8. NATIONAL ROAD GRANT ALLOCATIONS FOR 2005 FROM THE NATIONAL ROADS AUTHORITY 

This was noted and following a discussion it was

9. NON-NATIONAL ROAD GRANT ALLOCATIONS FOR 2005 FROM THE DEPARTMENT OF THE ENVIRONMENT, HERITAGE AND LOCAL GOVERNMENT 

Mr S Concannon, Director of Services, informed the meeting that there was a significant increase of €890,000 (15%) in the Restoration Programme allocation while increases in the Specific Grants and the Discretionary Grants are €109,400 (5%) and €40,000 (3%) respectively.

Regarding the Specific Grants, the R292 Strandhill Road, Tully and the R297 Enniscrone Approach (Kinard) schemes are now complete.  Allocations of €500,000 and €400,000 for the R284 Drumiskabole/Glenagoolagh and the R294 Mullaghroe schemes respectively, will allow for further stages of these schemes to progress.  Three new schemes will commence in 2005 with allocations of €300,000, €290,400 and €600,000 for the R292 Strandhill Road, Knappaghmore, the R297 Enniscrone, Muckduff and the R286 Ballinode – Hazelwood respectively.

The overall increase in the grant allocation for Non-National Roads is €957,662 (10%)

The Director of Services is satisfied that these allocations are sufficient to maintain the Non-National Roads in the County and to continue the programme of improvement of recent years.

10. SUBMISSION TO THE DEPARTMENT FINANCE’S/REVENUE COMMISSIONERS 2005 REVIEW OF TAX RELIEFS

11. N59 SUBMISSION BY SLIGO COUNTY COUNCIL TO THE NRA 

Councillor M. Barrett asked for an update on the N59 submission by Sligo County Council to the NRA

In response, Mr S. O’Toole, Acting Senior Engineer, reported that a submission had been made to the NRA outlining the needs of the route regarding realignment and pavement improvement.  The NRA are still dealing with the submission and we hope to hear back from them shortly

12. FUNDING FOR WORKS AT DUNMORAN RIVER AND SEA WALL AT AUGHRIS 

Councillor M. Barrett requested the Council to call on the Department of the Marine to take immediate action to provide funding for permanent works:

  1. the mouth of Dunmoran River and
  2. on the barrier sea wall along county road 17a in Aughris
  1. Deferred until April Meeting
  2. In response, Mr S. O’Toole, Acting Senior Engineer, reported that in storms at the beginning of this year several portions of sea defence wall supporting CR 17A collapsed.  At one location this has also left an adjacent dwelling vulnerable to storm damage.

The cost of a replacement wall is outside the maintenance budget available to the council.  The council will write to the Department of Communication, Marine & Natural Resources to request funding for this problem.

Mr H. Kearns, County Manager, stated that the Department of Communication, Marine & Natural Resources is responsible for funding these repairs.  As the Department has a limited budget.  The Council, in the past, have not been successful in obtaining monies for areas which suffered from sea erosion.

13. PROPOSED RAIL CARS FOR SLIGO/DUBLIN LINE

“To ask Mr Joe Meagher, Managing Director, Iarnrod Eireann, to clarify once and for all what type of rail cars are to be introduced on the Sligo/Dublin line later this year”.

14. IMPROVEMENTS AT OLD RESERVOIR AT ENNISCRONE BY TIDY TOWNS COMMITTEE 

Councillor J. Queenan asked the County Manager to indicate the possibility of Enniscrone Tidy Towns Committee carrying out improvements at the old reservoir at Enniscrone, i.e. insurance implications

In response, Mr D. Harrison, Senior Executive Engineer, stated that the Council had no objection to proposals at the site of the reservoir but subject to the following:

  • A letter shall issue from the Tidy Town’s insurers indemnifying Sligo County Council against any claims arising from work associated with the proposed development.
  • The plot of land and all assets on the land including the reservoir shall remain in the ownership of the Council
  • A fence shall be erected clearly delineating the extent of the Council’s property.
  • Only work of a superficial nature i.e. landscaping, flower and shrub planting will take place.
  • There shall be no excavation of any kind on the lands in question.

15. DEPARTMENT OF THE ENVIRONEMNT FUNDING FOR UPGRADING OF N59 

Councillor J. Queenan asked the County Manager to indicate if the Council sought funding from the Department of the Environment for the upgrading of N59 for 2005.

In response, Mr S. O’Toole, Acting Senior Engineer, reported that Sligo County Council had received National Primary and National Secondary Road Grants for 2005.  The following grants have been received for the N59

  1. N59 Beltra payment strengthening €180,000.00
  2. N59 Junction realignment €200,000.00
  3. N59 Ballysadare pavement strengthening €360,000.00

16. REQUEST TO ESTABLISH A CONSULTATION PROCESS BETWEEN IBEC AND SLIGO COUNTY COUNCIL 

Councillor J. McGarry asked for Sligo County Council’s agreement in principle to the request from IBEC to establish a consultation process between IBEC and Sligo County Council for the purpose of rate increases

Following a discussion, Mr H. Kearns, County Manager, stated that, as the rate was struck by the Council members, any consultations with IBEC are a matter for the elected members.

17  REMOVAL OF BENDS ON THE LOWER FINISKLIN ROAD 

Councillor S. Kilgannon asked what plans Sligo County Council have to remove the remaining bends on the Lower Finisklin Road.

In response, Mr S. O’Toole, Acting Senior Engineer, reported that it was desirable that these bends be realigned as it is a very busy road.  Sligo Borough Council own some land between the junction of this road with First Sea Road, so land acquisition will not be a difficulty.  A design has been prepared for the realignment of the road/bend beside the proposed sewage treatment works.

There are no funds available at present to do this work.

18. UPDATE ON NEW SEWERAGE SCHEME FOR THE RATHCORMAC AREA 

Councillor S. Kilgannon asked for an update on the proposed new sewerage scheme for the Rathcormac area.

In response, Mr D. Harrison, Senior Executive Engineer, stated that at the current rate of roll-out of the Water Services Investment Programme the scheme in question is unlikely to progress to construction within the next five years.

19. PROPOSAL TO CONSTRUCT EASTERN OR WESTERN BYPASS IN SLIGO  

Councillor S. Kilgannon asked what progress, if any, had been made regarding the proposal to construct an Eastern Bypass or the Western Bypass in Sligo.

In response, Mr S. Concannon, Director of Services, reported that preliminary studies had been carried out on the possibility of a new eastern bridge over the Garavogue, with a view towards bringing a proposal to Sligo Borough Council in the near future.

Regarding a Western Bypass, a major route selection process is necessary which includes examining alternatives for crossing the estuary.  This process, including funding, is being discussed with the National Roads Authority this year in the context of the completion of the Inner Relief Road, possible improvements to Hughes’s Bridge and the Boundary Route and other developments in the Sligo and Environs area.

A discussion took place during which Mr H. Kearns, County Manager, said that, when the Inner Relief Road was complete, the focus would change to the eastern area of the town.  It was hoped to have an outline of the project before the Borough Council in April and after that to seek Department approval to proceed with the preliminary design of the bridge and approach roads.  Following an EIS and the publication of all documentation, at that stage an approach would be made to the Government for funding.

20. SITING OF A RADIOTHERAPY TREATMENT CENTRE AT SLIGO GENERAL HOSPITAL

“That a deputation be sent to meet with the Minister for Health, M Harney TD, regarding the siting of a Radiotherapy Treatment Centre at Sligo General Hospital”.

21. EXTENSION TO DROMARD CEMETERY

Councillor P. Conmy asked for an up to date position regarding the extension to Dromard Cemetery

In response Mr P. Flanagan, Senior Executive Engineer, stated that The Community, Enterprise & Arts Department had investigated a number of potential sites for a proposed extension to the Dromard burial ground and had consulted with the community in this regard.

A site was located and the landowner was approached by the Council.  The landowner had enquired into the possibility of an exchange of land for her house, which was being dealt with under the Tenant Purchase Scheme.  This matter was referred to the Housing Section where the negotiations are ongoing.

22. SEA ROAD HOUSING DEVELOPMENT  

Councillor D. Bree requested that the Council be provided with a full report on the Sea Road Housing Development, Planning Reference PL 95/223, particularly with regard to the implementation of the schedule of conditions imposed by an Bord Pleanala

Mr F. O’Driscoll, Senior Executive Engineer, stated that four of the five condition of an Bord Pleanala’s permission had been complied with.  Condition No 2 relates to surface water drainage and landscaping proposals for the green area, Sligo Borough Council is pursuing the ongoing implementation of this condition.  It was agreed that a report would be prepared for the next meeting.

23. WATER TREATMENT PLANT AT LOUGH TALT 

Councillor M. Gormley asked what is the position regarding the up-grading of the water treatment plant at Lough Talt.

Mr D. Harrison, Senior Executive Engineer, stated that a preliminary report on this project was sent to the Department of the Environment, Heritage and Local Government in April 2002.

The Department has now asked that the entire project be comprehensively looked at again.  Some details have been addressed but Mr S. Concannon, Director of Services, stated that a full report would be prepared, the details of which would be available for the next meeting.

24. PUBLIC LIGHTING AT BALLINCAR, SLIGO 

Councillor I. Fox asked that funding be put in place for public lighting at Ballincar, Sligo.

In response, Mr S. O’Toole, Acting Senior Engineer, stated that as extensive public lighting already exists at Ballincar as a result of the works carried out some years ago on traffic calming and speed limit reduction, it is not proposed to install any further lighting along the regional road at this location at this time.

If the Councillor is referring to a particular spot, it can be considered under the public lighting programme.

25. TRAFFIC MEASURES ON ROAD 267 AT LOUGHANELTON, CALRY 

Councillor I. Fox asked that traffic measures be put in place on Road 267 at Loughanelton, Calry, where there is a right turn at the Old Creamery.

In response, Mr S. O’Toole, Acting Senior Engineer, stated that this junction had been examined and it is proposed to improve signage and install white lining to improve the situation there.

26. HUMPBANK BRIDGE AT RATHBRAUGHAN, DUNALLY 

Councillor I. Fox asked the Council to investigate into the dangerous humpbank bridge at Rathbraughan, Dunally and provide the necessary road markings and signage in the interests of safety

In response, Mr S. O’Toole, Acting Senior Engineer, stated that the location and the humpbank bridge had been examined and it is proposed to provide new signage and install some lining to make the situation safer.

27. N4 CONSTRUCTION PROJECT FROM CASTLEBALDWIN TO CLOONAMAHON 

Mr S. O’Toole, Acting Senior Engineer, stated that the NRA Road grants for the current year allow for €200,000 so as to proceed with the design of this scheme.  This is a welcome commitment from the National Roads Authority and enables preparation of EIS studies, preliminary design and preparation of contract documents for site investigation in the current year.

The meeting agreed to a request by Councillor G. Mullaney that a deputation be sent to meet the NRA to lobby on the issue of the N4 construction project from Castlebaldwin to Cloonamahon to include link road to Ballymote.

28 LIGHT AT AUGHANA CHURCH 

Councillor G. Mullaney asked that Sligo County Council provide funding for a light at Aughana Church.

Mr S. O’Toole, Acting Senior Engineer, stated that the provision of a light at Aughana Church would be considered as part of the Council Public Lighting programme in the current year.

29. SPEED LIMIT AT DRUMNACOOL CROSSROADS 

Councillor G. Mullaney asked that Sligo County Council impose a speed limit of 60mk/h through Drumnacool crossroads on R284.

Mr S. O’Toole, Acting Senior Engineer, stated that the question of speed limits would be further considered when the guidelines are received from the Department of Transport.  Drumnacool Crossroads will be considered at that time.

30. PROPOSED SLIGO MAIN DRAINAGE WASTEWATER SEWERAGE TREATMENT PLANT

It was agreed at the request of Councillor D. Bree to defer this item to the next meeting

32. DEVELOPMENT OF AN AREA PLAN FOR COOLANEY

Councillor M. Fleming asked for the development of an area plan for the village of Coolaney

In response, Mr J. McHugh, Acting Director of Services, stated that Coolaney (along with Dromore West and Carney) are the next settlements due for “mini-plans”.  Development plan priority has been assessed on the basis of ongoing development pressure and these “mini-plans” will be prepared as variations to the County Development Plan.  An in-house capacity study has already been completed for Coolaney to assist in dealing with planning applications and servicing arrangements.  Regarding a start date for the Coolaney “mini-plan”, the summer of 2005 is suggested; as for an adoption date, ie completion, a definitive date cannot be given, as this depends on progress achieved on the Coolaney, Dromore West and Carney plans together making up the bulk of plans for Variation procedure.

33. ALLOCATION OF CLÁR FUNDS TO CUL DE SAC ROADS 

Councillor M. Fleming asked that a portion of Clár funds be allocated to cul de sac roads leading to houses in rural areas not qualifying for LIS funds.

Mr S. Concannon, Director of Services, suggested and the meeting agreed that this matter should be referred to the Infrastructural SPC.

34. UPGRADING OF SEWERAGE TREATMENT FACILITY AT TUBBERCURRY Councillor

M. Fleming asked for full information regarding the upgrading of sewerage treatment facility at Tubbercurry and provision of sewerage connection to houses at Ballyara (Ballina Road) under S.L.I. Scheme.

Mr D. Harrison, Senior Executive Engineer, stated that the Council are awaiting the Department’s reply to the Tubbercurry WwTW Preliminary Report which was forwarded to the Department of the Environment, Heritage and Local Government in March 2004. 

In the case of Ballyara, there are no proposals at present to connect the houses in question.  This was approved as an S.L.I. in which the beneficiaries were to contribute 60% of the cost.  This was estimated at in excess of €5,400 per dwelling, assuming 100% uptake on the part of all the residents of the locality, but the Council decided to offer a connection at the reduced sum of €5,000 per house.  No house was prepared to go forward on the basis of the offer.

35. PUBLIC WELL AT TONAPONRA, KEASH 

Councillor G. Murray asked when work would be completed on drainage to a public well on the lands at Tonaponra, Keash.

Mr S. O’Toole, Acting Senior Engineer, stated that the County Council intends to have all proposed work at this location completed by May 6 2005.

36. FUNDING FOR ROAD AT KNOCKNAGORE, CULFADDA 

Councillor M. Baker asked that Sligo County Council request the Department of Community, Rural and Gaeltacht Affairs for a special allocation to fund road to Knocknagore, Culfadda

In response, Mr S. O’Toole, Acting Senior Engineer, reported that the Department of Community, Rural and Gaeltacht Affairs have already declined to give a special allocation for this work.

The Department of the Environment, Heritage and Local Government have indicated that they would not be able to fund the scheme either.

It is proposed that the matter, which has been discussed recently at the Ballymote Electoral Meeting, be followed up by investigating a possible solution by way of a Local Improvement Scheme that would also give new access to forestry lands at Knocknagore.

Councillor T. McLoughlin raised the issue of refuse collection and recycling and the meeting agreed to his proposal to endorse the decision of the Environment SPC to adhere to the tag-bag system of collection in place at present.
