4. Notices of Motion
Deferred:
None.
New:
4.1 To consider the following motion as submitted by Councillor M Casserly:
“That Sligo County Council calls on the Minister for Justice to introduce legislation to protect the privacy and dignity of victims of serious and fatal road traffic collisions by making it an offence to record or share images or videos from collision scenes where doing so causes unnecessary distress to victims or their families.
The Council further calls on the Government to introduce a national public awareness campaign encouraging the public to refrain from recording or sharing such content on social media”.
4.2 To consider the following motion as submitted by Councillor D. Gilroy:
“That Sligo County Council write to the Minister for Finance and the Minister for Public Expenditure to ask for the VAT rate charged by Beauty and Wellbeing studios be aligned with the 9% rate charged to Hair Salons”.
4.3 To consider the following motion as submitted by Councillor M. Casserly:
“That Sligo County Council calls on the Minister for Tourism and the Department of Tourism, in partnership with Tourism Ireland and Fáilte Ireland, to develop a targeted international marketing campaign promoting Ireland, and particularly the Northwest, as a "Coolcation" destination for European visitors seeking to escape increasingly extreme summer temperatures. The campaign should build on existing tourism initiatives by highlighting Ireland's temperate climate, the Wild Atlantic Way, and the excellent accessibility provided by Ireland West Airport Knock, Shannon Airport and Donegal Airport”.
4.4 To consider the following motion as submitted by Councillor D. Bree:
“Noting (1) the growing support across Ireland for the "Stop the Game" campaign, calling on the FAI to refuse participation in international fixtures against Israel while violations of international law and apartheid policies continue; (2) the strong tradition of solidarity in Ireland with oppressed peoples and anti-apartheid struggles internationally; (3) that in November last, 93 per cent of Football Association of Ireland (FAI) members voted to instruct the Association to call on UEFA to suspend Israel; this Council therefore requests the Government to support calls from the Irish football community, (which includes the Professional Footballers Association of Ireland and Irish Football Supporters Partnership) for the FAI to refuse to participate in the proposed matches against Israel, scheduled for September 27th and October 4th; and further this Council calls directly on the Football Association of Ireland (FAI) to take full institutional responsibility, show true moral leadership, and withdraw the Republic of Ireland team from these matches.”
4.5 To consider the following motion as submitted by Councillor M. Casserly:
“That Sligo County Council writes to the Taoiseach, Tánaiste, Minister for Transport, Minister for Justice, Minister for Health and the Garda Commissioner calling for road deaths and serious injuries to be recognised as a national emergency and for the urgent establishment of a National Road Safety Task Force. The Council further calls for increased Garda resources where required to strengthen road traffic enforcement and investment in proven road safety technologies, together with the adoption of international best practice to reduce deaths and serious injuries on Ireland's roads”.
4.6 To consider the following motion as submitted by Councillor D. Bree:
"That this Council again calls on the Minister for Housing, Local Government and Heritage to urgently review and increase the baseline income eligibility thresholds for social housing applicants; and furthermore, this Council requests that these thresholds be indexed annually against inflation and the average cost of living, ensuring that low-to-middle-income workers and families are not unfairly excluded from state housing support due to modest inflationary wage increases."
4.7 To consider the following motion as submitted by Councillor T. Healy:
“To call on Sligo County Council to give an update report on how many social houses is affected by defective concrete block and has Sligo County Council made an application for Funding to address this issue”.
4.8 To consider the following motion as submitted by Councillor T. Healy:
“To call on Sligo County Council to write to the Minister of Health to address the suspension of the podiatry services which covers the Sligo/South Donegal area due to a lack of staff”.
4.9 To consider the following motion as submitted by Councillor T. Healy:
“I ask that Sligo County Council write to the Government to provide replacement funding and to phase out hospital car parking charges, as patients and families should not be charged simply because they need healthcare”.
4.10 To consider the following motion as submitted by Councillor D. Mulvey:
“To call on Sligo County Council to write to the Minister for the Environment, Darragh O'Brien, calling for a rainwater harvesting grant scheme, similar to the retrofit grants, to support households in investing in water conservation systems. A grant scheme to help households to install rainwater harvesting systems would allow families to use rainwater for much of their household needs, thereby helping to conserve expensive treated tap water nationally. The long hot spell of weather in July, when Uisce Éireann had hosepipe bans in place, shows how precious our water supply is”.
4.11 To consider the following motion as submitted by Councillor D. Mulvey:
“I ask Sligo County Council to write to the Minister for Sport Patrick O'Donovan TD. calling on the government for ringfenced funding for public swimming pools and the reintroduction of the local authority swimming pool grant.
Currently the only avenue for local authorities to build pools is through the large-scale infrastructure fund that's open to all sports, Sports Capital Funding, and it is always significantly oversubscribed. In the last round there was a total of €665 million worth of applications, and only €173 million was funded. A series of closures around the country has left Ireland lagging behind its European counterparts in terms of access, with over half of all available swimming pools now in hotels. A report by Swim Ireland found there is just one public swimming pool for every 81,000 people in Ireland, compared to Scotland, which has one for every 14,000 people. It also found that 57% of Irish pools are in hotels. Interim Chief Executive Officer of Swim Ireland Mary McMorrow said the overreliance on hotel pools was very concerning”.
4.12 To consider the following motion as submitted by Councillor S. Kilgannon:
“To request Sligo County Council to contact Irish Rail for a progress report on the construction of the 180 car parking spaces to the rear of Sligo Railway Station as promised in July 2019 in its National Car Park Strategy”.
4.13 To consider the following motion as submitted by Councillor S. Kilgannon:
“To request Sligo County Council to call on Ministers for Finance and Public expenditure that in framing Budget 2027 they insure it will deliver a Tax package that starts to correct the Demoralising top Tax rate that hits middle- income earners hardest”.
4.14 To consider the following motion as submitted by Councillor T. Walsh:
“Following on from the response issued to NOM in September 2025 and in March 2026, in relation to the provision of an aire style/camping facility in Sligo town: can this Local Authority now provide an update into what work has taken place since and outline what plans are being made for such a facility to be constructed either by the Local Authority, a partnership model, or privately”.
4.15 To consider the following motion as submitted by Councillor T. Walsh:
“Given that Retail businesses accounted for almost one in four Irish corporate insolvencies in the first half of 2026, that Sligo County Council write to the Taoiseach, Tánaiste and the Independent Group to ensure that there are measures introduced in the upcoming budget to support the retail sector to survive in our town centres as the cost of doing business continues to rise”.
4.16 To consider the following motion as submitted by Councillor T. Walsh:
“That Sligo County Council detail the location/s of public water refill stations in County Sligo and furthermore, that this Council ask for a plan for the provision of water refill stations to be put in place in town centres and around amenity area where there is high footfall”.
4.17 To consider the following motion as submitted by Councillor D. Gilroy:
“That Sligo County Council write to the Minister for Housing, Local Government and Heritage and the Ceann Comhairle of Dail Eireann and The Cathaoirleach of Seanad Eireann. To introduce random screening of TDs Senators and Councillors to ensure that no member is under the influence of Drugs or Alcohol when decisions are being taken.
Sports people have been subject to these tests for years and political leaders should be subject to the same scrutiny to ensure that decisions are taken with clear minds and that illegal drugs are not being taken.
This would add to public confidence in politics and acceptance that these rules apply to everyone equally”.
4.18 To consider the following motion as submitted by Councillor D. Gilroy:
“That Sligo County Council write to the Minister for Climate, Energy and the Environment. To ask that the Recently introduced Window and Door Grants be made available to all Householders. Currently houses must have a Heat Loss Index of 2.3 or lower and require a pre works assessment for this purpose putting additional cost on householders.
If a house is older or has not had upgrade works done to Insulation under the SEAI the householder will not get the grant. The impact and improvement of new windows and doors benefit all houses and should be available to all householders.
And that this motion be sent to all County Councils in the state”.
4.19 To consider the following motion as submitted by Councillor G. O’Boyle:
“That Sligo County Council calls on the Chief Executive to defer any increases arising from the revised Differential Rent Scheme and carry out a full review in light of the ongoing cost of living crisis and the impact on low-income workers, pensioners, carers and vulnerable tenants. The review should examine alternative revenue options, including improved collection of outstanding monies owed to the Council, before placing any further financial burden on Council tenants”.
4.20 To consider the following motion as submitted by Councillor G. O’Boyle:
“That Sligo County Council supports the Every Child Matters campaign and calls on the Government and the Minister for Health to urgently end the gaps and delays in children’s disability and mental health services, ensure autistic children and children with intellectual disabilities are not refused access to CAMHS or CAMHS ID, and provide a clear pathway between CDNT, Primary Care and mental health services so that every child can access the assessments, therapies and supports they need without delay”.
4.21 To consider the following motion as submitted by Councillor G. O’Boyle:
“That Sligo County Council calls on the Government, the Minister for Justice and the Minister for Agriculture to take urgent action to strengthen animal welfare enforcement in Ireland, including the establishment of a Garda-led Animal Welfare Crime Unit, stronger regulation of large-scale and backyard breeding, increased national enforcement resources, and the appointment of a National Director of Animal Welfare. And further call for a national strategy recognising the links between animal cruelty, domestic violence and organised crime, and for stronger enforcement of existing animal welfare laws”.
4.22 To consider the following motion as submitted by Councillor F. Nealon:
“I ask that Sligo County Council write to the Minister for Education to ask her department to devise a new school transport service for the country. The Bus Eireann system is not fit for purpose, as it does not provide the flexibility required by parents.
A new well funded modern service provided by a company similar to TFI Local Link needs to be established to cater for the needs of working parents in rural Ireland”.
4.23 To consider the following motion as submitted by Councillor F. Nealon:
“That Sligo County Council commission a feasibility study into the provision of a 50 metre swimming pool in Sligo, to include site options, capital and operational cost projections, catchment and usage analysis, and an assessment of the project's suitability for a Stream 1 application under the next round of the Large Scale Sport Infrastructure Fund, with the findings to be brought back to the elected members for consideration”.
4.24 To consider the following motion as submitted by Councillor A. Gibbons:
“Sligo County Council calls on the Minister for Social Protection and the Government to increase the Fuel Allowance to a level that properly reflects current heating costs and further calls on the Government to introduce a mechanism whereby the Fuel Allowance is regularly reviewed and linked to increases in domestic heating costs, ensuring that the value of the payment does not fall behind as energy prices rise.
A copy of this motion to be forwarded to the Minister for social protection and the minister for Finance”.
4.25 To consider the following motion as submitted by Councillor A. Gibbons:
“This Council calls on the Government to use the forthcoming Budget to deliver a meaningful and significant increase in the State Pension, reflecting the real pressures facing older people today.
A copy of this motion to be forwarded to the Minister for social protection and the minister for Finance”.
4.26 To consider the following motion as submitted by Councillor A. Gibbons:
“That this local authority calls on the Government to immediately reverse the planned public transport fare increases coming into effect in January 2027 and we also call on the Government to provide the necessary funding to prevent these increases and to protect affordable public transport for all.
Copy of this motion to be forwarded to the minister for transport Darragh O Brien”.
4.27 To consider the following motion as submitted by Councillor E. McSharry:
“That Sligo County Council write to Minister James Browne TD seeking a review of the current exclusion of Part 5 tenants from the Incremental Tenant Purchase Scheme, as it is unfair that long-term tenants are prevented from purchasing their own homes simply because of the manner in which the council originally acquired the properties. That the Minister consider allowing eligible long-term Part 5 tenants a pathway to purchase their homes, where appropriate”.
4.28 To consider the following motion as submitted by Councillor E. McSharry:
“That Sligo County Council support the Sligo Local Community Safety Partnership taking forward, as an action, the development of a Safe Tractor Skills course for young people aged 14–18 in Sligo and Leitrim, engaging with FRS, Teagasc, local agricultural advisers and appropriate training providers, noting that while general farm machinery and safety training is available locally, there is currently no specific youth tractor safety programme available in Sligo or Leitrim similar to that facilitated through the Wicklow Community Safety Partnership”.
4.29 To consider the following motion as submitted by Councillor E. McSharry:
“That Sligo County Council requests an update from the Chief Executive on progress regarding the proposal for additional student accommodation in Sligo, including whether a business case or proposal has been progressed or submitted by the ATU, and whether there has been engagement between Sligo County Council, ATU and the Minister for Further and Higher Education, Research, Innovation and Science in relation to progressing the proposal under the new National Student Accommodation Strategy and nomination process.
Given the continued growth and success of ATU Sligo and the importance of adequate student accommodation to the future development of the university and the town, the Council seeks to ensure that Sligo is prioritised for consideration in the next phase of approvals”.
4.30 To consider the following motion as submitted by Councillor S. Kilgannon:
“To request Sligo County Council as a matter of priority, examine the feasibility of extending the existing pontoon at Mullaghmore harbour and/or dredging the area surrounding the pontoon, to improve safe and practical access for vessels”.
4.31 To consider the following motion as submitted by Councillor A. Higgins:
“That Sligo County Council writes to the Tánaiste and Minister for Finance Simon Harris and Minister for Expenditure, Infrastructure, Public Sector Reform and Digitalisation Jack Chambers calling on the government to provide funding to address the issues raised by Down Syndrome Ireland in their pre-budget 2027 submission”.
4.32 To consider the following motion as submitted by Councillor A. Higgins:
“That Sligo County Council writes to the Tánaiste and Minister for Finance Simon Harris and Minister for Expenditure, Infrastructure, Public Sector Reform and Digitalisation calling on the government to increase young people’s minimum wage in the upcoming budget to address the issue of sub-minimum youth wage rates”.
4.33 To consider the following motion as submitted by Councillor A. Higgins:
“That Sligo County Council writes to the Tánaiste and Minister for Finance Simon Harris and Minister for Expenditure, Infrastructure, Public Sector Reform and Digitalisation Jack Chambers calling for the establishment of accommodation supports for newly qualified nurses/midwives/doctors for a three-year post-qualification period as an incentive to remain in the country”.
4.34 To consider the following motion as submitted by Councillor L. Brennan:
“I ask Sligo County Council to write to the Minister for Agriculture, Food and the Marine seeking an update on the proposed new Sligo Regional Veterinary Laboratory (RVL) at Dunally.
It is my understanding that the proposed RVL developments in Sligo and Kilkenny were to be progressed together. However, the Kilkenny RVL appears to be progressing through the planning process, while the Sligo project appears to be at a standstill.
I ask Sligo County Council to seek clarification from the Minister on the current status of the Sligo RVL project and the expected timeframe for progressing the development through planning and towards construction”.
4.35 To consider the following motion as submitted by Councillor L. Brennan:
“I ask Sligo County Council to examine the introduction of a Roadside Hedge Cutting Grant Scheme to encourage landowners and occupiers to cut and maintain roadside hedges and trees for which they have responsibility.
Leitrim County Council operates a similar scheme, which appears to be successful, and I ask that Sligo County Council examine the Leitrim scheme as a potential template for a similar initiative in County Sligo.
In addition, I ask Sligo County Council to undertake a public awareness and media advertising campaign, including on local radio and in local newspapers, to remind landowners and occupiers of their responsibilities”.
4.36 To consider the following motion as submitted by Councillor G. Mullaney:
“To call on the Taoiseach and Minister for Agriculture to ensure the national suckler herd is protected in light of a new report entitled Unlocking Irelands Bioeconomy. A 2050 Nation Strategy Foresight”.
4.37 To consider the following motion as submitted by Councillor D. Bree:
“That the Council be advised as to the number of properties in each Municipal District that are currently on the Derelict Sites Register, the number removed in the past 12 month and the number added in the past 12 months, the number that have been pursued for levies and how much money has been recouped to date.”
