Discharge Licences
Effluent discharges to waters and sewers, with a few exceptions, require a discharge licence in accordance with Section 4 and 16 of the Local Government (Water Pollution) Act 1977 as amended by the Local Government (Water Pollution) Amendment Act 1990. In addition, discharges of greater than 5m3 of sewage effluent to groundwater require a licence under Section 4 of the above Acts. A discharge to waters licence sets out general requirements in terms of the volume and quality of effluent that can be discharged to waters. A discharge licence will also specify other miscellaneous requirements, such as the submission of ongoing monitoring results to the Environment Section of Sligo County Council.

A new national water services authority has been established in the Republic of Ireland. Since 2014, Irish Water is responsible for issuing and enforcing discharge licences to sewers in accordance with Section 16 of the Local Government (Water Pollution) Act 1977 as amended. A licence is required for the discharge of trade effluent to the Irish Water sewerage network.

In terms of discharge to waters licences, at present there are 23 active discharge to waters licences within the functional area of Sligo County Council.
Table 1 below details the register of licensed discharges to waters. Sligo County Council monitors and enforces all discharge licences to waters to ensure compliance with discharge licence conditions.

Large industrial or agricultural activities require an Integrated Pollution, Prevention and Control Licence (IPPC) from the Environmental Protection Agency. Details of the classes of activities requiring an IPC licences are available on www.epa.ie/licensing/. There are 6 IPPC licences in County Sligo, Table 2 is a list of same.
