31. DOWNGRADING OF CANCER TREATMENT IN SLIGO GENERAL HOSPITAL; 

It was agreed that Item 31 be taken at this time;

“That Sligo County Council fully support the continuation of the cancer campaign and condemn the TD’s who voted in the Dail recently to downgrade cancer treatment in Sligo General Hospital”.

“That Sligo County Council fully supports the continuation of the cancer campaign and calls on the Government and the HSE to support the proposal that Sligo General Hospital would extend its catchment area so as to allow the hospital to retain and further develop the cancer surgical and diagnostic services at Sligo General Hospital and all cancer care services including radiotherapy”.

20. SPEED LIMIT SIGNS BE ERECTED AND FOOTPATH EXTENDED ON THE CUILBEG ROAD;

“That in the interests of traffic and pedestrian safety on the Cuilbeg Road, Carraroe, that speed limit signs be erected and the footpath extended to the St John’s GAA Park”.

In Response Mr T. Carroll SE stated the following;

Speed limit signs indicating special speed limit of 60 K.P.H are erected on this section of Regional Road R287 on approaches to Cuilbeg, Carrowroe.  There is no provision in estimates 2008 for construction of footpath at this location.

21. REPORT ON THE ROADWORKS SCHEME IN STRANDHILL;

“To request a report on the Roadworks scheme in Strandhill, including Urgent works on the Upper Road and the upgrading of footpaths from the church to the promenade”.

In Response Mr T. Carroll SE stated the following;

A sum of €88,400 has been provided in estimates 2008 towards the upgrade of Buenos Aires Drive (L-3505) under Road Restoration Programme.  A sum of €45,500 has also been provided towards the continued upgrade of footpath network on Top Road R292 in 2008.  Repairs where required will be undertaken to footpaths from Church to Promenade.

30.   MEETING WITH THE NRA REGARDING THE N.59;

33. MEETING WITH THE NRA REGARDING THE N.59;

“That I will ask Sligo County Council request a deputation with the NRA regards the N. 59 which is now acknowledged as one of the worst roads in Ireland”.

In Response Mr T. Carroll stated the following;

In January 2005 a needs study was submitted to NRA by Road Department, Sligo County Council highlighting the various deficiencies of National Secondary Route N59 in County Sligo.

In April 2005 Sligo County Council received an acknowledgement of report from NRA indicating that the report shall form the basis for determining priorities for improvement works on the N59 in County Sligo over the coming years.

In 2008  Sligo County Council has received a grant of €550,000 to advance the studies of an improvement scheme for section of route from Farranyharpy to Ballygreighan.  Estimate cost of scheme is €5.9 million.  Length of scheme 3.5KM.

An appraisal of scheme which is required by new NRA guidelines has been submitted to NRA in draft format for their attention and approval.   Subject to approval of appraisal report by NRA it is proposed to submit a Part 8 report to members of Council for their approval.

22.  FOOTPATH AT KILMACOWEN;

23.HEALTH MEDICAL FACILITY AT BALLYBRENNAN, BALLYMOTE, CO. SLIGO;

24.  COURT SERVICES IN BALLMOTE;

39. JUNCTION AT NURSING HOME/R.C. CHURCH/TRAIN STATION IN BALLYMOTE;

“To ask Sligo County Council have they any plans to improve the junction at the Nursing home/R.C. church/Train station in the town of Ballymote”.

In Response Mr T. Carroll SE stated the following;

There are no proposals by Sligo County Council to make alterations to junctions in question in 2008.

A review of signage and lining on approaches to junctions will be undertaken by Area Engineer.

Any other improvements may be considered in context of 2009 Road-Works Scheme when being drafted.

28. WOODSTREAM ESTATE COOLANEY AND ROCKFIELD MANOR ESTATE;

“To ask the Director of Services;

  1. What action is this Council taking to have the Woodstream Estate, Coolaney completed by the Developer and to report on why the Council are requesting residents of the estate to pay development levies which are part of the planning conditions for the Development (Ref No. 04/1011)”.
  2. What is the up-to-date position on the completion of Rockfield Manor Estate.

In Response Mr J. Murphy SEO stated the following;

Issue 1 – Completion of the estate:

The Woodstream estate, Coolaney will, when completed be a development of 77 dwelling houses (permitted under PL 04/1011 and PL 06/40).  At present, 56 houses have either been built or are in the course of construction with a further 21 houses yet to be built.  The developer has until the 11th April 2010 to build 18 of these houses and until the 25th April 2011 to build the other 3 houses.

Roads, footpaths, public lighting, landscaping and green areas have been provided in some areas of the development.  At this stage the council would be anxious that the access to the development, boundary treatment, public lighting, and the provision of footpath to village be addressed.  This section will be seeking a meeting with the developer to ascertain his proposals (together with timescale suitable to the Council), to address these matters.

Issue 2 – Development Contributions:

It came to our attention that a number of houses in the estate had been occupied without the development contributions having been paid.  In such cases, bills are sent out to both the developer and the occupiers.  This invariably leads to the matter being resolved at a very early date.  In this instance, this matter has now been resolved to the satisfaction of the Council.

“What is the up-to-date position on the completion of the ‘Rockfield Manor’ estate”

There were 4 issues which the Council had been seeking to have resolved:

  1. Stone-facing of wall to the front of the development Works have been carried out on stone-facing the front boundary walls of the dwelling houses fronting the public road.
  2. Landscaping / Remedial works to Green Area Works have started today.
  3. Upgrading of path along fence adjacent to Green Area - This work is to be carried out following landscaping and remedial works to the green area.
  4. Provision of Play Area - The Residents are not in favour of the play area approved under the grant of planning permission.  This matter has still to be resolved.

25. FUNDING FOR TRAFFIC MANAGEMENT MEASURES; 

Management Plans have been prepared by Road Design Department, Sligo County Council for all towns and villages in County Sligo.  These plans have been reviewed and approved by representatives at Local Area Electoral Meetings.  These plans have been used as a template for the introduction of safety measures to ensure the safety of vulnerable road users in towns and villages and the efficient and safe movement of vehicular traffic.

To date since the formulation of these plans a sum of €600,000 has been expended on the improvement/upgrade of public footpaths and public lighting in our towns and villages.  A total of 4Km of new footpath has been constructed with public lighting in our various towns and villages with a consequent improvement in safety.

These funds have been provided from the Discretionary Improvement Grant Scheme with matching funds from the Development Levy Scheme.  In the current year, funding has been provided from the Road Restoration Scheme towards the upgrade of Main Street, Enniscrone and Main Street, Ballymote.  A total of €500,000 has been expended on both these projects.  Provision of ducting for future pedestrian crossings has been provided as part of these improvement works.

The Department of Transport, Non-National roads division has recently sought applications for funding Low Cost Accident Scheme proposals for 2009.  It is proposed to prioritise the construction and installation of pedestrian crossings in our towns and villages as part of Sligo County Councils submission.

The Roads Department will continue to implement Traffic Management measures under discrete elements of Discretionary Improvement Grant, Road Restoration Programme and N.R.A Programme of Road Works.

The Roads Department would welcome the identification of other sources of funding to accelerate the implementation of these Traffic Management Plans.

26. ONGOING FLOODING PROBLEMS IN TUBBERCURRY;

“That Special Funding be provided to provide a large drainage piping to alleviate the ongoing flooding problems that exist in The Square, Tubbercurry where a number of premises have been constantly flooded”.

In Response Mr T. Carroll SE stated the following;

A comprehensive survey of surface water drainage system in Tubbercurry has recently been completed by Water Services Department, Sligo County Council.

Following the results of this survey a series of alterations to existing system are to be implemented by Roads Department, Sligo County Council.  Implementation of these measures has recently commenced.

Improvement Measures

  1. Removal of build-out to public footpath adjacent to premises to west of square and the construction of new road gulley and connection to adjacent surface water culvert.
  2. The construction of new surface water interception drain to North of square.  The new 600mm Ø drain will intercept and remove all surface water drainage from  Humbert Street/Ballymote Road system and redirect to new outfall drainage system recently constructed and taken in charge by Sligo County Council.

The construction of this new drain will remove a major hydraulic load from existing drainage system on the Square, Tubbercurry.  Surcharging of old system at this location historically has led to flooding of commercial premises after periods of intense rainfall.  Introduction of these remedial measures will result in a major improvement of capacity of existing system to absorb periods of intense rainfall in Tubbercurry.

27. SAFETY OF PEDESTRIANS AND MOTORISTS IN RELATION TO BAD BEND BETWEEN SEAFIELD AND KELLYSTOWN ON THE R292;

29. REPORT ON THE PRIVATE HOUSING GRANTS FOR OLDER PEOPLE AND PEOPLE WITH A DISABILITY;

32. PUBLIC WATER SUPPLY IN GURTEEN VILLAGE;

“Consumers connected to the public water supply in Gurteen village have been experiencing regular interruptions to the supply, I am requesting that all necessary repairs and upgrading of pipework be carried out as soon as possible”.

In Response Mr K. Larkin SE stated the following;

There are a number of reasons for interruption to water supply in Gurteen in recent times.

The water supply from County Roscommon was interrupted a few weeks ago as a result of burst main on the Roscommon side.  This was repaired by our colleagues in County Roscommon as quickly as possible and supply was restored.  The section of rising main from pumping station near the Roscommon border to the reservoir at Sroove has experienced some bursts over the last two years due to high pressure in the main.  Certain operational/maintenance procedures, such as overhaul of a pressure vessel have been carried out to minimize the reoccurrance of these incidents.  The distribution main from Mullaghroe to near Gurteen village is in poor condition at certain locations and bursts have occurred frequently over recent years.  This section of main is on the high priority list .i.e Phase 1 of “Stage 3: Mains rehabilitation”for renewal under the Water Conservation Programme.  This Report on Mains rehabilitation has already been submitted to DEHLG for funding and we await approval.

34. EXTRA SIGNAGE BE ERECTED ON THE N17 AT ACHONRY;

“To request that extra signage (Written Form) be erected on the N17 at Achonry (Connacht Gold Co-Op) to highlight the two junctions  Achonry and Mullinabreena also that yellow markings be placed on the road either side of the junctions and that a sign for Achonry N.S. be erected opposite the Achonry Junction”

In Response Mr T. Carroll SE stated the following;

This location will be examined by local area engineer to ascertain what improvements can be made to signage and road markings on National Primary Road N17.

At present NRA are refurbishing the signage on National Route N17 in County Sligo under contract.  The inspection by local area engineer will be undertaken following completion of this contract.

35. INFORMATION ON THE ENVIRONMENT UNDER THE EUROPEAN COMMUNITIES REGULATIONS 2007;

"Recognising that under legislation, information on the environment must be made available to the members of the general public, this Council expresses its concern at the failure of the Council executive to comply with the requirements of the European Communities (Access to Information on the Environment) Regulations 2007, and calls on the County Manager to take immediate steps to ensure that the legislation is adhered to in future and further the Council calls on the County Manager to comply with the directive of the Commissioner for Environmental Information issued on the 26th May 2008."

In Response Mr J. McHugh SEE stated the following;

An application under the European Communities (Access to Information on the Environment) Regulations 2007 was made by Open Focus on 9th August 2007, for the release of information on a broad range of environmental issues, including Waste water Treatment Plants at Enniscrone , Ballisodare, Aclare, Cloonacool and Finisklin.  A total number of 16 specific questions were required to be dealt with.   As the provision of this information entailed a considerable amount of work, it was decided,  in accordance with provision of the regulations, to apply a charge to cover at least part of the costs and this information was provided by Sligo County Council.  The organization then decided to appeal the amount of this charge to the Commissioner for Environmental Information.  The Commissioner, in a determination of 26th May, 2008, considered that the Councils imposition of the charge was not in compliance with Article 15 of the Regulations. The primary conclusion of the Commissioner was that because  the council did not include details of how the fee was calculated and the circumstances in which it may be waived with the original request for payment of the €285 fee, then the process of charging a fee in this case was not in accordance with Article 5 of Directive 2003/4/EU as implemented by Article 15 of the 2007 Regulations.  The information has now been provided in full without any charge, as directed by the Commissioner, to Open Focus.  It is emphasized that there was no difficulty or reluctance on the part of the Council in relation to the release of the information requested.  However, the Council felt that it was reasonable to impose a charge appropriate to the volume of work in researching and providing the information requested.  The Council will at all times deal with valid requests for environmental information in accordance with the 2007 Regulations and as expeditiously as possible.

36. BLUE FLAG BEACHES;

"To ask the County Manager what proposals the Council has to increase the number of Blue Flag beaches in the county."

In Response Ms R. McNulty DOS stated the following;

At present, applications for the Blue Flag Award can only be submitted to An Taisce, if a beach has been officially designated as a bathing area.  The designation of bathing areas is a statutory function, carried out at present by the Minister.  The last official designations were made under regulation in 2001, bringing the total number of designated bathing areas in Ireland to 131.  There are three designated bathing areas in County Sligo, namely Mullaghmore, Rossespoint and Enniscrone.  At present, the process of designating new bathing areas has been put on hold by the Department pending the roll out of the new bathing water regulations (Bathing Water Quality Regulations, 2008).  Under these new Regulations bathing waters will have been identified annually by local authorities following appropriate public participation.  The Department have indicated that they propose to meet with the Environmental Protection Agency in the near future to discuss guidance on the implementation of the new regulations, and interim procedures for designation of bathing waters.  In the absence of a process to designate bathing areas, Sligo County Council, nominated two beaches this year for An Taisce’s Green Coast Award, namely Streedagh Beach and Dunmoran Strand.  The Green Coast Award has been piloted on the east coast for the past number of years and this year is the first year that the award has been rolled out nationally.  The Green Coast Award is specifically suited to rural beaches, where the necessary infrastructure required for the Blue Flag Award may not be in place.  To be eligible for this award, the bathing water must comply with the stringent guide values set by the current bathing water regulations.  In addition a management plan for the beach must be drawn up in consultation with the local community.  Public participation is central to this award scheme. Meanwhile the Council have been monitoring the water quality at these beaches, so that the required quality information will be available when required.  

37. SLIGO FARMING PLATFORM;

A general discussion took place on this Item.

As an agreement could not be reached the Cathaoirleach asked that a poll be taken;

For; Baker, Barry, Bree, Colleary, Gormley, Higgins, Lundy, Queenan.

Against; Devins, Kilgannon, Mullaney and Sherlock.

As a result was 8 for and 4 against the motion was carried.

38. MOVE SPEED SIGNS ON ROAD NO. 621;

“To ask the DOS for Infrastructure to move speed signs on the Road No. 621 out of Riverstown to the edge of the village”.

In Response Mr T. Carroll SE stated the following;

The speed limit zone in question will be reviewed as part of a comprehensive survey of zones in County before end of 2008.
