time.

“To call on Sligo County Council to set a date in May 2019 to hold a plebiscite of the qualified electors in respect of changing the official name of the non-municipal town of Inishcrone from,

  1. ‘Inishcrone, to ‘Enniscrone’ in English and from
  2. ‘Inis Crabhann’ to ‘Inis Eiscir Abhann’ in Irish

in light of the fact that the Local Government Act 2019 and all ancillary legislation to hold a plebiscite has now been enacted.

Ms. Clarke reported to the meeting outlining the up-to-date position regarding the proposed Plebiscite. 

In conclusion, the Members were advised that “as the regulations have yet to be finalised and commenced, it would be premature at this point to confirm that the plebiscite to change the name of Inishcrone to Enniscrone could take place in May 2019.

Any developments in respect of the emerging regulations and their commencement will be kept under review and Sligo County Council will be advised accordingly.”

Councillor Queenan, Councillor Mulvey and Councillor Clarke expressed their disappointment and asked that the matter would be deferred to the agenda of the April Meeting.

The Chief Executive informed the Members that once the regulations were published, the Council would be in a position to know what was required and would be in a position to plan for the plebiscite. It was not possible to pre-empt the process 

Ms. Clarke informed the Members that the Department was not in a position to advise of a date for the passing of the regulations. It was suggested there may be some changes to the Regulations in relation to the holding of the ballot, and the electoral register will also need the approval of the Members.

It was agreed to defer further consideration of the matter until the April Ordinary Meeting.

 

9.  RECOMMENDATIONS OF THE ASSESSMENT PANEL FOR GRANTS UNDER THE CONTRIBUTIONS TO THE ARTS SCHEME, 2019:

10.  GRANT AWARDS FOR SLIGO PROJECTS UNDER THE RURAL REGENERATION DEVELOPMENT FUND (R.R.D.F.):

As item 30 on the Agenda also related to a Rural Regeneration Development Fund project, the Cathaoirleach dealt with it at this time.

“Ask the Director of Services to outline the next steps in the process R.R.D.F. project regarding 131 250 Cliff bath house Enniscrone.”

In relation to Councillor Queenan’s notice of motion, Ms. Clarke reported as follows:

“The “Cliff Bath House” project, led by Sligo County Council, has attracted category 2 RRDF funding in the amount of €131,250, which requires an additional match funding contribution from Sligo County Council to the value of €43,750.  The available funding will facilitate the pursuit of a detailed design for the redevelopment of a significant portion of the beach front area of Enniscrone, inclusive of the Cliff Bath House, Enniscrone Pavilion, Promenade, Cliff Road and Hollow.

Sligo County Council will seek to appoint a multidisciplinary team to develop a comprehensive plan for this area in consultation with the local community.  The project team will seek to attain all necessary statutory consents for the proposed works.  Supporting documentation to prepare an application for further funding for the project under Category 1 of the RRDF will also be advanced. The final project is currently estimated to cost in the region of €3million.”

Members acknowledged the valuable work being carried out under this funding and thanked the Council’s staff for their role in the various projects.

 

11.  ORDINARY MEETING OF SLIGO COUNTY COUNCIL – MAY 2019:

13.  HANDBOOK FOR NEW COUNCILLORS:

The Cathaoirleach agreed to defer this item, as submitted by Councillor S. Maguire, to the April Ordinary Meeting Agenda.

 

14.  FUTURE ECONOMIC DEVELOPMENT OF RURAL SLIGO:

“To ask the County Manager to confirm when he proposes to issue his report on the future economic development of rural Sligo as agreed at July 2018 Meeting.”

Ms. Clarke informed the meeting that the detailed report would be circulated following the meeting.  The report on economic development in rural County Sligo focused on three main areas:

  1. (1)   Definition of “rural” at national level and local/regional level,
  2. (2)   Policy context/strategic objectives and
  3. (3)   Development Potential/Investment secured for specific projects
    1.               Infrastructure – Roads and Broadband
    2. Tourism sector
    3. Revitalising Rural Towns and Villages
    4. Micro business sector and
    5. Creative industries.

Members expressed their disappointment that they did not have the report in advance of the meeting. Its level of detail made it very difficult for members to engage in discussion in relation to its content and to pose questions. The Meetings Administrator advised the Meeting that, when available, reports relating to headed items were circulated in advance.  However it has been the practice that reports in relation to Councillors’ motions were not circulated in advance of the meeting and would be deferred if the Councillor was not in attendance. 

The Members’ concerns in this regard were noted, it was agreed that the subject of meeting reports would be considered at the next meeting of the Council’s Procedures Committee, with a view to amending the practice to facilitate the issue of detailed reports on motions in advance of the meeting.   

Members welcomed the content of the report which set out so many positive developments across the rural and urban areas in County Sligo.

 

15.  PRIMARY CARE CENTRE IN GRANGE:

“To request a progress report from the HSE re the proposed new Primary Care Centre in Grange.”

 

16.  SAFETY MEASURES AT COLLOONEY ROUNDABOUT:

“That the Roads Department source funding to improve pedestrian and cyclist safety at the roundabout at Collooney with particular attention being given to the improvement of the underpass under the dual carriageway close to the Teeling Centre.”

Mr. Kilfeather reported that Collooney Tidy Towns Committee received a community grant in late 2018 which included for a proposal to extend the footpath underneath the motorway to give improved access to the Union Wood/Teeling Centre area of the village.

Councillor Healy referred to issues raised in this regard at a recent meeting held in Collooney and requested Councillor Casserly to consider rewording the resolution.

18.  UPGRADING OF ROADS R293 AND R294:

“To request the Council to apply for special funding to upgrade two strategic roads the R293 and R294.”

The Meeting was informed by Mr. Kilfeather that subject to resources, the Roads Department intend in 2019 to prepare a Preliminary Appraisal for proposed upgrade works on the R293 and R294.  It is intended that the Preliminary Appraisal will develop a strategy for upgrade works on these roads including identifying feasible locations suitable for improvement works and associated costs.  This will allow a formal application to the Department of Tourism, Transport and Sport for funding.  Discussions have already taken place with the Department of Tourism, Transport and Sport in this regard.  The progression of schemes is subject to resources being available to carry out the design work to for these projects.

In reply, Councillor Gormley welcomed the content of the report.

 

19.  REQUEST FOR UPDATE ON THE PROVISION OF PRIMARY CARE CENTRE IN TUBBERCURRY:

“That this Council calls on the HSE for the up-to-date position on the provision of a new primary care Centre in Tubbercurry”.

 

17.  INSTALLATION OF A.E.D. SIGNAGE:

“That Sligo County Council in conjunction with the H.S.E. have A.E.D. signage installed in all public car parks in Sligo town and county indicating where the nearest defibrillator is.”

Members were informed by Councillor Casserly that, in conjunction with Sligo B.I.D., a map of Sligo town had been prepared noting the location of various A.E.D.s in the area.  However, the motion sought the installation of signage around the town indicating the nearest location where one was available.

In supporting the motion, Councillor O’Grady referred to having raised this matter at the January Meeting.  This had arisen following an incident on Rockwood Parade where a Sligo Grammar School Student had assisted a casualty but there had been difficulty in identifying the location of the nearest A.E.D.  The student, James Lawlor Kerr, had been a recent recipient of a Garda Award as a result of his efforts.

Councillor O’Grady further added that she had been in contact with the participants in the “Men’s Shed” and they were willing to become involved in the provision of the signage. 

The input by both Sligo B.I.D. and the “Men’s Shed” was acknowledged by the Members.

 

20.  PROVISION OF NEW GARDA STATION IN SLIGO TOWN:

“To request a progress report from the O.P.W. and the Department of Justice re. the proposed new Garda Station in Sligo Town.”

 

21.  LOCATION OF RECYCLING BINS AT ENTRANCE TO “TOWER HILL”, ESTATE, BALLYMOTE:

“To ask Sligo County Council to re-examine the current location of the recycle bins which are situated at the entrance to Tower Hill housing estate and opposite the Cemetery in Ballymote”.

The Chief Executive informed the meeting that it has been noted that there has been an increase in complaints received in recent months, regarding illegal dumping and anti social behaviour in the vicinity of the Bottle Bank facility in Ballymote.  CCTV cameras located at the site have not been in operation for some time, however, repair works are scheduled in the next fortnight which will assist the Local Authority and the Gardaí in addressing these issues.  Re-location of a Bottle Bank facility costs in the region of €7,000, which our budget will not allow for at this time.  If difficulties continue, consideration will be given to re-examine the current location in 2020.  

In noting the contents of the report, Members referred to the efforts of those residing in the area and those visiting the local Cemetery to maintain the area.  Instances of illegal dumping were causing difficulties for them. 

Councillor Henry identified a lack of C.C.T.V. as being a problem.  Should prosecutions occur, evidence collected by the C.C.T.V. systems in place at bottle and clothing collection banks would be important and would also act as a deterrent.

Councillor Clarke asked that a system of marking each location on the banks would also be examined.  This would allow callers to advise the relevant authority when banks needed to be emptied.

Several Members referred to the excellent work undertaken by a member of staff, James McGowan, in maintaining the areas around bottle and clothing banks and ensuring that they were emptied in a timely fashion.

 

22.  SURFACE DRESSSING OF PATHS IN TOWN PARK, BALLYMOTE:

“I call on Sligo County Council to allocate funding to allow for the bitmac surface dressings of the public path in the town park Ballymote as all the preparatory work is in place.  Unfortunately the surface at present is totally unsafe for senior citizens, disability users especially those on mobility scooters and also unsuitable for parents with young children as it is adjacent to Cuan Iosa elderly persons housing development.  There is a significant private donation on offer to defray a part of the cost. This surface needs a fine bitmac finish.”

Mr. Kilfeather reported that Sligo County Council are not responsible for maintaining the footpaths in the Town Park in Ballymote.  Funding for this scheme could be considered under a CLÁR/ Town and Village Renewal Grant application made by the community.

 

23.  PROPOSAL FOR ROAD SCHEME FOR ROAD R290 BETWEEN BALLYGAWLEY AND BALLINTOGHER

“I call on Sligo County Council, in light of the fact that Specific Improvement Grants have been resurrected,  I would call upon the Road Design Section to investigate the possibility of such a Scheme for the R290 between Ballygawley and Ballintogher with a view to formulating a long term strategy for the improvement of this dangerous road.

Mr. Kilfeather reported that the Road Design Section, subject to the availability of resources, will look at the R290 to identify sections which could be improved.  There are a number of sections of regional roads around the county which require specific funding and this would have to be taken into account in applying for grant aid.

 

As items 24 and 27 related to the same matter, the Cathaoirleach advised the Meeting that he would take both at this time.

 

24.  &  27.  V.A.T. INCREASE ON VITAMINS, PROBIOTICS AND FOOD SUPPLEMENTS

“Sligo County Council calls for the removal of the 23% V.A.T. increase to all vitamin, probiotic and food supplements.”

Members referred to ongoing discussions at national level in this regard.  Following this discussion, Councillor Kilgannon said he would defer his notice of motion until the matter was clarified

Sligo County Council calls on the Minister for Finance, Mr. Paschal Donohoe, to intervene to prevent V.A.T. of 23% being imposed on many food supplements.

 

25.  PROPOSED CLOSURE OF ST. MARY’S COLLEGE, BALLISODARE:

“That Sligo County Council write to the Minister for Education asking them to support in every way possible all stakeholders involved with St. Mary’s College, Ballisodare and for the Department not to accept the recommendations of the Ceist Trustees that the school will be closing in two years.”

A discussion followed with Members highlighting their concerns regarding the proposed closure and the affect this would have on the area.  It was further noted that schools in Sligo town would be expected to deal with the demand for places.  Difficulties would also be encountered with the resultant traffic.

 

26.  REQUEST FOR INSTALLATION OF WATER TAPS IN SLIGO TO CUT DOWN ON PLASTIC CONSUMPTION:

To request Sligo County Council to consider installing public water taps in towns and villages in Sligo Town and County in a bid to cut down in plastic consumption.

Members were provided with a detailed report by Mr. Kilfeather.  Members of Sligo County Council staff were continuing to liaise with Irish Water in this regard and the Members would be kept informed of the outcome of their efforts.

 

28.  PAY AND CONDITIONS OF SERVICE FOR CURRENT MEMBERS OF THE DEFENCE FORCES:

“That Sligo County Council, recognising the commitment of the members of the Defence Forces (Navy, Army and Air Corps) to the people of Ireland; and acknowledging the role played by the Defence Forces in multinational peacekeeping, humanitarian relief and fishery protection; this Council calls on the Government to take the necessary action to resolve the issues relating to the pay and conditions of service of current members of the Defence Forces, which is also seriously impacting on the retention and recruitment of new recruits to the Defence Forces.”

 

33.  DELAY IN PROVISION OF NEW GARDA STATION FOR SLIGO:

“That Sligo County Council write to the Minister of Justice expressing members disappointment with the delay in the provision of a new Garda Station for Sligo.

 

29.  ROAD SAFETY SIGNAGE ON ROCKWOOD PARADE:

"That Sligo County Council provide signage and or other methods on Rockwood Parade to stop motorists trying to drive through at Hyde Bridge in the interests of Health and Safety and before the Tourist season starts for Summer 2019."

Mr. Kilfeather confirmed that Sligo County Council would examine and review signage at this location.

Councillor MacSharry added that difficulties were arising where motorists were passing the junction at the footbridge on Rockwood Parade and driving towards Hyde Bridge. 

Councillor O’Grady supported the motion and queried the status of the bollards that had been installed by Sligo Borough Council on Rockwood Parade.  Access had been controlled and businesses had a key to allow entry when required.  Mr. Kilfeather confirmed that he would revert to the Members in this regard.

 

32.  UPDATE ON SAFETY WORKS AT STRANDHILL ROUNDABOUT:

“That Sligo County Council engineering staff provide members with an update on safety works for pedestrians at Strandhill roundabout.

Sligo County Council is in receipt of funding for a low cost safety scheme at the Strandhill roundabout. Works are expected to be carried out in Q4 2019, Mr. Kilfeather informed the Members.

31.  COMMUNITY TOURISM PROJECT – ARTIFICIAL REEF IN KILLALA BAY:

Ask Sligo County Council to work with Mayo County Council in a joint community tourism project on the sinking of aartificial reef in Killala bay.”

Councillor Queenan outlined the background to the submission of the motion and updated the Members on works proposed to date.  The Chief Executive was requested to contact Mayo County Council in this regard and he undertook to do so.

 

34.  PROVISION OF A CARDIAC CATHETERISATIONLABORATORY AT SLIGO UNIVERSITY HOSPITAL:

The following notice of motion, listed by Councillor MacManus and Councillor O’Grady as deferred, with the consent of the Cathaoirleach, to the April Ordinary Meeting Agenda.

“Recognising that the H.S.E. have failed to locate a permanent Cath Lab anywhere north of the Galway-Dublin line, this Council calls on the Minister for Health to outline a timeline for the provision of a Cardiac Catheterisation Lab at Sligo University Hospital to cover the North-West region”. 

 

35.  REQUEST FOR INTRODUCTION OF MAXIMUM WAITING TIME FOR DRIVING TESTS:

“Sligo County Council calls on the Minister for Transport Mr. Shane Ross to introduce maximum waiting time for driving tests.”

 

36.  CLANCY AMENDMENT:

“To call on this Council to acknowledge the huge effect that the Clancy amendment will have on rural Ireland and that this Council calls on the Minister, the Government and the Fianna Fail party through confidence and supply to reconsider this amendment.

 

37.  REQUEST FOR ACTION RE. DOG ATTACKS ON SHEEP:

“Given that Farmers are experiencing dog attacks on sheep with animals being killed and maimed, what action will this Council take or can take to help in this matter?”

Mr. Kilfeather reported that the issue of dogs attacking sheep is one which the Council takes very seriously. The damage caused by these attacks can devastate flocks. The Dog Warden Service is available to investigate any incidents of dogs worrying livestock. Reports can be made directly to the Warden along with any evidence. The Warden has worked with many farmers in the past to ensure any incidents are followed through.   If any attacks are witnessed by farmers a description/photo of the dog can be very beneficial. Where a statement is given a fine/court case will be considered.

At the beginning of this year the Council used social media to warn dog owners of the dangers caused by dogs straying. The post reached nearly 22,500 people and was extensively shared. It is hoped to run this again as the busy lambing season is in full swing, Mr. Kilfeather reported to the meeting.

 

39.  EXTENSION OF PUBLIC LIGHTING ON R294 (BALLYMOTE ROAD IN TUBBERCURRY):

“To ask the Council to extend the public lighting on the R294 Ballymote Road, Tubbercurry out to the speed limit signs in the interest of road safety and to slow down traffic.”

Mr. Kilfeather advised the Members that Sligo County Council is operating under significant financial constraints in relation to the provision and maintenance of pubic lighting. At the moment there is no capital funding for investment in new public lighting.  The provision of standalone projects involving the construction of new lighting together with associated civil works are not currently envisaged. The maintenance fund available is strictly for and targeted at the maintenance of the existing public lighting network.

 

40.  N17 ROUTE FROM COLLOONEY TO MAYO BOUNDARY IN BELLAGHY:

“Now that the Contract signing and sod turning for the N4 has taken place and construction is about to commence, I will ask the Council and T.I.I. (N.R.A.) to now turn its attention to the N17 from Collooney to the Mayo county boundary in Bellaghy, as this road links to two cities of Sligo and Galway.”

Mr. Kilfeather reported that the N17 Knock to Collooney Scheme was listed in the National Development Plan 2018-2027 as one of the sections of the National Road Network “to be progressed through pre-appraisal and early planning during 2018 to prioritise projects which are proceeding to construction in the National Development Plan.”

As the Scheme straddles both counties Sligo and Mayo, the pre-appraisal was carried out jointly by Sligo and Mayo National Road Offices. The resulting PAP (Project Appraisal Plan) was submitted to the Department of Tourism, Transport and Sport in Q3 2018. Following receipt of confirmation from DTTAS that the PAP was compliant with the Public Spending Code and Common Appraisal Framework, TII (Transport Infrastructure Ireland) gave approval to advance the Project through Phases 1–3 of the Project Management Guidelines. This includes Route Selection, Preliminary Design and Statutory Document preparation. This is one of approx. 20 Schemes nationally that has approval to advance the planning and design over the next few years.

The development of the Scheme is being led by the Sligo Project Office, and a Section 85 Agreement has been signed and sealed by both Sligo and Mayo County Councils in this regard. Recruitment is currently underway to set up a Project Team to deliver the project from Feasibility through to the Statutory Process Stage of development.

Members thanked Mr. Kilfeather for his report and noted the information contained therein.

 

41.  UPDATE ON “CEOL NA MARA” ESTATE IN CLIFFONEY:

“To call on Sligo County Council for an update report on the “Ceol na Mara” estate in Cliffoney.  There is a health and safety concern regarding no Public lighting working in this estate now for a number of years.”

Ms. Clarke reported that the Planning Enforcement Section produced a snag list in December 2018 and forwarded to the Bondholder of Ceol na Mara.  This included a list of all necessary works including public lighting. We are awaiting a response from the Receiver in relation to this matter.  This is still a private estate and the Receiver is responsible for maintaining the services until such time that the estate may be taken in charge.

Councillor Healy added that there are 40 houses in the Estate and asked that the public lighting issue would be given priority.

Ms. Clarke informed the meeting that the Planning Enforcement staff would have to receive a reply from the Receiver.  This would indicate whether they were agreeable to the works or if they would carry them out themselves.  This would be followed up on but it was not possible to give a timeframe for the carrying out of the works.

 

42.  UPDATE RE. HAZARDOUS WASTE FACILITY IN SLIGO TOWN:

“To call on Sligo County Council for an update report on when we will see the Hazardous waste facility operating in Sligo town.”

The Meeting were informed by Mr. Kilfeather that the Environment Section received confirmation from Greenstar in November 2018 that they were hopeful of providing a hazardous waste collection service at their Sligo Town depot from early 2019.  They confirmed that this service would be provided 1 day per month initially and depending on demand, may reduce this to 1 day per quarter going forward.  This however, was subject to further discussions with Greenstar management and E.P.A. approval.  

Follow up discussions have been held with Greenstar requesting an update on progress of this service.  They have now confirmed that it is unlikely to be a viable option due to the large cost implications of providing such a service.  A review of their license would be required by the EPA which can take up to 2 years to secure and the cost of such a review will be in the region of €194,000.  Regrettably, Greenstar are not in a position to provide this service at this time.  

Councillor Healy expressed his disappointment at the contents of the report and said there was an onus on the Council to provide the service.

The Director of Services said he had been shocked when they learned of the costs that would have to be incurred by Greenstar to provide the proposed service.  It was the intention to contact the E.P.A. directly.  It was pointed out that the difference in sites in Tubbercurry and Sligo was that the Tubbercurry Depot required a ‘Certificate of Registration’ while the Sligo Depot required a ‘Waste Licence’.  With the significantly higher costs involved, it was difficult to see how quickly Greenstar would recover their costs Mr. Kilfeather concluded.

In reply, Councillor Healy said the matter would have to be addressed and appreciated the work carried out to date.

In support, Councillor Kilgannon asked if a collection could be arranged for even three to four times a year as demand had been proven.

Councillor Bree thanked the Head of Finance for the report furnished.  Due to the amount of detail contained in the report Councillor Bree asked that this matter would be deferred to the 1st April (Ordinary Meeting) Agenda and the Cathaoirleach agreed to this request.

The Chief Executive agreed that the advance circulation of reports relating to Motions listed on the agenda of Council meetings would be worthy of consideration by the Procedures Committee.  Councillor Bree had raised a valid point regarding documentation being circulated and it was timely that the Members would look at how this could be dealt with in their standing orders.

 

44.  MONUMENT IN DOORLY PARK TO HONOUR THE MEMBERS OF THE DEFENCE FORCES:

“That this Council take in charge the monument in Doorly Park which was erected in 2007 to honour the members of the Defence Forces from the Sligo area who died overseas in the service of peace.”

The Meetings Administrator advised the Members the monument at Doorly Park  was erected under the ‘Per Cent for Arts Scheme’  to honour the memory of three Sligo soldiers who gave their lives serving as members of the Irish Defence Forces with UNIFIL (United Nations Interim Force in Lebanon):

  • Pte. Mannix Armstrong
  • Pte. Thomas Walsh
  • Corporal Dermot McLoughlin

The site was provided by Sligo Borough Council. Sligo County Council can engage with the Defence Forces to enquire if the monument can be formally dedicated or assigned to the Local Authority, which will enable it to take responsibility for its maintenance.

Councillor Bree, in reply, welcomed the contents of the report.

 

45.  DEVELOPMENT OF A COUNCIL APPLICATION FOR MOBILE DEVICES:

“That Sligo County Council would explore the costing and benefits of developing a Council Application for mobile devices to access services and Council notices.”

The Head of Finance informed the Meeting that Sligo County Council has no plans to develop a mobile app for Sligo County Councils’ services and notices as www.sligococo.ie is a responsive website that works on all mobile devices and publishes its notices on both its websites and social media channels.

Sligo County Council has redeveloped two of its websites www.sligococo.ie and www.sligolibrary.ie to be responsive websites, this means the content responds to the device it is being used on, which in affect means both sligococo.ie and sligolibrary.ie are mobile friendly websites regardless of the device a user is using, phone, tablet or P.C.

In this way all users have access to Council services and Council notices as well as payment options.  

The development of a Council app for mobile devices was considered prior to re-development of the Council website but was not considered feasible on cost and operational grounds

Councillor Henry said that the reason he had sought the development of an app together with the Council’s other social media sites was that it was possible to consent to notifications with an app. 

The Chief Executive agreed that it would be possible to check with the other local authorities that had already developed an app. 

Councillor Casserly informed the meeting that, having checked this matter out, she had been informed that development of the app would cost in the region of €20,000.

The Head of Finance, in concluding her report, said that all I.T. packages used by Sligo County Council incurred a cost for fees, etc.  It was not possible to use a system already developed by another local authority.

 

46.  UPGRADING OF SURFACE ON ALLEYWAY LEADING TO TREACY AVENUE FROM STRANDHILL ROAD:

“That Sligo County Council upgrade the surface on the Alleyway leading to Treacy Avenue from the Strandhill Road.”

There is no funding available in the 2019 roads programme to carry out surfacing works to the alleyway. This can be included for consideration when drafting the 2020 road works programme. In the mean time the Council will remove weeds and carry out a general clean up of the alleyway, Mr. Kilfeather informed the Members.

Councillor O’Grady and Councillor Kilgannon noted the contents of the report.  Councillor MacManus also supported the need for works at this location.

It was agreed that funding would be further examined. Councillor O’Grady also undertook to discuss a suggestion by the Cathaoirleach that “Councillors’ Proposals" might be a possible source of funding for the works.

 

47.  REVIEW OF BUS STOP AT CARTRON HILL ON ROSSES POINT ROAD:

Mr. Kilfeather, in reply, reported that the National Transport Authority are undertaking a review of bus stops and bus stop infrastructure on the S1 and S2 bus routes through Sligo presently. The Cartron Hill bus stop is included in this review.

 

48.  IMPACT OF ‘MATZAK RULING’ RELATING TO THE WORKING TIME DIRECTIVE ON SLIGO COUNTY COUNCIL:

“To ask the Executive what impact the European Court of Justice’s ‘Matzak’ Ruling, which relates to the Working Time Directive and staff being ‘on-call’ or retained, could have on Sligo County Council regarding budget and service delivery.”

Mr. Gavin reported that the Ruling of the European Court of Justice’s on the ‘Matzak’ case (February 2018), relates to claim brought before the Court by a volunteer firefighter in Belgium.

There are a number of implications arising from the judgement relating to the delivery of retained fire services and cases against a number of Local Authorities including Sligo County Council are pending before the Workplace Relations Commission at present.

The implications for budgets and service delivery cannot be assessed at this time, it will depend on the outcome of the pending cases referred to above. The matter will be kept under review.

The Chief Executive added that this matter was outside the control of Sligo County Council, and could potentially impact across the entire sector.  The Executive will revert to the Members in this regard in the context of budgetary discussions.

 

49.  REVIEW OF TRAFFIC AND PEDESTRIAN CONTROLS IN FINISKLIN:

With the Cathaoirleach’s consent, the notice of motion as submitted by Councillor S. Maguire was deferred to the 1st April (Ordinary Meeting) Agenda.

The Chief Executive advised the meeting that in October 2017 a report had been launched in Brussels and the Cathaoirleach of Sligo County Council at the time, Councillor Séamus Kilgannon, had spoken at the event.  The joint report by local authorities from the north and south of Ireland had been very well received, and had a certain ‘democratic legitimacy’ as Stormont had not been sitting.

At the last all-island dialogue in recent weeks, the Taoiseach’s office had sought an update on the report which had been prepared by the University of Ulster.  That would be considered in the weeks following this meeting.  In the meantime, a number of actions had been advanced at local level through the Local Enterprise Office. 

Head of Enterprise John Reilly set out the activities they had undertaken and were continuing to carry out, including one to one Clinics with individuals concerning their issues.  At this time, Local Enterprise Week was also taking place and being hosted in City Hall,  Information sessions were being hosted, and  score cards were also available which acted as a self-diagnosis tool to be completed on line.  Results would be assessed which would indicate their preparedness for Brexit. 

Councillor Lundy thanked the Chief Executive and Mr. Reilly for their reports.  He was aware that the Local Enterprise Office was carrying out excellent work and was pleased to hear that Sligo County Council was as ready as was possible for the outcome of Brexit.
