    “To ask Sligo County Council to engage with local community in Carraroe and expedite the installation of a Bring Bank Facility for the area.”

    “To ask Sligo County Council to provide water eco filling stations at locations in Sligo town area and engage with other stakeholders about the provision of same in our recreational areas in a bid to cut down on single plastic use.”

    To ask Sligo County Council for an update in relation to proposed works at Carricknagat Bridge between Collooney and Ballisodare and outline timeline for same.

MOTIONS

  1. To consider the following motion as submitted by Councillor C. MacManus:
    “That this Council expresses concern with the proposed EU law that would ban the use of lead in shooting and fishing, making over 100,000 shotguns in Ireland obsolete.

    We believe that such legislation would be costly, unworkable and counterproductive without the full engagement of those impacted.

    That we call on the government to initiate a robust consultation process with all affected parties including game clubs, farming bodies and conservation organisations before proceeding to support any EU proposals in this regard or enacting any legislation at domestic level.”
  2. To consider the following motion as submitted by Councillor J. Queenan:
    “To call on the Minister for Finance to reduce the V.A.T. rate to 9 per cent on Tourism for the 2020 season.”
  3. To consider the following motion as submitted by Councillor M. Casserly:
    “To request a report on road safety improvement works that are to be carried out in Cliffoney village, including addressing the safety issues at the high collision location at Creevykeel, and the necessary footpath improvement works that are needed in Cliffoney village.”
  4. To consider the following motion as submitted by Councillor M. Casserly:
    “To request, in consultation with Coillte, for signage to be placed at local woodland areas and forest recreation walks in order to increase awareness of Lyme Disease, to advise the public of the dangers of contracting Lyme disease from ticks, and how to protect yourself when visiting the outdoors. And also to request for this motion to be forwarded to all local authorities for consideration.”
  5. To consider the following motion as submitted by Councillor G. Mullaney:
    “To call on the Director of Community, Planning and Economy Development to provide insurance cover for Community playgrounds in the country under the local authority’s insurance policy.”
  6. To consider the following motion as submitted by Councillor S. Maguire:
    “That Sligo County Council will provide an update on the status of the establishment of the Sligo Older People’s Council.”
  7. To consider the following motion as submitted by Councillor S. Maguire:
    “That Sligo County Council will engage with the Seabin Project to examine the possibility of installing one off the Sligo Coastline”.
  8. To consider the following motion as submitted by Councillor S. Maguire:
    “That Sligo County Council will renew my call for a Columbarium for Rosses Point cemetery.”
  9. To consider the following motion as submitted by Councillor D. Mulvey:
    “Following on from the successful old electrical recycling day in Ballymote on September 14th, can Sligo County Council arrange a similar amnesty day to help with the ongoing issue of illegal dumping of old mattresses?  Civic amenity sites are charging €25 for single and €35 for double to dispose of same. Other councils have held such events recently and at one of these over 700 old mattresses were collected in one day.”
  10. To consider the following motion as submitted by Councillor D. Mulvey:
    “I call on Sligo County Council to work with the Garda and community groups for the introduction of mandatory registration for all bikes sold in Sligo in light of the statistics that over 100 bicycles are stolen in Ireland every week.  The registration of bikes means that in the unfortunate, but sadly not unusual, event of a bike being stolen, Gardaí will have the ability to identify the proper owner when recovering stolen bikes. The current rate of theft is dissuading some people from using their bikes in certain areas for fear of theft. A comprehensive register will also prove a deterrent to would be-thieves.”
  11. To consider the following motion as submitted by Councillor T. MacSharry:
    "That Sligo County Council takes whatever action is necessary to update the electoral register in Sligo County."
  12. To consider the following motion as submitted by Councillor C. MacManus:
    “Recognising the recent GDPR protocols in place as implemented by the EU to ask:
    1. Will this affect the CCTV systems in place at this time and under the control of Sligo County Council;
    2. Is this Council in a position to act as Data Controller over multiple existing or newly installed CCTV schemes;
    3. Are there new procedures in place relating to identifying and agreeing the areas for installing CCTV, their actual installation and management in communities where it has been determined there is such a need on the grounds of anti-social behaviour or criminality;
    4. Has Sligo County Council any current applications submitted or awaiting approval for the installation of any CCTV schemes;
    5. Is there grant aid still available from the Department of Justice and Equality under the Community CCTV Scheme?”
  13. To consider the following motion as submitted by Councillor J. Queenan:
    “To ask Sligo County Council to commence the process of making Pier Road, Enniscrone a one-way system.”
  14. To consider the following motion as submitted by Councillor J. Queenan:
    “To ask the Director of Services to include Finod, Rathlee and Enniscrone on the list re. coastal erosion funding for 2020.”
  15. To consider the following motion as submitted by Councillor D. Gilroy:
    “To call on Sligo County Council to write to Paschal Donohoe, T.D., Minister for Finance, Public Expenditure and Reform stating that ‘Eurostat has confirmed that the Northern and Western Region, which includes our local authority, has moved back from a “Developed Region” to “Region in Transition” and considering that this points to a two speed national economy, how is the Minister proposing to address it; is there opportunity for positive discrimination?  Can the Minister also confirm that European Regional Development Funding will continue to be delivered in the regions post 2020?”
  16. To consider the following motion as submitted by Cllr. T. Healy & Cllr. M. Clarke:
    “To call on Sligo County Council to write to the Minister of State for Training and Skills to address the ongoing issue regarding school transport and for the Finance Minister to sanction funding so that the thousands of pupils can get transport to their schools for this term alone.”
  17. To consider the following motion as submitted by Councillor T. Healy:
    “To call on Sligo County Council to carry out a safety Survey at the junction which joins the L1301 with the Ballygawley to Collooney road in the interest of Safety.”

    “To call on Sligo County Council for an update report on the flood risk management in the Rathbraughan area.

    What funding is in place and when will the residents in the Woodlands Estate see work carried out?”

    “To call on Sligo County Council to prepare an up to date report on the Lough Talt water upgrade works.”
  20. To consider the following motion as submitted by Councillor G. Mullaney:
    “To call on the Director of Services for Infrastructure to introduce a hedge cutting scheme to encourage communities, groups of local residents and land owners to cut hedges/trees that need attention along the Public Road Network.”

    “To call on the Director of Services for Infrastructure to investigate the upgrading of the bridge on the R294 at the Roscommon border at Cloonloo with a view to widening the approaching carriageway in co-operation with Roscommon County Council.”

    “Sligo County Council calls on Taoiseach, Leo Varadkar, to set up a public insurance company.”

    “Sligo County Council call on Taoiseach, Leo Varadkar and Minister Richard Bruton not to import fracked gas from North America.”
  24. To consider the following motion as submitted by Councillor D. Bree:
    “Noting that the Council is receiving minimum rents in respect of certain properties in the ownership of the Council in the docks area, this meeting requests the Executive to have the rental agreements/leases reviewed as a matter of urgency so as there can be a realistic and fair increase in the rents.”
  25. To consider the following motion as submitted by Councillor D. Bree:
    “Recognising that the Rehabilitative Training Allowance of €31.80 per week, was designed and introduced to support people with disabilities to develop social and basic work skills so that further education and training, and employment options are more accessible to them; this Council condemns the Government’s decision to abolish the training allowance, and further we call for the full reinstatement of the training allowance.”
  26. To consider the following motion as submitted by Councillor D. Bree:
    “That the meeting be provided with a report indicating (a) details of the number of staff employed by the Council at the end of August 2019; (b) details of the number of additional staff required which the Council has sought approval from the Department.”
  27. To consider the following motion as submitted by Councillor T. MacSharry:
    "That Sligo County Council engineering staff erect a public light at the dangerous corner where Tonaphubble meets the Holy Well Road in Sligo in the interests of Health & Safety"
  28. To consider the following motion as submitted by Councillor D. Gilroy:
    “To call on Sligo County Council to carry out a safety assessment on the steps at the bathing area beside Rosses Point Yacht Club with a view to installing a safety handrail.

    These steps have been upgraded in recent years but unfortunately the upgraded steps become extremely slippery at low tide when the steps are exposed.  A number of slips have happened by swimmers this year and a handrail may be a simple solution that could avoid a serious injury in the future.”
  29. To consider the following motion as submitted by Councillor D. Gilroy:
    “In view of the upcoming NZEB and the introduction of Technical Guidance Document Part L – Conservation of Fuel and Energy – Dwellings (2019) on November 1st 2019, can Sligo County Council report on
    • How many new houses were completed in County Sligo in each of the three years 2016, 2017 and 2018.
    • How many new houses completed in County Sligo in each of the three years 2016, 2017 and 2018 had a BER Certificate published as required by PART L – CONSERVATION OF FUEL AND ENERGY – DWELLINGS (2011).
    • How many new houses completed in County Sligo in 2018 had a BER Certificate published that showed full compliance with as required by PART L – CONSERVATION OF FUEL AND ENERGY – DWELLINGS (2011).
    Can this information be provided in writing in advance of the Council Meeting on October 7th so that Members can absorb the figures.  These figures should be available from Sligo County Council’s own resources and from the Sustainable Energy Authority of Ireland.”
  30. To consider the following motion as submitted by Councillor C. MacManus:
    “To ask Sligo County Council to confirm that all planning conditions were adhered to relating to the granted planning permissions of:

    If it is considered that any planning condition(s) attached to the above planning applications may not have been adhered to, to list:
    1. The planning application reference number and the numbered condition subject to query;
    2. What action(s) the Enforcement section of Sligo County Council are taking to address each queried planning condition.”

    “To ask Sligo County Council to conduct a review and mapping exercise of public lighting in all towns and villages throughout the county and to provide a report on same and in light of additional revenue for 2020 to ask Sligo County Council to consider introducing an installation programme with areas prioritised where there is a health and safety risk.”

    “That Sligo County Council consider naming the new development on the Strandhill Road after former Mayor, Kathleen McGoldrick.”

    “To ask Sligo County Council to intall new signage in villages along Sligo Way, mapping for the route and improve signage along the trail itself.”
  37. To consider the following motion as submitted by Councillor P. Taylor:
    “To ask Sligo County Council to support the development of remote working from Government Departments within County Sligo, from such Departments as the Department of Housing, Planning and Local Government through the creation of a remote working office within South Sligo through An Chroí and other Enterprise Centres.

    The Government has supported remote working within Ireland, therefore I am asking Sligo County Council to support Remote working and in doing so many Government employees can work from home several days a week, therefore encouraging people and their families to move back to South Sligo and indeed Sligo while maintaining their careers within the Government Departments, while taking care of their health and reducing Carbon Emissions through reduced travel.”

    “To ask Sligo Co Council to request an Update with regard to the development of a Primary Care Centre in Tubbercurry.”

    “To call on Sligo County Council to relocate one of the traffic calming islands on the N17 in Curry village to leave room for cars turning right into St. Mary’s Community Centre and the children’s play area.”

    “That traffic calming measures be considered on the Newgrange road in Grange Village between the new school car park and Glenview housing estate in order to slow down traffic on that very busy road.”
