Project Update – March 2018
Following the successful completion of the N4 Hughes Bridge Widening Scheme in 2015, the N4/N15 Sligo Urban Improvement Scheme is the next section being developed by Sligo County Council’s National Roads Project Office Team. This Section commences at the northern end of the Hughes Bridge Widening Scheme and finishes north of the Rosses Point junction.
Jacobs Engineering has been engaged to carry out the detailed design of this Scheme under the guidance of SCC’s National Roads Project Office Team. It will include upgrading the National Primary Road from the northern end of Hughes Bridge to north of the Rosses Point junction, along with the Rosses Point, Duct Street and Markievicz Road Junctions. The Copper River Bridge will be upgraded as part of the works. A new Traffic Management System for the N4 Sligo Inner Relief Road Corridor will be designed and upgraded to Urban Traffic Control (UTC) Standards as part of the project.
The Statutory Consent documents consisting of CPO and Natura Impact Statement documents for the scheme were finalised in June 2017 and subsequently submitted to An Bord Pléanala for approval. On 28th February 2018, An Bord Pleanála granted planning approval for the N4/N15 Sligo Urban Improvement Scheme under Section 177AE(4)(A) of the Planning and Development Act 2000, as inserted by Section 57 of the Planning and Development (Amendment) Act 2010. The planning approval was granted without modification to the scheme proposed by the National Roads project office of Sligo County Council.
An Bord Pleanála also confirmed the Compulsory Purchase Order (CPO) on the 28th February 2018 without modification. The Confirmation Notice for the CPO was published on the 29th March 2018 and the CPO will become operative 3 weeks after the publication date of the Confirmation Notice.
The Detailed Design and preparation of Contract Documents for the Scheme is currently ongoing with a view to being ready to Tender for Construction Quarter 3 2018, subject to funding.
The proposed development comprises online improvement works through the townlands of Rathquarter and Cartron, Co. Sligo. The proposed development occurs wholly within County Sligo and comprises inter-alia:
- Upgrading the existing dual-carriageway for a distance of 670m from a point just north of Hughes Bridge to a point just north of the N15 / R291 Rosses Point Road junction;
- Increased right-turning provision and improved facilities for pedestrians and cyclists at the three signalised junctions within the proposed development;
- The proposed development includes the following elements of infrastructure:
- Carriageway improvements;
- Junction improvements;
- Pedestrian and cyclist facilities improvements;
- Structures including new retaining walls;
- Existing river bridge replacement;
- A new drainage system;
- Environmental mitigation works;
- The diversion of services and utilities; and
- The other consequential construction works necessary in order to complete the project

COMPULSORY ACQUISITION OF LAND - N4-N15 SLIGO URBAN IMPROVEMENT SCHEME

SLIGO COUNTY COUNCIL COMPULSORY PURCHASE ORDER 2017 (NO. 1)
An Bord Pleanála has, on the 28th day of February, 2018, made a confirmation order confirming the above-named Compulsory Purchase Order as respects the land described in the Schedule Part 1 thereto. The said Order, as so confirmed, authorises Sligo County Council to acquire the said land compulsorily and to acquire temporarily the land described in the Schedule Part 2 thereto. It will become operative three weeks from the date of publication of this notice.
A copy of the Order as so confirmed and of the map referred to in it may be inspected at the offices of:
Sligo County Council, County Hall, Riverside, Sligo, F91 Y763;
Sligo County Council, National Roads Project Office, Business Centre, Market Yard, Sligo, County Sligo, F91 KR91;
between the hours of 9.30am to 1.00pm and 2.00pm to 4.30 pm on Mondays to Fridays (Public holidays excluded) from the 29th day of March, 2018 to the 31st day of May, 2018.
The order also authorises the Local Authority to extinguish the public and private rights of way described in Schedule Part 3 thereto, by order made by them after they have acquired the said land.
An application for Judicial Review of the decision of the Board under Order 84 of the Rules of the Superior Courts (S.I. No. 15 of 1986) may be made to the High Court within eight weeks of the date of publication of this notice in accordance with Section 50 of the Planning and Development Act, 2000 as substituted and amended.
