Minutes of LTACC Meeting on Wednesday 10th February, 2021 at 12:30pm - held virtually

4 - Correspondence

5 - Update on progress for TAP 1st July 2019-30th June 2024

TAP target for 1st July 2020 -30th June 2021 is 14 and 5 have been achieved to date.

6 - To note report on COVID 19

It was noted that there was currently COVID cases within 2 of the halting sites managed by Sligo County Council. B. Maughan enquired were there sanitation packs handed out to the families and water hoses provided so the bays could get washed down. P. Andison no request had come in from the HSE and both sites had access to hot water, so we would expect that the needs for sanitation are met adequately. Sligo County Council to liaise with the HSE to see of there was anything else required.

7 - To note report on Capital Projects

B. Maughan queried about the progress of the planning for the rest of the extensions at Ballyfree. G. Kelly explained that Sligo County Council had recently engaged a consultant to look at the issue of waste water on the site and this would be included in the submission to the department as part of the overall funding application. B. Maughan questioned whether the residents of Ballyfree had been misled about this process by telling them three years ago that planning was already granted. She stated she would have to explain the current situation to the residents. P. Andison advised that this portrayal of the work of the Council was disingenuous and staff have always worked closely with the residents to progress the project and keep them informed, having recently completed a 3 bed extension. S. Martin explained the importance and complexity of the waste water systems at Ballyfree and Cloonamahon and how costs and designs were needed in order to get the approval to proceed from the Department.

S. Martin advised Sligo County Council is still awaiting a response from the Department in relation to the housing development at Glenview site.

8 - To note report on Fire Safety

There had been one incident of illegal burning on a site which required the fire service to attend. There is a cost implication to attend these incidents. Sligo County Council is again to write to the families outlining their obligations under their tenancy agreement.

The recent fire at a Council property and subsequent burning of a caravan is still under investigation by Garcia.

9 - Review of Standing Orders

A number of suggested changes were put forward in relation to the Chairperson of the Committee and confidentiality.

It was agreed in line with guidelines set out by the Department that the position of the Chairperson would be reviewed after two years from the date of the current appointment which is in June 2021. A proposal could then be put before the Council about a change of Chair if the Committee so wishes.

A discussion around confidentiality took place and it was agreed that the current standing orders covered the matter sufficiently and no changes were needed at this time.

It was agreed that no change to the current standing orders was to be made.

10 - AOB

Planning Enforcement:

B. Maughan raised the issue of an 8ft fence being put around the home of a Traveller family, details are to be forward to Council staff after the meeting since individual cases of estate management cannot be discussed at this meeting.

Individual case of an allocation needed:

B Maughan raised the case of a family who will soon be homeless since they are under an eviction order in their rented house. P. Andison stated that this family would be given consideration by the Housing Section.
