DEFERRED MOTIONS

  1. To consider the following motion as submitted by Councillor S. Mac Manus and T. Healy
    “That Sligo County Council supports the recent industrial action forced on the lecturers of St Angela’s College and calls on the National University of Ireland Galway (NUIG) to engage with the genuine concerns of the lecturers by entering into discussions with the TUI on all issues of concern surrounding the proposed incorporation of St Angela’s into NUIG.”
  2. To consider the following motion as submitted by Councillor J. Lundy
    “To ask Sligo County Council to remove the burden of commercial rates from early childhood care and educational facilities in Co. Sligo, as is the case with all other educational premises, both public and private throughout the country.”
  3. To consider the following motion as submitted by Councillor D. Bree
    “That the Council resolves (a) that grants allocated to residents associations by the Sligo local authorities in 2014, be maintained, at a minimum, at the same level in the current year; and that the required additional finance be taken from the funding provided in Programme FO4 - Community Grants; and (b) that applications now be accepted from residents associations which received grant aid from the Sligo local authorities in 2014 and were late in submitting applications in the current year due to the changes in the grants system.”
  4. To consider the following motion as submitted by Councillor J. Lundy
    “That Sligo County Council calls on the Minister for Education and Minister for Children to immediately appoint a qualified Childcare Professional to the Childcare facility at Aclare in south Sligo – known as “Magic Moments” so that the building can be reopened for the new school year”.
  5. To consider the following motion as submitted by Councillor J. Lundy
    “To call on the Government to immediately re-instate the full Christmas bonus to Pensioners and those on long term Social Welfare in the October Budget 2015”.

    “Call on the Minister for Communications to review the new Eircode postcode system as it is proposed that most of west Sligo will have a Mayo address”.

    “To ask for an update on proposals to make the road at Lower St Bridget’s Place, Sligo, one-way as previously agreed at time of the Remedial Works Scheme in this estate”.

    “To request that Sligo County Council prepare a report on what measures are required and can be undertaken to address both the abuse by some members of the public and the environmental impact on the sand dunes adjacent to the new slipway leading to Strandhill beach. That, if necessary, application be made to the relevant Government Department to secure funding to address the erosion problems caused to the dunes over the past number of years”.

    "That Sligo County Council CEO and executive provide a swipe card to any elected member who request one to gain access to offices at City Hall while acting in the course of their duties as a Council member".

    "That Sligo County Council calls on Central Government and the Minister for Finance to reintroduce the telephone allowance to the home care/ household benefit package and to increase the fuel allowance to €35 euro per week in the upcoming budget".

    “That the Council resolves that a portion of the matching funds provided in the annual budget be made available in the event of grant aid being allocated by the Heritage Council or other bodies for a Conservation Plan for the Greenfort.”

    “Following on from correspondence from the HSE in a letter dated 19th January 2015 where they have committed to providing a modern Primary Care Centre in Tubbercurry that we request the up-to-date position on the provision of this all important facility”

    1. The number of applicants that have applied under Housing Aid for Older People.

    “Noting that An Bord Pleanála has approved planning permission for the proposed extension of the existing slipway, and the construction of a pontoon and access ramp in addition to a small walkway and dinghy mooring system at Rosses Point harbour; this Council resolves that an application for grant aid for the development be submitted under the Local Authority Harbour Development and Marine Leisure Programme for 2016, and further the Council requests the Minister for Agriculture, Food and the Marine, to approve grant aid for this much needed project.”
  13. To consider the following motion as submitted by Councillor S. Kilgannon
    “Sligo County Council welcomes the Government Plan for Rural Ireland, however, this Council calls on Government to make 30 million available each year for the next 6 years for Rural towns and villages”.

    “To Call on Sligo County Council to make safe the junction for Residents along the old Sligo to Boyle road at Ballinafad”.
  15. To consider the following motion as submitted by Councillor M. Clarke
    “To call on the Minister for Agriculture, Simon Coveney TD, and the Department of Agriculture
    1. to scrap the  Beef Data and Genomics Scheme and replace it with a workable suckler cow scheme
    2. to meet with his counterparts in northern Ireland and England to open up livestock exports
    3. to end the practice of retrospective penalties, and to introduce fair farm inspections
    4. to provide a report on the corrections system and to return it to the system heretofore which was fast and efficient
    5. to resign as Minster for Justice and concentrate on Agriculture”.
  16. To consider the following motion as submitted by Councillor M. Clarke
    “To call on this Council to provide a report on the newly announced 30 million scheme, how much will this Council receive and how will it be rolled out”.

    “Given that there is a national homeless scandal, I call on Sligo County Council to prepare a report,
    1. how many houses will this council build in 2016 ?
    2. How many houses will this council buy in 2016?”
  18. To consider the following motion as submitted by Councillor M. Gormley
    “That this Council make an application for funding to have works carried out on the Regional Road 296 at Cloonkeavy where the road is subsiding”.
  19. To consider the following motion as submitted by Councillor R. O’Grady, Councillor J. Lundy and Councillor S. Kilgannon
    “On the 100th Anniversary of the founding of Cumann na mBan, and in recognition of those women who served, who played a vital role in securing the independence of the State, that a building, street or other be named Cumann na mBan “Linda Kearins” in recognition”.
  20. To consider the following motion as submitted by Councillor T. MacSharry
    "That Sligo County Council would adopt this resolution in support of Cork City Council in its actions against the proposed merger of Cork City and County Councils, and further supports its challenge to the Local Government Reform programme, which undermines the European principal of subsidiarity.

    We also direct the meeting administrator to inform the Minister for the Environment and Local Government and the Secretary General of the same Department of the passing of this motion by this Council”.
  21. To consider the following motion as submitted by Councillor E. Scanlon
    “Currently there are 121 County Council houses unoccupied throughout the County.  How will these be allocated?  When will these properties be allocated to people?  As the homelessness crisis worsens action must be taken by the Council to ensure that those seeking accommodation in our County have their accommodation needs meet without further delay.

    It is my understanding that some of these 121 unoccupied properties need repair works to be carried out.   Would it be possible for these house to be allocated to people who has express a wish for accommodation and have undertaken to carry out repairs and maintenance on the property themselves.  Perhaps an agreement can be meet in relation to the cost of these repairs if they are carried out by tenant, i.e. grant allocation for essential repairs, reduction in rent over a period of time or outsource the repair works to independent contractors”.
  22. To consider the following motion as submitted by Councillor M. Casserly
    “Following the news that the Sligo Greenway Co-op now has permission from the landowner, Irish Rail to pursue the objective of a greenway from Collooney to the county border at Bellaghy, on the closed since 1963 railway line and following the announcement that the Government is releasing €30 million for special projects to help rejuvenate rural towns and village, I propose that Sligo county council should propose that a project such as the Sligo Greenway Co-Op plan for a greenway from Collooney to Bellaghy on the county border with Mayo which will benefit a number of rural towns and villages such as Ballisodare, Collooney, Coolaney, Tubbercurry, Curry and Bellaghy along the route; that the council executive should write to the Minister responsible for rural re-generation Minister Ann Phelan highlighting this shovel ready project which the landowner Irish Rail agrees with and which this council supports,  as an ideal project to receive funding immediately”.

    “That speaking time both on proposing and discussing a motion in this chamber be kept to 3 minutes maximum to ensure the efficient running of Council meetings as is the norm in numerous council chambers throughout the country”.

    “That Sligo County Council supports the Town Twinning Programme between Tubbercurry and Viarmes (France) which is celebrating its 15th Anniversary this October and is of huge cultural and economic benefit to Tubbercurry and south Sligo”.
