10. POLICIES, OBJECTIVES AND STRATEGIES IN COMBATING ANTI-SOCIAL BEHAVIOUR:

11. MAKING OF A SPECIAL SPEED LIMIT BYE-LAW:

“To approve the making of a Special Speed Limit Bye-Law pursuant to the provisions of Section 9 of the Road Traffic Act 2004 for the purpose of regulating the speed limit to apply on the section of the N4 Sligo Inner Relief Road within the functional area of the Borough Council”.

14. APPOINTMENT OF TWO MEMBERS TO THE NORTH WEST INTERNATIONAL RIVER BASIN ADVISORY COUNCIL:

15. POLLING SCHEME FOR THE COUNTY OF SLIGO: 

The members noted the intention to make a new polling scheme for the County of Sligo.

“That Sligo County Council includes in its new scheme for polling stations in County Sligo the provision of a polling station at Merville Community Centre, Maugheraboy, Sligo”.

16. MAPS RELATING TO STRANDHILL LOCAL AREA PLAN: 

Councillor S. Mac Manus and Councillor T. Mc Loughlin asked that the maps relating to Strandhill Local Area Development Plan be amended to reflect the decisions made by this Council in relation to the zoning of Sligo County Council owned lands to the west of the Airport Road.

In response Mr B. Carolan, Senior Planner stated that all the amendments agreed by the council were inserted in the plan as fairly and accurately as possible.  The adopted written objectives pertaining to the afforested council owned land to the west of the airport road specify that the southern portion is zoned for community, sports and recreation including any ancillary development, such as dressing rooms and the northern portion is reserved for an enterprise and business park.  He further stated that the planning department would be willing to receive a deputation from the Strandhill community with a view to resolving any outstanding issues.

17. MONASTERADEN BURIAL GROUND: 

Councillor G. Murray asked that the council consider as matter of urgency the extension of Monasteraden burial ground.

In response Ms M. Hegarty, Administrative Officer stated that Monasteraden has been identified as an area where plot space was becoming an issue.  Potential sites are being looked at for the provision of an extension and the council will be informed of any progress.

18. WATER QUALITY AT CALRY: 

Councillor I. Fox asked what is being done to resolve the problem of the quality of water coming from the county council water scheme at Calry which supplies surrounding areas of Ballinamona, Fermoyle, Loughanelteen and Carrickoneileen.

In response Mr K. Larkin, Senior Engineer stated that in general water quality in the Calry scheme is good, of the 141 samples taken up to July 2005 139 were totally compliant, a compliance rate of 98% however from time to time there is deterioration in water quality.  This summer there was deterioration in water quality resulting in the scheme being put on a boiling notice.  We have consulted with the environment section to work out a programme of source protection which will be costed and included in the 2006 estimates.  The supply will be monitored.

19. KEELOGUES GRAVEYARD AT BALLINTRILLICK: 

Councillor I. Fox asked for a report on the progress made to extend Keelogues graveyard at Ballintrillick.

In response Ms M. Hegarty, Administrative Officer stated that the council has made substantial progress in identifying a suitable site and have entered into negotiations with the land owner concerned, these negotiations are on-going.

20. LABOUR INSPECTORATE: 

Proposed by Councillor J. Mc Garry

“That Sligo County Council calls on the Fianna Fail /PD Government to provide the necessary resources needed to strengthen the labour inspectorate i.e. more staff, better resources and greater powers as outlined by the countries largest union SIPTU”.

21. VEHICULAR ACCESS THROUGH ROWAN TREE GARDENS, COLLOONEY: 

Councillor D. Bree and Councillor S. Mac Manus asked if it is the intention of the council executive to bring forward a proposal to open a new vehicular access through Rowantree Gardens, Collooney to service a private housing development.

In response Mr J. Murphy, Acting Director of Services stated that a private developer applied for planning permission to develop 54 houses in Collooney.  As his proposed access route was through Rowantree Gardens, a county council estate, he received consent from the housing section to apply for planning permission.  Planning permission was recently granted subject to certain conditions.  A section 183 notice will issue to members for their consideration at the next council meeting in relation to access to the development through Rowantree Gardens estate.

22. OBJECTION TO ARGOS STORE: 

This item was withdrawn with the permission of the Cathaoirleach.

23. LIGHTS AT DROMARD RC CHURCH: 

Councillor P. Conmy asked when lights will be erected at Dromard church.

In response Mr T. Carroll, Senior Engineer stated that a quotation has been received for the erection of two public lights at Dromard church and the ESB have been commissioned to erect these lights in the current year.

24. VARIATION OF THE SLIGO AND ENVIRONS DEVELOPMENT PLAN:

This item was deferred with the permission of the Cathaoirleach.

25. SEWERAGE TREATMENT PLANT AT TUBBERCURRY: 

Proposed by Councillor M. Gormley
Seconded by Councillor M. Fleming

AND AGREED

“That this council calls on the Minister for the Environment, Heritage and Local Government, Mr Dick Roche to immediately approve the report for the upgrade of the sewerage treatment plant at Tubbercurry”.

26. CARRIAGEWAY WIDENING ON N59: 

Councillor J. Queenan asked that the County Manager seek funding from the NRA to commence carriageway widening on N59 during 2006.

In response Mr T. Carroll, Senior Engineer stated that it is proposed to seek funding from the NRA for hard shoulder improvement on the N59 in 2006.

27. IMPROVEMENTS ON R297: 

Councillor J. Queenan asked the County Manager to allocate funding under Discretionary Grant 2006 to alleviate flooding at Carrowpadden, Easkey; improve sightlines from road at Easkey GAA pitch onto R297 and improve sightlines from R298 to R297 at junction at Kinard.

In response Mr T. Carroll, Senior Engineer stated that the proposed improvements will be considered at a local area meeting for undertaking in 2006 under the Discretionary Improvement Grant.

28. CONNAUGHT FLEADH: 

Councillor P. Mc Grath asked that a once off payment of €5000 be included in the 2006 estimates for the Connaught Fleadh to be held in Ballymote next year.

In response Director Clarke stated that it is intended that the sum of €5000 will be included in the estimates for 2006.

29. RURAL RENEWAL SCHEME: 

Proposed by Councillor P. Mc Grath
Seconded by Councillor M. Gormley

AND AGREED

“That Sligo County Council write to the Minister for Environment, Heritage and Local Government to extend the building time for the Rural Renewal Scheme from July 2006 to July 2007”.

30. ROAD IMPROVEMENT, FOOTPATHS AND LIGHTING IN KEENAGHAN, BALLYMOTE: 

Councillor P. Mc Grath asked that funding be included in the estimates 2006 for road improvement, footpaths and lighting in Keenaghan, Ballymote starting at the bottom of Wolfe Tone Street.

In response Mr T. Carroll, Senior Engineer stated these improvements would be considered at a local area meeting for undertaking in 2006 under the Discretionary Improvement Grant.

31. SLIGO COMMUNITY ENVIRONMENTAL CO-OP: 

Proposed by Councillor D. Bree
Seconded by Councillor M. Gormley

AND AGREED

“That this Council calls on the County Manager to ensure that the necessary funding is in place to allow the Sligo Community Environmental Maintenance Co-op maintain and complete its schedule of works until November”.

In response Mr J. Murphy, Acting Director of Services stated that the budget set aside for environmental maintenance was overspent.  Mr T. Caffrey, Deputy Manager stated that the Council would re-examine the issue.

32. CINEMA BUILDING IN BALLYMOTE: 

Councillor D. Bree asked what plans the council has for the former cinema building in Ballymote, and given the dilapidated condition of the building when the plans will be implemented.

In response Mr T. Caffrey, Deputy County Manager stated that it is planned to demolish the old cinema building, to clear the site and make it secure.  It is intended to build a community library and area office on this site.  The provision of a Ballymote community library is second on the library priority list after Sligo County and Central Library and a timescale for the works cannot be given at present.

33. BALLYRUSH BURIAL GROUNDS: 

Councillor G. Mullaney and Councillor M. Baker asked that Sligo County Council provide an extension to Ballyrush burial grounds.

In response Ms M. Hegarty, Administrative Officer stated that there is sufficient space remaining to meet the needs of the community for the next 8-10 years and therefore it is not our intention to provide an extension for the foreseeable future.

34. SPEED LIMIT AT JUNCTION OF ROAD 630.3 AND N4 AT CLOONYMEENAGHAN: 

Councillor G. Mullaney asked that Sligo County Council reduce the speed limit 80km ph at the junction of road no. 630.3 and the N4 at Cloonymeenaghan.

In response Mr T. Carroll, Senior Engineer stated that speed limits can only be applied in accordance with the guidelines for the application of speed limits issued by the Department of Transport in 2005.  Draft proposals for the application of these speed limits will be discussed at the next Ballymote area meeting.

35. CAR PARKING AT CORHOWNAGH CHURCH: 

Councillor G. Mullaney asked that car parking spaces be marked at Corhownagh Church as a safety measure in view of its proximity to the N59.

In response Mr T. Carroll, Senior Engineer stated that it is proposed to delineate and mark car parking spaces at this location in the near future.

36. EASTERN BYPASS: 

Councillor S. Kilgannon asked for the up to date position regarding the development of an eastern bypass of Sligo.

In response Director Concannon stated that there are no plans to develop an eastern bypass of Sligo however the Borough Council has resolved to proceed with an eastern bridge and approach roads and have been allowed by the DoEHLG to procure consulting engineers to progress the planning of the project.

37. STUDY AT HUGHES BRIDGE /BUNDORAN ROAD: 

Councillor S. Kilgannon asked that Sligo Local Authorities along with the NRA carry out a study at Hughes Bridge /Bundoran Road area with a view to improving traffic flow.

In response Director Concannon stated that Sligo County Council has applied for funding from the NRA for the planning and design of improvements to Hughes Bridge and the N15 Bundoran Road in the urban area.  It is anticipated that funding will be provided in the 2006 allocation for this work.  In the meantime traffic signals are being monitored and modified to improve traffic flow.

38. NUMBER OF FINES FOR ILLEGAL DUMPING: 

Councillor S. Kilgannon asked how many people in the county have been fined for illegal dumping in the past year.

In response Director Forkan stated that 124 on the spot fines have been issued since January 2005.  These fines constitute an invitation to pay, if the person fined does not pay they can be brought to court.  The names of those successfully prosecuted are on public record.

39. IMPROVEMENT WORKS ON R294 AT CARN AND GORTIGARA: 

Councillor M. Fleming asked that we request the Minister for the Environment to provide the funding necessary to carry out improvement works on road R294 in particular dangerous bends in townlands of Carn and Gortigara.

In response Mr T. Carroll, Senior Engineer stated that these improvements will be considered in the context of the 2006 roadworks scheme when being drafted at local area meeting.

40. FARM RETIREMENT SCHEME: 

Proposed by Councillor M. Fleming
Seconded by Councillor G. Mullaney

AND AGREED

“The farm retirement scheme has proved successful over the years, to propose that the Minister for Agriculture enhance the scheme by increasing the rate of pension rather than suggesting it be phased out”.

41. MAINSTREAMING OF SERVICES PROVIDED TO PEOPLE WITH DISABILITIES: 

Proposed by Councillor M. Fleming
Seconded by Councillor G. Mullaney

AND AGREED

“To call on the government to provide the necessary funds for mainstreaming of services provided to people with disabilities through community employment schemes”.

42. SEWERAGE TREATMENT SYSTEM AND QUALITY WATER SUPPLY IN GURTEEN: 

Councillor M. Gormley asked that due to the number of planning permissions granted in Gurteen what proposals have the council to upgrade the sewerage treatment system and provide a quality water supply.

In response Mr K. Larkin, Senior Engineer stated that it is proposed to expand /upgrade the sewerage treatment system in Gurteen, this work is to be initially financed by Sligo County Council and the costs recovered by application of a special development levy.  It is anticipated that the project will go to tender before the end of the year and go to construction in late summer 2006.  With regard to the water supply in Gurteen we are awaiting approval of the brief for the Loch Talt water supply scheme prior to appointing a clients representative to address this.

43. KNOCKNAGORE ROAD /BRIDGE: 

Councillor M. Baker asked for an up to date report on the progress of the Knocknagore road /bridge.

In response Director Clarke stated that a submission was made to the Clár office in the Department of Community, Rural and Gaeltacht Affairs requesting consideration of funding for the proposed works on both Knocknagore and Greyfield railway bridge on 5 July, to date no response has been received.

Director Concannon stated that following examination an estimate for the works to Knocknagore bridge is €330,000 and to Greyfield bridge is €472,000.

It was agreed that the plan of works and a breakdown of costs would provided at the next meeting.

44. HEDGE CUTTING: 

Councillor M. Baker asked what provisions are provided in the county for hedge cutting.

In response Mr T. Carroll, Senior Engineer stated that it is the responsibility of landowners to maintain roadside hedges.  The roads authority issued written notices to landowners requiring action to be taken to remove the danger or potential danger of overhanging branches.  A significant number of landowners are ignoring this notice.  It is an offence not to comply with a notice served by a local authority and consideration could be given for inclusion in estimates 2006 for the employment of a person to enforce the law.

45. SPEED LIMIT SIGNS ON ROAD FROM CARROWROE ROUNDABOUT TO CUILBEG ROAD: 

Councillor I. Henry asked that that the lack of speed limit signs of any description on the road from Carrowroe roundabout to the Cuilbeg road be considered as a matter of urgency.

In response Mr T. Carroll, Senior Engineer stated that the Carrowroe roundabout and the Cuilbeg road are elements of Regional Road R287 and are situated within a 60kph speed limit.  This zone is defined by schedule and identified by signage on the off-ramps of new Sligo Inner Relief Road, the old N4, Tonafortes /Oakfield road and limits of zone on R287 and R284.

46. WASTE ELECTRICAL AND ELECTRONIC EQUIPMENT LAW: 

Proposed by Councillor I. Henry
Seconded by Councillor M. Fleming

AND AGREED

“That this council condemn the Minister for the Environment, Mr Dick Roche on the implementation of the waste electrical and electronic equipment law to include 21% VAT on each item which is another example of the ‘rip off republic’ that we live in”.

47. SURFACE DRESSING TO ROAD NO. 267 FROM HAZELWOOD ROAD TO THE COUNTY BOUNDARY: 

Councillor I. Fox asked the County Manager that every effort is made to secure additional funds in 2006 to complete road works and surface dressing to Road 267 from Hazelwood to the county boundary.

In response Mr T. Carroll stated that an application will be made to the DoEHLG for funding under EU Specific Improvement Grant Scheme to continue the upgrade of Regional Road R286 in 2006.

48. WATER QUALITY IN THE CALRY AND ROSSES POINT AREA: 

Councillor I. Fox asked that due to the continuing problems with water quality in the Calry and Rosses Point area that a report be given on as to the problem and when works will be completed on the Kilsellagh dam”.

In response Mr K. Larkin, Senior Engineer stated that water supplied to Rosses Point and some areas of Calry is from the Kilsellagh Reservoir and is treated by micro-filtration and is disinfected by chlorination only.  As such, the water can have a high colour at times, particularly in times of heavy rainfall, and the situation will remain until the new Kilsellagh treatment works is constructed, construction is expected to begin in 2007.  Work in the refurbishment of Kilsellagh dam is ongoing and is expected to be completed by the end of the year.

49. ROSSES POINT /CREGG/ BALLINCAR SEWERAGE SCHEME: 

Councillor I. Fox asked for a full report on the development of the Rosses Point /Cregg /Ballincar Sewerage Scheme and what the time scale is for the completion of the scheme.

In response Mr K. Larkin, Senior Engineer stated that the proposed solution to the treatment of foul sewage form the locations in question is to pump it across the river for treatment in Sligo Main Drainage.  It is hoped to have the Sligo Main Drainage contract signed in the next few weeks and to go to construction in early 2006.  It is hoped to have the Ballincar/ Cregg /Rosses Point scheme under construction in parallel with the final stages of the Sligo Main Drainage scheme.

50. BRIDGE ON R294: 

This item was deferred with the permission of the Cathaoirleach.

51. VOTES OF SYMPATHY:
