Implementation of Homeless HAP Place Finder Service in Sligo County Council
Housing Assistance Payment (HAP) is a form of social housing support provided by all local authorities and replaces Rent Supplement for those with a long-term housing need who qualify for social housing support. Under HAP, local authorities provide housing assistance for households with a long-term housing need, including many long-term Rent Supplement recipients.
The Homeless HAP Place Finder Service, is a targeted support for homeless households who are finding it difficult to secure HAP tenancies and has been successfully utilised by the Dublin Regional Homeless Executive (DRHE) across the Dublin local authorities since February 2015, and a similar service began operating in Cork City in 2017. In order to further assist homeless households in exiting emergency accommodation Mr. Eoghan Murphy TD, Minister for Housing, Planning and Local Government has recently made the Homeless HAP Place Finder Service available in each of the 31 local authorities including Sligo County Council.
In recognition of the additional supports which homeless households may require in order to access private rented accommodation, particularly those residing in emergency accommodation, it has been agreed that local authorities can pay a deposit equivalent to one month’s HAP rental payment, and advance rental payments of up to two months HAP payment, upfront on behalf of a HAP eligible tenant in order to assist homeless households secure appropriate properties.
Local authorities may, dependent on local demand, offer households in emergency accommodation the option to source accommodation themselves or with the assistance of local Place Finders arrangements. The contract will be a private contract between the landlord and the HAP tenant. The HAP tenant is the landlord’s tenant and not a tenant of the local authority. The tenancy will be governed by the terms of the Residential Tenancies Act 2004 (as amended).
