14. STOKANE NS VOTING BOOTH:

“To call on Sligo County Council to return town-lands and areas previously taken from Stokane National School the former voting booth, so that Stokane National School can regain a viable voting booth status.”
In response Mr MacNabb, Administrative Officer for Corporate Services stated that it was not a Council function to open or close polling stations. This is a Court Services function and they have indicated that they may reopen Stokane but have not officially confirmed.

16. AHAMLISH CEMETRY:

“Aware that Ahamlish cemetery has almost reached capacity level this Council resolves that a report be provided at the September monthly meeting to update the Council on efforts made to provide an alternative burial ground in the North Sligo area.”
Councillor Bree indicated that due to his departure from the previous meeting before this item came up he requested an amendment to this motion to read ‘that a report be provided at the next monthly meeting.’
The meeting agreed with the proposed amendment.
17. SECOND BEACH AT ROSSES POINT:

“That in the interest of safety the necessary restoration work be carried out on the path leading to the second beach at Rosses Point.”
The Cathaoirleach indicated that a report would be circulated in due course regarding this item.
18. VACANT COUNCIL HOUSES:

“To ask the County Manager to comment on the recently published “Eight Annual Report of the Local Government Management Agency” which shows that Sligo Co. Council has the worst record of all Councils in this state in relation to the length of time which the Council takes to re-let vacant Council houses. Further to ask the County Manager to bring forward, as a matter of urgency, a report on how this Council intends to tackle this average delay of 65.1 weeks (more than 16 months)in re-letting its vacant properties.”
In response Ms D. Clarke, Director of Services stated the following:
The Local Government Management Agency performance indicator relating to this notice of motion states “ The Average length of time taken from date of vacation of dwelling to the date when all necessary repairs are carried out which are deemed necessary to re-let the dwelling”
Sligo Borough Council and Sligo County Council carry out re-letting works to vacant housing stock on an annual basis. The mechanisms for deciding on the number and location to which house re-letting works are carried out are based on the rationale of
- available budgets and
- demand areas for social housing units.
There are a number of areas in the County in which there is a lower demand for social housing units and consequently the units in these areas are left vacant for longer periods of time resulting in an adverse affect on the indicator. Carrying out re-letting works to units in these areas also exposes them to theft and vandalism. In addition, reductions in budgets, particularly in the County has led to a reduction in the number of units receiving repair works resulting in a greater number of units being left vacant for longer periods which also adversely affects the indicator.
The Council estimates that the length of time for re-letting Works to Local Authority Stock in areas of high demand and when budgets are available is eight weeks.
Councillor MacManus expressed his concern over this apparent delay in re-letting social housing and following further discussion it was;

“That Sligo County Council receive a full and explicit report for the October meeting on steps being taken to address and rectify the unacceptable delay by this Council in re-letting vacant council houses.”
19. GREENWAY TRACK:

“I call on Sligo County Council to invite the Chairperson of Sligo Mayo Greenway to make a presentation to this Council with its report on the potential of putting in a Greenway Track from Coolaney to Tubbercurry as a pilot scheme and to seek funding for a feasibility study in the next strand of funding from Leader from 2014”.
Some members expressed their concern over the potential of a greenway track stressing the importance of maintaining the current rail track leaving the door open for any future plans to reinstate the rail service between Sligo and Galway.

20. TUBBERCURRY TOURIST OFFICE:

“To propose that Sligo County Council negotiate a long term lease of premises known as Brennans Teeling Street, Tobercurry with Tobercurry Chamber of Commerce for use as Tourist Information Office.”
21. CASHEL GATES JUNCTION:

“As the Cashel Gates junction of Road 430 with N17 remains the most dangerous junction on this National Primary Road I propose that the necessary funding be requested from the NRA to complete works in accordance with Plans designed by Sligo County Council Road design team.”
In response, Mr S. O’Toole, Senior Executive Engineer stated the following:
The NRA will be contacted again with a view to requesting the necessary funding and the dangers associated with this particular junction will be again impressed upon them. However, the likelihood of getting any funding continues to be low.
22. GOVERNMENT OFFICES, TUBBERCURRY:

“Recognising the vital importance of the Government offices to the economy of Tubbercurry and the South Sligo Area for the past six years, this Council calls once again on the Minister for Small Business John Perry, who gave a firm commitment before the last general election that these offices would be retained and expanded upon, also calls on Deputy Tony McLoughlin and the Government to ensure that the offices are retained in Tubbercurry.”
23. N59 WORKS:

24. AUGHRIS PIER:

“That this Council take necessary measures to repair section of pier at Aughris due to erosion”.
In response, Mr S. O’Toole, Senior Executive Engineer stated the following:
The extent of the damage caused by erosion of the pier at Aughris will be assessed and an estimate for repairs will be prepared for consideration.
25. SIGHT LINES ON N59 AT JUNCTION WITH ROAD 21:

“That this Council take immediate action to address sight lines on the N59 at Junction with Road 21 in the interests of safety.”
In response, Mr S. O’Toole, Senior Executive Engineer stated the following:
The Area Engineer will examine the junction at N59 with Local Road 21 to assess the extent of the works required, for consideration.
Councillor M. Barrett asked that the required works be included in the Low Cost Accident Scheme.
26. OVERGROWN TREES AT CORHOWNAGH:

“To ask Sligo County Council to inspect the overgrown trees and branches along the N59 at Corhownagh, Ballisodare with the option of removing them.”
In response, Mr S. O’Toole, Senior Executive Engineer stated the following:
These trees and branches along the N59 at Corhownagh will be examined with a view to contacting relevant landowners if appropriate.
27. VEHICLE INDICATORS:

“To call on the Minister for Transport Leo Varadkar to introduce legislation that compels vehicles on Irish roads to have orange or amber colour indicators and not the clear glass indicators that are getting more prevalent on Irish roads in the interest of public safety.”
28. PASSPORT OFFICE FOR WEST AND NORTH WEST:

“That Sligo County Council calls on the Tánaiste and Minister for Foreign Affairs Eamonn Gilmore, T.D. to establish a Passport Office for the West and North West of Ireland, and that Tubbercurry would be considered as a central location for this Passport Office”
29. SOCIAL WELFARE PAYMENTS:

“That Sligo County Council calls on the Minister for Finance and the Fine Gael/Labour Government not to implement cuts to social welfare payments in its upcoming budget. This Council believes that those who are dependent on social welfare should not be the target of cost-cutting measures as this Government continues its programme of austerity. In particular we are concerned at any threat to the welfare of our elderly citizens, either through cuts to the Old Age Pension or to any other of their entitlements.”
30. FUNDING FOR CORONER SERVICE:

“To ask the County Manager if he has received correspondence regarding the failure of the Council to provide adequate funding for the operation of the Coroner services and to ask what proposals the Manager intends to make to ensure that the Council adheres to its statutory obligations.”
The County Manager, Mr. H. Kearns stated that the County Council budget has come increasingly under pressure due to the cuts in the Local Government Fund annually, yet costs for the coroner services have increased. The Manager indicates that the Council is fully aware of its statutory obligations and fully intends to comply with these, if not this year then early in the following year.
31. DEADMAN’S POINT:

“To ask what steps the Council is taking to ensure that necessary repairs/refurbishment is carried out on the outdoor swimming pool at Deadmans Point, Rosses Point.”
The Cathaoirleach indicated that a report would be circulated in due course.

32. WATER PRESSURE IN BUNNINADDEN/ GURTEEN:

“That the Council provide a report as to why consumers in the Bunninadde/Killavil/Gurteen areas are experiencing a reduction in the water pressure which is causing problems for householders.”
44. WATER PRESSURE IN KNOCKADOO:

“Farmers in the Area of Knockadoo, Coolaney are being affected by low pressure and leaks in their water supply in recent times, I will ask the Council and or Irish Water to ensure that these farmers and rural dwellers have a constant supply of water, and new pipe-works, where necessary.”
In response Mr. D. Harrison, Acting Senior Engineer stated the following:
An integral part of the Water Conservation and Network Management Project which has been ongoing throughout the county for a number of years is the installation of pressure management systems on the water distribution network. These systems have significantly reduced leakage, wastage and pipe burst rates and have delivered improvements to water quality and reliability of supplies generally. The standard for water pressure at the service connection is 20psi (pounds per square inch) under normal operating circumstances and all pressure management systems that we install are designed to achieve this standard. The Council will continue to monitor water pressure in these areas to ensure that this minimum standard is maintained. Pipeline service records will also be assessed in accordance with the Department’s criteria to determine if they are eligible for inclusion in the mains rehabilitation phase of this project.
Councillor Gormley asked that water services continue to monitor the water pressure in the areas in question.

35. DREDGING AT MULLAGHMORE:

“That the Council be provided with a report outlining the proposals to carry out dredging at Mullaghmore Harbour, and further that the Council be advised if it is the intention to apply for grant aid for the dredging works under the Department of the Marine ‘Fishery Harbour and Coastal Infrastructure Development Programme’.”
The Cathaoirleach indicated that a report would be circulated in due course.
36. HOUSING ALLOCATION SYSTEM:
With the agreement of the meeting Councillor Clarke asked to defer this Item.
37. SIGNAGE FOR DUNMORAN AND AUGHRIS:

“That this Council reviews signage in West Sligo and in particular directional signs indicating Dunmoran and Aughris on the N59 joining the coast road at Beltra.”
In response, Mr S. O’Toole, Senior Executive Engineer stated the following:
Signage recently erected by the NRA for Dunmoran and Aughris along with one or two more have been brought to the attention of designers and we hope to hear back from them very soon.
38. VAT COLLECTIONS:

“That Sligo County Council calls on the Government to improve funding for local authorities by allowing a percentage of the VAT collected in each County to be refunded to that County (without an increase in the VAT rate nationally) to ensure the proper funding of local authorities who are under extreme pressure at present”.
Following a discussion by the members and as agreement could not be reached the Cathaoirleach called for a vote.

As the vote was 3 For, 8 Against and 7 Abstentions the Cathaoirleach declared the motion defeated.
39. 9% VAT RATE:

“That Sligo County Council supports the campaign of the Restaurants Association of Ireland to keep the VAT rate for Tourism and Hospitality at 9% into 2014 and beyond.”

40. MORTGAGE CRISIS:

“That Sligo County Council calls on the Government to instruct the Central Bank to deal with the mortgage crisis at once.”
MANAGER’S RETIREMENT:
The Cathaoirleach advised the members that County Manager Hubert Kearns would be retiring shortly, and said he welcomed the opportunity to formally thank him for the many projects he was involved in over the years. He commended Mr Kearns for his work in developing the county’s water and waste water infrastructure and in providing valuable community facilities such as the library and fire station in Ballymote.
On the invitation of the Cathaoirleach, the members offered their comments and reflections on the Manager’s term in office, and wished him health and happiness in his retirement.
Ms. D. Clarke, Director of Services spoke on behalf of the staff highlighting the dedication and commitment of Mr Kearns to the overall improvement of Sligo. She thanked him for his leadership and stewardship and wished him well in the years to come.
The County Manager Mr. H. Kearns addressed the Chamber thanking the members for their comments and their work on behalf of the people of Sligo during his tenure as Manager. Their local knowledge, perspective and advice have been invaluable over the years.
The Manager thanked his team of staff, past and present, who have worked with him over the years. Mr Kearns also thanked community groups and volunteers for their tireless work in trying to enhance and improve the quality of life within their communities.
41. WWTP GRANGE, TUBBERCURRY AND STRANDHILL:

“To ask the Director of Services for a time line for the start of Waste Water Upgrade of Grange, Tubbercurry and Strandhill.”
In response Mr. D. Harrison, Acting Senior Engineer stated the following:
“The proposed upgrade of Grange, Strandhill and Tubbercurry wastewater treatment plants was bundled into one DBO contract in order to deliver better value for money. The planning and procurement phases for this scheme were completed however, no contract was signed. The project is in the Water Services Investment Programme 2010-2013 in the major schemes category and the department requested a review of the scheme in the context of compliance requirements with recent environmental legislation and the overall scope of the project. This Design Review Report has been completed and was approved by the department in correspondence dated 30th August, 2013. We have commenced the statutory planning requirements and it is anticipated that the tendering process will be completed in 2014 and construction will commence in 2015, subject to agreement with Irish Water.
42. GURTEEN CROSS:

“I am once again calling on Sligo County Council in the interest of safety to carry out works at Gurteen Cross to make it safe for all road users.”

The Road Design team will examine the cross roads here again and design a LCAS for consideration. However, considerable works were carried out here a few years ago and it may be difficult to attract further funding, in these difficult times.

Councillor Gormley raised the issue of revised opening times for the Tubbercurry and Ballymote Libraries. The cutting of late opening times has limited the service for people and the members ask the Director of Services to review the situation.

“That the Director of Services re-examine the opening hours for the libraries in Ballymote and Tubbercurry to accommodate working people and children and have Saturday hours restored and late opening one evening per week.”
Ms Clarke, Director of Services stated that the revised times were due to staff shortages but that she would review the situation with the County Librarian.
