14. Request The Government To Provide Scheme Under The Land Aggregation Scheme Suitable For Community Facilities:

“That Sligo County Council calls on the Department of Environment to put in place a National Scheme whereby lands transferred under the Land Aggregation Scheme can be used for community facilities including the provision of allotments”

15. Provide Pedestrian Crossing On Shore Road, Strandhill, Co. Sligo:

“That Sligo County Council provides a pedestrian crossing on the Shore Road, Strandhill, adjacent to the junction to The promenade, i.e. close to The Strand Bar; this crossing should be installed on a ramp so that speeding traffic can be curtailed at this busy pedestrian location”

In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:

A scheme to provide a raised pedestrian crossing will be prepared for this location at Strandhill. The work can then be included in your proposals for consideration prior to the adoption of the 2011 Roadworks Scheme.

16. Request Government To Commit To Fair And Secure State Pension For Elderly:

“Recognising that the State Pension and associated supports form a crucial safety net for the elderly and recognising that over 84% of older people in Ireland rely on the public pension and related supports to keep them from the risk of poverty, and believing that the State pension must not suffer any cuts, direct or indirect, in the next budget, this Council declares its support for the campaign to defend the State Pension organised by the Older and Bolder Alliance and calls on the Taoiseach and the Government to make long term commitment to a fair and secure State Pension now and in the future”

17. Request Nra To Provide Disabled Parking Places At Calry Church, Sligo:

That Sligo County Council call on the NRA to provide two disabled parking spaces at Calry Church as the area identified by Sligo County Council Engineers”

In response, Mr. S. O’Toole,  Senior Executive Engineer stated the following:

This proposal will be examined in detail by the Area Engineer with a view to preparing an estimate for the laying down of markings for 2 No. parking spaces as requested.

18. Remove Standing Charge On Water Meters:

To call on the County Manager to have the standing charge on water meters removed”

In response, Mr T. Kilfeather, Director of Services stated the following:

Sligo County Council is required to recover the full cost of providing water services to the non-domestic sector. This is in accordance with National and EU policy on the application of the polluter pays principle. The standing charge on a non-domestic connection covers the cost of providing, reading, maintaining and replacing the water meter as necessary. This is consistent with the charging structure for most services in the utilities sector.

Any consideration of a proposal to remove the standing charge will therefore necessitate an increase in the volumetric charge resulting in cross-subsidisation of costs by those consumers with higher volumetric usage. 

In the event that a customer is not consuming any water from a non-domestic connection and wishes to have this service discontinued, the Council will disconnect the service free of charge and no standing charge will apply thereafter. 

Members requested a costings report be prepared on same for the December meeting. Councillor M. Gormley then requested that her motion would be deferred to the December meeting.  This was agreed.

19. Request Government To Introduce Loan Guarantee Shceme For Businesses:

“To propose that this Council supports the call on Government to introduce a loan guarantee scheme for viable businesses to maintain and create employment in our communities”

20. Minimise Any Increase In Commercial Charges In Estimates 2011:

This item was withdrawn with the agreement of the meeting.

21. Request Government To Maintain Front Line Services In Sligo General Hospital:

“I propose that this Council requests the Minister for Health to protect and maintain front line services in Sligo General Hospital and call on Oireachtas representatives for Sligo/Leitrim to state publicly their support for the retention of services”

Members asked that information circulated at a recent meeting of the CPG and representatives of the HSE be circulated to all Members.  This was agreed.

22. Re-Instate Eastern Bridge:

“To call on Sligo County Council to encourage our colleagues on Sligo Borough Council to re-instate the Eastern Link Bridge into the development plan in the interest of the development of Sligo Town, County and the North West”

After a discussion on this item, it was agreed to note the motion.  It was then,

23. Request Clúid Housing Association To Upgrade Heating & Windows On ‘Nephin Drive’, Enniscrone:

25. Request HSE and Local Government Management Services Board To Co-Operate With Public Accounts Committee:

“Noting that in excess of €4million of public monies was paid into an account designed to provide training for low-paid public services workers and further noting the Comptroller and Auditor Generals report that public service procurement rules and expenditure controls and reporting structures were all completely ignored and that some of the money was used to pay for at least 31 foreign trips by senior officials; this Council welcomes the decision of the Public Accounts Committee to investigate the activities of the SKILL training programme and the national health and local authorities levy fund account, and we call on the Health Service Executive and the Local Government Management Services Board to cooperate fully with the investigation”  

26. Request Cul-De-Sac Road At Larass, Strandhill Be Named ‘Johnston Drive’:

In response, Ms. D. Clarke, Deputy County Manager indicated that a report would be circulated to Members in due course.

24. Request The Government Not To Increase Third Level Fees:

27. Update On Funding For Cashel Gates Junction N17/430:

“I will ask the Council for an update on the application to the NRA for funding to carry out urgent road works at Cashel Gates junction N17/430”

In response, Mr T. Brennan, Senior Engineer stated the following:

A proposal to realign this junction at Cashel Gates on National Primary Route N17 was recently resubmitted to the NRA for consideration and funding. No indication as to whether funding will be made available has been received to date.

28. Request Adequate Supplies Of Grit/Salt For Winter Months:

“To request the Council to have adequate supplies of salt and grit available this winter to ensure road safety in the event of severe frost, as occurred last dec/jan”

In response, Mr T. Brennan, Senior Engineer stated the following:

The NRA are currently purchasing strategic stockpiles of salt at national level which will be made available to local authorities this winter.  It is therefore intended to have adequate supplies of salt and grit available for road treatment during severe winter conditions. 

29. Provide Raised Pedestrian Crossing In Teeling Street, Tubbercurry:

“To request the Council to explore the possibility of providing speed ramps in Tubbercurry to reduce the speed of traffic going through the town in the interest of safety”

In response, Mr S. O’Toole, Senior Executive Engineer stated the following:

The speed of traffic in Teeling Street, Tubbercurry is noted and it is felt that, in due course, the provision of a further raised pedestrian crossing near the Mountain Road end of the street would solve the problem.

This work can then be included in your proposals for consideration prior to the adoption of the 2011 Roadworks Scheme.

30. De-Zoning of Lands in The Draft County Development Plan 2011-2017:

It was agreed that items 30 and 40 would be taken together.

“To call on the County Manager to arrange to have prepared and forwarded to each Member of the Council, in advance of the November Council meeting, a set of drawings outlining and showing clearly the lands proposed to be de-zoned in the Draft County Development Plan 2011 – 2017 and to explain to the Council Members at the meeting why these particular lands were chosen to be de-zoned and why the Council Members were not given these drawings before now and in advance of  the plan being put on public display”

40. BORDER REGIONAL PLANNING GUIDELINES IMPACT ON DRAFT COUNTY DEVELOPMENT PLAN 2011-2017:

“To ask the County Manager to outline to the Members at the meeting how the Border Regional Planning Guidelines, which were adopted after the Draft County Development Plan went on public display, will impact on the role of the Councillors in the making of the Draft County Development Plan”

In response to both motions, Ms P.R. Gallagher, Acting Director of Services stated the following:

Members were circulated with maps showing lands which were proposed to be rezoned/dezoned in June, 2010.  Further copies of these maps were also available at all of the Public Consultation Meetings which were held.  

In relation to the role of the Councillors in making of the Plan, under Section 27 of the Planning and Development (Amendment) Bill 2009, the Planning and Development Acts 2000-2010 now contain the following provision:

Part II – Plans and guidelines

Section 27 – Regional planning guidelines and development plans

A planning authority shall ensure, when making a development plan or a local area plan, that the plan is consistent with any regional planning guidelines in force for its area.

In accordance with Section 27 of the Act, it is considered that the Draft County Development Plan 2011-2017, as placed on public display, is consistent with both the National Spatial Strategy and the Border Regional Planning Guidelines 2010.

Following further discussion, it was then

“That Members of Sligo County Council request a Senior Counsel opinion on whether Councillors Reserved role in zoning of lands has been impacted with having to be consistent with Regional Planning Guidelines”

It was agreed to amend the motion by adding the following:

“and further we ask Senior Counsel did the Council Executive comply with the Planning & Development Acts when they presented the Draft of the County Development Plan to Councillors without indicating the lands that were to be de-zoned”

As agreement could not be reached on the above, the Cathaoirleach called for a vote.

Against:  Keaney, Leonard, Mullaney

Abstention: Barrett

As the result was 12 For, 3 Against with 1 Abstention, the Cathaoirleach declared the motion carried.

31. Compliment Outdoor Staff With Recruitment From Social Employment Schemes:

“To call on this Council to investigate if it is possible to compliment the outdoor staff with recruitment from Social Employment Schemes”

In response, Ms D. Clarke, Deputy County Manager stated the following:

There is currently no FÁS scheme available that would be relevant to Sligo County Council.  Agreement would have to be reached with the relevant trade unions and could not displace or replace existing jobs.

FÁS with the support of the Social Partners is hoping to provide an Apprentice Redundant Scheme for Apprentices who have been made redundant due to the reduction in activity in the Construction Industry in 2011.

As agreement could not be reached on the above, the Cathaoirleach called for a vote.

For:  Baker, Barrett, Fleming, Keaney, McGrath, Mullaney.

Against:  Barry, Bree, Cawley, Clarke, Collery, Devins, Gormley, Healy McGowan, Leonard, Lundy, MacManus, Queenan

As the result was 6 For, 12 Against, the Cathaoirleach declared the motion lost. 

 

32. Provide Extra Rubbish Bins In Rosses Point Village During Summer Months:

“To call on this Council to provide a number of rubbish bins in Rosses Point Village and ensure that a regular maintenance service is provided, particularly during the summer months”

In response, Mr S. O’Toole, Senior Executive Engineer stated the following: 

The Roads Department does not have funding available to erect new rubbish bins at Rosses Point and does not have the resources to provide any resultant regular maintenance service, other than what we do at present.

33. Request The Nra To Provide Funding For Footpaths Along Charlestown Road, Tubbercurry:

“Due to the difficulties residents have on the Charlestown Road, Tubbercurry whereby people with disabilities, mothers with prams and buggies are unable to use the footpath because its too narrow forcing them out onto the N17, that this Council calls on the National Roads Authority to provide funding for the provision of proper footpaths along this stretch of road; also that traffic calming measures be put in place near The Rectory to slow down traffic as they approach the town”

In response, Mr S. O’Toole, Senior Executive Engineer stated the following: 

This section of the National Route N17 was the subject of NRA funding not very long ago, when considerable improvements were provided.  The Design Office will examine the issues raised viz footpath width and traffic calming.  It should be noted that the acquisition of any further funding here will prove difficult at present.

 

34. Make ‘Safety Roadshow’ An Annual Event:

“To call on Sligo County Council to make the ‘Safety Roadshow’ an annual event” 

In response, Mr S. O’Toole, Senior Executive Engineer stated the following: 

This year’s Road Safety Roadshow was indeed very successful. It was funded from the council’s Road Safety promotional budget.  Subject to 2011 budget funding, it is hoped to run the show again in Autumn 2011.

35. Progress The N4 – Cloonamahon To Castlebaldwin Stretch Of Roadway:

It was agreed that Items 35 and 38 be taken together.

“To ask the Director of Services  for Infrastructure to outline what consultation has taken place with the NRA in relation to the realignment and improvement of sightlines on the most dangerous stretches of the N4 Cloonamahon to Castlebaldwin with a view to providing funding for proposed improvements; and

a) what progress has been made with the EIS and CPO Documents

b) to outline the process between EIS/CPO and Construction of a Motorway

c) to call on this Council to unite by making the N4 Castlebaldwin to Collooney its number one priority for construction in the near future, in light of the number of fatal accidents that have occurred and its designation as one of the most important National Routes in the County”

38. Request Start Date From Nra Regarding Cloonamahon To Castlebaldwin Stretch Of Roadway:

“To ask NRA what is the start date for upgrade of N4 from Cloonamahon to Castlebaldwin”

In response, Mr T. Brennan, Senior Engineer stated the following:

With respect to the major realignment and bypass scheme of the Collooney to Castlebaldwin N4 road, Sligo County Council will have the preliminary design, Environmental Impact Statement and CPO documents completed and submitted to the NRA for their approval before mid-2011.  NRA approval will then be required to publish the EIS and CPO.  On receipt of approval to publish, the CPO and EIS will be submitted to An Bord Pleanala and it will take 6 months to a year to have the CPO & EIS confirmed by the Board.  Detailed design and issuing of tender documents for construction can then take place subject to funding being made available. There is no date currently available as to when construction is likely to commence.

The situation with respect to the existing N4 from Cloonamahon to Castlebaldwin is as follows:

Sligo County Council has carried out several Low Cost Accident Remedial Measures along this 12km section of the N4 in recent years.  These include schemes at Drumfin crossroads, Ardloy area, Ballymote Junction etc.  Works included improved signage, chevrons, surface treatment and lining, verge strengthening and surface overlays etc.  These works have been funded by the NRA.  A further €20,000 was allocated this year 2010 to works at the Ardloy Bends.  This was later increased to €58,000 and 3 variable message speed warning signs were installed.

We have recently been in contact with the NRA regarding the possible funding of an 800m realignment scheme at the Ardloy Bends with work to be carried out in 2011.  Such a scheme would be subject to a design being completed, the land acquired and funding made available by the NRA.

Consultation has also taken place with the Gardai with a view to assisting them in their efforts to set up speed checks along this section of road. 

Sligo County Council staff are also reviewing a number of issues along this route including

  • A Review of the visibility of all junctions along the route and possible improvements including in Castlebaldwin village. 
  • Review of lining along the route including the extent of continuous white centre line.
  • Possible removal of trees at certain bends.

The Ballymote Area Office as part of its general maintenance programme is currently carrying out significant verge trimming to improve general visibility along the route.

A general discussion took place on this item and as agreement could not be reached on Councillor Mullaney’s motion, the Cathaoirleach called for a vote.

As the result was 11 For, 2 Against, the Cathaoirleach declared the motion carried.

“That Sligo County Council write to Local Oireachtas Members asking them to request a meeting with the NRA and Minister for Transport in relation to a proposed timeline for the upgrade of the N4 section at Castlebaldwin.  (Meeting to be attended by the Cathaoirleach, Director of Services for Infrastructure, Oireachtas and locally elected Area Members)”

36. Provide Similar Funding To Last Year To Sligo County Fleadh:

“To call on the Director of Services for Community and Enterprise to provide similar funding to last year to Sligo County Fleadh for a week long programme of events”

In response, Ms D. Clarke, Deputy County Manager stated the following:

In 2010 County Sligo Fleadh Ceoil received a grant from Sligo County Council in the sum of €3,600.  In the 2011 Book of Estimates the grant proposed is also €3,600, as such, the same funding as last year is provided for Sligo County Fleadh’s week long programme of events.
