DEFERRED MOTIONS

  1. To consider the following motion as submitted by Councillor M. Fleming and Cllr T. McLoughlin

    “That Sligo County Council consider raising a loan to finance grant applications for older persons grants, disability grants and mobility grants, should the Minister for the Environment fail to provide additional funding for those schemes,  €1M over 20 years and €8,000 per Annum”.
  2. To consider the following motion as submitted by Councillor D. Bree

    “That the Council be provided with a report regarding the processing and disposal of the sewage sludge from the Finisklin and other public sewerage treatment plants in the county, the report to include details of the annual volume of sewage involved, the location of each Sligo farm referred to in Council documentation released to Open Focus as suitable for the landspreading of the sewage and all other farms over which the sewage is to be disposed of, the cost of transportation to the various farms and the charge it is proposed to make for the service, whether distinctive or any public safety signs will be erected on lands to indicate to neighbouring landholders, residents and members of the public that the lands are being used as spreadgrounds for human sewage sludge and the period within which the sewage is to be applied, if there is to be provision allowing for objections to the spreading of sewage on lands or on any particular farm and if, as a public health safeguard, details indicating that the use of the lands as spreadgrounds will be entered on the folio of the respective lands, and a copy of the advice which the Council requested and obtained from the Food Safety Authority of Ireland concerning the use of human sewage sludge in agriculture.”

    “That the proposed charging on car parking at Strandhill under the proposed Bye-Laws be abolished”.

    “To ask the County Manager to ensure that no parking charges will be applied under the proposed Strandhill Parking Places Bye-Laws”.

    “To ask the County Manager; that this Council seek to provide a playground for Strandhill village”.

    “To call on the Director of Services for Housing to start immediate processing of private housing grants for older people and people with disabilities in order to obtain an accurate figure regards the amount of funding required to provide grant aid for existing applications”.

    “That Minister O’Cuiv provide additional funding in the current year for Clar Class П/Ш Roads and for Clar Local Improvement Schemes”.

    “To call on the Government to re-introduce the ‘First Time Buyers Grant’ to assist young people enter the housing market and to stimulate the house construction sector”.

    “To ask that Sligo County Council begin the process to Take in Charge the estate Ocean Links in Strandhill”.
  8. To consider the following motion as submitted by Councillor S. MacManus.

    “That Sligo County Council noting that the Joint Oireachtas Committee on Arts, Sports, Tourism, Community, Rural and Gaeltacht Affairs is seeking submissions for a report which it is undertaking entitled “What is Needed to Develop the Counties Along the West Coast of Ireland, Both in Economic and Social Terms”.  Agrees to make a submission to the Committee identifying the infrastructure and public services deficiencies and the impediments to job creation in this county; and outlining the type of initiatives and interventions that are required to revitalize County Sligo and that are necessary in order to ensure employment opportunities for the people of Co. Sligo in the years ahead.
  9. To consider the following motion as submitted by Councillor D. Bree

    “That Bye-Laws 4,5,6,7 and 8 be deleted from the Draft ‘Strandhill Parking Bye-Laws 2008”.
  10. To consider the following motion as submitted by Councillor S. Kilgannon and Councillor P. Barry

    “That this Council be provided with a report as to why the water supply in Carney and Maugherow areas of North Sligo is having recurring problems with the water service. Service to Cloch Oir, Carney totally lost service on 3rd,4th and 5th of August 2008, what plans have Sligo County Council to ensure that recurring water supply problems in the North Sligo area of Carney and Maugherow be resolved.   Are there any plans for a more reliable service for the area?”.
  11. To consider the following motion as submitted by Councillor S. Kilgannon

    "To ask Sligo County Council in the interest of road safety to request the Department of Transport under the low cost safety improvement scheme, to provide funding to Sligo County Council to provide right turning lanes off the N16 on to the Drum Road and also to Drumkinsellagh”.
  12. To consider the following motion as submitted by Councillor S. MacManus

    " That Sligo Co. Council defers taking any decision on any part of the proposed Parking Places Draft Bye-Laws 2008 in relation to Strandhill until such time as local organisations bring forward possible proposals on how to address the issue of camper vans parking in the car park at the promenade in Strandhill and other matters pertaining to community use of the car park.  The proposal to charge for parking in the car parks at Strandhill will be removed from any future bye-laws which may be adopted."
  13. To consider the following motion as submitted by Councillor P. McGrath

    “To ask Sligo County Council for an up to date report regarding the following issues in relation to Camross Estate, Ballymote:-
    - Fitting of new external boilers
    - Drainage of the large green area
    - Painting of ramps
    - A foul smell from sewerage in some of the one and two bedroomed houses.
  14. To consider the following motion as submitted by Councillor M. Fleming

    “To propose that Sligo County Council acquire the land necessary to extend Court Abbey graveyard and develop a new cemetery for that area”.
  15. To consider the following motion as submitted by Councillor M. Fleming

    “To request the Minister for the Environment to provide grant aid to home owners for the installation of rainwater storage to encourage water conservation and reduce costs to householders”.

    “Fencing of the Western Rail Corridor was carried out last year with the co-operation of farmers in the area, I request the Minister for Community, Rural and Gaeltacht Affairs to provide the funding necessary to complete this operation by erecting gates and restore access to farmers lands, in accordance with the wishes of those effected from Charlestown to Collooney”.
  17. To consider the following motion as submitted by Councillor M. Gormley

    “Due to the damage caused to a number of roads in the Cloonacool area as a result of the torrential rain, I propose that an application be made to the Department of the Environment for emergency funding to have works carried out to them”
  18. To consider the following motion as submitted by Councillor P. Conmy
    “I will ask if there was any response from Minister Jimmy Devins and Deputy Eamon Scanlon regarding the deputation to meet the Minister for Health, Ms Mary Harney and An Taoiseach, Mr Brian Cowen regarding the downgrading of cancer services in Sligo General Hospital”.
  19. To consider the following motion as submitted by Councillor S. Kilgannon

    “Sligo County Development Plan 2005-2011 clearly state that several towns and villages in the County have special functions, for example, Easkey, Mullaghmore, Rosses Point, Strandhill and Enniscrone play a regionally significant coastal tourism role.  As Mullaghmore in County Sligo is surrounded by some of the best waters in the world for deep sea diving.  Sligo County Council recognises the importance of the tourism industry and the potential that exists for the industry to expand further.  I call on Sligo County Council to give a report to the September Meeting on what plans are in train to promote deep sea diving in the Mullaghmore area of Sligo”.
  20. To consider the following motion as submitted by Councillor I. Fox

    “To ask Sligo County Council to call on the Minister for Transport, Mr Noel Dempsey and Northern Assembly Minister, Mr Colm Murphy to meet with the County Manager’s from Sligo, Leitrim, Donegal and Cavan Local Authorities, together with three Councillors from each County Council with the view to have the N.16 classified as a critical cross border transport project in a bid to secure joint Irish and British Governments or EU funding to upgrade the Sligo/Enniskillen link”.

    “I ask the County Manager to call on the Minister for Environment, Mr John Gormley for a substantial increase in funding in 2009 estimates to restore roads in the North Sligo Area that have been damaged by flood waters”

    “To ask the Director of Services for Infrastructure to replace white line on dangerous bend at Mulvey’s development, Calry Road”.

    “To ask the Director of Service for Infrastructure to examine the position in relation to advertising signage on National Routes within Co. Sligo County, with a view to looking favourably on such signage where it promotes tourism related business”

    “ That this Council take immediate steps to eliminate flooding problems on the N17 at Kilcoyne Park, Tubbercurry where recently this section of road together with adjoining lands which included the local G.A.A pitch were flooded causing problems for a family entering and exiting their home”

    "To ask the County Manager  (a) when will tenders be invited for the proposed new Fire Station for Ballymote, and (b) what progress has been made in regard to the Council’s proposal to develop a Public Services Centre in Ballymote to include, Library, Council offices and new Health Centre."

    “That Sligo County Council put sufficient funding aside under the 2009 road allocation fund for the purpose of improving the safety of T junction at Ballyfree, Co. Sligo and that such works would involve the removal of part of Mr Michael Jennings garden to be replaced with an extended road area and boundary wall”.
