14. FIXING OF DATE TO HOLD COUNCILS BUDGET MEETING:

It was agreed that the budget meeting would be held on 9th January 2005 at 11.00am.

15. NOTE GRANT FOR FLASHING AMBER SAFETY LIGHTS SCHEME: 

The members noted the grant allocation of €214,500 from the Department of Community, Rural and Gaeltacht Affairs for Flashing Amber Safety Lights Scheme 2005-2006.

16. ESB PRESENTATION: 

At the outset Councillor G. Murray, Chairman of the Sligo Rural Water Monitoring Committee addressed the meeting.  He welcomed the representatives from the ESB and continued to outline the concerns that the Council have specifically in relation to Sligo Group Water Schemes DBO project.

Ireland has been found to be non compliant with regard to the EU Drinking Water Directive and the country is facing massive fines as a result of this continued non compliance.  The DoEHLG is providing unprecedented finance through the rural water programme towards the provision of modern water treatment facilities in the private group water supply scheme sector.  Sligo County Council in partnership with 11 group water supply schemes have procured the services of DBO contractor and the civil, mechanical and electrical elements of the project are very well advanced.  However the problem lies in the delivery of ESB power supply to the various sites.  Applications were submitted during April and May 2004 for provision of ESB power and to date no firm dates have been set in relation to the availability of power supply to these sites.  This means that these treatment plants will in effect be completed but inoperable due to lack of power supply.
Cllr Murray put forward the following questions whilst acknowledging the difficulties and pressure that exist for the ESB:

  • When will the existing infrastructure (pole and overhead cables) be relocated at Beltra?
  • On what dates will a new power supply be connected to the following sites, Ballintrillick, Keelogyboy, Benbulben, Drum East, Beltra, Castletown, Carrick and Keash?
  • When will the following sites (Castlebaldwin, Geevagh /Highwood, Culfadda) be assessed to determine if an upgraded power supply is required and if so when will this supply be made available?

Mr K. Larkin, Senior Engineer outlined additional costs which would be incurred by the Council if the schemes are not delivered on time.

Mr G. Mooney, ESB Customer Services Manager, North West, gave a presentation to members setting out the current and future plans and structures of the ESB.

Representatives of ESB responded to queries from members in relation to customer services, centralisation of ESB, delays in connections, privatisation of the ESB, windfarms, public lighting, ESB poles in bad condition and underground works.

Mr P. Kelly Sligo Area Manager gave a personal commitment that if he was contacted personally about any individual case he would endeavour to help.  He also gave a personal commitment to prioritise council related schemes and that he would prioritise and deliver on target.

17. VARIATION TO SLIGO AND ENVIRONS DEVELOPMENT PLAN:

18. BRIDGE ON R294 PAST CLUIN DARA ESTATE, GURTEEN:

Councillor M. Gormley asked that works be carried out to the bridge on Regional Road R294 past the Cluin Dara housing estate, Gurteen.

In response Mr T. Carroll, Senior Engineer stated that the parapets on this bridge will be replaced in masonry in the near future when resources allow.

19. DEPUTATION RE. RADIOTHERAPY IN SLIGO:

“That Sligo County Council seek a reply from the Department of Health regarding a deputation to seek radiotherapy services in Sligo General Hospital”.

20. MAINTENANCE GRANTS FOR THIRD LEVEL STUDENTS:

21. TRAFFIC CALMING ON HAZLEWOOD AVENUE: 

Councillor S. Kilgannon asked the Director of Services to put in place traffic calming measures on Hazlewood Avenue to improve safety on the road.

In response Mr T. Carroll, Senior Engineer stated that this will be considered in the context of the 2006 road works programme when being drafted at the local area meeting”.

22. FUNDING FOR SAFETY LIGHTS AT 32 SCHOOLS AND EXTRA FUNDING FOR ROAD IMPROVEMENTS IN DRUMISKABOLE AND ENNISCRONE:

Councillor S. Kilgannon welcomed the €214,500 funding for safety lights at 32 schools in County Sligo and the €200,000 extra funding for road improvements in Drumiskabole and Enniscrone areas.

23. FUEL ALLOWANCE FOR ELDERLY:

“That this council calls on the Minister for Social Welfare, Mr Seamus Brennan to increase the fuel allowance paid to the elderly due to the huge increases in home heating oil”.

24. DOUBLE YELLOW LINES ON PROMENADE AT ROSSES POINT: 

Councillor J. Devins asked that Sligo County Council place double yellow lines on the promenade at Rosses Point from the Protestant Church to Doherty turn off.

In response Mr T. Carroll stated that the provision of double yellow lines requires the adoption of by-laws by members of the Council in consultation with An Garda Siochana, there is merit in this proposal which can be discussed at local area meeting when the 2006 Draft Roadworks Scheme is being drafted.

25. WATER RATES IN PUBLIC SCHOOLS: 

Councillor J. Devins asked that Sligo County Council waive water rates for all public schools in Sligo.

In response Mr K. Larkin, Senior Engineer stated that the programme of metering all non-domestic consumers is government policy and is being rolled out nationally at present.  All schools must be metered in accordance with government policy and must pay for the water on the basis of metered consumption.

26. BOARD OF HAWKS WELL THEATRE:

29. RE-UNIFICATION OF IRELAND:

“That Sligo Co. Council welcomes the recent proposals for a Green Paper on National Re-unification, calling on the Irish Government to initiate a consultation process across society on the future shape of a new Ireland.

That this Council also welcomes the SDLP's United Ireland Strategy---A Better Way, A Better Ireland.

That this Council recognises the need for adequate preparation in advance of re-unification and that this council endorses the call for the Irish Government to lead an immediate and extensive consultation process with all sections of society- including unionism- on a Green Paper for the Re-unification of Ireland”.

30. AN TAISCE OBJECTION TO PLANNING PERMISSION FOR HOUSES IN CORBALLA:

“To ask Sligo County Council to request An Taisce to withdraw its objection to the granting of planning permission for 12 two storey houses by this local authority at Corballa, Enniscrone, PL 05/97”.

As agreement could not be reached in relation to the matter the Cathaoirleach, Councillor P. Barry asked that a poll be taken.

31. PROPOSED CAMPING SITE IN EASKEY: 

Councillor J. Queenan asked for an update on the proposed camping site on council property in Easkey.

In response Director Clarke stated that Easkey Community Council have proposals for the development of a tourism facility including camping, caravan and hostel accommodation on a site owned by the County Council.  The Easkey Community Council will prepare draft plans and a business proposal, which will be brought to the attention of members in relation to the approval of a long term lease of the site to the local community. 

It was agreed that the plans be brought before an area meeting.

32. ADDITIONAL FUNDS TO ENSURE MAINTENANCE OF HOUSING ESTATES: 

Councillor M. Fleming asked the County Manager to include additional funds in the estimates for 2006 to ensure that housing estates in the County are maintained and developed.

In response Director Caffrey stated that the issue would be considered in the context of the 2006 budget.

33. WATER CHARGES FOR COMMUNITY FACILITIES: 

Councillor M. Fleming asked that community facilities such as community centres, sports centres and football pitches be exempted from water charges in the interest of promoting voluntary community development.

In response Mr K. Larkin, Senior Engineer stated that the programme of metering all non-domestic consumers is government policy and is being rolled out nationally at present.  All community centres, sports centres and football pitches must be metered in accordance with government policy and must pay for the water on the basis of metered consumption.

34. KNOCKNAGORE BRIDGE: 

Councillor M. Baker asked that a plan of works and a breakdown of costs be provided regarding Knocknagore bridge.

A breakdown of costs was circulated to the members.  Director Caffrey stated that the issue of access by emergency services was of paramount importance.  An application for funding of €70,000 for a fire tender which fits under the bridge has been made, a suitable fire tender has been sourced and a positive response to the application for funding is expected before the end of the year.  The ambulance service have assured us that the area is accessible by ambulance.
Councillor J. Devins asked for a report to be prepared for the next meeting.

35. CASTLE COVE ESTATE, COLLOONEY: 

Councillor J. Sherlock asked that Sligo County Council take in charge Castle Cove estate in Collooney.

In response Director Forkan stated that a request has not been received to take this estate in charge.  Some remedial works to a section of the access road are not yet completed.  When the work is satisfactorily completed the developer may proceed to request Sligo County Council to take the estate in charge.  Director Forkan gave a commitment to have a site hut removed from the entrance to Cloondara Estate.

36. WASTE WATER SYSTEM IN BALLISODARE: 

Councillor J. Sherlock asked Sligo County Council to investigate problems with the waste water system in Ballisodare village to alleviate blockages and foul odours.

In response Mr K. Larkin, Senior Engineer stated that a blockage along the exiting sewerage main had been cleared approximately three weeks ago, it is proposed to carry out a CCTV survey of this line to establish if the source of the problem which appears to be due to recent building activity can be identified.

The source of the odour in the vicinity of the mini roundabout is under investigation and has not yet been identified.  If necessary a CCTV survey will be undertaken to identify the problem.

37. CLOONDARA ESTATE, BALLISODARE: 

Councillor J. Sherlock asked Sligo County Council to take in charge Cloondara estate in Ballisodare.

In response Director Forkan stated that the developer of Cloondara estate has obtained planning permission for 16 additional dwellings with access through the front of the estate over the existing road, it would be premature for the County Council to consider taking in charge the development until these works and the final remedial works are completed to the Councils satisfaction.

38. PROVISION OF €25,000 MATCHING FUNDS FOR SLIGO LEADER PARTNERSHIP COMPANY:

“That Sligo County Council provide €25,000 matching funds in the 2006 book of estimates for Sligo Leader Partnership Company Ltd. in the light of the announcement of a new Leader programme with increased funding”.

39. TRAFFIC CALMING MEASURES ON ROAD NO. 662: 

Councillor G. Mullaney asked that Sligo County Council provide traffic calming measures on road no. 662 at the entrance to Ash Brook housing estate at Castlebaldwin.

In response Mr T. Carroll stated that traffic calming measures on road L1404-0 at the entrance to Ash Brook housing estate can be considered in the Discretionary Improvement Grant proposals for 2006.

40. TRAFFIC CALMING ON ROAD NO. 634.2: 

Councillor G. Mullaney asked the County Council to provide traffic calming measures on road no. 634.2 at the entrance to the housing estate in Geevagh.

In response Mr T. Carroll stated that traffic calming measures on road L5104-0 at the entrance to the housing estate in Geevagh can be included for consideration in the Discretionary Improvement Grant proposals for 2006.

41. WEIGH BRIDGE, FOOTPATHS AND INSURANCE, BALLYMOTE: 

Councillor P. Mc Grath asked the County Manager to explain the following points in relation to the removal of the weigh bridge in Ballymote:

  1. Construction of footpaths on community property without the consent of the Ballymote Community Centre
  2. Destruction and removal of the weigh bridge which was the property of the Community Centre on their own property
  3. Will the Council provide the Directors of the Community Centre with an indemnity in respect of any injury, loss or damage in relation to the new footpath which is the property of Ballymote Community Centre.
  4. What action will Sligo County Council take to replace the weigh bridge.

In response Mr T. Carroll, Senior Engineer stated that an old weighbridge was removed to make way for the works.  Recently successful discussions have concluded with the owners of the community council regarding the relocation of the weigh bridge and it is hoped, as agreed, to have the weigh bridge relocated within the next two months or so.

The question of insurance is currently being investigated and clarified.

42. CAMROSS ESTATE, BALLYMOTE: 

Councillor P. Mc Grath asked for an update in relation to the green area and the proposed new houses at the Camross Estate in Ballymote.

In response Director Caffrey stated that tenders have been received for the construction of 16 houses, including the upgrading of the green area.  Approval to the budget cost of the scheme is awaited from the DoEHLG and once this is received the appointment of a contractor can proceed.  It is anticipated that work on the scheme will commence before the end of the year.

43. TUBBERCURRY BYPASS:

“That this council calls on the NRA to provide funding in 2006 to progress the Tubbercurry bypass”.

44. PROVISION OF HOUSING IN STRANDHILL: 

Councillor D. Bree asked the County Manager to indicate the number of applicants for Local Authority housing in the Strandhill area, and further to ask the Manager the estimated number of local authority and social houses expected to be constructed in the Strandhill area over the next four years.

In response Director Caffrey stated that 52 applicants on the housing list have expressed a preference for Strandhill.  Respond are shortly to commence a scheme of 52 houses in Strandhill consisting of 8 affordable houses and 44 social houses.  2 affordable houses are being provided under Part V agreement and negations are underway in relation to a number of other Part V proposals.  The situation will be monitored in an effort to match developing housing needs with supply from all sources.

45. SEAVIEW PARK AMENITY FACILITIES: 

Councillor D. Bree asked the County Manager why Sligo County Council prepared plans and particulars for the development of a public amenity area at Seaview Park; and why the County Council placed a Part VIII Notice in the “Sligo Champion” of the 12th October 2005, regarding the development of the amenity area, and to ask the County Manager if he is aware that Sligo Borough Council is responsible for this project and that the Borough Council has been allocated grant aid by the Department of the Environment  to develop the amenity scheme as part of its overall housing development in the Sea Road area.

In response Director Forkan stated that it was felt that a Part 8 procedure might be appropriate and an advertisement was prepared for the paper by Sligo County Council as the lands are in the County Council area.  Sligo Borough Council prepared a planning application for the development of amenity facilities in Seaview Park and lodged the application on 21 October, it was too late at this stage to withdraw the Part 8 advertisement.  The planning application is currently under consideration.

46. DOO GROUP WATER SCHEME: 

Councillor D. Bree asked for the current status of the Doo Group Water Scheme.

In response Mr K. Larkin, Senior Engineer stated that the preliminary report for the scheme was approved in June 2005 subject to the provision of a comprehensive site investigations report with emphasis on the volume of rock to be excavated.  The committee of the scheme have yet to submit the site investigation report with the contract documents for approval.  Sligo County Council will be seeking funding for this scheme in 2006 but cannot tell at this stage when the funding will be available to enable the scheme to go to construction.

47. DANGEROUS JUNCTION AT TEESAN: 

Councillor I. Fox asked that Sligo County Council provide funding in the 2006 estimates to make safe a dangerous junction at Teesan on the N15.

In response Mr T. Carroll, Senior Engineer stated this junction of the N15 with local road L7414-0 in Rahaberna is a busy junction with a poor layout.  An application for funds to improve the junction under the low cost accident remedial scheme has been sent to the NRA.  Bushes will shortly be cut to improve sight lines.

48. GLACKBAUN SOCIETY GROUP WATER SCHEME: 

Councillor I. Fox asked for an up to date report on the Glackbaun Society group water scheme and asked when works would start.

In response Mr K. Larkin, Senior Engineer stated the preliminary report for the Glackbaun group scheme has been approved in principle by Sligo County Council and the consulting engineers are finalising a detailed cost estimate for the scheme.  A meeting will be held with the members of the scheme to discuss the report will be held when the cost estimate is completed.  We will be seeking funding in 2006 but are not in a position at present to state when the funding will be available to enable the scheme to go to construction.

49. DANGEROUS BENDS ON THE SECOND SEA ROAD: 

Councillor I. Fox asked that money be provided in the 2006 estimates for the removal of dangerous bends on the second sea road.

In response Mr T. Carroll, Senior Engineer stated that there are a number of bad bends on this road which need to be realigned, funding for this can be considered under the 2006 non national roads discretionary improvement grant scheme.
