A general discussion took place and Members sought clarification on the resolution passed at the December Council meeting.
Mr D. Breen, Director of Service told the meeting that a number of submissions had been received and that the Council’s legal advisers were looking into this matter but stated that no notice had been served on the owners or a process commenced under S 14 of the Planning and Development Act, 2000. This process would commence as soon as a notice is served, then a six week period for people affected to make their submission, then in turn it would come back to the Members for further discussion.

15. TRAFFIC LIGHTS AT HUGHES BRIDGE, SLIGO TOWN:

“That in view of the increasing levels of traffic on Hughes Bridge and Cartron Cross, that the NRA be requested to review the traffic lights sequence so as to maximise the flow of traffic at theses junctions”.
In Response Mr T. Carroll Senior Engineer stated the following;
Sligo Borough Council Roads Dept is responsible for the operation and maintenance of Traffic signal in this area. Since the opening of the Inner Relief Road, traffic signals timing on Hughes Bridge and Cartron Cross were revised to accommodate the extra traffic volumes. Depending on the time of day, certain timing plans are activated at each set of lights to optimise the flow of prevailing Traffic through these Junctions. This includes linking of timings at each junction to maximise through put.
All junctions along the Inner Relief Road are monitored on an on going basis to optimise efficiency by Sligo Borough Staff.
Recently the temporary closure of the old Bundoran road has led to increased volumes of traffic using the N15 entering the City in the Morning Peak. This road has now been open to traffic in the past week and this should alleviate some Traffic entering into this area.
I will contact my colleagues in Sligo Borough Council Roads Department and request them to monitor the Traffic Signals in this area over the coming weeks.
16. BUDGET CUTS AT ST. ANGELA’S COLLEGE, CLOGHEREVAGH:

“To ask the Minster for Health to give a full explanation why St Angela’s College in Sligo has had such dramatic cuts in recruitment and training of nurses. Nationally student nurses places have been cut by 16.5%. However, St Angela’s College has been cut back by 31%.
17. IMPROVE JUNCTION ON N17, TURNOFF FOR R293 TO BALLYMOTE:

“To call on Sligo County Council to improve the junction on the N17, turnoff for the R294 to Ballymote and to incorporate a separate lane for traffic turning right coming from the Tubbercurry direction.
In response Mr T. Carroll, Senior Engineer stated the following:
The majority of traffic from Tubbercurry direction on N17 going to Ballymote leaves National Primary route at Templehouse junction. A warrant of traffic movements at junction R293 / N17 at Clarke’s Bridge will be undertaken by Road Design staff to ascertain if any alterations are required.
A hardshoulder exists on N17 northbound carriageway facilitating right turning movement at present. There is no provision in Draft Roadworks Scheme 2009 for any improvements at this junction.
18. IMPROVED ACCESSIBILITY TO SLIGO AIRPORT:

“We call on Sligo County Council to restate its objective as stated in the County Development Plan to promote and support improved access to and expansion of Sligo Airport so as to secure a better level of service and promote Sligo’s accessibility to tourists and businesses both nationally and internationally”
In response, Mr H. Kearns, County Manager stated that a planning application was currently with the Council and it would not be appropriate to comment at this stage.
19. NATIONAL BREAST CANCER SCREENING IN COUNTY SLIGO:
It was agreed to take items 19 and 37 together.

23. UPGRADING OF STRANDHILL WASTEWATER SEWERAGE TREATMENT PLANT:

“To ask what progress has been made with regard to the upgrading of the Strandhill Waste Water Sewerage treatment scheme and to ask if the Department has sanctioned the funding for the scheme and when can it be expected that work on the project will commence.”
In response Mr F. O’Driscoll, Acting Senior Engineer stated the following:
The upgrade of Strandhill Wastewater Treatment Plant is included in a bundled DBO Contract including Tubbercurry, Grange and Ballinafad. The planning and procurement phases of the scheme have been completed and a preferred bidder has been selected.
Sligo County Council are currently awaiting the granting of loan approval from the DOEHLG to meet the Councils contribution to the cost of the scheme. We are in regular contact with the Department on the matter of loan approval and this particular scheme has been highlighted as a priority for this Council. Immediately on receipt of loan approval we will be in a position to sign a contract for construction.
24. DRAWING DOWN OF DEVELOPMENT BONDS:

“Taking into consideration the fact that the Council imposes a planning condition on all housing developments that work shall not commence until adequate security (bonds) for the satisfactory completion of the development has been submitted to the Council and that security is only released when the development has been completed to the satisfaction of the Council, can Council members be advised as to the mechanism used by the Council to draw down bonds where a developer leaves a housing development unfinished."
In response Mr J. Murphy, SEO stated the following:
The Council writes to the Surety (bondsperson) and puts them on notice that the Council intends to seek to draw down the bond to enable it to bring the development to a standard suitable for taking in charge, if the development is not completed to its satisfaction within a specified period. The developer is also informed that the surety has been put on notice. The development is inspected after the specified period has expired and any outstanding works are costed. The Surety is then written to and asked to forward the sum required.
In general, thereafter follows a period of discussions with both the Surety and the developer. The majority of cases are resolved with the developer completing the outstanding works. The surety would then be released of their obligations in relation to the draw down of the bond.
25. UPGRADE OF TUBBERCURRY SEWERAGE TREATMENT PLANT:

26. RIGHT OF WAYS TO LANDOWNERS WHO HAVE CONTRIBUTED TO LOCAL IMPROVEMENT SCHEMES:

“To seek clarification on the issue of rights of way afforded to landowners who have contributed to the improvements of roads under local improvement schemes:
a) their legal rights and obligations
b) the legal right of any one such person to prevent others from using those roads
c) can the Local Authority remove any obstacles placed on those roads, i.e. gates, boulders, etc.”
In response Mr T. Carroll, Senior Engineer stated the following:
The rights of way on roads improved under Local Improvement Scheme are not changed by works undertaken by Council under this scheme.
Prior to scheme being undertaken written approval should be obtained by scheme sponsors of landowners served by road. In the event of an objection then works would not be undertaken. On completion of works no further responsibility rests with Road Authority in maintaining this road.
27. PROVIDE FUNDING FOR TWO BRIDGES AT CARROWILKIN ON N17:

“To request the Minister for Transport and the N.R.A. to provide the funding necessary to guarantee that two bridges at Carrowilkin on the N17 are structurally safe to carry the large volume of traffic which travels this road on a daily basis”
In response Mr T. Carroll, Senior Engineer stated the following:
Bridge Number N17-05 (Carrowilkin) and bridge Number N17 -06 (Carrowghoge), lie on a relatively straight section of the N17 north of Curry. Both structures are masonry arch bridges with masonry parapets with width between parapets of about 6.5m, in recent years both bridges have suffered from vehicular impact to the parapets to varying extents. In 2006, for instance, a large crane fell from a low-loader and knocked the entire eastern parapet off and damaged the bridge. The N17 was closed for the day as I recall. Sligo County Council, subsequently repaired the bridge.
The Carrowilkin bridge was hit last year and the parapet has since been repaired.
This portion of the N17 is to be bypassed by the long awaited new N17. The road width is very narrow along this stretch of the N17 and the absence of hard shoulders must be worrying for lorry drivers when two lorries meet.
Options.
1. introduce a speed restriction- but on a straight section this is undesirable,
2. widen both bridges on both sides of the road,
3. do nothing except- repair the bridges when they are hit- there is signage at the bridge approaches.
It appears option 2, is the best approach, (given the unlikelihood of the new N17 being completed in the next 3-4 years) and Sligo County Council can apply to the NRA for funding to widen both bridges by, circa, 1m on each side and improve the adjacent retaining structures as necessary.
The budget cost of the project may by in the order of €310,000, (for both structures).
28. EXTEND SEWERAGE PIPLINE ACROSS RIVER MOY IN ACLARE VILLAGE:

“To ask the Director of Services when will work commence to extend Sewerage pipeline across the river Moy in Aclare Village”
In response Mr F. O’Driscoll, Acting Senior Engineer stated the following:
A proposal to construct a new effluent pumping station and rising main in Aclare village was assessed under the Rural Water Small Schemes Programme. Scheme design, site investigation works and land acquisition are being advanced.
The phasing of schemes in the context of financial constraints, environmental regulations and development needs is currently being evaluated and projects will be prioritised accordingly.
29. ANNAGH BRIDGE, TOURLESTRANGE AND RHUE BRIDGE, TUBBERCURRY:

“To request that red and white bollards be erected at Annagh bridge, Tourlestrane on the R294 and at Rhue bridge,Tubbercurry on the N17 in the interest of road safety”

The bridges in question will be investigated by local Area Engineer with a view to improving safety of road users.
30. SPEED IN GURTEEN VILLAGE:

To ask the Council to monitor traffic movements and speed in Gurteen village and to extend the speed limits on the entrance to Gurteen village from the Tubbercurry side
In response Mr T. Carroll, Senior Engineer stated the following:
Under proposed draft amendments to speed limit By-laws currently being processed by the Roads Department, it is proposed to extend speed limit zone to east of Gurteen village on regional Road R294.
The issue of enforcement of speed limit is a matter for An Garda Síochána.
31. NEW EMPLOYMENT BASED REDUNDANT APPRENTICE ROTATION SCHEME:

34. REMOVE DANGEROUS POLE ON MOYDOO ROAD:

“That the Council have pole on the Moydoo road (Rd 488) which is situated on a bend relocated before there is a serious accident”
In response Mr T. Carroll, Senior Engineer stated the following:
A survey of all utility poles which are deemed to be a hazard to road users on Regional and Local Primary road network has recently been completed by Area Engineers in County Sligo. These hazards are currently being classified by Road Safety Officer.
This report when completed will be forwarded by Roads Department to relevant utility companies to have these road hazards removed immediately where it is deemed their responsibility.
Mr T. Kilfeather stated that Eircom had been written to in relation to works carried out on pole re-location on the R297 and that Sligo County Council would facilitate them on any further works. A copy of the Survey to be sent to Eircom.
35. PROVIDE 3 NUMBER PEDESTRIAN CROSSINGS IN BALLYMOTE TOWN:

40. ATTACKS BY ISRAEL ON PALESTINIAN PEOPLE IN GAZA:

“That Sligo County Council express our deep abhorrence at the attacks by Israel on the Palestinian people in Gaza.
Further, this Council calls on the Irish government to demand from the Israeli authorities the immediate end of these vicious attacks and the complete withdrawal of Israeli forces from Palestinian lands as previously agreed in numerous UN resolutions.
In an effort to exert pressure on the Israeli authorities, this Council asks that our government initiate moves at EU level seeking a suspension of the European-Mediterranean Association Agreement which underpins preferential trade with Israel”

41. IMPROVE JUNCTION AT BEACHVIEW HOUSING ESTATE, STRANDHILL:

"To ask the County Manager what proposals the Council has to improve safety standards at the junction at the entrance to Beachview housing estate, Strandhill, and further to ask what proposals the Council has to resurface the road in the estate."
In response Mr T. Carroll, Senior Engineer stated the following:
It is proposed to erect a “Stop” sign at junction of access road to Beachview Park and Regional Road R292 in Strandhill as part of a review of signage at this dangerous junction. It is also proposed to erect a cautionary sign indicating “Concealed Entrance Ahead” on western approach to this junction on R292.
The road in the estate was surface dressed in 2004 and is in good condition. Any further improvements to this estate can be considered by Members in context of draft Roadworks Programme 2009 when being drafted at local area meeting.
42. ROAD REPAIR WORKS ON BALLINA ROAD, TUBBERCURRY:

This section of Regional Route R294 will be examined by local Area Engineer with a view to undertaking road repairs where required.
38. SURVEY OF RIVERS IN GEEVAGH:

“To ask the Director of Services for Infrastructure, Mr Tom Kilfeather for a progress report on the survey being carried out in Geevagh on both Rivers”
In response Mr T. Carroll, Senior Engineer stated the following:
A survey of the Feorish, Straduff river system was completed prior to the Christmas period. The results of this survey are being examined by Road Design / Marine Section Sligo County Council.
A scheme of improvement measures is being devised in co-operation with Roads Department Roscommon County Council with a view to making a joint submission to O.P.W. Western Division for grant aid towards improvement measures to river system.
It is hoped to make this submission in the next six weeks.
39. SIGNAGE AT BALLINDOON CROSS:

The local Area Engineer will examine this location with a view to improving signage at this junction if required.
36. ROAD WORKS AT ROUNDABOUT IN BALLISODARE:

In response Mr T. Carroll, Senior Engineer stated the following:
The construction of roundabout and ancillary works was a condition of planning relating to an adjacent commercial development at Main Street, Ballisodare on N59. Road Department are currently in discussions with developer in relation to completion of these works.
In the interim Road Department will undertake some temporary works to improve safety at this junction pending completion of outstanding works by developers.
Mr D. Breen, Director of Service to look into any planning issues in relation to the development in question.
