5. THE WESTERN DISTRIBUTOR ROAD;

Cllr J. McGarry and Cllr MacManus abstained from the motion.

6. TEMPORARY OVERDRAFT;

7. UNFINISHED HOUSING ESTATES;

8. BOARD OF DIRECTORS OF SLIGO MUSIC FESTIVAL;

As no nominations were received to fill the vacancy on this Board of Directors of Sligo Music Festival, it was agreed by the meeting that this item be taken off the Agenda.

9. MARKREE HEIGHTS COLLOONEY;

“To call on Sligo County Council to provide ramps on the road approaching Markree Heights Collooney in the interest of public safety”.

In Response Ms K. McDaniel SEE stated the following;

There are 3 No. ramps on the road leading to Collooney Village from Markree Heights. There is a 50km/h speed limit in the area. One additional ramp could be considered for funding under the 2008 Discretionary Improvement Grant.

10. YELLOW BOX AT THE BOYS SCHOOL IN COLLOONEY;

“To call on Sligo County Council to provide a yellow box at the boys school in Collooney to prevent parking in the interest of public safety”.

In Response Ms K. McDaniel SEE stated the following;

It is proposed to erect a “Bus Only” sign at the National School as a yellow box would not be appropriate at this location”.

11. DIRECTIONAL AND WARNING SIGNAGE IN THE STRANDHILL PENINSULA;

“To ask Sligo County Council to review the issue of directional and warning signage in the Strandhill peninsula, to provide information to visitors and to warn motorists of hazards such as horses using roadway in vicinity of riding stables”.

In Response Ms K. McDaniel SEE stated the following;

There is a lot of horse riding activity on the public roads in the Strandhill peninsula and this can be a hazard for motorists. Signs have been erected on the busier route to warn motorists of the possible hazards of horses using the roadway in the vicinity of the riding stables.

12. FREETRAVEL PASS SCHEME;

13. KINGFORT ESTATE BALLINGTOGHER;

“That Sligo County Council provide a full report on all outstanding works to be completed at Kingsfort Estate, Ballintogher and the timeframe for completionof such works”.

In Response Ms M. McConnell SEO stated the following;

Works have recently been completed in respect of finishing of footpaths and surfacing of the access road. Work is ongoing in relation to the placement of Public Lighting columns and lamps and the projected date for completion of such works is the end of September 2007.

14. IMPROVEMENT WORKS AT COOLANEY;

“That Sligo County Council provide funding for the following improvement works at Coolaney:

  1. To provide a footpath from the playing field to the playground at Coolaney.
  2. Upgrading of the Collooney to Coolaney Road.
  3. Funding for the provision of a footpath from Coolaney to Rockfield
  4. Funding for Pedestrian Crossing to the playing field/playground at Coolaney”.

In Response Ms K. McDaniel SEE stated the following;

  1. Footpaths are being provided at present, from the main street to the community sports field. The provision of any additional footpaths within the park/playground area, is a matter for the local community group, as this land is privately owned.
  2. This is a busy local road with a lot of commercial vehicles. A section of this road has been surfaced this year under the local road restoration programme.
  3. Footpaths have been provided along a section of this road in conjunction with development along the road. Further footpaths will be provided as development occurs. Sligo County Council will have to provide a footpath along some sections of this road in the future. It would be costly for Sligo County Council to provide a footpath now as land acquisition would be required and reinstatement of fences/accommodation works would be necessary. There are no funds available at present to construct this footpath.
  4. This proposal can be considered for funding under a future discretionary improvement grant scheme. There is no funding available at present for this.

16. GREEN AND WHITE BOLLARDS AT JUNCTIONS OFF PRIMARY ROUTE N.17;

17. SEWERAGE SCHEME IN ACLARE;

“To ask the Council to extend the sewerage scheme in Aclare across the river to facilitate future development along Road 401, 405, and 406”

In Response Mr K. Larkin SE stated the following;

The cost of providing a pump station, gravity main, rising main etc to cross the BRIDGE in Aclare is approximately €50,000. there is no provision for this work in current year. Water Services will examine the possibility of providing for this in the Small Schemes Programme in 2008.

15. NEW SCHOOL AND CEMETERY AT GRANGE;

“That Sligo County Council asks the Director of Services, Mr Tom Kilfeather to inform the Council with up-to-date position in relation to negotiations between the Council and representations of Grange Parish Council on the provision of new school and cemetery at Grange”.

In response Mr. Declan Breen, A/DOS stated the following:

Mr. Declan Breen, A/DOS indicated that discussions had taken place with the management of the school and the council will work closely with the management to identify an alternative site. With regard to the cemetery, he indicated that the council had purchased a site and an area had been zoned for the purpose in the development plan. It was agreed that this matter would be considered at the next meeting of the Sligo Drumcliffe Electoral Area Committee. The matter would then be brought back before the full
Council for their consideration.

18. FOOTPATH FROM THE BOROUGH BOUNDARY ON THE N.16 MANORHAMILTON ROAD;

It was agreed by the meeting that items 18 and 19 be taken at this time.

“That this Council provide a footpath from the Borough Boundary on the N. 16 Manorhamilton road for a distance of two kilometres through the townland of Barroe”.

19. PROVIDE LIGHTING AND FOOTPATHS FROM THE ROUNDABOUT AT ABBOTTS TO THE HOUSING AT BARROE ON THE MANORHAMILTON ROAD;

“That Sligo County Council request funding from the NRA to provide lighting and footpaths from the roundabout at Abbotts to the housing at Barroe on the Manorhamilton road. Further that the residents of the area be consulted as part of the application”.

In Response Ms K. McDaniel SEE stated the following;

The estimated cost of providing public footpath, public lighting for a length of 2km along National Primary Route N16 from Borough Boundary to housing at Barroe is €350,000.

There is no provision in Estimates 2007 to undertake these works.

The NRA have previously indicated their unwillingness to fund construction of footpaths at this location as it is a rural section of National Primary Road.

39. MEETING WITH THE NRA;

The meeting agreed to take Item 39 at this time.

“That Sligo County Council at its May meeting select from its members four councillors along with officials to meet with the N.R.A to bring forward the start date for the construction of the section of the N.16 within the County”.

After a discussion it was agreed by the Meeting the North Sligo Councillors with the Cathaoirleach be nominated to meet with the NRA on the 6th of July to discuss the N. 16.

The meeting agreed to include in discussions with the N.R.A. the matter raised by Councillors in relation to the N16 at Barroe.

20. EXTRA PUBLIC LIGHTING AT BALLYRUSH CHURCH;

“To ask the County Council to provide extra public lighting at Ballyrush Church”.

In Response Ms K. McDaniel SEE stated the following;

A sum of €50,000 has been provided under Discretionary Improvement Scheme 2007 towards the upgrade and improvement of public lighting network in Co. Sligo.

The upgrade of public lighting at Ballyrush Church can be considered at the local area meeting.

Priority will be given to the upgrade of public lighting network along sections of newly constructed footpaths in towns and villages as agreed at local area meetings.

21. CASTLEGROVE ESTATE BALLYMOTE;

“I will ask Sligo County Council for an update on completion of works in Castlegrove Estate Ballymote”.

In Response Mr T. Kilfeather A/DOS stated the following;

Castlegrove is a development of 43 houses in Ballymote. It was built by 2 developers. A schedule of outstanding works has been prepared by the Council, which have been in discussions with the developers over a period to secure the satisfactory completion of the development. The Council has now secured agreement on this matter and the necessary works are due to be carried out by 30th June 2007.

It was agreed that Items 22 and 60 be taken at this time

22. LANDS ZONED ON THE AIRPORT ROAD FOR SPORTS AND RECREATION;

“To ask the County Manager for an updated report on the lands zoned on the airport road for sports and recreation”

60. FUNDING OF A COMMUNITY CENTRE AND RELATED FACILITIES IN STRANDHILL;

“That Sligo County Council consider the funding of a Community Centre and related facilities in Strandhill to be funded from development contributions”.

A discussion took place in relation to this matter.

In response to the issues raised Mr. Breen, Director of Services indicated that the Sligo Rugby Club had originally been expected to relocate to this site and that it would be developed in conjunction with the other sporting and community organisations.

However, it was established in the recent past that the Rugby Club expect to re-locate to an alternative site.

The council has previously agreed that the site would be leased to a company with representatives of the local community and the county council as the members to provide for the development and management of this area. He indicated that topographical and archaeological studies would be taking place shortly and following this further discussion would take place. In response to a number of comments he indicated that the local community had given a firm commitment that they would raise substantial funding for this project and would not be depending on the council.

23. UPKEEP OF LIGHTING AT WOODLAND CRECENT AND WOODVIEW DRIVE EXTATES IN EASKEY;

“To ask the County Manager to confirm that Sligo County Council is responsible for the upkeep of lighting at Woodland Crescent and Woodview Drive
Estates in Easkey”.

In Response Ms K. McDaniel SEE stated the following;

Sligo County Council is responsible for the upkeep of lighting at Woodland Crescent and Woodview Drive Estates in Easkey.

24. PLAYING FACILITIES FOR SPORTING ORGANISATIONS ON COUNCIL PROPERTY IN DROMORE WEST VILLAGE;

“To ask the Director of Services for Community and Enterprise what plans have Sligo County Council to develop playing facilities for sporting organisations on Council Property in Dromore West Village”.

In response Mr. D. Breen A/DOS stated the following:

The council has had discussions with the local community in Dromore West in relation to developing recreational facilities within the village. These discussions are at an early stage and no plans have been developed to date.

25. FARM PLASTICS;

“To ask the Environment Section of Sligo County Council to give an updated report on the loss of the Blue Flag in Enniscrone.

In response Mr. J. McHugh S.E. stated the following:-

There are a total of 26 criteria which apply under the Blue Flag beach scheme. These include water safety, environmental information, environmental activities, accessibility, recycling, toilets and car parking as well as water quality.

Enniscrone is a designated beach for the purposes of the EU Bathing Water Directive. The bathing water is tested on a regular basis in accordance with this Directive and the water quality at Enniscrone has at all times been in compliance with the bathing water standards. The difficulty in 2006 arose in relation to the higher water quality standards demanded by the Blue Flag scheme. Every effort was made in 2006 to achieve the necessary level of compliance. In all 52 sets of samples were taken and these were tested for 9 different parameters in accordance with the Blue Flag requirements. The samples were fully compliant in relation to 8 of the parameters. However in the case of “total coliforms” 75% of the samples were in compliance while the Blue Flag standard required 80% compliance. On this basis we were denied the Blue Flag for 2007.

It is confirmed that sampling has been underway at Enniscrone since the start of the 2007 bathing season. 14 sets of samples have been taken so far and in all cases the samples have been fully compliant with the higher Blue Flag standards. Any activities which could impact on the water quality are being closely monitored and the Council will make every effort to ensure that the high standards continue to be achieved so that the flag can be regained for 2008.

26. PUBLIC WATER SUPPLIES;

That this Council notes that the Environmental Protection Agency (EPA) asked every council in this state to carry out risk assessments on its public water supplies some time ago. Given that Sligo County Council was one of the councils which did not comply with this request can this council now receive a full report on the following;

  • Has a risk assessment in relation to Cryptosporidium been carried out on every public water facility in Co. Sligo?
  • What are the results of these assessments, if carried out?
  • What steps have been taken to deal with any risks identified, in particular have the high risks identified in the last partial report from the EPA been addressed and have their recommendations been implemented?

In Response Mr K. Larkin SE stated the following;

The first thing to point out is that Sligo County Council’s Environmental Section did respond to the EPA regarding Risk Assessments and a copy of that response, dated 21ts July 2005, is available for anyone for information purposes.

Detailed Cryptosporidium Risk Assessments have been carried out in the past year at Kinsellagh, Calry and Loch Talt. The assessment is done in accordance with recommended EPA recommendations and protocols. A scoring system, developed as part of this process, assigns a numerical risk to any particular scheme on foot of the assessment. However risk scores for any scheme can be reduced by implementation of pollution control measures. Work on pollution control measures is in train as part of source protection plan for County Sligo. My understanding is that our colleagues in Environmental Section propose to take these plans to the Council, through the SPC, for adoption, in the current year. The development of these plans was not carried out specifically in response to EPA, and they have not yet been acquainted with their contents but have been made aware of their existence and the proposal to have them adopted by the Council. It is the intention of Environmental Section to carry similar assessments and develop source protection plans for North Sligo RWSS and Lough Easkey RWSS in the current year. In addition to the above the EPA, by way of letter dated
23rd March 2007, requested information on all public water supplies in the County where there is no treatment or treatment is restricted to chlorination
only. This was replied to by myself on 19/04/07 and a copy of that reply is available for anyone who wishes to see it.

Essentially the report identified 3 No. Schemes in Sligo, that matched the category description.

  • Kilsellagh Water Supply
    Approval for a new treatment works is imminent.
    The new works will contain procedures for addressing the cryptosporidium question.
  • Calry Water Supply
    Calry will be supplied from Kilsellagh, hopefully next year, so the measures at Kilsellagh will also address any risks.
  • Loch talt
    There is a Clients Representative in place at present to produce a Preliminary Report and subsequently contract documents for the construction of a new treatment works for Loch Talt. The contract documents will of course include for measures to address any risk of cryptosporidium. In addition to the above we are confident at present that the quality of treatment in place at Foxes Dent, at Cairn Hill, at Lough Easkey and at North Sligo greatly reduces the risk of contamination by cryptosporidium. It was also agreed by the meeting that a copy of Mr. Larkin’s report be circulated to the members

27. CARNEY MINI-PLAN;

This Item was deferred with the agreement of the meeting.

28. BOTTLE BANKS IN MAUGHERABOY/KEVINSFORT AREAS;

“That Sligo County Council indicate where facilities of bottle banks for the purpose of recycling will be located in the Maugheraboy/Kevinsfort areas”.

In Response Mr T. Kilfeather A/DOS stated the following;

The bottle banks at Merville Community Centre have been temporarily removed due to construction works at this site. The Council is actively seeking  an alternative location in this area but would also welcome any suggestions from the Members or the Maugheraboy/Kevinsfort Communities.

29. SPEED LIMIT SIGNS;

“That Sligo County Council move the speed limit signs further west beyond Downes’s House at Ballintogher so as to reduce the speed of traffic on this road and to ask Sligo County Council if any funds are available for the provision of footpaths in Ballintogher”.

In Response Ms K. McDaniel SEE stated the following;

It is proposed to move the speed limit zone on Regional Road R290 on western approaches to Ballintogher village in a westerly direction to include for existing development and poor horizontal road alignment.

Public notice of this intention will be published in the near future.

There is no provision in Estimates 2007 for construction of new footpaths in Ballintogher.

30. UPGRADE OF THE WATER SUPPLY IN THE COOLANEY/ROCKFIELD AREA;

“As a number of consumers in the Knockadoo/Carrowgavneen areas of Coolaney are experiencing poor water pressure when is work to commence on the upgrade of the water supply in the Coolaney/Rockfield Area”.?

In Response Mr K. Larkin SE stated the following;

Some water pressure problems have been experienced locally due to increased housing in the area. Apart from leakage repairs which are ongoing, there are 2 solutions to be put in place, one short-term and one medium term.

  • Short term
    There is private 2” water-main which Sligo County Council in negotiating to take-in-charge and to extend, in order to supply some of the most seriously affected houses in Knockdoo. This work in now done.
  • Medium
    This is a 2 part programme to upgrade the water supply in the locality. New mains require to be laid and this work will start soon. 

A new reservoir requires to be built: this requires Part 8 planning approval. The Part 8 process will begin in June of this year.

These works are funded from Development Levy funds.

31. ESB CABLES IN BALLYMOTE;

“To call on Sligo County Council to provide funding for bringing ESB cables underground at O’Connell Street Ballymote”.

In Response Ms K. McDaniel SEE stated the following;

There is no provision in Estimates 2007 for the undergrounding of ESB cables in Ballymote however they may be included in the Town Enhancement Schemes. Further details in relation to these schemes should be available later this year.

32.MANUFACTURING JOBS IN THE COUNTRY;

33.ROCKFIELD MANOR ESTATE;

“To ask the Director of Services what progress has been made with the developer to have Rockfield Manor Estate completed”.

In Response Mr T. Kilfeather A/DOS stated the following;

This development of 36 houses in Rockfield, Coolaney (32 of which have been built). A schedule of outstanding works has been prepared by the Council, which have been in discussions with the developer, over a period, to secure the satisfactory completion of the development. These discussions have been ongoing and a response is awaited from the developer following the most recent meeting on 5th June 2007.

The issues to be resolved to enable the outstanding works to be carried out, concerns the sewerage treatment plant being built by the developer, delays
associated with same and the apportionment of the costs of the build between both parties.

34. FOOTPATHS AND PUBLIC LIGHTING AT BARROE;

“To ask the Director of Services for roads to seek funding from the NRA to put footpaths and public lighting in place at Barroe in the interest of road safety”.

In Response Ms K. McDaniel SEE stated the following;

The estimated cost of providing public footpath, public lighting for a length of 2km along National Primary Route N16 from Borough Boundary to housing at Barroe is €350,000.

There is no provision in Estimates 2007 to undertake these works.  The NRA have previously indicated their unwillingness to fund construction of footpaths at this location as it is a rural section of National Primary Road.

35. SURFACE DRESSING ON CALRY ROAD 267;

It was agreed by the meeting that Items 35 and 67 be taken at this time;

67. SPEED LIMITS, SIGNAGE AND ROAD MARKINGS ON CALRY ROAD 267

“To ask the Director of Services for roads for an up to date report on the completion of the surface dressing on Calry Road 267 and to call on the NRA to provide funding to complete these works”.

“To ask the Director of Services for Roads to implement speed limits, signage and road markings on Road 267 Calry Road to reduce speed in the interest of road safety”.

In Response Ms K. McDaniel SEE stated the following;

A sum of €80,623 was allocated towards the upgrade of 1.2km of local road R267/L3408-0 at Laughanelteen under the 5 year non-national road restoration programme.

Subsequent to the adoption of this programme by council members this road was reclassified as Regional Road R278 by the DOEHLG following a resolution by members of Sligo County Council.

These works have recently been completed.

36. L.I.S SCHEME;

“That the terms and conditions of the L.I.S scheme be reviewed as a matter of urgency”.

In Response Ms K. McDaniel SEE stated the following;

This matter should be referred to SPC No. 3 – Transportation and Infrastructural Policy Committee for their deliberations.

Following discussions it was agreed that the subcommittee which was set up by the Council at its  meeting in September 2006 would meet soon to
review the scheme.

37. IMPROVEMENT WORKS ON REGIONAL RD 290 AT CARRAIGNAGAT COLLOONEY;

“To ask Sligo County Council to contact Iarnrod Eireann to discuss the possibility of carrying out improvement works on Regional Road 290 at Carraignagat Collooney on approach to Railway Bridge in the interest of public safety”.

In Response Ms K. McDaniel SEE stated the following;

Consideration can be given to improvements to R290 at Carrignagat as part of 2008 Roadworks Programme.  In the event of land being required Iarnrod Eireann will be consulted as part of this process.

It was agreed that Items 38, 40-59, 61-66 and 68-77 be adjourned to the July Ordinary meeting.
