CATHAOIRLEACH: 

The Cathaoirleach, Councillor M. Gormley presided.

Councillor J. Leonard thanked the members, the Cathaoirleach, the Mayor and the staff of the Council and the media for their understanding and sympathy during his recent bereavement.  He also commended Ocean FM and the Sligo Champion on the professional manner in which they handle such tragic events.

TIMESCALE: 

Councillor T. Mc Loughlin asked for clarification regarding the timescale involved it the process of adopting the County Development plan.

In response Director Forkan stated that once the second managers report has been considered public notices of any amendments made must be published within 3 weeks, there then follows a public display period of 4 weeks during which submissions can be made, the final managers report is to be prepared within 4 weeks and this report must be adopted within 6 weeks.  The Draft County Development Plan had been advertised on 6-7 May 2003 and must be adopted within 2 years of that date.

PRIOR NOTIFICATION: 

Councillor J. Leonard stated that because of the importance of the decisions being made he considered that prior notice should be given of any motions to be voted on at the meeting.

“That Sligo County Council agrees to insert, where appropriate, in the draft County Development Plan the following clause;
“Sligo County Council does not support the development of genetically modified crops within its administration area.  This Council will endeavour to support the development of organic and traditional methods of farming”.

Councillor J. Leonard wished to be recorded as dissenting from this motion.

DRAFT RECORD OF PROTECTED STRUCTURES

SUBMISSION 1: 

The members agreed with the Managers recommendations in relation to this submission.

SUBMISSION 2: 

Following a discussion on the matter it was;

“To propose to delist Culkin Thatched Cottage from the protected structures list, RPS number 59, grid ref. E-139818, N-333250”.

As agreement could not be reached in relation to the matter the Cathaoirleach asked that a poll be taken.

For the motion:  Baker, Barry, Colleary, Conmy, Devins, Fleming, Gormley, Healy McGowan, Kilgannon, MacManus, Mullaney, Queenan.

Against the motion:  Bree, Henry, Leonard.

Abstainees:  Cawley, Higgins, McGrath, Murray, Sherlock.

As the result was 12 for the motion, 3 against the motion and 5 abstainees the Cathaoirleach declared the motion carried.

SUBMISSION 3-6: 

The members agreed with the Managers recommendations in relation to these submissions.

SUBMISSION 7: 

Proposed by Councillor M. Fleming
Seconded by Councillor M. Gormley

AND AGREED

“To retain the façade only of Banada Church and Convent because of its historical heritage in this area”.

Councillor A. Colleary expressed concern at this decision stating that it would have been his preference that the house be delisted.  He wished to have it noted that the matter was being ‘left in the hands of the members’.

As agreement could not be reached in relation to the matter the Cathaoirleach asked that a poll be taken.

For the motion:  Baker, Barry, Conmy, Devins, Fleming, Gormley, Healy McGowan, Kilgannon, Lundy, McGrath, Mullaney, Murray, Queenan.

Against the motion :Bree, Cawley, Leonard.

Abstainees:  Colleary, Higgins, Sherlock.

As the result was 13 for the motion, 3against and 3 abstainees the Cathaoirleach declared the motion carried.

“That the façade of Longford House Beltra (RPS no. 193) be a protected structure”.

As agreement could not be reached in relation to the matter the Cathaoirleach asked that a poll be taken.

For the motion:  Bree, Cawley, Fleming, Mac Manus, Mc Grath.

Against the motion:  Baker, Barrett, Barry, Colleary, Conmy, Healy McGowan, Higgins, Kilgannon, Lundy, Mullaney, Murray, Queenan, Sherlock.

Abstainee:  Gormley.

As the result was 5 for the motion, 13 against the motion and 1 abstainee the Cathaoirleach declared the motion lost.

“That Longford House, Beltra, Co. Sligo be removed from the list of protected structures.

As agreement could not be reached in relation to the matter the Cathaoirleach asked that a poll be taken.

“That no. 172 Knockglass House be delisted from the list of protected structures”.

As the result was 16 for the motion, 1 against the motion and 2 abstainees the Cathaoirleach declared the motion carried.

REVOKING OF RESOLUTION RE. ROSSES POINT ROAD: 

Proposed by Councillor S. Kilgannon
Seconded by Councillor T. Mc Loughlin

AND AGREED

“That this Council resolve to revoke the following resolution adopted at its meeting held on 6th December 2004.
That the Rosses Point Road not be designated a scenic route as the coastline is not visible from the road and only partial views of the bay are available.  The land along the road this road be zoned for one off housing where requested”.

This motion was assented to by Councillors Kilgannon, McLoughlin, Higgins, Queenan, Baker and Barry.
