4.  PART 8 – CONSTRUCTION OF TEMPORARY WASTE WATER TREATMENT PLANT IN BALLINPHULL, CLIFFONEY:

11. TO FIX A DATE FOR THE AGM:

The meeting agreed that the Annual General Meeting of Sligo County Council to be held on Monday 27th June, 2010 at 12 noon.
 

12. TO CONSIDER ARRANGEMENTS FOR OPENING NEW LIBRARY AND FIRE STATION IN BALLYMOTE:

Proposed by Councillor P. McGrath

“To invite the Minister for Environment, Community and Local Government, Phil Hogan, TD to open facilities in Ballymote.”
 
The members agreed on the 20th May, 2011 as a provisional date for the Minister’s visit.
 

13. OBLIGATIONS OF BARNA WASTE IN THE AREAS OF COLLECTION OF REFUSE:

With the agreement of the meeting Councillor Mullaney withdrew his Motion altogether.
 

14. FINANCIAL ASSISTANCE FOR JOSEPH CULLEN IN THE SPECIAL OLYMPICS:

“That Sligo County Council provides financial support to assist the participation of Joseph Cullen (Strandhill) as a competitor in the Special Olympics in Athens this summer.”
 
Ms. D. Clarke, Director of Services informed the meeting that the Council would need to receive this request in writing as this did not fall under applications for community grants.
 

15. TRAFFIC CALMING ON STRANDHILL PROMENADE:

This item was deferred with the agreement of the meeting.
 

16. STONE ON STRANDHILL BEACH:

This item was deferred with the agreement of the meeting.
 

17. POTHOLE REPAIRS AND MANPOWER ON ROADS:

“The lack of manpower to carry out the day to day duties on the road network e.g. pothole repairs which are now craters and is causing undue hardship to the general public; have the Council any plans in place to address the situation and is it possible to  employ people on a temporary basis?”
 
In response, Mr. S. O’Toole, Senior Executive Engineer stated the following:
 
Our road workers have used the recent good weather to repair as many potholes as possible and have made very good progress in this regard.  The effect of the reduced workforce is being considered on an ongoing basis and men have been relocated in some instances, temporarily.  We are not permitted to take on any extra men, however.
 

18. REMOVAL OF DOUBLE YELLOW LINES ON TEELING STREET, TUBBERCURRY:

“I will ask the County Manager to have the double yellow lines removed from Teeling street, Tubbercurry for a trial period to help solve traffic speed and help promote business on Tubbercurry’s main street; this to be carried out in consultation with the business community, residents and chamber of commerce”
 
In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:
 
This matter can be discussed with the Chamber of Commerce at our next meeting with them, to see if this is preferable to leaving the lines there.
 

19. FUNDING TO SECURE UNFINISHED HOUSING ESTATES:

“That following on from the recent announcement by the Minister of the Environment that €5 m has been made available nationally to secure unfinished housing estates.  That a report be given for this Council on what funding has been applied for by Sligo County Council to secure unfinished housing estate in Sligo County, outlining the developments involved, the funding applied for and the safety requirements that funding has been applied for.”
 
In response, Mr J. Murphy, Senior Executive Officer stated the following:
 
A funding provision of €5 million is being made available to Local Authorities to deal primarily with immediate public safety issues in unfinished estates.   
 
The Council is required to assess such estates under 4 specific categories.  The provision of funding is being reserved to deal solely with issues for developments within Category 4 as follows:
  • Where there is no construction activity on site. 
  • Where efforts to contact the developer or site owner have been unsuccessful. 
  • Where no receiver has been appointed. 
  • Where serious public safety issues are present and efforts to compel the developer and or site owner to address such issues have been unsuccessful”.
Details in relation to such categorisation are to be furnished to the Department by the 8th April 2011.  Applications for funding support are to be submitted to the Department from 8th April 2011 onwards.
 
The Council is currently assessing the unfinished estates in the County, categorising same under the 4 headings required by the Department and preparing a funding application. 
 
At this point the Cathaoirleach requested the meeting to accept a Motion submitted by Councillor Cawley, which was received within the timeframe for receipt of motions but was omitted in error. 
The meeting agreed and Cathaoirleach Leonard read out the motion.
 

19a. NEW ROAD MARKINGS AT CARTRON JUNCTION (N15):

“That Sligo County Council make contact with the NRA, outlining the deep concern of the members of this council and the general public regarding the upgrading road marking at Cartron Junction as they are causing a lot of confusion among road users.” 
 
In response, Mr T. Brennan, Senior Engineer stated the following:
 
The junction in question is currently under review and the members will be kept informed of the results of this review.
 

20. BEND AT CARROWNACREEVY, BELTRA:

This item was deferred with the agreement of the meeting.
 

21. PROTECTION FOR BUNOWNA ROAD FROM SEA EROSION:

This item was deferred with the agreement of the meeting.
 

22. DAMAGED FENCING AT STONE PARK, BALLYMOTE:

“I am calling on Sligo County Council, as a matter of urgency and in the interest of Health and Safety to repair or replace damaged fencing at Stone Park, Ballymote.”
 
Councillor McGrath also asks for clarification on who is responsible for the repairs.
 
In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:
 
I will ask the Area Engineer to prepare a report in this matter to include the cost of the remedial works necessary.  At present there are no funds for any extensive work here.
 
Mr. O’Toole added that he would ask the area engineer to assess who would be responsible for repairs to the fence.
 

23. EXTEND SEWERAGE SYSTEM IN BALLYMOTE:

“I am calling on Sligo County Council to:
  1. Extend the sewerage system in Ballymote to Woodfield.
  2. Provide a costing.
In response, Mr D. Harrison, Acting Senior Engineer stated the following:
 
An extension of the existing public sewerage system in Ballmote to service five properties in the Woodfield area would require the installation of approximately 250 metres of new sewers including a crossing of the Sligo to Dublin railway line. The civil works required in the public road are estimated at €35,000, however in addition to this Irish Rail have indicated that similar costs would be incurred in relation to the required railway crossing. Unfortunately there is no funding in the operation and maintenance budget or in existing capital allocations to carry out this work at present, however the Council will keep this matter under review. 
 
Councillor McGrath stated that there may be a private connection available if an agreement is reached by the relevant parties. This would eliminate having to deal with Irish Rail. 
 
Mr. Harrison indicated that the Council would review costings in the event of an alternative connection becoming available. 
 

24. NEW PROGRAMME FOR GOVERNMENT:

“That this Council welcomes the commitment in the new Programme for Government, to abolish the position of County Manager and replace it with that of Chief Executive Officer, with a limited range of executive functions.”
 

25. PEDESTRIAN CROSSING ON THE R287, TEMPLE STREET/ST. PATRICK’S TERRACE:

“That a Pedestrian Crossing be provided on the R287, in Temple Street/St Patrick’s Terrace, near the entrance to the proposed Fairgreen Park and Recreation area.”
 
It was agreed that a report would be issued on this motion in due course.
 

26. SUPPORT PUBLIC OWNERSHIP OF COILLTE:

Proposed by Councillor D. Bree
Seconded by Councillor S. MacManus
 
AND AGREED
 
“Recognising the significant economic, environmental, health, and tourism benefits of our public forests and concerned that the EU/IMF deal could lead to the sale of state assets, this Council confirms its support for the continued public ownership of Coillte and opposes any attempt to privatise the company and sell off our state forests.”
 

27. CENTRE OF EXCELLENCE FOR SURFING IN STRANDHILL:

This item was deferred with the agreement of the meeting.
 

28. WORKING WITH TIDY TOWNS COMMITTEES: 

Proposed by Councillor H. Keaney
Seconded by Councillor M. Lyons
 
“That this council makes every effort in cooperation will local Tidy Towns Committees and other voluntary organizations during the following number of weeks to clean up the scandalous amount of rubbish along our road sides.”
 
Following a discussion by the members Mr. F. O’Driscoll, Acting Senior Engineer informed the meeting that the Council are looking at the possibility of installing more portable cameras in areas of regular dumping.
 

29. CALL ON MINISTER TO OPEN UP THE AGRI ENVIRONMENTAL SCHEME:

“That this council calls on the Minister for Agriculture, Simon Coveney to immediately open up the Agri Environmental Scheme to allow farmers who are finished in REPS sufficient time to apply and also maximise payment for 2011.”
 

30. CALL ON MINISTER TO INTRODUCE A HOME IMPROVEMENT GRANT SCHEME:

“To call on the Minister for the Environment to introduce a Home Improvement Grant Scheme so that the existing housing stock can be improved in relation to energy efficiency, waste water disposal and water conservation.”
 

31. ROAD MARKINGS ON THE N17 NORTH AND SOUTH OF CURRY VILLAGE:

“I will ask the Director of Services if he will provide road markings stating SLOW DOWN—SCHOOL AHEAD on the N17 north and south of Curry village, as you approach the national school, in the interest of safety for the children and their parents.”
 
In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:
 
I have asked the Area Engineer to prepare an estimate for these proposed road markings and to see if they can be installed in due course.
 

32. DEROGATION ON TURF CUTTING:

“To call on the Minister for Environment, Heritage and Local Government, Mr. Phil Hogan, to give a derogation on turf cutting for the coming season.”
 
Following a discussion by the members it was agreed to make an amendment to the Motion.

“That Motion No. 32, in relation to turf cutting be amended by means of deletion of the last 4 words, ‘for the coming season’. The amended Motion would then read: To call on the Minister for Environment, Heritage and Local Government, Mr. Phil Hogan, to give derogation on turf cutting.”
 

33. REQUEST MEETING WITH MINISTERS AND FINE GAEL TDS FOR SLIGO/NORTH LEITRIM:

“Realising that an infrastructural deficit exists in the Northwest with resultant impediments to the economic development of County Sligo, this council seeks an urgent meeting between an all-party delegation from Sligo County Council with the relevant Ministers in the new government to discuss how best to tackle this matter.
 
Given the history of the previous government in refusing to meet with delegations from this council, we request the Fine Gael T.D's for Sligo/ North Leitrim to use their position in government to assist in organising this meeting as soon as possible. All T.D's representing Sligo/North Leitrim should attend this meeting.Further, in preparation for such a meeting that this council would prepare a memo of relevant data supporting the need for such infrastructural provision.”
 

34. CANCER CARE SERVICES AT SLIGO GENERAL:

“That Sligo County Council calls on the new government to fulfil its electoral promises to the people of Sligo and have the Cancer Care Services restored to Sligo. We also urge them to have Sligo designated as the 9th Centre of Excellence.”
 
At this point the meeting agreed to adjourn for lunch.

“That Sligo County Council request an urgent meeting with the Minister for Health, Dr James Reilly, for the purpose of discussing the reinstatement of the Cancer Care Services to Sligo General Hospital, and that we further request our newly elected TDs for this constituency to facilitate such a meeting.”
 

35. ADDITIONAL FUNDING FOR HOUSING GRANTS SCHEME:

“To propose that an application be made to the Minister for Housing for additional funding to reduce the waiting list of applicants for Housing Aid for Older People and Housing Adaptation Grants.”
 

36. FUNDS TO COMPLETE WORKS ON N17, NORTH OF CURRY VILLAGE:

“To request the NRA to provide funds to complete improvement works on the N17 north of Curry village, left unfinished and unsafe for years.”In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:
 
This location on the N17 is where the N17 Curry/Bellahy scheme ended some years ago.  The Priority scheme on the N17 now is the by-pass of Tubbercurry.
 
The location will be examined to deal with anything that might be unsafe at present eg signage etc.
 

37. RADON MONITORING OF LOCAL AUTHORITY HOUSING:

“To request a report on radon monitoring of local authority housing in County Sligo indicating progress and levels found to date.”
 
In response, Ms D. Clarke, Director of Services stated the following:
 
Sligo County Council Housing Section carried out radon testing on 100 houses in 2009 and 100 houses in 2010. Each test consisted of placing 2 detectors in each house for 3 months, 1 detector located in the sitting room or dining room and 1 detector located in the main bedroom. In 2009, results in 12 houses were considered high and in 2010, results in 6 houses were considered high, i.e. result above 200 Becquerel/m3.
 
Remedial works were carried out to the 12 units considered high in 2009. These remedial works consisted of installing a radon extraction unit to the external gable wall. Radon testing was subsequently carried out and the results were found to be satisfactory i.e., below 200becquerel/m3. Remedial works is to commence on the 6 units considered high in 2010.
 
Sligo County Council Housing Section will carry out further radon testing on 100 houses in 2011.
 

38. DIP ON THE N4 AT EASTERN SIDE OF TAYLOR’S ART GALLERY:

“To call on the Director of Services, Infrastructure and the NRA to address a dip on the N4 at the eastern side of Taylor’s Art Gallery to improve visibility.”
 
In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:
 
I have asked our design office to survey this area soon with a view to carrying out pavement improvement works there, as soon as funds become available, in order to address the dip referred to in your motion.
 

39. PAINTING OLD COURT HOUSE IN COLLOONEY:

“I, Councillor Thomas Collery would like to ask Sligo County Council to provide funding for the painting of the Old Court House in Collooney, Co. Sligo.”
 
In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:
 
The Area Engineer will be asked to prepare an estimate to tidy up and paint the exterior of the old Courthouse in Collooney, for consideration.
 

40. WARNING SIGNS FOR DEER CROSSING ON THE R284:

Proposed by Councillor T. Collery
Seconded by Councillor G. Mullaney
 
“I, Councillor Thomas Collery would like to ask Sligo County Council to provide warning signs for the deer crossing on the R284 Road from Glenagoolagh to Sooey.”
 
In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:
 
The R284 will be examined with a view to erecting these signs as soon as possible.
 

41. ILLEGAL DUMPING ABOUT THE COUNTY:

This item was deferred with the agreement of the meeting.
 

42. DEVELOPMENT CHARGES:

“That this council review the current system of the imposition of development charges:
 
  1. In the light of the difficult circumstances young people are experiencing providing housing for themselves.
  2. The confusion caused by the terminology used in explaining the charges.”
In response, Mr J. Murphy, Senior Executive Officerstated the following:
 
A new Development Contribution Scheme is currently being prepared and will be included on the agenda for the May Ordinary meeting of the Council. 
 
It is suggested that any concerns of the members can be addressed at that stage.
 

43. PUBLIC LIGHT IN MOUNTAIN VIEW ESTATE, TUBBERCURRY:

“That a public light be erected in the Mountain View Estate, Tubbercurry between Houses 37 and 40 in the interest of safety, as this area is extremely dark.”
 
In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:
 
This location between houses 37 and 40 in Mountain View Estate, Tubbercurry is being examined so as to assess the need for further public lighting.  An estimate will then be acquired if necessary.
