The proposal to charge for parking in the car parks at Strandhill will be removed from any future bye-laws which may be adopted."

17. PROCESSING AND DISPOSAL OF THE SEWAGE SLUDGE FROM THE FINISKLIN AND OTHER PUBLIC SEWERAGE TREATMENT PLANTS IN THE COUNTY;

“That the Council be provided with a report regarding the processing and disposal of the sewage sludge from the Finisklin and other public sewerage treatment plants in the county, the report to include details of the annual volume of sewage involved, the location of each Sligo farm referred to in Council documentation released to Open Focus as suitable for the landspreading of the sewage and all other farms over which the sewage is to be disposed of, the cost of transportation to the various farms and the charge it is proposed to make for the service, whether distinctive or any public safety signs will be erected on lands to indicate to neighbouring landholders, residents and members of the public that the lands are being used as spreadgrounds for human sewage sludge and the period within which the sewage is to be applied, if there is to be provision allowing for objections to the spreading of sewage on lands or on any particular farm and if, as a public health safeguard, details indicating that the use of the lands as spreadgrounds will be entered on the folio of the respective lands, and a copy of the advice which the Council requested and obtained from the Food Safety Authority of Ireland concerning the use of human sewage sludge in agriculture.”
In Response Mr D. Harrison SEE stated the following;
The Sludge Hub Centre, which is currently being constructed as part of the Sligo Main Drainage Wastewater Treatment Plant in Finisklin will provide treatment for all sewage sludge from the Finisklin and other public sewerage treatment plants in the county. This sludge treatment facility is required to produce a Class A standard pasteurised Biosolids product in accordance with the Code of Good Practice for the Use of Biosolids in Agriculture as published by the Department of the Environment and Local Government. The biosolids reuse strategy to be employed by the contractor operating this plant is required to comply with the recommendations of the County Sligo Sludge Management Plan. Where this biosolids product is to be applied to agricultural land the requirements of the Waste Management (Use of Sewage Sludge in Agriculture) Regulations 2001 must be adhered to.

Details of the annual volume of sewage involved,
The volume of sewage sludge generated from the public sewerage treatment plants in county Sligo is primarily dependant on the level of dewatering treatment which is provided. The Sludge Management Plan sets out the theoretical volumes of Sludge arising from wastewater treatment in County Sligo for the years 2005, 2010, and 2020 (details attached). The SMP also recommended the construction of regional Sludge dewatering facilities in Ballymote and Enniscrone which are currently under construction and these will greatly reduce the volumes of sludge being transported to the Sludge Hub Centre in Finisklin. The Hub Centre will produce a Class A standard pasteurised Biosolids product for disposal/reuse in accordance with the recommendations of the Sludge Management Plan. It is estimated that the Hub Centre will produce approximately 600 tonnes dry solids during 2009. -
The location of each Sligo farm referred to in Council documentation released to Open Focus as suitable for the land spreading of the sewage. The Sludge Management Plan for County Sligo assessed different options for the potential reuse of the Biosolids product in County Sligo including agricultural land spreading, forestry and amenity areas. As part of the evaluation process on land spreading, six farms in west Sligo were assessed as a test case for their land spreading potential. (Copy map attached indicating the location of these farms). These assessments were carried out in accordance with the regulations pertaining at that time but they have now been superseded by legislation and any future proposal to use these lands for spreading of Biosolids would require new Nutrient Management Plans and associated approvals in accordance with current Regulations. The contractor who will be operating the new Sludge Hub Centre currently has no proposals to carry out land spreading of Biosolids in County Sligo.

All other farms over which the sewage is to be disposed of.
There are no proposals at present for land spreading of Biosolids from the Sludge Hub Centre on farms in County Sligo and any future proposals in this regard would require the preparation and approval of associated Nutrient Management Plans in accordance with the current Regulations. -
The cost of transportation to the various farms and the charge it is proposed to make for the service,
There are no proposals at present for land spreading of Biosolids from the Sludge Hub Centre on farms in County Sligo and therefore this issue does not arise.
The tendered rate for the transport and disposal/reuse of the Biosolid product from the Sludge Hub Centre is approximately €180 per tonne dry solid. -
Whether distinctive or any public safety signs will be erected on lands to indicate to neighbouring landholders, residents and members of the public that the lands are being used as spreadgrounds for human sewage sludge;
The Waste Management (Use of Sewage Sludge in Agriculture) Regulations 2001 and the Code of Good Practice for the Use of Biosolids in Agriculture set out the protocols and requirements in relation to the application of a biosolids product to agricultural land. There is no specific requirement in the Regulations for the erection of signage on lands to indicate that land spreading of Biosolids is taking place. -
The period within which the sewage is to be applied;
The European Communities (Good Agricultural Practice for Protection of Waters) Regulations 2006 outlines set periods when land application of fertilizers is prohibited and generally sets limits on the land application of fertilizers. The period during which the application of fertilizers to land is prohibited in County Sligo is 15th October to 15th January in the case of the application of organic fertilizer (other than farmyard manure). -
If there is to be provision allowing for objections to the spreading of sewage on lands or on any particular farm;
The Waste Management (Use of Sewage Sludge in Agriculture) Regulations 2001 and the Code of Good Practice for the Use of Biosolids in Agriculture do not have any specific provisions for public objections to landspreading of Biosolids.
The Waste Management (Collection Permit)(Amendment) Regulations 2008 sets out the procedure for an application for a waste collection permit. This process involves the publication of a notice of intent to apply for a waste collection permit and allows for public inspection of and submissions on the permit application. -
If, as a public health safeguard, details indicating that the use of the lands as spreadgrounds will be entered on the folio of the respective lands;
The Waste Management (Use of Sewage Sludge in Agriculture) Regulations 2001 and the Code of Good Practice for the Use of Biosolids in Agriculture do not have any specific requirements for entering details indicating the landspreading of Biosolids on the folio of the respective lands but Sligo County Council is required to maintain a Sludge Resister on which all this information is entered.
This Register is required to be available for public inspection. -
A copy of the advice which the Council requested and obtained from the Food Safety Authority of Ireland concerning the use of human sewage sludge in agriculture. Water Services is not aware of any such request to or reply from the Food Safety Authority on the part of any Section of the Council and the Food Safety Authority likewise has no such knowledge
19. STRANDHILL PARKING PLACES BYE-LAWS;

20. PLAYGROUND FOR STRANDHILL VILLAGE;

“To ask the County Manager; that this Council seek to provide a playground for Strandhill village”.
In Response Mr M. Carty SEE stated the following;
“Sligo County Council is in dialogue with the Strandhill/Coolera Sports and Community Development Group to achieve dedicated facilities for the area. Playground facilities can be considered as part of the proposal. Currently no Council funding has been allocated for such a facility”.
Ms R. McNulty, DOS stated that grants were no longer available for the provision of playgrounds and that local action would be helpful in relation to the provision of a site.
21. PROCESSING OF PRIVATE HOUSING GRANTS FOR OLDER PEOPLE AND PEOPLE WITH DISABILITIES;

“To call on the Director of Services for Housing to start immediate processing of private housing grants for older people and people with disabilities in order to obtain an accurate figure regards the amount of funding required to provide grant aid for existing applications”.

The Council received a letter from the Minister for the Environment, Mr John Gormley, on 26 August 2008, which advises that surplus resources have not been identified to date and, as such, the Department is currently unable to sanction an additional allocation to Sligo County Council. However, the Department has advised all local authorities to monitor expenditure under the schemes carefully and applications for increased funding will be considered in the light of any savings emerging later in the year in other local authority areas.
A Department circular has issued advising that the HSE is no longer accepting applications for the Special Housing Aid for the Elderly scheme with effect from 1 August 2008. The circular also included details of the interim arrangements (copy attached) for joint action and co-operation with regard to the administration of the Housing Aid for Older People which should be put in place between the local authorities and the HSE and, in this regard, a meeting is to be held between officials from the HSE and representatives from the Housing Sections of Sligo County Council and Sligo Borough Council on Tuesday, 2 September 2008. However, I understand the HSE has fully committed its funding in respect of this scheme. And the Council’s allocation is expended as set out above.
It is proposed to re-examine the situation regarding the processing of grant applications towards the end of September 2008 and members will be kept up-to-date in this matter.

22. CLAR CLASS ROADS AND CLAR IMPROVEMENT SCHEMES;

In Response Mr T. Carroll SE stated the following;
A grant of €221,374 has recently been notified to Sligo County Council for the upgrade of Clar Class II and III non-national roads.
A submission has been lodged by Roads Department, Sligo County Council on 18th August, 2008 including proposals to upgrade 21 Number local roads under this scheme.
Roads Department await approval to commence this programme of works. There has been no notification of grant aid for local Improvement Schemes under Clar programme to date.

25. JOINT OIREACHTAS COMMITTEE;

“That Sligo County Council noting that the Joint Oireachtas Committee on Arts, Sports, Tourism, Community, Rural and Gaeltacht Affairs is seeking submissions for a report which it is undertaking entitled “What is Needed to Develop the Counties Along the West Coast of Ireland, Both in Economic and Social Terms”. Agrees to make a submission to the Committee identifying the infrastructure and public services deficiencies and the impediments to job creation in this county; and outlining the type of initiatives and interventions that are required to revitalize County Sligo and that are necessary in order to ensure employment opportunities for the people of Co. Sligo in the years ahead.
In Response Ms A. Smyth AO stated the following;
The Community and Enterprise section agree to make a submission to the Joint Oireachtas Committee on Arts, Sports, Tourism, Community, Rural and Gaeltacht Affairs in relation to the above mentioned report. The submission will take into consideration gaps and deficiencies as highlighted and make recommendations as to how they can be addressed.
The members requested a copy of this report.
27. WATER SUPPLY IN CARNEY AND MAUGHEROW AREAS OF NORTH SLIGO;

“That this Council be provided with a report as to why the water supply in Carney and Maugherow areas of North Sligo is having recurring problems with the water service. Service to Cloch Oir, Carney totally lost service on 3rd,4th and 5th of August 2008, what plans have Sligo County Council to ensure that recurring water supply problems in the North Sligo area of Carney and Maugherow be resolved. Are there any plans for a more reliable service for the area?”.
In Response Mr F. O’Driscoll SEE stated the following;
A problem occurred with a valve in the Water Treatment Works at Barnaderg on Sat night of 2nd Aug, at approx. 20.00hrs. This caused the level of the reservoir to drop to a point where a text-alarm was sent out at 04.00 hrs on Sunday morning. By the time this was picked up later in the morning the main reservoir was almost empty.
This led to problems at the other downstream storage reservoirs with Mullaghaneane (supplying Carney and Maugherow) starting to drop in level at 10.00hrs on Sunday morning and supplies to Carney actually ceased by 16.00hrs on Sunday afternoon.
The problem at the treatment plant was resolved immediately: however due to the time required to refill the main reservoir (full again at 22.00hrs Sunday night) supplies to the other storage reservoirs were still being curtailed.
By 00.30hrs on Monday 4th an adequate supply had been restored to Mullaghaneane and by lunchtime that day that reservoir level was at 60% full and flow to Carney was at 60% of normal.
By 20.30hrs reservoir levels at Mullaghaneane were at maximum: however we continued to receive calls from the higher areas of Carney who still had no supply.
On Tuesday morning it was established that flow rates to Carney were still only at 60% of normal due to air-locks in the system and measures were taken to try and clear these air locks, with supply being returned to all areas by Tuesday evening.
Staff remained on site until 24.00 hrs on Tuesday night to ensure supply was satisfactorily restored.
Air-valves which had previously been installed on the network took longer than expected to expel air from the system.
Obviously this situation was unsatisfactory and remedial measures were required.
Supply to the Magherow area has been taken off the Mullaghaneane reservoir since 14th August and that locality is now being supplied directly from the Barnaderg plant. This has the effect of increasing the storage capacity at Mullaghaneane, supplying the Carney area, from 5 to 15 hours storage.
Further investigations are ongoing to establish the precise locations and extent of the airlocks with a view to taking remedial action; specific locations have been identified and the local landowner has allowed us to enter his lands to carry out this work which began on August 20th and is ongoing
In addition, in the medium term, since it is obvious that the air-lock problems in the scheme are due to the reservoir running down too quickly, it is proposed in advance of the upgrade of North Sligo Regional Water Supply Scheme, to increase the reservoir capacity at the treatment works. This extra storage capacity will give staff adequate time to be notified of any problem that may arise at the works, and to address the problem before any air locks develop.
A new alarm system, that will incorporate a call-back facility for acknowledging receipt of the alarm is being sourced, and will be installed ASAP
With regard to the granting of planning permissions in the area, there is sufficient capacity to supply the current and proposed developments.
The problems in this instance were operational and it is hoped that following the modifications to the system referred to above, further extended curtailments of supply will be avoided.
28. RIGHT TURNING LANES OFF THE N16 ON TH EDRUM ROAD AND DRUMKINSELLAGH;

“To ask Sligo County Council in the interest of road safety to request the Department of Transport under the low cost safety improvement scheme, to provide funding to Sligo County Council to provide right turning lanes off the N16 on to the Drum Road and also to Drumkinsellagh”.
In Response Mr T. Carroll SE stated the following;
The locations in question have been inspected by the Regional Safety Inspector N.R.A.
He does not recommend a right turning lane at either junction due to the low volume of right turning traffic movements.
He has recommended however additional road markings at both locations.

In Response Ms D. Clarke, DOS stated the following;
Quotations have been received in respect of the installation of new external oil boilers, and it is proposed that these will be provided before the end of the year.
Drainage works, as part of the contract, were carried out in the green area and further investigations will be carried out to put an extra drainage facility in this area if required. It is noted that extensive work was done in developing the green area, however, a lot of this landscaping has been damaged due to vandalism.
Ramps and road markings on ramps will be carried out as part of the current contract.
The council has only recently been made aware of a smell in one of the 2 bedroom houses. Investigations into this will take place during this coming week.
31. EXTEND COURT ABBEY GRAVEYARD;

Sligo County Council officials have met with local representatives and are pursuing various site options. Court Abbey Graveyard is located within a zone of archaeological protection (ZAP) and is subject to the National Monuments (Amendment) Act 2004

The Cathaoirleach Councillor J. Devins suggested that it was a appropriate point in the meeting to acknowledge the outstanding public service given by Mr K. Larkin SE to Sligo County Council over the past 25 years. All the members joined with the Cathaoirleach in acknowledging Mr Larkin’s professionalism, courtesy, honesty and his help to members of the Council over the years. The County Manager joined with the members and paid tribute to Mr Larkin for his outstanding work and for his personal support over the years. .

36. MULLAGHMORE DEEP SEA DIVING;

“Sligo County Development Plan 2005-2011 clearly state that several towns and villages in the County have special functions, for example, Easkey, Mullaghmore, Rosses Point, Strandhill and Enniscrone play a regionally significant coastal tourism role. As Mullaghmore in County Sligo is surrounded by some of the best waters in the world for deep sea diving. Sligo County Council recognises the importance of the tourism industry and the potential that exists for the industry to expand further. I call on Sligo County Council to give a report to the September Meeting on what plans are in train to promote deep sea diving in the Mullaghmore area of Sligo”.
In Response Mr M. Carty SEO stated the following;
Sligo County Council, during the lifetime of the County Development Plan 2005-2011, supported a range of projects which have assisted promotion of deep sea diving in the Mullaghmore Area.
Some of the supports are as follows;
Seaside Towns Initiative
The Seaside Towns Initiative was a joint cross border local authority project part-financed by the European Union through the Interreg IIIA Programme managed for the Special EU Programmes Body by the ICBAN Partnership which resulted in major infrastructural works being undertaken in eight picturesque seaside locations.
Road Improvements
Significant improvements have been carried out to the roads, car parking improvements with dedicated pedestrian crossings, footpaths and public lighting in Mullaghmore in recent years. These benefits have added to the overall diving experience.
Pier Work and Harbour Improvements
Since the New millennium substantial investment has taken place at Mullaghmore led by Sligo County Council. The New Breakwater protecting and enhancing the existing Harbour together with the new pontoon, slipway repairs and trailer park, all provide benefits for all harbour users, including the diving fraternity (capital cost circa €1.28m). Other repair works have also been carried out including new mooring rings, removal of inappropriate mooring dowels, new railings at step wells and repairs to harbour walls. Sligo County Council is committed to on going maintenance elements at the Harbour.
Promotion
Sligo County Council’s support for diving is illustrated on a range of websites:

In addition, Sligo Marketing Forum is working on the production of a Sligo guide aimed at the overseas markets of which 3 pages are dedicated to water based activities e.g. Surfing; Coarse and Pike Angling; Sea Angling; Deep Sea Angling; Shore Angling; Island Tours; Sailing; and Off Shore Water sports.
Marine Tourism Initiative
Sligo County Council, the County Development Board, are working in partnership with a range of other local authorities and the Marine Institute. This Costal Network Committee will consider a range of broad objectives; policy, technical issues and funding, product development and investment.
Deep sea diving product will be considered by this Committee.
37. N.16 CLASSIFIED AS A CRITICAL CROSS BORDER TRANSPORT PROJECT;

“To ask Sligo County Council to call on the Minister for Transport, Mr Noel Demsey and Northern Assembly Minister, Mr Colm Murphy to meet with the County Manager’s from Sligo, Leitrim, Donegal and Cavan Local Authorities, together with three Councillors from each County Council with the view to have the N.16 classified as a critical cross border transport project in a bid to secure joint Irish and British Governments or EU funding to upgrade the Sligo/Enniskillen link”.
The County Manager, Mr H. Kearns informed the meeting that the launch of a strategic report for the upgrading of the N16/A4 was taking place on 3rd October 2008. Invitations to attend the launch would be issued to all members”.

In Response Mr T. Carroll SE stated the following;
The erection of any signage on national routes in County Sligo must be consistent with the N.R.A. “Policy on the provision of Tourist and Leisure Signage on National Routes” published by the N.R.A. in March, 2007.
The erection of signage in a public place is also governed by Sligo County Councils “Policy on advertising Signs” published in April, 2007.
It was agreed to re examine this at the relevant SPC.
41. ELIMINATE FLOODING PROBLEMS ON THE N17 AT KILCOYNE PARK, TUBBERCURRY;

The Local Area Engineer is at present surveying this section of N17 with a view to devising a scheme to eliminate the incidence of flooding along this section of National Primary Route.
Following a discussion it was agreed that this matter would be examined at the next Tubbercurry Electoral Area Meeting.

Lough Talt water supply scheme:
The Lough Talt Water Supply Scheme is listed for upgrade on the current Water Services Investment Programme 2007 – 2009.
The preliminary report for the scheme is currently being finalized and it recommends that a new water treatment plant and associated storage reservoirs are advanced as phase 1 of the scheme.
It is anticipated, subject to DEHLG approval of the preliminary report, that the procurement and statutory procedures required to advance phase 1 of the project will be progressed during 2009. -
Gurteen/Lough Gara water supply scheme.
The water in the Gurteen area of south Sligo is supplied by Roscommon County Council from the North Roscommon Water Supply Scheme. The water source for this scheme is Lough Gara.
The North Roscommon Water Supply Scheme is listed for upgrade on the current Water Services Investment Programme 2007 – 2009.
The preliminary report for the scheme is currently being finalized by Roscommon County Council.
44. UPGRADING OF STRANDHILL WASTE WATER – SEWERAGE SCHEME;

In Response Mr D. Harrison SEE stated the following;
The Strandhill WwTP is to be ugraded as part of the Tubbercurry, Grange and Strandhill bundled DBO scheme. Contract formalities are currently being finalized and it is anticipated that the Design Build phase will commence during Q4 2008. The Design Build contract period is 15 months and therefore the project would be due for completion during Q4 2009 or Q1 2010.
The County Manager, Mr Hubert Kearns informed the meeting that the Council were still awaiting sanction to the borrowing of €45M in respect of various water and waste water schemes. He stated that a report would be brought to the Council later in the year with a further update on the position”.
45. FIRE STATION AND PUBLIC SERVICES CENTRE IN BALLYMOTE;

"To ask the County Manager (a) when will tenders be invited for the proposed new Fire Station for Ballymote, and (b) what progress has been made in regard to the Council’s proposal to develop a Public Services Centre in Ballymote to include, Library, Council offices and new Health Centre."
In Response Ms D. Clarke, DOS stated the following;
Sligo County Council received approval to proceed to tender stage for the fire station from the Department of Environment and Local on 15th August 2008. The approval was subject to a maximum all in contribution from the fire service capital programme €1,455,000. Work will now commence on the preparation of tender documentation under the new form of tender. A call for tenders will be made in the last week of February 2009. a new part 8 will be submitted in the next few weeks reflecting the reduced size and amendments made during the Cost Plan Stage. Changes had to be made to achieve funding, and be in the right cost bracket for approval. Amendments were made in consultation with the Chief Fire Officer, and the accommodation, whilst reduced in size, still meets the requirements of the DOE guidelines. In relation to the development of a public services centre a number of site options are currently being reviewed for locating the public service centre. Negotiations are ongoing with the HSE to confirm their participation in the scheme.

In Response Mr T. Carroll SE stated the following;
-
Following landslides in Derrybrien, Co. Galway and Pollatomish, Co. Mayo in 2003, the Irish Landslides Working Group were set up to map areas prone to landslides and what potential damage that can occur as a result of such activity.
This Working Group which comprises of the Geological Survey of Ireland (G.S.I.) other government agencies and the universities is engaged in compiling a “planning tool” that may be used by Local Authorities and developers to pinpoint vulnerable areas where damage may occur.
A pilot project/study has been carried out in Geevagh area.
Testing had revealed several layers of peat in the ground.
This indicated the immediate area was prone to landslides a fact bourne out by the previous experience of landslides in the same area. 1984, 1945, 1831, i.e. Bogflows
Climate change and the increase in the evidence of heavy rainfall increases the possibility of landslides in these vulnerable areas.
I recommend a copy of this report when completed be obtained by Sligo County Council.
The Roads Department will be examining measures to minimize the worst effects of a reoccurrence of any landslides.
The compilation of a national database assessing the potential for landslide susceptibility will influence planning authorities in future development decisions.
Climate change and the increase in the incidences of heavy rain will continue to affect the stability of slopes.
Roads Department will continue to maintain water courses, bridges and other infrastructure to alleviate the affects of any future occurrence.
The Irish Landslides Working Group has recommended that a large body of research be completed with regard to landslides assessment hazard in Ireland both in the short, medium and long term.
The growing pressures for development in more marginal land areas and the potential impact of climate change made further surveying and research an important imperative on health and safety grounds and in the context of the sustainable development of the Irish landscape.
This research is ongoing at the moment and recent events will obviously be the subject of further studies.
The estimated cost of national study is €1m (2006). -
Following recent heavy rains the condition of roads and bridges infrastructure is being continually monitored by staff of Roads Department, Sligo County Council.
50. DOO GROUP WATER SCHEME;

The installation of all distribution mains is now completed on Doo GWS Scheme. Testing of mains and completion of service connections is expected to take approximately 4-6 weeks. All excavated road surfaces will be permanently reinstated with a double surface dressing on completion of the scheme.
